Though they show as if the situation in the political field of Armenia
is calm, in reality there it is rather tensed, said political
techniques specialist Karen Kocharyan to Aysor.am.

The existing tension according to political techniques specialist
exist in domestic policy which is dependant from US, Europe and
Russian Federation.

`All the geopolitical centers have influence over Armenia. The fact
that PAP didn’t form coalition and Vardan Oskanyan’s case with the NSS
are the reflection of external world,’ K. Kocharyan thinks.

As for the case of the former minister V. Oskanyan the speaker said
that it has become a `bad habit’ stating every 5 years that Foreign
Minister is engaged in money laundering.

YEREVAN.- Armenian political analyst Narek Galstyan considers
Azerbaijan is not ready for war and the level of combat readiness is
not sufficient to conduct large-scale hostilities at the moment.

`Despite of active propaganda, Azerbaijan does not believe in
success,’ he told reporters on Saturday. If hostilities resume,
Azerbaijan’s infrastructure will be under threat and will deprive Baku
of investments.

First visit to the British Parliament by Karabagh Dignitaries.

At the invitation of the British-Armenian All-Party Parliamentary Group
the Rt Hon Ashot Ghulyan MP Speaker of the Karabagh Parliament ,
together with Karabagh Government Culture Minister Narineh Aghbalyan MP
visited the British Houses of Parliament and addressed the BAAPPG , on
the occasion of the twentieth Annual General Meeting of the Group.

The meeting was chaired by the Baroness Cox of Queensbury and attending
were : Her Excellency the Armenian Ambassador Mrs Karineh Kazinian ,
Members of the BAAPPG Group and – although not a Member of the Armenian
Group – the Lord Lea ( Member of the British-Turkish All-Party
Parliamentary Group)

After bringing the AGM proceedings to close, the Chairman welcomed and
introduced the Guests present and invited the Hon Speaker to the floor .

Mr Ghulyan thanked the Chairman for her 78 visits to Armenia and
Karabagh , the Group for organising this visit , the Members present for
their participation to the Delegation’s visit to Karabagh in 2011 and
congratulated Her Majesty on Her Jubilee Celebrations , citing the great
interest and emotions aroused by the pageantry and events in Karabagh.

The Speaker reiterated that this was the First Ever visit to the British
Houses of Parliament by any Karabagh Dignitary , spoke of the
transparency and legality of the Elections in Karabagh( a fact confirmed
– repeatedly – by all International Observers ) and presented a concise
summary of the facts and developments of the conflict in Karabagh.

Mr Ghulyan said that even during the Soviet Era, the Karabagh people had
been asking for their release from a situation where their land had been
given as gift to a third country and that immediately after the collapse
of the Soviet Empire, according to International Law, the people in
Karabagh had held a Referendum and with a 98% majority of the entire
Karabagh population , had opted for self-determination and had declared
its independence. It is then that the Azeri army had attacked the
country , killing without discrimination … and had lost the war.

He said that the present Azeri government is still acting as it was
during the cold war era, endangering the peace and security in the
region, not understanding the language of civil society, putting the
lives of young people – on each side of the border- in danger and ,
although being itself a signatory to a ceasefire which is in reality a
stalemate, attacking at random – even deep in Armenia’s borders –
killing Arrmenian soldiers and civilians ; then retrieving , taking with
them their dead soldiers , blackmailing and holding to ransom ( by using
their natural oil ressources) any organisation who is trying to solve
this complicated situation , attending meetings and agreeing on
compromises to be made and on logical and sensible solutions to be
adopted , then soon after , disregarding their signature , resuming
agression and jeopardizing the peace negotiations .

He said that again and again , since the ceasefire , Karabagh has made
clear that they have no wish for military action and have always
repeated that this conflict must be resolved by means of discussion and
peaceful negotiation.

The Speaker warned that any resumption of conflict will endanger not
only the lives of the peoples of two neighbour countries , but will have
far and deeper reaching results and repercussions for the countries of
the South Caucasus and the world in general.

