No public events were held on the Labor Day in Armenia on Tuesday.

The parliamentary election campaign is nearing completion. Armenia
will elect a new parliament on Sunday, May 6. Only the Communist
Party traditionally laid wreaths to the monuments to Bolshevik
revolutionaries Stepan Shaumian and Alexander Miasnikian and held a
rally, which had few participants.

The weather is hot and sunny in Yerevan, and many city residents used
the holiday to go to the countryside.

The Confederation of Armenian Trade Unions made a May 1 address to
stress the importance of “a rise of salaries and the solution of
problems of the minimal wage and the minimal consumer basket.” “The
confederation keeps working on the worthy salaries and working
conditions,” the address said.

“It is not a secret that the global financial and economic crisis has
had consequences for Armenia. The economic growth rates have slowed
down, the consumer ability and social allowances have declined and
living standards have decreased substantially. Being the defender
of working and other rights of people, trade unions are aware that
the solution of numerous social problems should be based on social
partnership and collective agreements,” the confederation said.

Ethnic loyalties can kick-start a congressional challenge, San Joaquin
Valley races show, but beware: crossing the finish line takes more.

Vividly illustrating the Valley’s diversity, three high-profile,
first-time House candidates this year include a Hmong-American born
in a refugee camp, a Hispanic born to a farmworker family and a Sikh
born to immigrant parents in San Joaquin County.

Fresno City Councilman Blong Xiong, former astronaut Jose Hernandez
and law student Ricky Gill differ politically, and each is competing
in a different district. They have in common, though, an early reliance
on their own distinctive ethnic communities for financial support

“All candidates raise money initially from the people they know,”
Xiong’s campaign manager Shaun Daniels said Wednesday

Xiong is a Democrat running in a Republican-tilted congressional
district centered in Kings County. At least 128 of the individual
donations reported by Xiong during the first three months of 2012 are
associated with names indicating Laotian ancestry, Federal Election
Commission records show. This amounts to more than 85 percent of all
of his individual donations.

“He would be the first Hmong member of Congress, and there’s been
a lot of interest in the Hmong community” Daniels said, adding that
extended family connections also help.

Xiong, though favored by the Democratic Congressional Campaign
Committee, is having to compete in the 21st Congressional District
against fellow Democrat John Hernandez, chief executive officer of
the Central California Hispanic Chamber of Commerce. Each wants the
chance to go against Republican Assemblyman David Valadao.

In a similar vein, Gill is a Republican running against Rep. Jerry
McNerney, D-Pleasanton, in a district centered in San Joaquin County.

Gill began last year with an emphatic fundraising boost from the Sikh
and Indian-American communities. More than 400 individual donations
in his first 2011 fundraising quarter were associated with names
indicating Indian ancestry, records show; they amounted to over 90
percent of his initial individual donations.

“I do think there are a lot of Indian-Americans who are supporting
Ricky,” Gill’s campaign manager Colin Hunter said, while adding that
“there are some who come on board for other reasons; they are farmers,
they are businessmen.”

As Hunter suggested, business or ideological reasons rather than ethnic
solidarity may well motivate contributions that otherwise hint at an
ethnic connection. Xiong’s opponent Valadao, for instance, has raked in
donations from the Valley’s Portuguese-American dairy farmers. Maybe
they like his ethnicity, maybe they like his own dairy background,
maybe they like something that cannot be easily summed up.

Hernandez is running against Rep. Jeff Denham, R-Turlock, in a
district centered in Stanislaus County. His fundraising, while not as
ethnically concentrated as the early fundraising by Gill and Xiong,
has been given a boost by fellow Hispanics. Roughly one-third of
the individual donors in his first fundraising quarter came from
individuals with Hispanic or Portuguese surnames.

“The Valley is a very diverse area and the support that Jose has
received over the course of the campaign has represented that
diversity,” Hernandez’s campaign manager Dan Krupnik said Wednesday.

The fundraising by another highly touted Democrat, Dr. Ami Bera,
illustrates how viable candidates start with what’s ethnically familiar
and then expand.

Bera is now running for his second time against Rep. Dan Lungren,
R-Gold River. In the kick-off fundraising quarter for his inaugural
2010 race, more than 90 percent of Bera’s individual donors had names
indicating Indian ancestry. Now a proven fundraiser, with $1.1 million
on hand as of March 31, Bera has also established a significantly
more diverse donor base, records show.

This is nothing new, though the fundraising concentration is sometime
subtle.

When Fresno businessman Charles “Chip” Pashayan made his first House
run in 1978, he rallied the support of the region’s Armenian-American
community; during his busiest fundraising quarter that year, 12
percent of the individual donations were from Armenian-Americans,
records show. Over the subsequent dozen years Pashayan served in the
House, he continued raising money from Armenian-Americans as well as
an ever-expanding base.

In his speech during Armenian National Congress (ANC) rally, ANC
leader said that the ruling Republican Party of Armenia (RPA) and
Orinats Yerkir have no votes in the country.

“Administrative and criminal resources are their only hope,” Levon
Ter-Petrossian said, adding that only ANC, Prosperous Armenia and
ARF Dashnaktsutyun, which have formed inter-party headquarters,
demonstrate true interest in fair elections.

“All the forces that stand against the inter-party headquarters,
either protect the authorities’ rights or have reached secret
agreements with them,” he said.

Parliamentary elections, due in Armenia on May 6, feature 8 political
parties, Republican Party of Armenia (RPA), Prosperous Armenia, ARF
Dashnaktsutyun (ARFD), Orinats Yerkir, Heritage, Democratic Party of
Armenia (DPA), Communist Party of Armenia and United Armenian party,
as well as one election bloc represented by opposition Armenian
National Congress (ANC).

