Tsarukyan, "Victim" Or "Martyr"

TSARUKYAN, “VICTIM” OR “MARTYR”
HAKOB BADALYAN

Story from Lragir.am News:

Published: 12:17:20 – 09/04/2012

“It is difficult, hard for me. I’m ready to lose everything but
keep the trust of the people. I will never lose my trust,” said the
leader of Prosperous Armenia Party Gagik Tsarukyan while launching
the election campaign in Abovyan.

It is an interesting statement because for the first time Tsarukyan
dwelt on difficulties. He was silent when the police arrested PAP
members accusing them of trading drugs, even when his most loyal aide,
Hamo of Bangladesh, was arrested. Now Tsarukyan suddenly dwelt on
difficulties when Hamo is at large, and Tsarukyan succeeded taking him
out of jail after he appeared amid a scandal for the hundredth time.

However, Tsarukyan dwells on a difficult situation by launching the
campaign. Perhaps, his aide cost him a high price to pay to Serzh
Sargsyan or Tsarukyan refers to the difficult situation because
he is going to play the role of a “victim” or “martyr” during the
election period.

On the other hand, Gagik Tsarukyan has objective grounds to appear in
difficulty. Now, the PAP needs to say no to all the three presidents
and choose its own path if there is such a path or it needs to make a
choice between them. Currently, Levon Ter-Petrosyan, Serzh Sargsyan
and Robert Kocharyan are pretending to the PAP resource, and it is
very difficult for Gagik Tsarukyan to choose because he may lose
everything in case of a wrong choice.

Moreover, he may lose everything regardless the choice. In other words,
choosing among three presidents is wrong in essence. But Prosperous
Armenia has no other way or possibility to choose its own path because
he allowed at least two of the three presidents too close to him and
now he should rely on their mutual agreements.

In this context, the upcoming parliamentary election will be a defeat
for Tsarukyan because he will not win, only Kocharyan or Sargsyan
will win, or perhaps also Ter-Petrosyan will win through him but the
latter is less possible. It is possible that Kocharyan wins through
Ter-Petrosyan using Tsarukyan as bait for Ter-Petrosyan.

Hence, if Gagik Tsarukyan relies on the will and activities of three
presidents and does not take his time to choose his own political
path, he needs to withdraw from politics. Eventually, he will face
this choice after the parliamentary elections when prosperous Armenia
will either have to join the RPA as an attache like the Orinats Yerkir
Party or become systemic opposition headed by Robert Kocharyan and
Vartan Oskanian because without them Tsarukyan cannot fulfill systemic
opposition functions or he will have to join the opposition Congress.

Although this option is hardly possible since without the government
Tsarukyan will not be so popular with the Congress leadership.

Turkey cannot stay indifferent to Azerbaijani brothers deported from
their homes

14:27 – 07.04.2012

Turkey cannot stay indifferent to events in Arab world since it will
not remain indifferent to the destiny of Azerbaijani brothers deported
from their home in Nagorno Karabakh.

The statement came from Turkish President Abdullah Gul speaking before
the graduates of the military academies of the country, Haberler
agency reports.

`We have historically fraternal and kinship ties with the people
living in the Caucasus, Balkans, Middle East and Central Asia, which
is why we will not stay indifferent to developments there’, he said.

According to Gul, the region is going through a hard period and all
countries must be ready to any risks.

`On the background of events in Arab countries and Iran there are the
attempts to turn the region into the area of confrontation. In such
conditions, Turkey needs to intensify its role and efforts, in
particular, to contribute to the use of all opportunities in the
diplomatic sphere. Ankara should intensify both its diplomatic
activeness and strengthen the army combat level’, he noted.

Armenian Genocide stories added to USC Shoah Foundation Institute

Eileen Frere

EXPOSITION PARK, LOS ANGELES (KABC) — The stories of war victims are
being preserved to be shared with the world in a project that aims to
keep Armenian family histories alive, and to prevent future
atrocities.

The horrors many Armenian family members met nearly 100 years ago were
told on film. A massive archive gathered by Armenian filmmaker Michael
Hagopian will soon join the testimonies of Holocaust survivors at the
USC Shoah Foundation Institute.

Hagopian and many he interviewed are deceased now. But through the
preservation project now underway, the images will be digitized. The
names and places mentioned will be indexed so that in the future,
anyone will be able to find them on the Internet.

“It means that their voice, which was supposed to have been
extinguished, is going to find its place in the world,” said Stephen
Smith, Shoah Foundation Institute.