Asked about the role and success of the OSCE Group in the negotiations ,
he replied that the results were slow to show because Karabagh itself is
not included in the negotiations , explained that the proceedings of
negotiation are carried out on two levels : first the Foreign Ministers
of the two countries meet together with the OSCE Members , then the
summary of talks and results are taken to Presidential levels where the
two Presidents- Sarkissian and Aliyev – meet and try to solve this
complex situation .

Mr Ghulyan added that the huge deals of the Azeri oil make it possible
for Azerbaijan to purchase the latest weapons , this being the reason
why they attack at random and sporadically to jeopardize the ceasefire
and gain time to purchase more and more weapons of destruction . He said
that their deals are often made in the form of barters : oil for weapons
and this causes great concern internationally as lately Lady Ashton has
referred to ” what can escalade to a dangerous and volatile situation in
the region “.

The Karabagh Parliament Speaker said : we did not start this war .
Azerbaijan did. We merely protected and defended our people against the
agressor . We have won the war but we have not gained the peace .

Lord Lea asked his question directed to the Armenian Ambassador “how
does Armenia relate to the Council of Europe?”

Ambassador Kazinian replied : it is only eight months that I have taken
Post in UK and am finding this meeting most interesting . As Mr Speaker
said : Karabagh has won the war but has not won the peace . For peace to
be won great and serious commitment is needed from both sides , from the
European Union and also the United Nations . Lately the Azeri Mission
to the UN has contacted privately each Muslim Country UN Representative
, trying to convince them that the conflict in Karabagh has religious
motives based on the hatred of Karabagh Government and people for the
Muslim Religion .

This is a lie . And this lie is the reason for the latest temporary
success achieved by Azerbaijan in the UN, where almost all Muslim
Countries Mission Representatives have voted against Karabagh and in
Azerbaijan’s advantage . But the Karabagh conflict is NOT a religiously
motivated conflict : the Karabagh war is about one country wanting to
force its rule by military agression on another country who aspires for
Democracy, Self-Determination , Freedom and Independence.

This is not a war about Religion . Azerbaijan knows it well . Religion
has never entered into the context.

Lord Lea asked if that covered also relations with Turkey.

Ambassador Kazinian replied that since the ceasefire between Karabagh
and Azerbaijan , Turkey has closed its borders with Armenia , causing
extreme hardship for the people of Armenia “because of Armenia’s
dealings with a third country” !

This is the only closed borders between two neighbouring countries in
Europe.

When the Armenian President initiated the “football diplomacy” of
rapproachement with Turkey , the Turkish Prime Minister, demonstrating
his goodwill , and the Turkish Football team visited Armenia … the
play took place and … to every Armenian’s regret Turkey won the game
and Armenia lost . This was followed by the meeting in Switzerland –
attended by Heads of EU organisations and also by US Secretary of State
Mrs Hillary Clinton- where the Protocols had to be signed by both
Armenia and Turkey .

Armenia agreed to the Protocols being ” without pre-condition ” and
signed the protocols , pending ratification by the Armenian Parliament .

signed the document , pending ratification by the Turkish Parliament.

While the Armenian President was facing the fierce and angry opposition
expressed by the Armenian Diaspora – which has come to existence only as
the result of the Armenian genocide committed by the Ottoman government
of 1915 and remembers with deep sorrow the families and relatives lost
to that genocide – President Sarkissian remained adamant that the
Protocols must be signed without any pre-condition.

But just in the last and vital stage Turkey refused to ratify the
protocols , fortified its closed borders with Armenia , brought-in new
and additional pre-conditions and created a diplomatic stalemate which
is still in existence , destroying the goodwill created by the
presentation of the Protocols and creating serious concern in Europe and
America .

Ambassador Kazinian expressed hopes that the Karabagh conflict will be
solved by peaceful means , that the Protocols will – after all- be
ratified , that the borders will be opened and diplomatic relations
between Armenia and Turkey will resume .

Baroness Cox added that she too wished that all the refugees could
return to their homes and that the Karabagh people will be able to live
on their land in freedom and in peace with their neighbours.

There being no other business, the Guests were ushered to the Barry Room
of the House of Lords for a banquet to honour the Rt Hon Speaker , Mr
Ashot Ghulyan MP and the Karabagh Culture Minister Narineh Aghbalyan MP.

