Azerbaijani media writes that Armenian side has fired on the
Azerbaijani positions. According to Azerbaijani Press Agency 147
violations of the ceasefire regime was recorded in April. Azerbaijani
announce now about the violations as if by Armenians but
they themselves kept the border tensed for some day. As it was
announced before three Armenian soldiers have been killed on the
Armenian-Azerbaijani border at Tavush region.

On April 24 the enemy shot at the sanitary car at the Eastern side
of the border and soldier of the Defense Army Andranik Gevorg Madoyan
and Ernest Michael Sargsyan were wounded.

On April 25, Azerbaijanis shot at the Tavush region, Dovegh village.

As it was already informed Azerbaijani side shot irregularly towards
the noted village. As a result of the violation car “GAZ 53” belonged
to the village resident Arsen Mehrabyan was damaged. The car was
in the yard of house. Fortunately there are no victims and wounded
people. The kindergarten and school of the village have been evacuated.

According to Azerbaijani media an officer of the Azerbaijani Army
was killed by the Armenian fire.

But Azerbaijan does not satisfied by the violations of ceasefire and
killing Armenian soldiers. Azerbaijan feels unpunished itself and
started even to blackmail the Western countries.

“Azerbaijan may rethink its pro- Western stance and realign with
“a new bloc” if it doesn’t get more support, particularly in its
conflict with neighboring Armenia, a senior Azerbaijani official said.

The Caspian Sea nation wants Europe and the U.S. to pressure Armenia
into pulling out of Azerbaijani districts adjacent to the disputed
Nagorno-Karabakh region, according to Novruz Mammadov, head of the
presidential office’s foreign-relations department. The country
has also been invited to join another political alliance, he added,
without elaborating”, Bloomberg Businessweek writes about this.

Azerbaijan saw that its international crimes are unpunished and
thought to try to make pressure even on the West.

Hovhannisyan does not believe in the pre-electoral social inquiries
so much.

As V. Hovhannisyan told during the press-conference today he was sure
that even those who order such inquiries also did not believe in the
results. “People are cautious and they do not answer correctly to this
question. If they have called to your home this means that they know
your address and know your name. So this does not mean that the inquiry
is anonymous”. Hovhannisyan also reminded that the inquiries predicted
3-4 % voices for ARF during the last elections but ARF got 17 % then.

ARF member also does not trust in the objectivity of the organizations
which hold inquiry. “For example Pan-Russian center of the public
opinion studies is an institute which is not trustable as its measures
to get money are already found out.”

Referring to the existence of the fake organizations the speaker
noted that “it is told the Gallup is not the real and world known
organization”.

As a conclusion of his words Vahan Hovhannisyan said: “Not very clean
organizations are invited to Armenia and these offices work by order
and do not present the real results they get”.

COPENHAGEN. -The OSCE Parliamentary Assembly observation mission
to Armenia this week will include more than 70 participants. The
delegation to observe the country’s 6 May parliamentary elections
will be led by Francois Xavier de Donnea (Belgium).

OSCE Chair-in-Office and Irish Deputy Prime Minister Eamon Gilmore
appointed Mr. de Donnea Special Co-ordinator to head the short-term
OSCE observer mission, which is to include more than 200 observers.

De Donnea, a member of the Belgian Parliament and the former mayor of
Brussels, has participated in several election observation missions
in the past, including serving as deputy head of the observation
mission to the 2010 presidential election in Ukraine.

“Armenia’s geographical location, straddling East and West, makes
it strategically important for the advancement of democracy within
the region. This year’s innovative use of technology to engage
citizens in the electoral process, educate voters and encourage civic
participation is a promising development,” said de Donnea. “I look
forward to leading our delegation to observe this year’s parliamentary
elections, which I hope will further demonstrate Armenia’s capacity
to fulfill its OSCE commitments, and to serve as a model for future
elections within the region.”

The OSCE will assess the Armenian elections for their conformity with
the OSCE commitments as stated in the 1990 Copenhagen Document, to
which Armenia has subscribed. De Donnea will deliver the post-election
statement on behalf of the OSCE at a news conference on Monday 7 May.

