A crowd gathered outside the Los Angeles Consulate General of the
Republic of Armenia to protest, once again, the murder of Vahe Avetyan
and deliver a series of demands to the government of the Armenia.

One of the participants was Avetyan’s cousin. He made a heartfelt
plea that the laws of the land be implemented and simple justice be
served upon those who murdered his relative.

The approximately hour-long protest drew a photographer from the
Glendale News Press and the Glendale police department.

Consulate staff allowed only one person to enter the building from
among the demonstrators to deliver the demands, which are 1. An
emergency session of the Armenia’s National Assembly be convened;
2. The Prosecutor General indict Rouben Hayrapetyan as a codefendant in
the Avetyan murder case; 3. Hayrapetian be dismissed from the National
Assembly for violating its rules prohibiting entrepreneurial activity
by sitting Deputies.

4. An impartial investigation be conducted of Hayrapetyan’s offenses
and Avetyan’s murder 5. Hayrapetian be dismissed from his post as
President of the Football Federation of Armenia.

Future protests will be held at the same location on Sundays at
1:00 pm, with a special demonstration planned for Avetyan’s Forty
Day memorial.

of the five feasts of Armenian Apostolic Church, which due to its
structure and content is related to the land life of Jesus Christ.

Vartavar is celebrated 90-93 days (14 weeks) after Easter and current
year it will be celebrated on July 15.

As Armenpress reports, Mother See of Holy Etchmiadzin’s Lay Brother
Shahe Ananyan had a briefing with the journalists on July 13.

Vartavar’s history dates back to pagan times. The ancient festival
is traditionally associated with the goddess Astghik, who was the
goddess of water, beauty, love and fertility. Yet currently it is a
Christian tradition.

In the words of the interlocutor on this day people of all ages
drench each other with water and roses comparing Christ with rose,
which Grigor Narekats depicted in his works. ‘~R On this day, liturgy
is being served in the churches and the priests spatter rosewater on
the people, blessing them on this way.

In the words of the spiritual representative such kind celebrations
face a subtle shortcoming; they need to be turned a bit modern.

The priest reminded that if the man was drenched with water it does
not yet mean the year is going to be unlucky, it is superstition.

This year for the first time in the history of Golden Apricot
International Film Festival the Armenian Apostolic Church has designed
an award, which was given to a Russian film director on Thursday.

Golden Apricot, launched last Sunday, is one of the most important
cultural events in Yerevan, a weeklong annual festival that gathers
filmmakers, film masters and simply film fans throughout the world
for the ninth year.

The film festival is presenting a total of 170 feature, short feature
films and documentaries, with 65 of them included in the competition
program.

The fifth day of this year’s festival was distinguished by the ceremony
presenting the ‘Yeghitsi Luys’ (Let There Be Light) award, designed
by the Armenian Apostolic Church. In the ceremonies hall of Gevorkian
Theological Seminary of the Mother See of Holy Echmiadzin Catholicos
of All Armenians His Holiness Karekin II presented the Church’s award
to Alexander Sokurov for his propaganda of spiritual, cultural and
humanitarian values as well as for his significant contribution to
the world cinematography.

And in the evening the Yerevan première of Sokurov’s film “Faust”
took place in Moscow Cinema’s full hall.

Prizes at the ninth edition of the Golden Apricot will be in four
sections – feature films, documentaries, short films, and Armenian
films (Armenian Panorama).

Diaspora Armenian filmmaker Suzanne Khardalian’s ‘Grandma’s Tattoos’
film was presented within the framework of the festival, with which
she reveals the veil of thousands of forgotten Armenian women,
who survived the Armenian Genocide in 1915 but were forced into
prostitution and were tattooed to distinguish them from the locals.

The film was premièred last September in Stockholm and was shown
in a number of countries in the world. And in January, ‘Grandma’s
Tattoos’ was being broadcast on ‘Al Jazeera English’ TV channel for
a whole week.