A conference of representatives of the religious organization The
Church of Jesus Christ of Latter-day Saints (Mormons) will be held in
Yerevan June 17.

A Yerevan-based newspaper “Hraparak” writes that many Mormons from the
USA will attend the event. The given report is quite significant in
the light of the criminal case against Civilitas Foundation founded by
ex-foreign minister of Armenia, parliamentarian representing
Prosperous Armenia Party, Vardan Oskanyan. The criminal case mentions
the name of John Huntsman, one of the heads of the Mormon Church.

The criminal case against the Civilitas Foundation concerns the $2mln
transaction for the sale of Huntsman Building Products, an
Armenia-based company owned by US-based Polymer Materials and Huntsman
International, says the National Security Service of Armenia. “As a
result of some inaccuracies in the contract, the transaction was not
submitted to the tax authorities and therefore left untaxed. Of the
charity funds left in Armenia according to the wish of the American
side, as much as $1,135,000 was not spent for charity but was
transferred to accounts opened by the founder and president of the
Civilitas Foundation Vartan Oskanian and the Foundation’s trustee
Tigran Karapetyan, with part of the money used for personal needs.

Oskanyan, in turn, considers the criminal case fabricated in order to
exert political pressure upon him.

It is one of the listed Archeological monuments of the city. But a look at
the ground conditions paints a picture of neglect. Literally.

The Armenian cemetery at Uppuguda belonging to the Qutb Shahi period
is on the verge of extinction. Lumps of trash and debris occupy a
major portion of the three centuries old cemetery which remains hidden
amidst thick wild vegetation.

In fact, one has to pass through a small narrow passage to get into
this godforsaken place. Ironically, the locals themselves are unaware
of the importance of the place. Ask any individual about it and one
would draw blank replies.

Armenians came to India as traders through the overland route much
before the advent of European traders into India. In fact, they came
here seven centuries before Vasco-da-Gama reached India. Realising the
importance of the Armenian cemeteries and churchyards, which are the
only attested sources of their presence, the Department of Archaeology
has declared it a protected monument under the Archaeological Sites
and Remains Act, 1960.

Ironically, the ground situation is deteriorating with every passing
day. Anti-social elements slip into the premises and resort to
nefarious activities after sunset. A lone rundown notice board erected
at the place has also disappeared over a period of time.

Locals suspect land grabbers might be eyeing the cemetery which is
situated amidst a thickly populated locality. None knows how many
graves exist but one can see them getting levelled to the ground.

`First the graves were visible but after people started dumping debris
inside the premises, a few have been levelled off,’ says Nagaraj, an
old timer.

`We have not seen any official coming here,’ says Krishnaiah, a local
resident of the area.

YEREVAN. – Within the framework of the Rio+20, United Nations
Conference on Sustainable Development, the delegation from Armenia
held an event entitled `The Methodology for Sustainable Development
Index: Possible Alternatives.’

Armenian specialists’ past-twenty-year work carried out in this
direction was presented during the event, MFA Press Service informs.

The meeting brought together around forty individuals and
representatives from several countries, international and social
organizations, and from the scientific circles.

The event was moderated by Armenia’s Nature Protection Deputy Minister
Simon Papyan.

And the Armenian Government’s Deputy Chief of Staff Tigran Gevorgyan
delivered opening remarks and presented the PM’s message.

The British research center Oxford Analitica predicts that at the
upcoming meeting between the Foreign Ministers of Armenia and
Azerbaijan on June 18, the OSCE Minsk Group will put pressure on the
parties to reduce tensions in the Nagorno-Karabakh conflict.

“The Armenian and Azerbaijani foreign ministers meet in Paris on June
18. French, Russian and US mediators from the Organisation for
Security and Cooperation in Europe (OSCE) Minsk Group are widely
expected to exert pressure on both sides to de-escalate tensions.
Generally viewed as a ‘frozen’ conflict, Nagorno-Karabakh has been
quite ‘hot’, with a steady cycle of clashes leaving dead on both
sides. Against the backdrop of an already fragile balance of power and
an escalating ‘arms race’, recent Azerbaijani attacks threaten to
trigger a new outbreak of hostilities or outright war,” the Oxform
Analitica expert say.

