It’s high time for the Turkish state to favor from the resources of
Turkish Diaspora, chairman of Chamber of industry and foreign economic
relations executive council (DEİK) Rona Yirjal said.

Rona Yirjal signified the role of Turkish Diaspora calculated 6
million as a serious strategic resource. Turkey is encouraged to
connect with Turkish descendents abroad making it a competitive force
on international platforms. In this respect Armenia has been pointed
at as the best example.

“Look at Armenia, a country having no access to sea, challenging
economic shortcomings, but due to its Diaspora they have success. The
same is with Israel,” said Yirjal.

The Turkish official released some data to calculate and assess
the chances of Turkish Diaspora. Ten world countries are widely
inhabited by Turks. Turkey is ranked 10th to send students to USA
with 130.000 Turkish students now studying abroad. In recent 10 years
3.700 Turkish businessmen have made $25 billion investments in 109
countries. 350 staffers in “Microsoft”, 35 in “Google”, 75 in “Boeing”
are of Turkish origin.

“If we don’t back the Turkish Diaspora our country will fail to cope
with challenges. For example, there are 500.000 French citizens of
Armenian origin, and there are 350-400 thousand Turks in France, while
the majority does not have citizenship. In Germany more than 3 million
Turks are living, but we failed to use them as a united Diaspora.

Every year in April famous Armenian issue requires great attention.

It’s time to use the power of our Turkish people abroad,” Rona
Yirjal said.

Ecotomato Company has decided to expand the production of roses in
Armenia and constructed another green house. It is planned to invest
AMD 7.14 billion in the project AMD 6.14 billion of which is going
to be allocated to purchasing equipment from the Dutch Dalsem Company.

To note, Russia is one of the largest rose importing countries. This
market is mainly dominated by the Latin American countries, especially
Ecuador, which accounts for about 60 percent of roses delivered
to Russia.

PanARMENIAN.Net – A top Israeli minister yesterday fed speculation
that the Jewish state could be responsible for a powerful new virus
said to have been used in a fresh attack on computers in Iran and
elsewhere in the Middle East, Belfast Telegraph reported.

The discovery of the unprecedented complex data-stealing “Flame” virus
was disclosed by a Russian-based digital security firm Kaspersky Lab.

Its experts reported on Monday that it had been applied most actively
in Iran, but also in Israel, Sudan, Syria, Lebanon, Saudi Arabia
and Egypt.

Moshe Yaalon, Israel’s Vice Prime Minister and Strategic Affairs
Minister, told the country’s Army Radio: “Anyone who sees the Iranian
threat as a significant threat ~V it’s reasonable [to assume] that
he will take various steps, including these, to harm it.”

Mr Yaalon, a former military Chief of Staff, added: “Israel was
blessed as being a country rich with high-tech. These tools that we
take pride in open up all kinds of opportunities for us.”

He stopped short of directly claiming responsibility, but Israel has
long been in the forefront of opposition to Iran’s nuclear programme,
currently the subject of difficult negotiations between Tehran and
six world powers.

Although many viruses can already steal large amounts of data, few
have been as comprehensive as Flame, or steal in so many different
ways. The security industry is still in the early stages of examining
what exactly Flame can do, but examples already given include hijacking
a computer’s microphone to record conversations, taking screen shots
during chats through instant messenger and even stealing data from
devices that are attached to an infected computer through a Bluetooth
connection.

On 27 May President of Artsakh Republic Bako Sahakyan received a group
of physicians and students arrived from the United States and
representing `Hope for Tomorrow’ organization.

Issues relating to the development of healthcare system in Artsakh
were discussed during the meeting. Central Information Department of
the Office of the Artsakh Republic President informs about this.

President Bako Sahakyan underlined the importance of cooperation with
other countries, especially the USA, in this field, adding that
Artsakh was interested in further expanding and deepening ties with
the `Hope for Tomorrow’ organization.

NKR minister of health Sergey Movsesyan and other officials partook in
the meeting.

