STEPANAKERT.- President of the Nagorno-Karabakh [Artsakh] Republic
Bako Sahakyan held a meeting on Wednesday with the first deputy head
of the General Staff of the Armenian Armed forces, lieutenant-general
Enrico Apryamov.

The issues related to army building were discussed at the meeting.

NKR Defense Minister, lieutenant-general Movses Hakobyan participated
in the meeting.

Armenia is considering producing its own unmanned aerial vehicles
(UAV), Prime Minister Tigran Sargsyan said in an interview with the
Nezavisimaya Gazeta daily of Russia.

“We already have a ready-product. We have introduced our designs for
robot soldiers and unmanned helicopters. The testing is currently
in progress. If it becomes clear that their production is more
advantageous than their purchase from other countries, they will be
used in rearming the armies of Armenia and Russia,” the PM noted.

Also, Sargsyan informed that there already are some military industry
enterprises and scientific research institutes that receive state
orders for armament research and development.

“There is a list of products, which they will manufacture, and our
research projects. For example, the production of robots that are
used in demining,” Armenia’s PM stated.

On May 9, the Nagorno-Karabakh Republic will widely celebrate the
Victory Day, the NKR Defense Army Day, and the 20th anniversary of
the liberation of Shushi. To this end, as you know, a government
commission was formed to organize and conduct the festivities, which
is consistently realizing the elaborated program.

The day of liberation of the ancient Armenian town of Shushi was firmly
included in the calendar of the NKR anniversaries long ago and became
one of the favorite holidays for our people. And it is quite natural,
because the long-awaited liberation of Shushi, which was the result
of a brilliant military operation that ended successfully thanks to
the high military skills of the command and the heroism of ordinary
soldiers, occupies a special place among the victories of the Armenian
weapons. It is no accident that the liberators of Shushi are specially
honored by our people, as there is a clear understanding that without
the success of the Shushi operation, which allowed to break a Road
of Life connecting Artsakh with Armenia, it was impossible to remove
the real threat of genocide towards the NKR population. On May 9,
we’ll traditionally and nationally celebrate this dear-for-us victory.

I must say that our enemy, which has not given up its delusional
idea of destruction of Artsakh, also has its May traditions, but of a
different kind. Annually, in connection with a regular anniversary of
the liberation of Shushi by the Karabakh forces, â~@~Kâ~@~KAzerbaijan
raises a wave of lamentation on the “loss” of this town, which, in its
turn, generates a stream of filthy lies and anti-Armenian propaganda
conducted at the highest level. This anniversary year hasn’t become
an exception.

A week ago, Azerbaijani President Ilham Aliyev signed an order on
the 20th anniversary, on his definition, of “Shushi’s occupation,”
according to which appropriate memorial ceremonies will be held in
the territory of Azerbaijan and abroad. This order entirely fits
into the information, and more precisely the disinformation strategy
of Azerbaijan, which is part of the ongoing propaganda war against
the Armenian people, in which the Azerbaijani authorities ignore the
historical facts and the norms of human morality. In this, one may say,
document any word is a blatant lie aimed at proving that Shushi is an
Azerbaijani town, while it was built by the Armenian people and was
the political, economic, cultural, scientific, and educational center
of Artsakh up to the early twentieth century. Thus, the order states
that “Shusha is one of the unique cultural centers of Azerbaijan”,
that this town, “being the center of the Karabakh khanate, played
its role in the life of our people”.

These formulations contain a frank distortion of facts. Aliyev’s
mention of the Karabakh khanate is intended for the uninformed
audience, and first of all – for his own people, hoping for the support
of his nostalgic feelings. It is well known that the Karabakh khanate,
which formally united all the five principalities of Artsakh, was part
of Persia and, surely, in spite of the Azerbaijani state propaganda,
had no relation to Azerbaijan for the simple reason that no state
of Azerbaijan existed then. Subsequently, on the Gulistan Treaty
signed in 1813 between Russia and Persia, the Karabakh khanate
was incorporated into the Russian Empire. Only after the illegal
resolution of the Bolshevik Party leadership, Nagorno-Karabakh
became part of Soviet Azerbaijan in the early 20s, which, actually,
legitimized the annexation of the native Armenian lands. Surely,
it is unfavorable for Aliyev to mention the facts at his disposal,
as well as the fact that in March 1920, the Armenian population of
Shushi was subjected to massacre and deportation and in 1988 the last
Armenian inhabitants were driven out of the town.

We believe Aliyev knows that when, in 1921, the Bolsheviks took the
decision to establish an Armenian autonomy in Karabakh, they prescribed
Shushi to become the center of the autonomy. Any person, possessing
the elementary logic, should understand that an Azerbaijani town could
in no way be “assigned” the capital of the Armenian state formation,

that is the Nagorno-Karabakh Autonomous Oblast. And the assertion on
Shushi as “a unique cultural center of Azerbaijan” does not stand any
criticism. Well, what a cultural center is it, if 19 â~@~Kâ~@~KArmenian
and two Russian newspapers, but no Azerbaijani edition came out there
in the early twentieth century?

Basing on the above mentioned, we’d advise the Azerbaijani President
to be more careful in manipulating political terms. If anyone occupied
Shushi, it was only and only Azerbaijan, which wrote its own history
with other peoples’ blood, and, first of all, the Armenian people,
the territories of which it occupied and is still trying to occupy. As
for his expression of “occupation of Shusha by Armenians”, he should be
reminded that the real master of the town is its creator, that is the
Armenian people, and, as you know, a native land cannot be occupied,
it can be returned or liberated – at the expense of own blood,
as it happened in the case of Shushi. Thanks to the courage of its
liberators, Shushi escaped the 70-year captivity, having rightfully
become the symbol of the steadfast will and courage of the people of
Artsakh, and has regained its real masters. It is in the edification
of the imaginary ones.