The British experts believe that Azerbaijan has recently adhered to a
new strategy: increasing the volume of purchases of arms, preparing to
achieve operational readiness in 2014, and threatening to go to war on
the 20th anniversary of the signing of the ceasefire, if no progress
is made through negotiations by then.

Encouraged by the steady growth of the military budget, the General
Staff of Azerbaijani Armed Forces has recently issued a statement that
“it will take 10 days to liberate the occupied territory and reach the
Armenian-Iranian border.” In fact, the Azerbaijani army is not ready
for a new war, and the Armenian side does not intend to attack, say
experts from the research center.

The report also says that organization of military clashes on the
border between Azerbaijan and Armenia and in the Karabakh conflict
zone on 4-8 June coincided with the visit of U.S. Secretary of State
Hillary Clinton to the region.

“In terms of maintaining the current format of OSCE Minsk Group, it
will be very difficult to achieve real success in the negotiations.
One of the reasons is Russia’s position, because Russia is more
interested in preserving the status quo or increasing the tensions,”
the report of Oxford Analitica says.

To recall, Edward Nalbandian, Elmar Mammadyarov and OSCE MG co-chairs
will meet in Paris on June 18.

Dans le quartier Van Nice de Los Angeles (Californie) un mariage
arménien a tourné en bagarre généralisée avec intervention de la
police. Selon le Glendale News-Press, à l’issue de ces violences,
Garbis Termantsian (36 ans) fut arrêté pour « violence et vandalisme
». Plus d’une centaine de personnes auraient participé à la bagarre
dans la salle de mariage du Dream Palace (Palais de Rêve). Un rêve qui
s’est transformé en cauchemar pour les mariés ! Après quelques heures
de garde à vue, G. Termantsian fut libéré sous caution. Il passera
devant la Justice californienne pour coups et blessures et dégradation
de matériel. La police a également arrêté Spartak Garabedian (22 ans)
pour alcoolisme puis relché. Il serait à l’origine des troubles.
D’après certaines indiscrétions, des coups de couteau furent échangés
dans la bagarre générale. Mais les langues restent muettes et les
témoignages sont rares, une sorte de « muerte » à l’arménienne. Les
blessés (légers) refusant également de se rendre dans un centre de
soin. Glendale News-Press évoquant ce silence de la communauté
arménienne écrit qu’un jeune arménien de 27 ans à la chemise
ensanglantée lors de l’arrivée des policiers a déclaré que sa tête
avait par accident touché une chaise…

The US Department of State has stated about its support to the
development of Georgia’s air defense as well as upgrading its
helicopter park.

The statement is said to be made after the third annual plenary
session of the US-Georgia Strategic Partnership Commission in Batumi
on June 5 with participation of the US Secretary of State Hilary
Clinton.

`We discussed options to help Georgia develop its air surveillance and
air defense and coastal surveillance capabilities as well as defensive
combat engineer capabilities,’ the US State Department’s statement
runs.

Rencontre avec l’ambassadeur d’Arménie au Sénat

J’ai eu l’honneur et le plaisir d’accueillir ce jour l’Ambassadeur
d’Arménie au Sénat. Je lui ai rappelé mon attachement à voir la
mémoire des victimes du génocide de 1915 préservée des assauts du
négationnisme. Cette volonté, partagée par le nouveau Président de la
République, devra se traduire très prochainement par l’examen d’un
nouveau dispositif législatif après la censure par le Conseil
Constitutionnel de la loi tendant à réprimer la contestation de
l’existence des génocides reconnus par la loi l’hiver dernier. Le
négationnisme n’aura jamais sa place sur le sol de la République.

Je lui ai en outre annoncé que j’aurai le plaisir, avec mes collègues
sénateurs membre du groupe d’amitié, de recevoir au mois de novembre
prochain une délégation de parlementaires de l’Assemblée Nationale
arménienne qui a fait l’objet d’un récent renouvellement.