My latest column on Turkish Foreign Minister AhmetDavutoglu’s efforts
to initiate a dialog with the Diaspora generated numerousreactions
from
both Armenians and Turks.
Turkish newspapers, TV stations, and websites gave extensivecoverage
to Davutoglu’s reported overtures to Armenians. The Turkish
medialinked the Foreign Minister’s initiative to Armenian plans for
thecommemoration of the 100th anniversary of the Genocide in 2015.
Armenians posted dozens of comments on websites and facebookin
response to
my column which was circulated worldwide in English, Armenian,Turkish,
French, and Russian. The Armenian reaction was understandablyskeptical
and cautious. Armenian government officials quietly followed
thereports on Davutoglu’s meetings without making any public comment,
while theArmenian press in Istanbulsimply reprinted what the Turkish
media had published on this topic.
Armenian readers raised two key issues: Who would representthe
Diaspora if
and when Armenians start negotiating with Turkey, and what should be
thespecific Armenian demands from the Turkish government?
These are highly complex issues deserving seriousconsideration by
Armenians worldwide. Ideally, Diaspora representatives shouldbe
selected through elections in various countries, as proposed in my
earliercolumns. Those elected would have the right to represent
Diaspora Armenians inany negotiations.
These representatives would have to coordinate theirdecisions and
actions with the Armenian government, particularly on thecritical
issue of negotiating with Turkey, by forming a jointdelegation. As
Armenians learned from the recent fiasco of the
Armenia-TurkeyProtocols, it would be unthinkable to reach a settlement
with Turkey without the participation and agreementof both Armeniaand
the Diaspora.
In the absence of an elected Diasporan structure,representatives of
the three main Armenian political parties, jointly with theArmenian
government, could take the lead in forming a single negotiating
team.To make the delegation more inclusive, several major community
organizationsand prominent individuals could be asked to join,
including representatives ofArmenians in Turkey.
Another critical issue is framing the agenda of negotiationswith
Turkish officials. What are the Armenians’ concrete demands from
Turkey?This
is an extremely serious and sensitive matter that requires in
depthknowledge of the Armenian Cause and expertise in negotiating
strategies andtactics.
It would be instructive for Armenians to review how Israeland 23 major
Jewish organizations came together as the
Conference on Jewish Material Claims Against Germany, toobtain
restitution
for Holocaust victims; and how these organizationscoordinated their
positions with the State of Israel which signed a separateReparations
Agreement with West Germany? Over the years, as a result of
theircollaborative efforts, the coalition of Jewish Diaspora
organizations and Israel received more than $70 billion dollars
inrestitution from Germany.
Additional lessons could be learned from examples offinancial
settlements resulting from mass torts, asbestos exposure and
productliability, and claims arising from destruction of the World
Trade Center and the Gulf oilspill.
There is, however, a significant difference between theHolocaust and
the Armenian Genocide. While the Jewish people were exterminatedin
European countries under Nazi rule, Armenians were massacred and
forcefullydriven from their ancestral homeland. Therefore, no amount
of monetary paymentwill fully
compensate Armenians for the loss of their historic
lands. Armeniansshould
seek not only compensation for their personal losses, but also
thereturn of Western Armenia as arbitrated by Pres. Woodrow Wilson —
a claim Turkeyhas repeatedly rejected.
Should serious negotiations materialize, the joint Armeniandelegation
could ask Turkeyto take the following preliminary actions to show its
good faith:
— Compensate all Genocide victims;
— Rebuild and return all religious sites to the ArmenianPatriarchate
of Istanbul;
— Return all confiscated private and community propertiesto their
Armenian owners;
— Provide the Republicof Armenia with special access to theTurkish
port of Trabzon for commercial purposes;
— Give Armenians visa-free entry to Ararat, Ani, and otherArmenian
historical sites in Turkey;
— Lift the blockade of Armenia;
— End Turkey’sofficial policy of denial of the Armenian Genocide and
annul Article 301 of theTurkish Penal Code;
— Refrain from all hostile policies directed against Armeniaand
Artsakh (Karabagh).
These measures, if agreed upon, would represent significantprogress in
the
pursuit of Armenian claims from Turkey, whereas the issue
ofterritorial restitution could be addressed separately through
internationallegal action.

