the issue on construction of radar station, Prime Minister of Armenia
Tigran Sargsyan said in an interview to Russian Komersant paper asked
whether Armenia will allow construction of station in its territory if
Russia and Azerbaijan do not agree over renting conditions of Gabala
radar station. “If our territory presents such interest we are ready
to discuss the issue,” the PM said.

Tigran Sargsyan stressed Armenia may be attractive in this respect
as it is a mountainous country.

Russia and Azerbaijan are discussing the Gabala Radar Station’s
renting issue but Azerbaijan demands huge money.

YEREVAN, April 5. /ARKA/. The Armenian government has approved today
a procedure designed for investigation of possible accidents at the
nuclear power plant in MetSamor. Ashot Martirosian, head of Armenia’s
State Committee on Nuclear Safety, said the procedure was developed
based on International Atomic Enegry Agency (IAEA) safety standards.

The Metsamor plant, which accounts for about 40 percent of Armenia’s
electricity, has undergone numerous safety upgrades since being
reactivated in 1995. According to government figures, Armenia has
received $130 million worth of assistance from the United States,
the European Union, Russia and other international bodies to upgrade
the plant’s safety.

The plant located some 30 kilometers west of Yerevan, was built in the
1970s but was closed following a devastating earthquake in 1988 that
killed some 25,000 people and devastated much of northern Armenia. One
of its two VVER 440-V230 light-water reactors was reactivated in 1995.

Armenian authorities said they will build a new nuclear power plant
to replace the aging Metsamor plant. The new plant is supposed to
operate at twice the capacity of the Soviet-constructed facility.

PanARMENIAN.Net – The Armenian government approved on April 5 the
program for Gyumri technopark launch.

According to the Minister of Economy, Tigran Davtyan, the government
aims to gradually reduce its participation in cooperation between the
state and private sector; therefore the state budget will allocate
less funding in 2012 as compared to 2011, namely AMD 163 million.

Davtyan said these resources will be targeted to establishment of 5-10
new IT companies in Gyumri technopark, with construction kicking off
in a month.

In this regard, Armenian Prime Minister Tigran Sargsyan highlighted the
importance of the fact that laboratories are already functioning today.

“We allocate resources so that the private sector could start working
and provide its services on a single territory,” Sargsyan said.

YEREVAN. – Azerbaijan discredits the UN Security Council, Armenian FM
Edward Nalbandian said at a joint press conference with his Lithuanian
counterpart Audronius Ažubalis on Thursday.

Asked about the lack of vividly expressed negative assessment by the
international community towards Azerbaijan’s militant statements and
unconstructive actions, the Minister said that such a reaction does
exist. In particular, Nalbandian reminded of the report of European
Commission against Racism and Intolerance which contains a direct
address to Azerbaijan.

The Minister also said that Azerbaijan is a non-permanent member of
the UN Security Council, at the same time Baku creates tension in
the region by making warlike statements daily.

Besides, the country is engaged in military build-up, creating threats
to security and stability in the region and in the world. Moreover,
Azerbaijani President afforded to make racist statements by declaring
a whole nation to be the enemy.

“I believe no comments are necessary. It is an attempt to throw dust
in the eyes of their society, which causes the negative response of
the international community, and is reflected in the reports on human
rights and freedom of speech,” Nalbandian said.

Permanent representatives of Armenia and Tuvalu signing the joint

On March 16 Armenia established diplomatic relations with Tuvalu –
a Polynesian island in the Pacific Ocean with 26 square kilometers
physical land and population of less than 13,000. However, despite
its modest size this country is a UN member with a right to vote.

Tuvalu is part of the Commonwealth of Nations and has a British
monarch as its ruler.

Before the establishment of Armenia-Tuvalu diplomatic relations the
only connection between the two countries was registered in 2007 during
the 62nd session of the UN General Assembly when the resolution on
“The Situation in Azerbaijan’s occupied territories” providing for
“immediate, total and unconditional withdrawal of all Armenian forces
from all of Azerbaijani Republic’s occupied territories” was adopted.

The Baku-submitted resolution was approved by 39 votes (including
Tuvalu) and 100 abstentions.