The existence of the 1915 Armenian Genocide has been debated and
politicized. The Turkish government denies the systematic killing
happened, saying that ethnic fighting caused massacres on both sides.
The Obama administration, which regards Turkey as a key ally,
acknowledges more than 1.5 million deaths, but does not declare it
genocide.

USC’s Institute of Armenian Studies hopes to gather even more stories.

“People have collections, have interviews sitting in their closets,
and we want to bring those out so that we have a complete archive,”
said Jerry Papazian, Armenian Institute Advisory Board.

“An effort like this could stand out and play a part in not letting
this happen again, anywhere else in the world,” said Maria Mehranian,
Armenian Institute supporter.

BAKU: US analyst dismisses reports of Azerbaijan granting Israel acc

Turan news agency, Azerbaijan
April 5 2012

US analyst dismisses reports of Azerbaijan granting Israel access to airfields

Baku, 5 April: (TURAN’s Washington DC correspondent’s interview with
John Sitilides, a government relations specialist and advisor to the
State Department)

[Correspondent] A recent “Foreign Policy” article which indicates that
Azerbaijan granted Israel access to its airfields in a country
bordering Iran brought to speculations among the military and
political analysts both in the US and the region. If these news
reports are correct, then what does this mean for Azerbaijan and
Israel?

[Sitilides] On any given day, anyone can find thousands, perhaps tens
of thousands, of former military or intelligence officers. If someone
selectively chooses a small number to offer a particular perspective,
then it may sound very exciting in the context of one of the most
serious foreign policy issues that anyone will have to deal with on
the international level – the sustained aggression of Iran and its
ambition to possess nuclear weapons.

Much of what is alleged is non-credible. Azerbaijan’s primary
interests are to strengthen and develop its national economy, to
consolidate its oil and gas links to major markets around the world,
and to defend its national interests in the region and on a global
scale. We have an article that essentially lays out an argument that
Azerbaijan is willing to risk all of its strategic interests to bring
about what would surely mean serious Iranian retaliation against
Azerbaijan, against its oil and gas fields, against its military
facilities and against its economic development plans, all to serve as
a so-called “air base” for a third country.

If one ascribes rational behaviour to the Azerbaijani government, we
need to only look at the map to see that for fighter jets to reach
Azerbaijan for a military assault on Iran, they need to traverse the
airspaces of Turkey, Syria and Iraq without being shot down. The
government of Turkey is broadly hostile towards Israel in the last two
and a half years. The government of Syria has been at war with Israel
since it’s founding in 1948, and Iraq has made clear that it will not
permit airspace access for air attacks on Iran.

Again, this is a non-credible scenario played out by a handful of
former military officers and intelligence officers without
consideration for the risks Baku is willing to take on behalf of a
third country, the geostrategic challenges of a joint assault on Iran,
or the costs Azerbaijan would suffer as an essential partner in a
military attack on Iran.

[Correspondent] The US Administration didn’t comment on the FP report
in public. On the other hand, Israeli media, as well as some
Washington DC analysts are claiming the Administration itself is
leaking this classified information to dissuade Israel. How does the
fact of this leak influence US-Israel, Israel-Azerbaijan and
Azeri-Israel cooperation?

[Sitilides] There is no evidence of an administration design here.
What we have is an author who has found a select group of people who
support a particular theory. The article itself has actually very
little of what is called a rational argument, without any evidence of
an “official U.S. government position” behind these theories. Israel
and Azerbaijan are certainly forging closer relations, and it’s a very
positive development for both countries. But a scenario in which
Israel might find it necessary to stop Iran’s nuclear programme
militarily, it’s not credible to that Azerbaijan would offer air bases
to be used in a way that would invite serious and painful Iranian
retaliation.

Few if any Azeri leaders would be willing to accept that risk,
especially with any assurance from any ally to protect Azerbaijan from
Iranian bombardment or short-range missiles attacks. In the aftermath
of a possible Israeli offensive against Iranian nuclear facilities,
one could conceive of later-stage Azerbaijani air base operations
involving helicopter landings for search and rescue or reconnaissance
missions.