2 – Baku Hails NATO Statement Denounced by Yerevan

BAKU (Azatutyun.am) – Azerbaijan on Tuesday welcomed a
declarationadopted at the NATO summit in Chicago, sayingthat it
endorsed Baku’sposition on the unresolved Nagorno-Karabagh conflict.
Elman Abdullayev, a spokesman for the Azerbaijani Foreign Minister,
pointed tothe declaration’s support for the territorial integrity of
Azerbaijan and otherformer Soviet republics locked in territorial and
ethnic disputes.
`The fact that the statement was signed by major international
playerstestifies to serious [NATO] support for Azerbaijan’s just cause
in theNagorno-Karabakh conflict,’ the Trend news agency quoted
Abdullayev as saying.
The NATO document made no mention of people’s self-determination with
regard tothe Armenian-Azerbaijani dispute, a fact denounced by
Armenia.
Official Yerevan says this is the reason why PresidentSerzh Sarkisian
did not take part in the weekend summit unlike his
Azerbaijanicounterpart Ilham
Aliyev.
Foreign Minister Edward Nalbandian, who represented Armeniaat the
summit, argued in Chicago that theexisting international peace
proposals on Karabagh, jointly drafted by the United States, Franceand
Russia,are based on both
internationally recognized principles.
The Azerbaijani Foreign Ministry reaction came the day after a senior
aide
toAliyev accused NATO and other international structures of not doing
enough toaccelerate a Karabagh settlement. The official, Ali Hasanov,
claimed that they`lack the will to intervene’ in the conflict in a way
desired by Baku, according toAzerbaijani news agencies.

LOS ANGELES – The Board of Directors of the USC Friends ofArmenian
Music announced that plans are underway for an `All Star Concert’ to
be held on June 24, at 3:00 p.m. at theZipper Concert Hall of the
Colburn School, 200 South Grand Avenue, Los Angeles.
The concert will feature the Armenian professional artistswho are
graduates of the USC Thornton School of Music and were recipients of
USCFriends Scholarship awards.
Many of the performers are well known to the Armeniancommunity and

Cholakian,

4 – GenEd Marks Genocide Anniversary by
ProvidingInformation to USTeachers

SAN FRANCISCO- Marking the 97th anniversary of the Armenian Genocide,
The Genocide EducationProject (GenEd) reached out to teachers and
community members, reminding themof the importance of expanding
instruction about the first genocide of the 20thcentury into more
school classrooms.
GenEd’s commemorative initiatives culminated in hostingthe April 30
presentation by Prof. UÄ=9Fur Ã=9Cngör on Turkey’s seizure of
Armenianproperty during and after the Armenian Genocide (see below for
online link tovideo.)
GenEd contacted thousands of teachers, offering lessonplans and a
variety of teaching resources, noting the opportunity to tie
thecoursework to the anniversary of the beginning of the Genocide.
Shant Hogopian, representing GenEd, spoke to students atUC Riverside,
and GenEd Southern California Regional Director, SuzanneDouzmanian,
spoke to members of the Pasadena Armenia Relief Society and membersof
the Knights of Vartan, about the scope of GenEd’s work, making
ArmenianGenocide education part of school curriculums.
GenEd Executive Director, Raffi Momjian, was keynotespeaker at the Bay
Area Armenian Genocide Commemoration at Mt. Davidson Crossin San
Francisco.
`By bringing the lessons of the Armenian Genocide into
America’sclassrooms, we feel we commemorate the Armenian Genocide in a
practical andlasting way every day of the year,’ said Momjian. `With
every high schoolteacher that teaches the Armenian Genocide, we reach
at least 100 students eachyear. We work towards the day when
everystudent in the country will graduate from high school with an
understanding ofthe Armenian Genocide and the pattern of genocides
that followed.’
Quoting former United States president JamesGarfield, Momjian said,
=80=9CNext in importance to freedom and justice is populareducation,
without which neither freedom nor justice can be maintained.’
GenEd hosted a presentation in San Francisco by Prof. UÄ=9Fur
Ã=9Cngör about theTurkish government’s confiscation of properties
during and after the ArmenianGenocide.
Ã=9Cngör’s lecture was based on his two recent books,”The Making of
Modern Turkey”, which addresses how Western Armeniabecame part of the
Turkish state, and “Confiscation and Destruction”,about
Turkey’sseizure of Armenian Property.
Based on a decade of research on a range of unexaminedrecords,
Ã=9Cngör argued that the Armenian Genocide was not one process
ofdeportations and massacres, but that it encompassed a range of at
least eightdestruction
policies. He offered insights into the economic ramifications ofthe
genocide and how the plunder was organized and carried out. He also
showedhow this systematic destruction of the Armenian nation on its
historic homelandalso paved the way for the modern Turkish nation
state.
Ã=9Cngör described how the Turkish government carried outvery
elaborate and labor intensive methods to confiscate Armenian
propertiesand businesses, enriching members of the Turkish government
and military elite.He said properties were also given to Muslim
refugees brought to resettleArmenian lands. The properties also served
to finance the government’s needs,including the costs of the
deportations of Armenians during the Genocide.
Ã=9Cngör spoke about particular families, like thePirincczade family
of Diyarbekir, who benefited enormously from confiscationsof Armenian
properties, especially those of previously Armenian-ownedsuccessful
copper factories. He pointedout how the list of the members of the
Diyarbekir chamber of commerce in 1935there was a `completoverlap with
genocide perpetrators.’ He said, `So, thisreally is the Turkish
national
economy in a way. This was the project thatTalaat Pasha had in mind,
and he succeeded.’
Prof. Ã=9Cngör is assistant professor of history at Utrecht
Universityin the Netherlands.He is also a researcher at the
university’s Center for Holocaust and GenocideStudies and is a regular
contributor to the
Armenian Weekly newspaper. Ã=9Cngör received his PhD in Holocaust
andGenocide Studies in 2009 from the University of Amsterdam. He is
of Turkish descent, born in Turkey and raised in Europe.