It would seem that the relations between Armenia and Tuvalu were
initially negative as Tuvalu supported Azerbaijan’s resolution.

However, the events that followed the 2007 resolution have brought
significant changes.

After the Russian-Georgian war in August, 2008, Moscow unilaterally
recognized Abkhazia’s and South Ossetia’s independence, Tbilisi
responded by tearing the diplomatic ties with Moscow and declared
the conflict zones as occupied territories.

Following Russia’s example several other countries recognized
Abkhazia’s and South Ossetia’s independence, and Tuvalu was among them.

That’s the reason this February Georgian president Mikheil Saakashvili
severed its diplomatic ties with Tuvalu and signed a decree terminating
the protocol on the Establishment of Diplomatic Relations between
Georgia and Tuvalu.

A month later Armenia and Tuvalu established diplomatic relations:
Georgia took the news with extreme displeasure.

Russian Regnum news agency reported: “…the establishment of
diplomatic relations between Armenia and Tuvalu will hardly contribute
to further development of Armenian-Georgian relations.”

Even more than Georgia the news outraged Azerbaijan, where it
was perceived in the highlight of UN-member Tuvalu’s prospective
recognition of Nagorno Karabakh’s independence.

Ruling Yeni Azerbaijan party member, MP Aydin Mirzazade called
diplomatic relations between Armenia and Tuvalu “ridiculous”.

He says that Tuvalu is an island that’s eager to recognize any state –
even a non-existing one – for very little money.

“Apparently Tuvalu’s budget is replenished by such shady political
ventures. That state openly stated the recognition of unrecognized
regimes of Abkhazia and South Ossetia and now Armenia is trying to
take the same road,” he said.

La region autonome du Kurdistan irakien, en conflit avec le
gouvernement central sur des questions territoriales et d’exploitation
petrolière, a menace lundi de mettre fin a ses exportations de brut
si Bagdad n’honorait pas ses dettes envers elle.

Le Kurdistan a egalement reproche a Bagdad de vouloir conclure un
accord selon lui illegal avec la major BP pour accroître la production
de petrole dans la region de Kirkouk, au coeur du conflit territorial,
selon un communique distinct lundi soir.

Les exportations de petrole de la region du Kurdistan ont ete reduites
a 50.000 barils par jour (bj) et pourraient cesser d’ici un mois si
le gouvernement federal a Bagdad continue de bloquer les paiements
aux compagnies productrices, affirme le gouvernement regional dans
un premier communique publie sur son site internet.

Le texte, qui cite le porte-parole du ministère kurde des Ressources
naturelles, souligne que la dette cumulee du gouvernement central
envers le Kurdistan s’elève a près de 1,5 milliard de dollars. Le
dernier versement remonte a mai 2011.

Le Kurdistan precise qu’il maintient son objectif d’exportation de
175.000 bj prevu dans le budget 2012 de l’Irak et pourrait exporter
beaucoup plus si le gouvernement honorait ses engagements a payer.

Le Kurdistan et Bagdad sont en conflit sur de nombreux thèmes. Ces
derniers mois, le cas de la major petrolière americaine ExxonMobil, qui
souhaite s’implanter a la fois dans les deux parties du pays, ce que
refuse categoriquement le gouvernement, a suscite une vive polemique.

Erbil et Bagdad s’opposent aussi sur la souverainete d’une bande longue
de 650 km, riche en hydrocarbures, a cheval sur quatre provinces et
comprenant la ville multiethnique de Kirkouk. Cet epineux dossier
est considere comme l’une des principales menaces sur la stabilite
de l’Irak a terme.

Un nouveau point de litige est apparu lundi soir lorsque les autorites
kurdes ont reproche au gouvernement central de vouloir conclure un
accord avec BP sans les avoir consultees, ce qui est selon elles
contraire a la Constitution.

Cette prise de position intervient suite a des informations selon
lesquelles la compagnie publique North Oil Company a signe, ou est
sur le point de signer, un accord preliminaire avec BP pour accroître
la production dans le gisement de Kirkouk, ont precise les autorites
kurdes dans leur communique.