During a campaign stump through Ararat Marz, Heritage Party leader
Raffi Hovannisian asked residents, “What do you want; to remain in
the past or to go forward to the future?”

Hovannisian was accompanied by other party reps – Zarouhie Postanjyan,
Aleksander Arzoumanyan, Pevan Poghosyan and Hovhannes Ghazaryan.

The united Heritage/Free Democrats ticket candidates swept through
the communities of Khor Virap, Artashat, Verin Artashat, Aygezard,
Baghramyan and Masis.

Hovannisian told sidents that the ruling government coalition’s
policies had failed regarding the economy, the legal and social
systems and manufacturing. He said that this had led to a wide-scale
exodus of people from Armenia that could result in an emptying of the
country if the coalition was successful in its bid to stay in power.

Former Foreign Minister Aleksander Arzoumanyan, now a member of the
Free Democrats, exhorted residents not to fear the authorities and
remember “that they are our servants”.

“We have vanquished our external enemy and realized the dream of our
forefathers, the creation of an independent Armenia. We elect our
authorities but we fear them. If they do not meet with our approval
we must go to their offices and say, brothers, you are not doing your
jobs. We must tell them to leave and elect new ones.”

Heritage Party MP Zarouhie Postanjyan told the crowds that, “We will
not leave you in the past twenty years of deprivation, emigration
and non-productivity.”

“The incident recorded at the night of April 27 near Aygepar-Movses
villages in Tavush region was an act of sabotage conducted by
Azerbaijani armed forces. Azerbaijan’s armed forces shock even the
international community,” military expert Artsrun Hovhannisyan said.

Speaking to Panorama.am Mr. Hovhannisyan said, alas, assessments and
statements of condemnation by international organizations don’t have
an addressee, and the mechanisms to condemn the act are not practical.

“Azerbaijan is aimed to encourage its own army and people, they have
also targeted election processes in our country. In the aftermath of
our responsive activities Azerbaijan has surely recorded casualties,
but they don’t declare about it. They think it’s justified to have
killed 10 Azerbaijani soldiers for one Armenian. This is the fighting
logic of Azerbaijan,” said the expert.

people to stay tuned for a possible bid in Glendale politics.

Kim Kardashian told Politico to stay tuned for her mayoral debut in
Glendale just before the White House Correspondents Dinner.

“I”m really passionate about the Armenian community and I know that
Glendale has a really high… Armenian community there,” Kardashian
said.

The reality starlet said she met with Glendale city councilmembers.

“I loved what they had to say and… I loved learning more about the
community and what you can do to help,” Kardashian said. “I don’t
know. My answer is stay tuned.”

“There are so many issues and I think any time you can do something
to help out then I think anyone should set their goals high.”

Kardashian must be elected to Glendale City Council during an election
season before she can be voted by other members as mayor.

Russian Rosvertol Company is planning to complete delivery of Mi-35M
helicopters to Azerbaijan this year. APA reports quoting the Russian
newspapers that production and test of helicopters ordered by
Azerbaijan is conducted by the company’s plant in Rostov-Don. The
helicopters will be delivered to Azerbaijan as soon as the tests
finish.

Russplanes reports that Rosvetrol pilots started the test of
helicopters on April 26.

Delivery of helicopters started last December. 8 of 24 helicopters,
which delivery is considered by the deal, already arrived in
Azerbaijan and delivery of 16 others will be realized phase-by-phase.

Mi-35M is an export night attack version of Mi-24, is fitted with
upgraded advanced avionics and sensor package, including night vision
systems, IRTV -445MGH thermal vision system, GPS115L GARMIN satellite
navigation system.