one parent who is

6 – KeyanSchool Marks Saroyan’s 104th
Birthdaywith Viewing of Kalinian’s Film

CLOVIS/FRESNO—The Charlie Keyan Armenian Community School celebrated
the
104thbirthday of acclaimed writer and native son of Fresno William
Saroyan
with aviewing of the award winning documentary Saroyan,the Man, the
Writer. CKACS students and families welcomed the film’swriter/director
Paul Kalinian and his daughter and producer Dr. SusieKalinian.
As described in his essay How I Shot Saroyan, photographer Paul
Kalinian remembered how in1976 he first met Saroyan at the studio of
the Varaz Samuelian, the notedsculptor of Fresno’sDavid of Sassoon
statue. Saroyan
atfirst refused to be photographed, telling Kalinian to `get lost.’
In the end, the photographer’s persistencewon out. Kalinian gained
Saroyan’s trustand, with his camera, captured the essence of the 67
year old author in aseries of portraits. In 1991, one of
thephotographs from this collection was adapted into commemorative
stamps in boththe United States and Soviet Union.
The evening program included a translated recitation inArmenian of
Saroyan’s short story TheArmenian and the Armenian by CKACS 5th and
6thgraders. Younger students also readtheir own stories about Saroyan
and their
aspirations of becoming writers.
Winner of the 1995 Gold Award, Saroyan, the Man,The Writer is an
excellent
biographical accountfor both Saroyan aficionados and those unfamiliar
with
the life of the author,playwright, and humanitarian. Increating the
film,
the Kalinians gathered numerous photos and memorabilia ofhistorical
Fresnoand Saroyan’s career. These still imagesare complimented by
home movies clips from his family life and travels to Armeniaas well
as by Susie Kalinian’s touching recreations of Saroyan’schildhood.
Actor Mike Connor narratesthe documentary, although a good portion of
the film’s audio is Saroyanhimself-speaking in both English and
Armenian in recorded interviews.
Following the film, the Kalinians entertained questionsfrom the
students and parents and presented the school with one of the
originalSaroyan portraits from the 1976 album. .

SARDARAPAT. – May 28, that is, Armenia’s Republic Day, means victories
for Chief of Police, Vladimir Gasparyan, the latter himself stated
Monday while visiting the Sardarapat Memorial.

`When the Armenian people are together, [and] united, we triumph. This
is our holiday which wraps up [the month of] May, and I believe our
[coming] generations need to be disciplined with such festivities of
triumph,’ the Police Chief noted.

Reflecting on the information with reference to the possible
establishment of a Ministry of Internal Affairs in the country,
Vladimir Gasparyan noted that this is a requirement by the EU and the
OSCE, but it is a program.

At the same time he ruled out the information being disseminated
concerning his being appointed Defense Minister.

`I am a police officer,’ he stated.

To note, Armenia celebrates Monday the Republic Day.