However, probably the most impressive and exciting moment of Golden
Apricot was on Wednesday when a holy mass was served in one of churches
in Yerevan to commemorate three masters of world cinematography –
Michelangelo Antonioni, Tonino Guerra and Theodoros Angelopoulos.

Golden Apricot festival will last until Sunday.

In The Coming Months And Years, Work In Our foreign policy will be
even more, and our relationship will become even wider.

Our principled position on the Armenian-Azerbaijani conflict over
Nagorno-Karabakh conflict is based on justice and international law.

The question of the territorial integrity of Azerbaijan has never
been and will not be subject of negotiation. Azerbaijan will restore
its territorial integrity. I have no doubt about it, Azerbaijani
President Ilham Aliyev said at a meeting of the Cabinet of Ministers
dedicated to the socio-economic development in the first half of 2012
and upcoming challenges, APA reports.

The head of state noted that there has been some stagnation in the
negotiation process. This is despite the fact that the heads of the
co-chairs of the Minsk Group issued a new statement which reaffirmed
the unacceptability of the status quo.

“So far, concrete, real steps to change the status quo are not taken.

But it is inevitable. The status quo must be changed. And the heads
of state of co-chairs of the Minsk Group, president of the Council of
the European Union, in Baku, and representatives of the OSCE, other
international organizations and politicians have repeatedly noted the
unacceptability of the status quo. This is a very valuable statement.

Changing the status quo means the withdrawal of Armenian occupation
forces from the occupied lands. With the withdrawal of occupying forces
from the occupied lands, positive trends in the negotiation process,
of course, will grow even more, and this issue will be resolved soon,”
he said.

The president noted that along with all political and diplomatic
efforts, Azerbaijan expands military power.

“We have created a strong army. A strong army much strengthens our
position in the negotiations. Expanding economic opportunities of
Azerbaijan, Azerbaijan is becoming a powerful country, not only in
the region but also globally. Of course, our economic, financial,
and at the same time, political resources will contribute to a fair
settlement of the issue of Azerbaijan’s territorial integrity. Grow
also our economy, our foreign exchange reserves and our population.

According to recent data, the population of Azerbaijan has already
reached 9.3 million people. As for Armenia, according to official
statistics, the first five months of this year, 80,000 people even
left this country. By the end of the year this figure will reach
about 170-200,000 people.

Thus, in a few years the demographic situation in general will be at
a decisive moment. Not by chance, in recent speeches, I pay special
attention to this matter. In Azerbaijan, the demographic situation
is good, positive, there is a natural growth. But I believe that
this growth should be even stronger. Perhaps further action should
be taken to encourage this growth. Our economy, industrial power,
financial resources will allow us to increase twice as many people
as it is now, and to create all conditions. Of course, it will be.

Today, 9.3 million, after a few years will be 15 million, 20 million.

That is, the process is on the go. We are now taking some additional
measures to further stimulate this process,” the president said.

“As for Armenia, it is possible that its leaders, in fact, rejoice
the decrease of population. After all, there are no jobs, no money,
no economy, no industry and no prospects. The smaller the population,
the smaller the burden that falls on the government. This is
one approach. Our approach is quite different. Our economy, the
industrial might and political will dictate that the Azerbaijani
population should grow. This is necessary not only to resolve the
Armenian-Azerbaijani conflict over Nagorno-Karabakh – we will solve
this issue and raise the flag of Azerbaijan in Khankendi – but also
for the future in general. In today’s world, unfortunately, in many
cases, international law does not work. International law is ignored.

In the foreground there is the factor of force. In fact, this
pattern was typical of the Middle Ages. Just after World War II –
after setting a new world order, new rules of international law have
been adopted as a basis. This is the case today. But looking at trends
and processes in the region and the world, we see that sometimes there
are taken steps that are fundamentally contrary to international law,
a factor of force.

Who is stronger, he is right. It is not our choice, but unfortunately,
ongoing processes in the world show this. And to be strong, you
need a strong economy, military-industrial potential and a large
population. Therefore, we must seriously address this issue.