YEREVAN, MAY 3, ARMENPRESS: The European Broadcasting Union (EBU) has
sanctioned Armenia for its decision to withdraw from the Eurovision
2012 International Song Contest after the deadline specified in their
regulations. ” EBU is currently negotiating with the Public Television
of Armenia for determining the amount of fine and the deadline of the
payment” Dutchman Sietse Bakker Event Supervisor of the Eurovision
Song Contest who is currently in Baku, briefed Armenpress journalist.

Bakker highlighted that the right to broadcast the contest belonged to
Public Television, who confirmed the news of its refusal to take part
in the contest hosted in Baku on March 7. Armenian Public Television,
according to ” Eurovision” regulations, ought to broadcast the
competition live. In the case of refusal the country may be deprived
of the right to participate in “Eurovision 2013”.

“Eurovision 2013” is scheduled to launch in Baku 22-26. 42 states
are participating in the contest. Armenian delegation has not yet
come forth with a comment.

parliamentary candidate in N 37 electoral district Tatul Hakobyan a
criminal, Zhoghovurd paper reports.

Afterwards, one of those present at the meeting started yelling,
“You and your family are criminals.”

When the paper tried to learn the details of the incident, a young man
answered the phone call, saying Mr. Khachatryan was too busy to speak.

of Azatan hosted an unexpected meeting with President Serzh Sargsyan.

The local residents told the paper that prior to Armenian President’s
visit, Azatan village was totally inspected with the help of explosive
search dogs.

Besides, the paper quotes Artik residents as saying that residents
of houses adjacent to the central square which hosted the President
were banned from opening their windows during Sargsyan’s visit.

Russia will face the necessity of response steps to the U.S. program
on locating antimissile defense elements in Europe in five years,
Russia’s deputy minister of defense Anatoly Antonov told in an
interview to Rossiyskaya gazetta newspaper.

‘When the Americans will pass to the implementation of the 3d phase of
their antimissile program and endanger the efficiency of application
of our strategic nuclear forces, Russia will have to undertake
response steps. According to the assessments of the General Staff,
it may happen already in 2017,’ Antonov said.

In his words, the first and third phases of the American program
should not be ignored either. ‘It is a time when the basis is being
put for upgrading the antimissile defense system. Moreover, it is
not being spoken about the 5th, 6th and 7th phases. Such developments
are possible and we are getting prepared to it. President of Russia
has many times spoken about the possible response steps,’ the deputy
minister said.

At a television interview with five TV channels, Dmitry Medvedev said
that there are 5-7 years for the solution of the antimissile defense
system in Europe and if talks with the USA fail Moscow will start
locating missiles.

Russia has stated that the program threats its territorial security
and demands guarantees from the American side.

Member of the Armenian National Congress (ANC) opposition bloc, ex
prime minister of Armenia Hrant Bagratyan said speaking to Tert.am
that the ANC will not allow the authorities to falsify the upcoming
parliamentary elections using their own sources.

Commenting on his statement in one of the interviews that ‘we will
fight after May 6 as much as our forces will allow, and Serzh Sargsyan
will not have a normal country and go to presidential elections
calmly,’ Bagratyan explained, ‘it means that if Serzh Sargsyan
falsifies the elections he will get a response from us.’

Referring to the yesterday’s statement of Alvard Petrosyan , member
of the ARF-D, that she is terrified of Bagratyan’s words and said,
‘you were sitting eight years, why you have not done anything you
are saying now. During those years I saw nothing but robbed Armenia,’
Bagratyan said ‘according to the statistics of the current authorities,
when I was a prime minister the GDP grew 16% and it was the first
economic growth among the CIS countries in 1994. When Armenia was
registering growth, Russia and Georgia were undergoing economic
decline till 1997,’ Bagratyan said, stressing that all the victories
were registered during his tenure in office.

He also stressed that when the enemy occupied everything, he came to
the government and Armenia started winning. ‘I have exploited the
nuclear power plant, unlike the previous governments I have given
light to the people and put the end to that problem. According to the
data of today’s authorities, during those years the migration rate
decreased,’ Bagratyan said, adding that all the facts he presents
are based on the statistics presented by the current authorities,
while his statistics is better.

Armenia participated in the 26th International Fair for Books and
Press (Salon du livre) in Geneva April 25-29. The participation was
sponsored by the Armenian companies and funds of Switzerland.

High-quality publications in Armenian and foreign languages printed
in Armenia and abroad were displayed. The books presented the history
of Armenia, Artsakh, Jugha, as well as the Armenian Genocide.

Speeches were made on the Armenian history, culture, art, architecture,
the Armenian language and identity, the Armenia Diaspora and Nagorno
Karabakh.

The exposition dedicated to the proclamation of Yerevan as World Book
Capital 2012 was of special interest.

Suite au premier tour des elections presidentielles en France, Jamanak
a interroge le representant du parti Dachnak, Mourad Papazian, sur le
vote de la communaute armenienne au deuxième tour. Ce dernier a indique
que le parti Dachnak confierait son vote au candidat socialiste avec
lequel il coopère depuis 15 ans. Selon M. Papazian, au cours de 15
annees de cooperation, M. Hollande a toujours tenu ses promesses,
qu’il s’agisse de la reconnaissance du genocide par la France, de
l’adoption de la loi penalisant la negation du genocide armenien ou
encore de l’adhesion de la Turquie a l’UE. Il rappelle que M. Hollande
a effectue une visite a Erevan en 2007 a l’invitation du parti Dachnak.