Le Kurdistan demande au ministère federal du Petrole et a la North Oil
Company de respecter la Constitution du pays et de s’asseoir rapidement
avec toutes les parties concernees pour decider de la meilleure facon
de renforcer et revitaliser les gisements actuels de Kirkouk.

En attendant, le Kurdistan demande aux compagnies petrolières
internationales de s’abstenir de toute activite enfreignant la
Constitution.

Le president kurde Massoud Barzani avait accuse la semaine dernière
le Premier ministre Nouri al-Maliki de monopoliser le pouvoir.

Le parti Republicain (HHK) beneficie d’une meilleure couverture et
plus positive de la part des journalistes en Armenie que les autres
forces politiques a annonce une ONG.

Yerevan Press Club (YPC) a affirme que la Television Publique est en
particulier favorable du HHK.

L’ONG YPC a base ses affirmations sur le contrôle durant dix jours
des nouvelles politiques de huit chaînes de television et radios
armeniennes publiques.

Le rapport conclu que 221 minutes d’informations positives et
de commentaires se referant au parti mene par le President Serge
Sarkissian ont ete diffusees.

Le HHK est suivi par la Federation Revolutionnaire Armenienne
(Dashnaktsutyun) et le parti Armenie Prospère (BHK). Ils ont recu une
couverture de 135 minutes et 123 minutes respectivement, selon l’YPC.

La plus grande part de cette couverture a ete faite par des chaînes
de television contrôlees par les deux partis.

L’YPC a calcule que le Congrès National Armenien (HAK) a beneficie
d’une couverture de près de 60 minutes comparee avec les 95 minutes
consacrees au parti Zharangutyun (Heritage).

Le rapport de l’YPC dit le que le plus grand journaliste d’Armenie
a parle 20 fois plus du HHK que du BHK.

their efforts to enhance military-patriotic upbringing. On 3 April
Gevorg Gevorgyan Martial Art School organized a military and patriotic
scientific conference on that very purpose. A number of cultural and
public organizations and representatives of the Defense Ministry of
Armenia participated in the conference, according to Armenpress.

“In conditions of globalization and Armenia’s geographical
position our only guarantee for preserving our national spirit is
military-patriotism. So, the Ministries of Defense, Education and
Science always carry out joint works in this direction,” said Gevorg
Gevorgyan, chairman of the center.

The Euronest Parliamentary Assembly should enhance parliamentary
democracy and contribute to freer and fairer elections in the EU’s
eastern neighbourhood countries, said speakers at the opening of the
second ordinary session in Baku, Azerbaijan.

“This meeting here is another occasion to reflect on powers of
democracy”, said the Euronest Co-Chair from EP side, MEP Kristian
Vigenin, citing the upcoming parliamentary elections in Armenia,
Georgia, Ukraine and Belarus as a “challenge but also an opportunity
for our neighbours to to reconfirm their place among European
democracies.”

Mr Vigenin thanked Azerbaijan for hosting the meeting and for creating
the right “technical and political conditions” to hold the Euronest
session in Baku. He also mentioned the importance of the participation
of representatives of the Armenian Parliament, despite the Karabkh
conflict, which still affects bilateral relationships in the region.

Mr Vigenin said that the strong participation of MEPs was a sign
of the European Parliament’s to the developing relationships with
neighbours to the east.

EU Enlargement commissioner Stefan Fule stressed that Euronest
was “not just another institution established under the Eastern
Partnersship” but, given that the role of parliaments is to “keep
governments accountable and advocate reforms”, a real tool to advance
democratization in EU’s eastern neighbourhood.

Mr Fule also said that the Euronest contribution is much is needed
to achieve the aims of the Eastern Partnership and implement the new
EU neighbourhood policy instruments.

The Euronest session opening was concluded by adopting Rules of
Procedure to provide a smoother procedure for adopting common reports.

An Armenian broadcast regulator has changed its methods of monitoring
the media coverage of the 2012 parliamentary election campaign due
to a larger number of journalists and artists involved as candidates
in the race.

Thus, the National Commission on Television and Radio (NCTR) will
regard any appearance of such candidates on TV or radio programs as
an instance of political campaigning, its officials warn.