Azerbaijan is well-positioned to assist the US and Israel in
intelligence gathering and reconnaissance missions in Iran. Azerbaijan
is also an important military partner and hardware customer to Israel,
which has historically sought security partners in its periphery
regions. Azerbaijan also benefit from selling oil to Israel. So the
relationship is a strong and important one for both countries. The
roots of these scenarios aren’t found in Israel’s plans or
Azerbaijan’s plans, but in the nature of the Iranian regime. As long
as the regime’s behaviour doesn’t change in Teheran, Iran will
continue to be the single most dangerous agent of instability and
tension in that region, as well as other areas in the Middle East,
Persian Gulf, Caucasus and Southwest Asian regions. If the regime’s
behaviour does not change, the only realistic long-term option is
regime change in Tehran. All these other scenarios about everyone’s
plans and ambitions but Iran’s serve as distractions, intentionally or
unwittingly, from the true nature of the Iranian regime. Articles such
as this strengthen the position of the Iranian government by
fabricating scenarios and effectively dividing Iran’s adversaries.

[Correspondent] Iran is very close toArmenia. Azerbaijan in its part,
– it turns out that – gets extreme amounts of weapons from Israel. If
the tension grows in the region, how would you describe its influence
on NagornyyKarabakh?

[Sitilides] Ideally,Armeniaand Azerbaijan would find a way to
peacefully resolve the conflict. This isn’t a war that any responsible
party would like to see taking place. Unfortunately,Armeniahas
developed very close diplomatic ties with Russia, and there is a
pronounced Russian military presence inArmenia. Azerbaijan maintains
strong ties to Turkey, and enjoys a long-standing relationship with
the US and now Israel. Azerbaijan has also become a strong trading
partner with Germany and with Greece, through which Azeri natural gas
will delivered to Italy and onto European markets. Two competing blocs
seem to have been established in the Caucasus withArmeniaseemingly
in the Russian-Iranian camp and Azerbaijan, with all of its
undemocratic practices – and that remains a major problem for US-Azeri
relations – aligning it with essentially Western powers.

The main objective here should be to prevent war between Azerbaijan
andArmeniathat could be devastating for all sides in the Caspian
basin, for the societies of the two countries, and for larger hopes
and prospects for region-wide security and economic development.

[Correspondent] Interesting, whether Azerbaijan-Israel arm cooperation
as well as recent developments on Iran fit Turkey’s regional interest,
which has a very close relationship with Baku and is “at daggers
drawn” with Israel?

[Sitilides] Even as Iran continues to attack the Baku government’s
authority in Azerbaijan through its terrorist activities, espionage,
and a broader range of activities of great concern, geography has
condemned Azerbaijan to no choice but to exist as a neighbour to Iran.
Baku needs to tread carefully and in a non-provocative manner until
such time as behaviour change – or ultimately, regime change – occurs
in Teheran. Other neighbours such as Turkey, which interesting among
NATO members enjoys the warmest relations with Iran, can be supportive
of Azerbaijan’s regional balancing efforts against the backdrop of its
precarious geopolitical situation.

Moldovan parliament submits to Prosecutor General’s Office
investigation materials over illegal arms sale to Armenia

[ 06 Apr 2012 19:31 ]
Baku – APA. Deal on the sale of Moldova’s arms to Armenia was
fulfilled with gross violations.

APA reports quoting Kommersant.MD publication that the special
parliamentary commission came to this conclusion. Decision was passed
at the yesterday’s meeting of the Moldovan parliament to submit the
investigation materials to the Prosecutor General’s Office.

According to the conclusion of the parliamentary commission, Minister
of Economy Valeriu Lazar, who gave permission to sign the arms deal
with the company having no relevant certificate, Defense Minister
Vitaly Marinutsa, who gave consent to the talks on arms deal without
coordinating with the authorized persons, deputy chief of Information
and Security Service Valentin Dediu, who did not investigate the arms
deal case properly, bear responsibility for the illegal arms sale.

Speaker of the parliament Marian Lupu said at the meeting that though
he was acting president at that time, both he and Prime Minister were
aware of it only after the deal was made.

The reports about the sale of weapons of Moldovan Armed Forces spread
last September. Media reported that Il-76 flying from Libya to Moldova
was loaded with arms and the plane flew in the unknown direction.
Later it became known that the plane flew to Armenia. Though Chisinau
admitted the fact of arms sale, they said the question was the expired
weapons. It became known that Moldova signed a deal on sale of 60 tons
of weapons. 40 tons of the weapons were delivered by Il-76, it is not
publicized whether the second flight was made or not.

Moldova’s Defense Minister Vitaly Marinutsa said the deal was
annulled, Moldova’s Prime Minister Vlad Filat apologized to
Azerbaijan’s President Ilham Aliyev for the sale of arms to Armenia.