The Armenian regular military forces and volunteers defeated the
Turkish troops, in May 1918, and thus prevented the latter’s invasion
of Armenia’s capital city Yerevan.

This triumph enabled the Armenian people to restore their statehood,
which was lost centuries ago.

It was 94 years ago on this day that the Armenian National Council
declared, in Tbilisi, Armenia’s independence and the creation of the
First Republic of Armenia.

The First Republic of Armenia has played an invaluable role in the
formation of the state governance bodies.

The May 28 celebrations in Armenia are traditionally held at the
Sardarapat Memorial, which eternalizes the memory of the Armenian
heroes who prevented a Turkish invasion of Armenia in 1918.

President Abdullah Gül has said he would assign the task of
investigating the deaths of 34 civilians in an airstrike in Uludere,
Hakkari province, on Dec. 28, 2011, to the presidential investigative
body, the State Audit Council (DDK), but noted that military crimes
fell outside the DDK’s authorities.

He told journalists on a plane on Sunday bound for Turkey at the end
of a 10-day visit to the US, that everyone, including military
officers, was deeply saddened by the Uludere deaths. He said that,
according to the constitution, the Turkish Armed Forces (TSK) and the
judiciary fell outside the scope of jurisdiction of the DDK, but added
that he wouldn’t hesitate to assign the investigation to it, if it had
the power to look into it.

In response to a question on whether the Turkish state was going to
apologize for the deaths of 34 Kurds — all civilians who made a
living as smugglers in the region — in the airstrike carried out by
Turkish jets, Gül said: `What I am saying is something beyond an
apology. What is an apology? An apology can be made, but I am
expressing a much deeper pain so [how we feel] can be understood much
better.’

He claimed that both the military and civilian administrators were
shocked and saddened by the incident. `We were as upset as if this had
happened to a close relative. The problem here is to ensure that this
sadness is understood better by the citizens.’

The president said the main issue was the officials’ failure to
reflect the level of sincere sadness they feel. `As far as I know, all
sorts of documents and information have reached the court. It is
important that there is no obscuring [of evidence]. Many things have
been covered up in our history. As you know, some [cold] cases are
being reopened. Both the government and general staff want [Uludere to
be properly investigated]. The chief of the general staff visited me
after the incident and briefed me on all the details. He told me, `We
are sending everything the court wants.”

He said the TSK was the institution most clearly devastated by the airstrike.

The TSK maintains that the civilians were mistaken for Kurdistan
Workers’ Party (PKK) militants, but the identity of the individual or
individuals who gave the exact orders is still being investigated.

Gül said: `The [airstrike] wasn’t done on purpose and if that
conclusion has been reached, the biggest pain is felt by those who
played a role in these [military] operations. It is out of the
question that there was any deliberateness. But the judiciary will
shed light on whether the procedures were properly followed, if there
were any inadequacies or technical flows.’

BBP leader should speak out on threats

Gül also shared his opinion on a recent revelation from head of the
Grand Unity Party (BBP) Mustafa Destici that he was being threatened
by individuals to stop investigating the suspicious death of former
BBP leader Muhsin YazıcıoÄ?lu, who died in a helicopter crash while
traveling during an election campaign in 2009. `If he is threatened,
he should state this clearly. We invited everyone who knows about
these issues at the General Staff. All evidence we have has been
dispatched to prosecutors.’

The DDK is also investigating the helicopter crash that killed
YazıcıoÄ?lu, during which military radars blacked out for a few
seconds, adding to suspicions that the crash was the result of
sabotage.

Kurdish question

The president also shared his opinion on the Kurdish question, saying,
`I have always said this is the biggest issue Turkey has to deal with.
We should absolutely remove this problem from the country’s agenda.
Then the prosperity level of our citizens will also increase. I can’t
say how close we are to solving the problem. Sometimes I am optimistic
and sometimes I lose my optimism.’ He said the Peace and Democracy
Party (BDP) had an important responsibility in finding a solution to
the issue.

Armenia initiative not frozen

Gül also responded to a question on whether an initiative launched by
the Turkish government in 2009 with a visit from the president to
Yerevan to normalize the relations between the two countries has
officially been abandoned. `I don’t think the Armenian initiative is
dead. Both Turkey and the region need to save themselves from this
dispute. We are working on the issue on a larger scale. There are both
civilian and official organizations that we have assigned tasks to in
this regard. The status quo is not helping Turkey, Armenia or
Azerbaijan.’