The election campaign in the May 6 parliamentary vote will officially
start on April 8 and will be on until May 5, which is formally a
“Day of Silence” ahead of the polls. On the basis of its methodology
developed ahead of this campaign the NCTR will monitor the television
and radio broadcasts to see how far the television and radio companies
meet the requirement of providing equal conditions to candidates.

The Election Code stipulates that television companies must provide
an unbiased coverage to all political parties and blocs participating
in the race and abstain from making evaluations in their regard.

NCTR member Armen Lazarian explained to ArmeniaNow that the appearance
of a journalist or an artist registered as a candidate in the current
elections will be seen as an instance of political campaigning.

“For a person conducting the monitoring a candidate’s profession or
occupation makes no difference, it doesn’t matter whether he or she
is an official, or a singer, the moment he or she is registered as
a candidate and the official campaign starts, appearing on TV and
in radio programs will be viewed as part of a political campaign,”
said the official, adding that the NCTR has warned all TV and radio
companies about this provision.

Among the candidates running for parliament on the lists of parties
or contesting parliament seats on an individual basis are a number
of media professionals, such as Aravot daily journalist Margarit
Yesayan (on the Republican Party’s ticket), A1+ TV company journalist
Gayane Arustamyan (a non-partisan candidate backed by the opposition
Armenian National Congress), radio journalist Arax Poghosyan (on the
joint list of candidates of the Heritage and Free Democrats party),
168 Zham newspaper editor Satik Seyranyan (contesting the elections on
an individual basis). During the election period they will temporarily
stop their professional activities. Television appearances of prominent
singer Shushan Petrosyan, a candidate on the Republican Party list,
in the capacity of a vocalist, or the shows of her video will also
be seen as political campaigning.

And popular actor, film director and screenwriter Yervand Manaryan,
who is a candidate on the Armenian National Congress’s list, was
informed by the H2 TV company administration that during the days of
the official election campaign he cannot be involved in the shootings
of the popular “4+” serial produced and shown by this channel.

“I see no problem if this is what the law requires. Simply, it is
my work, and I don’t think it represents any campaign,” Manaryan
told ArmeniaNow.

According to the NCTR member, showing of all films with the involvement
of the popular actor, such as “The Bride from the North”, “Chefs
Have Come for a Competition”, and others will also be regarded as an
election campaign material.

“If a TV company shows a movie or a concert where an actor or
a singer that is also a candidate is seen, for example, for 20
minutes, then the company should also make sure that it lets the
other candidate or candidates have their images profiled for as long,
so as to avoid creating unequal conditions for candidates,” the NCTR
official explained.

Feature films or documentaries containing positive or negative
references to candidates or political parties, including in
the historical contest (such as about the Communist Party or
Dashnaktsutyun, both of which are contestants in the current race)
will also be viewed as campaigning. (Among such films are, for example,
“Zangezur”, “Saroyan Brothers”, “Orchestra Guys”, and others).

“Even if one of the respondents during a vox pop conducted by a TV
company in the streets wears a party badge, it will also be viewed
as campaigning,” Lazarian added.

Meanwhile, the public and private television companies have set prices
for political advertisement during the approaching campaign period.

After certain amendments in the Election Code, these prices have
mainly dropped as compared to those quoted by TV companies during
the last parliamentary elections in 2007.

According to the amended Election Code, the price of one minute of
political advertisement on television shall not exceed the average
price of one minute of commercial airtime during the preceding
six-month period.

Thus, the highest price asked for a minute of political advertisement
is set by Shant TV – 120,000 drams (or about $310), the lowest being
ArmNews TV’s – 18,000 drams (about $47).

A minute of political advertisement on Public Television will cost
a political party or a candidate 80,000 drams (about $205), which is
the same price as in 2007.

On Monday, Central Election Commission head Tigran Mukuchyan said
that Public TV airtime for political campaign purposes will begin
every day at 6:00 pm, and for the Public Radio of Armenia, it will
be twice a day – from 1:30 pm and from 9:40 pm.

For election campaign purposes, the Public Television Company is due
to provide each political party or bloc with an opportunity to use
60 minutes of free airtime and up to 120 minutes of paid airtime,
and the Public Radio Company will provide 120 and 180 minutes of such
airtime, respectively.