Until now, these processes had a natural character. Just to increase
the natural growth of the economy as well as states became more
intense. We see it in the statistics. In recent years the birth rate
was higher than 10-15 years ago. This is an issue that is directly
linked to economic and social factors. But, I repeat, we must approach
this issue through a new spectrum. The Azerbaijani population should
grow even faster,” the head of state said.

Speaking about the Armenian-Azerbaijani conflict over Nagorno-Karabakh,
President noted that in recent years for the recognition of the
Khojaly tragedy as genocide, the state, government, our diplomacy,
civil society and our diaspora organizations have done very much. “It
is a very important and significant issue. Three countries – Colombia,
Mexico and Pakistan – have formally recognized the Khojaly tragedy as
genocide. I am confident that this process must and will continue. Our
embassies, government agencies, community organizations will continue
their efforts in this regard. Gradually more countries will recognize
the Khojaly tragedy as genocide,” President Aliyev said.

‘~RThe Icon of Holy Spirit’~R documentary film, depicting the life of
Syrian Armenians, featuring it as a component of the Syrian society,
Armenpress reports citing SANA news agency.

The goal was to inform about 1915 Armenian Genocide .The film tells how
the Genocide survivors got shelter and integrated in Syrian society,
how they moved to Aleppo and stopped at Hogetun on their to Jerusalem.

The film screening on the whole lasted for 5 days. At the course
of such a short period the director tried to comprise everything,
what he had planned to tell about Armenians, and as result had a
substantial plot product.

The film music composer is Armenian composer Perch Asyan. The film
is screened in three languages Armenian, Arabic and English.

The Armenian authorities plan to amend the Constitution. They have
not yet announced their intentions but have begun gradually preparing
society for that process, periodically dropping hints about it,
Zhoghovurd reports.

Chairman of NA Standing Committee on State and Legal Issues David
Harutyunyan refused to give the paper details about the planned
amendments.

According to Zhoghovurd’s information, the authorities have outlined
the team for drafting constitutional amendments. In this context,
the names of Gagik Harutyunyan, David Harutyunyan, Hrayr Tovmasyan,
Aghvan Hovsepyan, Gevorg Kostanyan circulate, the paper writes.

Armenian Ombudsman Karen Andreasyan has called for ensuring public
participation in the discussions over a legal proposal for releasing
an extra quantity of water from Lake Sevan.

In a statement issued in this connection, Andreasyan expresses
concerns that no public hearings have been organized so far to enable
representatives of NGOs and other interested parties to voice their
opinions on the amendments proposed. The ombudsman complains that
the environmentalists concerns over the lake’s ecosystems were not
taken into consideration while elaborating the proposal.

He notes in the meantime that the parliament members, who debated the
bill, stressed the importance of ensuring the basin’s irrigation not
to deprive the villagers of income.

The ombudsman says that ensuring public participation in decision
making processes concerning the environment is a requirement under
the 1988 Aarhus Convention.

“We call upon all the competent government bodies to carry out the
decision-making with strict observance of the law. [It is necessary],
as a legal requirement, to promote public participation in these
processes based upon the principles of publicity, accessibility and
transparency; to develop a culture of effective cooperation with
the civil society and take urgent measures to rule out decisions and
activities blocking public access to any information concerning the
environment,” reads the ombudsman’s statement.

On June 15, the Armenian cabinet approved a proposal for releasing
320 cubic meters of water from Lake Sevan to protect rural communities
from the expected shortage of water. The previous legislation allowed
using no more than 170 cubic meters of water from the lake.

It is clear that this idea of one of the main actors of the Putin
“dynasty” makes sense in terms of Russia’s attitude towards Armenia
against the background of the OSCE CiO and Minsk Group co-chairs’
visit to the region.

Apparently, Russia understands that along with gas price and
“inventory” of the airport it is also necessary to win over the
Armenians with such statements because the status quo may change in
the region at every moment, the paper runs.