He noted that the state of California is home to many people of
Armenian descent, adding that there hadn’t been any negative
incidents. `Armenians who have high positions in the city [of San
Francisco] greeted us warmly and have been great hosts. They told us
they were very pleased by our visit,’ Gül said.

Azerbaijan wants to invest in RI: Envoy

Oil-rich Azerbaijan sees resource-rich Indonesia, the largest economy
in Southeast Asia, as an important regional as well as global player.
Baku says Jakarta occupies a significant place in its foreign policy.
Azerbaijan emerged as the second biggest supplier of crude oil to
Indonesia in 2011 after Saudi Arabia. Its economy has grown an average
16.9 percent during the last five years and has over US$30 billion in
its State Oil Fund. This month, Azerbaijan, a non-permanent member, is
the chairman of the UN Security Council.

In order to know more about the growing relations, The Jakarta Post’s
Veeramalla Anjaiah talked to Azerbaijan Ambassador to Indonesia
Tamerlan Karayev recently in Jakarta. The following are excerpts of
the interview.

Question: What is the present state of relations between Azerbaijan
and Indonesia?

Answer: Azerbaijan and Indonesia established diplomatic relations in
1992. So this year we are celebrating 20th anniversary of our
relations. Azerbaijan considers Indonesia as a friendly and brotherly
country.

The countries’ bilateral political relations are on a perfect level
now, we have mutual understanding and support on several issues at the
level of both bilateral and multilateral. So, now our main goal is to
strengthen and expand our economic relations. Compared to 2007 when
the trade turnover between our countries was $101.10 million, in 2011
we achieved the sum of $1.76 billion.

But the trade between Azerbaijan and Indonesia is mostly related to
the energy sector; we are working now to find other sectors of economy
where we could gain mutual benefits. For expanding and strengthening
of our economic relations, the Azerbaijan Embassy has proposed to
establish the Joint Government Economic Commission. We are waiting for
a response from the Indonesian side.

Given both countries economic strength, the present bilateral trade
doesn’t commensurate the real economic potential of both countries.
What problems does Azerbaijan typically face when doing business with
Indonesia?

Indonesia and Azerbaijan have a big amount of bilateral trade, but
Indonesian goods come to Azerbaijan mostly through third countries and
we would like to have direct trade between Indonesia and Azerbaijan.
We are working on this issue. I think there are no many problems about
doing business with Indonesia, I would only mark a few issues: it is
very difficult to meet Indonesia’s high-level government officials and
we need more information to do business and invest in important
projects.

As a new ambassador, what is your main mission in Indonesia?

My main mission is to find ways to strengthen and expand the two
countries’ relations in all directions, not only political and
economical; we are also interested in cooperating in cultural,
educational and other fields.

During the credentials’ presentation ceremony, I informed President
Susilo Bambang Yudhoyono that Azerbaijan government is very much
interested in reciprocal investment plans between our countries and
the President of Azerbaijan authorized me to specify the fields in the
Indonesian economy where we could bring in investments from the
Azerbaijan State Oil Fund for mutual fruitful benefits. So now me and
all my staff are working hard on this issue.

Azerbaijan has a problem with its neighbor Armenia on the issue of
Nagorno-Karabakh. What do you expect from Indonesia as a friendly
Muslim-majority country and member of the Organization of Islamic
Cooperation (OIC)?

First of all, I would like to express my high appreciation to the
Indonesian government for its continuous support of Azerbaijan in the
above-mentioned conflict. As you know on Feb. 26, 1992, Armenian
aggressors committed genocide against the civilian population in
Azerbaijan town of Khojaly, which was recognized by the parliaments of
several countries. We are convinced that the issue of recognition of
the Khojaly tragedy as genocide could be placed on the agenda of the
friendly Indonesian parliament and this massacre will get its legal
and political assessment.

How do you see the future of RI-Azerbaijan relations in the next five years?

Our main goal now is to organize top-level bilateral visits between
our countries, to expand our legal base to foster economic relations.
We have very good potential for cooperation in all fields and I will
put all my efforts into strengthening our relations. I hope in the
coming five years we will be able to double or triple our trade
turnover.