Dear Police officers and veterans,

I extend my heartiest congratulations on your professional holiday
and the 10th anniversary of the NKR Police.

On this solemn moment I first of all bow my head in memory of all those
police officers who lost their lives during the Artsakh liberation
struggle and while performing their duties. Glory and honor to the
martyrs!

Today is another opportunity to reflect on your work, and I am
pleased to note that in recent years significant positive changes
and developments have been carried out in the work of the Nagorno
Karabakh Republic Police.

First of all, I would like to note that the number of crimes in 2011
decreased by 99 cases. The crime rate per 10 thousand people continued
to decline and constituted 25,6 cases compared to 33 ones in 2010.

This is one of the lowest rates in the world, which indicates high
level of public safety in our country.

A high rate of crime detection of about 91 percent is also
satisfactory. However, it is necessary to work more consistently to
improve this figure, as well as the effectiveness of disclosure of
criminal cases suspended in previous years. There are also unsolved
grave and particularly grave crimes, which is unacceptable.

The detection of latent crimes should be considered a priority. This
figure has grown by 16 cases in 2011 as compared to 2010, however,
there is still much to be done.

To make the fight against crime more efficient, consistent work should
be done primarily for the prevention of crime. Within this context
it is important expand and deepen cooperation between different
departments of the police itself as well as between police and other
relevant structures. Cooperation with police and other government
agencies of the Republic of Armenia is also crucial.

There are also problems in the traffic safety. To a great extent they
are derivatives from steady continuing growth in traffic as well as
road capacity. I am aware of the extensive work carried out to prevent
road accidents and ensure traffic safety. However, substantial growth
in traffic accident shows that there are still unresolved issues in
this field. There is a need to carry out comprehensive measures to
improve the situation.

The effective solution of the tasks assigned to the police to a
great extent depends on proper cadre policy, including discipline,
recruitment and appointment of personnel. It is necessary to carry
out continuous work in this direction.

It is also thanks to the principled and dedicated work of the police
and each police officer that the law and order are maintained in our
republic, the rights and interests of the citizens are protected.

These are among the most important areas of state functioning that
have always been in the spotlight of both the authorities and the
society. And naturally, the existing positive trends here as well as
the shortcomings and flaws immediately get an appropriate response
by the population. Therefore, the requirements for police officers
are more stringent and clear-cut.

I want to be sure that the leadership of the police and every officer
will continue to do everything possible to realize effectively their
tasks. The state in its turn will keep providing necessary assistance
to the structure on a continuous and ongoing basis.

Dear police officers,

I once again, congratulate on this memorable occasion and wish you
and your families peace, robust health and great success.

Armenian Foreign Minister Edward Nalbandian received Yukiya Amano,
Director of the International Atomic Energy Agency (IAEA).

Minister Nalbandian stressed that Armenia attaches great importance to
the relations with the IAEA and the development of cooperation, viewing
it as an important component of Armenia’s energy and nuclear security.

Minister Nalbandian recalled the participation of Armenian President
Serzh Sargsyan in the security summit in Seoul, which reiterated IAEA’s
central role in creating practical mechanisms of nuclear security.

Yukiya Amano noted, in turn, that the International Atomic Energy
Agency attaches importance to the cooperation with Armenia and assessed
it as rather productive.

During the meeting reference was made to the cooperation between
Armenia and IAEA on issues of exploitation of the Metsamort Nuclear
Power Plant and construction of a new NPP.

Edward Nalbandian noted that “being a country, which possesses
nuclear technology, Armenia has joined a number of international legal
documents regulating the sphere, as well as the EU’s initiative of
risk assessments of nuclear power plants.”

Edward Nalbandian and Yukiya Amano exchanged views on the IAEA steps
targeted at ensuring nuclear security.

websites, voters swing strongly in Adrin’s direction. Adrin’s initial

In a district with 53% Democratic registration compared to 18%
Republican, this early lead among Democratic candidates puts Adrin

Assembly District nears.

the County Federation of Labor, L.A.’s Firefighters, Police Officers

PanARMENIAN.Net – The Iranian Intelligence Ministry has announced
that it has recently arrested over a dozen Israeli-linked spies and
terrorists, Press TV reported.

The Intelligence Ministry issued a statement on Tuesday, April 17 to
provide more details about recent operations by Iranian intelligence
forces, in which it said that 15 people, both Iranians and foreigners,
have been detained.

On April 10, the Iranian Intelligence Ministry said it busted a major
terrorism and sabotage network with links to Israel. At the time,
the ministry said that further details about the number of terrorists,
their missions, the equipment seized, and the terrorists’ bases will
be released soon.

The latest statement said that one of the missions of the terrorists
was to identify and assassinate one of the country’s specialists.

According to the ministry, the terrorist group had planned to carry
out a terrorist act on February 10, one day before the 22nd of the
Iranian calendar month of Bahman (February 11), which marks the
anniversary of the Islamic Revolution of 1979.

The Intelligence Ministry also said that an Israeli spy base in a
neighboring country, which was run by Israel’s Mossad to carry out
operations against the interests of Iran, had also been uncovered.

against Negotiation) will hold the eighth annual day for raising
the awareness of the Armenian Genocide on April 22 in the Notre Dame
Cathedral porch, Nouvelles d`Armenie reports.

The action, organized for the 97th anniversary of the Genocide, will
take place on the day of the first round of presidential elections in
France and in the background of the acute recent debates on the bill
criminalizing denial of the genocides. It is important to explain the