La France a commémoré officiellement le génocide des Arméniens

dimension particulière en France avec pour la première fois, la
participation à la cérémonie de la plus haute autorité de l’état.
Nicolas Sarkozy a en effet assisté en tant que président de la
République à la manifestation qui a eu lieu mardi 24 avril à 19h,
devant le mémorial arménien situé à Paris, place du Canada, sur le
cours Albert 1er. Mais il n’est pas venu seul. Son principal rival à
l’élection présidentielle, François Hollande, a également pris part à
la cérémonie, à laquelle ont assisté de nombreux ministres et
personnalités (Frédéric Lefèvre, Henri de Raincourt, Patrick
Devedjian, Pierre Lelouche, Christian Estrosi, André Santini, Richard
Prasquier (CRIF), François Pupponi, Philippe Kaltenbach, l’ambassadeur
d’Arménie en France Viguen Tchitetchian).

Devant une foule de 5000 personnes, le leader du Parti socialiste,
citant la célèbre phrase de Jean-Jaurès « On ne peut vivre avec dans
sa cave le cadavre d’un peuple assassiné » , a réaffirmé sa position
en faveur d’une proposition de loi visant à pénaliser la négation du
génocide arménien. Il a insisté sur la nécessité que la question soit
parfaitement étudiée afin qu’on ne se retrouve pas à nouveau dans la
situation qui a amené le Conseil constitutionnel à abroger fin février
la loi Boyer. « Car si nous échouons nous conforterons les
négationnistes dans leur action », devait-il marteler.

« Nous ne devons plus nous permettre je ne sais quelles imprécisions
qui nous mettraient une nouvelle fois devant l’impossibilité de faire
valider ce texte ». Ajoutant : « Quelles que soient les pressions qui
s’exercent, je tiendrai bon, votre histoire ne sera jamais oubliée
parce qu’elle ne pourra plus être contestée ». Le candidat socialiste
a également promis, s’il est élu Président de la République, de venir
chaque 24 avril à cette commémoration.

Dix minutes après avoir salué la foule et rencontré les diverses
personnalités de la communauté et des élus de la République, François
Hollande a regagné sa voiture sans croiser Nicolas Sarkozy.

Le Président de la République, présenté par Alexis Govciyan, Président
du Conseil national du CCAF, précédé par la Garde républicaine et les
choeurs de l’armée française, grave et visiblement ému, a rappelé son
bouleversant voyage à Erevan, lequel l’a conforté dans sa conviction
qu’il fallait absolument légiférer contre le négationnisme. Il a
rappelé que « la contestation d’une vérité qui est celle du génocide
est inacceptable sur le territoire de la République française » (…)
Ajoutant « Aurait-on l’idée de dire à nos compatriotes juifs que l’on
veut une commission d’historiens pour savoir malheureusement si cette
ignominie de la Shoah a existé en Europe ? Ce serait blessant, ce
serait inacceptable, ce serait intolérable. »

« Qui, par exemple, peut croire que l’interdiction d’un négationnisme
d’État ferait interdiction à des historiens ou à des intellectuels de
faire leur travail ? Qui peut penser une chose pareille ? Qui peut
imaginer qu’en France, on empêche un historien ou un chercheur de
chercher ou de travailler ? Faut-il être d’une singulière mauvaise foi
pour tenir des propos de la sorte ! »

Le président de la République s’est ensuite engagé à proposer dès le
mois de juin un nouveau texte pénalisant le négationnisme. « Pourquoi
faire cela ? » a-t-il lancé : « Pour une chose, parce que c’est juste,
et qu’on a toujours raison d’être juste. » Et de conclure en direction
de la Turquie : « On est un grand pays parce qu’en reconnaissant la
faute de nos ancêtres, on autorise le pardon de nos contemporains. »

Il a ensuite déposé une gerbe de fleurs au pied de la statue du
révérend Komitas, avant que ne soient entonnées la sonnerie aux morts,
puis la Marseillaise par le choeur de l’armée. La foule s’est ensuite
dirigée en manifestation vers les Champs Elysées ou le rassemblement
s’est conclu par des discours, juste en face de l’annexe de
l’ambassade de Turquie.

L’événement a été couvert par l’ensemble des médias français de presse
et de la radiotélévision.