Karabakh peace settlement formula

Experts participating in the discussion on the possible ways to settle
the Nagorno-Karabakh have recently returned to the formula `territory
in exchange for access to the regional energy and infrastructure
projects’. The conflict resolving potential of this formula is being
reevaluated.

There is no doubt that the formula could be used as one of the
components of the negotiation process: in this case each party gets a
certain compensation for the inevitable concessions. So this pragmatic
formula could help all the participants of the negotiation to `save
face’, and it is important mostly for the Armenian side, as any
territorial concessions would mean a revision of the Karabakh war
results for Yerevan.

According to the Russian and EU experts, there is a certain progress
in the Armenia-Karabakh-Azerbaijan dialog, even though not on the
official level. However, in the recent year and a half the experts who
suggest possible ways of the conflict resolution have achieved a
certain progress.

However, today’s level of trust is still insufficient to implement
these new initiatives. And it might take quite a while before the
experts’ ideas would be taken up by the governments. And of course, a
long and careful preparation of the public opinion to these new
decisive steps should take place first.

Of course, the home politics context is of great importance. Any
compromise in the matters of the Azeri-Armenian elections could weaken
Serge Sarksyan’s authority. And there’s yet another issue: the topics
of Nagorno-Karabakh and of Armenian genocide are sort of cementing
ideas for the world’s Armenian diaspora. And if official Yerevan
renounces at least one of these components, it could cause serious
difficulties in its relations between the Armenian political elite and
the diaspora.

And there’s the third thing: how will the reconciliation process (if
it was to start) influence Armenia’s relations with Russia? For today,
the answer to this question is vague at best. So the experts should
also pay more attention to this topic, and any of the Russian or the
EU expert public forums could be used for that. The information
background of the conflict in general should also be changes, and the
first issue here is the issue of trust. Of course, the presence of
economic stimulus is not enough to bring the positions of the two
parties closer together, but with time and with improvement of the
information background the realization of the experts’ ideas id quite
possible.

Sweden’s representative Loreen won in the Eurovision-2012 Song Contest
with her `Euphoria’. Thus, Eurovision-2013 will be held in Stockholm.

Sweden hosted Eurovision Song Contest in 1999. As it was expected,
Buranovo Grannies representing Russia showed high results coming the
second after Loreen. Serbia’s ZeljkoYoksimovic was the third.

26 countries- Lithuania, Bosnia-Herzegovina, Serbia, Ukraine, Sweden,
Macedonia, Norway, Estonia, Malta, Turkey, Romania, Moldova, Iceland,
Hungary, Denmark, Albania, Cyprus, Greece, Russia, Ireland, Great
Britain, Spain, France, Germany, Italy and the hosting country
Azerbaijan participated in the final.

Azerbaijan gained the right to host the contest owing to Eldar Gasimov
and Nigar Camal duet in Eurovision-2011.

Armenia refused to participate in Eurovision-2012 saying it is not
rational to participate in a song contest in a country, which shows
hostile attitude towards our country.

To note, Armenia’s public TV aired the song contest though till the
start of the final it was still not known whether it would air the
contest or not. In this respect the public TV has also circulated a
statement, which says the public TV didn’t finally confirm it would
air the contest, as there was no confidence it would meet the contest
standards and wouldn’t include deviations of contents. The speech
particularly refers to Nagorno-Karabakh: `There was a fear and that
fear was confirmed by the materials sent to the commentators, from
which it became clear that Azerbaijan’s introductory `postcard’ is
called Karabakh. It was said in the `postcard’ that Karabakh is one of
the cultural centres of Azerbaijan, Shushi was mentioned, etc.
The public TV complained against the contents of the `postcard’. The
European Broadcasting Union promised to change it by means of the host
country. EBU Media Director Annika Nyberg Frankenhauser stated they
admit that mentioning the topic of Nagorno-Karabakh will bring about
political discussions, which contradicts the rules of Eurovision song
contest.

Then they told from Azerbaijan to the Europeans that by saying
Karabakh they didn’t bear in mind Nagorno-Karabakh but a larger
territory. EBU assured us that the clip would be aired in an edited
version, without political hints. One can at least understand from all
this that at least in this plane Azerbaijan’s pretensions for Artsakh
face suppression by the Europeans.’
