The opposition of Armenia will have a single candidate in the
person of the first president of Armenia Levon Ter-Petrosyan at the
forthcoming presidential election on 18 February 2013, a member
of the Armenian National Congress (ANC), Gurgen Egiazaryan, said
at today’s press-conference. “The law has strictly fixed the terms
for nomination of candidates – till 4 January, we still have time,
and the opposition will undoubtedly come forward and say about its
position at the election. The opposition will have its own candidate,
and I think it will be Levon Ter-Petrosyan. I see no other candidate
for president”, – he said.

He also added that the candidate of the ruling RPA Serzh Sargsyan
cannot be a serious opponent to Levon Ter-Petrosyan. Sargsyan did not
fulfill at least one out of 11 points of his electoral programme. “He
fully failed the spheres which were fixed in the programme. For
instance, according to one of them, pensioners will live better
because of the pension reforms. Find at least one pensioner which
started living better for the last 5 years, and if you do it, I shall
change ny name”, – the politician said.

PanARMENIAN.Net – The Armenian quarter of the Syrian city of Homs
was targeted by several missiles.

The missiles struck two houses on Sunday, December 9, collapsing a
four storey apartment building in which at least five people were
killed and 37 injured, foreign media reported.

The conflict in Syria started nearly 21 months ago as an uprising
against Assad, whose family has ruled the country for four decades. It
quickly morphed into a civil war, with rebels taking up arms to
fight back against a bloody crackdown by the government. According to
activists, more than 40,000 people have been killed since March 2011.

I. Questions régionales

1. La déclaration du Groupe de Minsk/ La Secrétaire d’Etat
américaine, Hillary Clinton, le Ministre russe des Affaires
étrangères, Sergueï Lavrov, et le Ministre francais délégué aux
Affaires européennes, Bernard Cazeneuve, ont fait une déclaration
conjointe, en marge du conseil ministériel de l’OSCE a Dublin, dans
laquelle ils font part de leur frustration face a l’impasse actuelle
dans le règlement du conflit du HK. Ils exhortent l’Arménie et
l’Azerbaïdjan a un ” plus grand sens de l’urgence ” du processus de
paix, a un dialogue approfondi avec les co-présidents et a un examen
complet et attentif des idées présentées par ceux-ci au cours de
leur voyage de novembre dans la région : ” Nous regrettons que les
attentes de progrès plus rapides du processus de paix, soulevées
par la déclaration conjointe des Présidents de l’Arménie et de
l’Azerbaïdjan, avec le Président de la Fédération de Russie
a Sotchi le 23 janvier 2012, n’aient pas été comblées. Au lieu
de cela, les parties ont trop souvent cherché a tirer avantage du
processus de négociation, plutôt qu’a chercher un accord, basé
sur la compréhension mutuelle …Tout en reconnaissant la diminution
du nombre d’incidents graves le long de la ligne de contact et de la
frontière arméno-azerbaïdjanaise ces derniers mois, nous rappelons
aux parties la nécessité de respecter le cessez-le-feu de 1994,
ainsi que la recherche d’une solution pacifique du conflit ”.

Les trois Ministres estiment que les dirigeants des deux pays doivent
préparer leur population au jour où ils vivront a nouveau en tant
que voisins et non en tant qu’ennemis, dans le plein respect de la
culture, de l’histoire et des traditions d’autrui. Ils ajoutent que
les Ministres des AE des deux pays se sont dits prêts a se rencontrer
au début de l’année prochaine afin de poursuivre les discussions. La
presse arménienne s’est jusqu’alors abstenue de tout commentaire au

2. L’Arménie mène une politique ouverte et prévisible/ C’est ce qu’a
déclaré le Ministre des AE Edouard Nalbandian dans un entretien a
l’agence russe Interfax, ajoutant que l’Arménie n’a jamais déclaré
qu’elle donne la priorité a l’orientation euro-atlantique. ” Lorsque
nous disons que nous entretenons des relations stratégiques avec la
Russie, ce ne sont pas seulement des propos. Nous sommes liés par
plus d’un fil ”. L’Arménie est non seulement l’un des fondateurs
de la CEI, mais aussi l’un de ses membres les plus actifs. Elle est
l’un de ses principaux promoteurs par le nombre de documents signés
et approuvés dans le cadre de la CEI, notamment le traité sur la
zone de libre échange. M. Nalbandian a relevé toutefois que les
relations avec l’UE se développent de manière très dynamique. /

II. Politique intérieure

1. Le parti Républicain répond aux accusations du leader d’Arménie
prospère/ Rappelons que, d’après un communiqué d’Arménie
prospère, le Président du parti, Gaguik Tsaroukian, actuellement
en visite a Bruxelles, aurait déclaré, lors d’un entretien avec le
viceprésident du Parlement européen, M. Alejo Vidal-Quadras Roca,
” qu’il était impossible de lutter contre la corruption dans un
pays où ce combat est a l’initiative des corrompus ” (cf. revue du
6.12). Par la voix de son porte-parole, Edouard Charmazanov, le parti
Républicain a dénoncé la déclaration de M. Tsaroukian comme ”
honteuse ”. Selon lui, Arménie prospère, qui faisait partie de la
coalition gouvernementale jusqu’en juin dernier, pâtit lui-même d’une
mauvaise réputation parmi les fonctionnaires de l’Union européenne :
” Nous nous abstenons de rappeler que pour nos partenaires européens,
Arménie prospère est considéré comme une force artificielle
… Nous ne disons pas que Arménie prospère, toujours selon les
députés européens, a connu un certain succès en raison de sa
politique populiste. Nous ne disons pas que, selon certains députés
européens, le chef d’Arménie prospère a une connaissance assez
vague de la politique internationale et de l’actualité politique en
général ”.

L’ancien Ministre des AE, M. Vartan Oskanian, qui accompagne M.

Tsaroukian a Bruxelles, a indiqué que cette visite n’était pas liée
a l’approche des élections. M. Oskanian a également suggéré que
la décision attendue de Tsarukian concernant sa candidature a la
présidence de la République serait annoncée la semaine prochaine
: ” Cette visite ne préfigure en aucun cas la nature de cette
annonce ”.

RFE/RL fait état de l’entretien de M. Tsaroukian avec le Commissaire
Å tefan Fule. Les commentateurs d’Azg et de Hraparak se demandent s’il
ne s’agit pas d’un ” manège ” pour distraire l’opinion, ayant du
mal a croire que de sérieux problèmes puissent réellement exister
entre deux formations naguère partenaires. / Rapporté par l’ensemble

2. Le Département du contrôle financier du Ministère des Finances a
révélé des détournements de fonds dans des travaux de rénovation
de 13 écoles secondaires/ 28% de 4,5Meuros alloués pour la
rénovation de 13 écoles et de trois autres établissements scolaires
dans diverses régions du pays auraient été détournés… Une des
écoles ” rénovées ” s’est effondrée suite aux travaux. Plusieurs

3. L’AN a rejeté un paquet du CNA visant a éliminer les monopoles
économiques/ Dans ce paquet, le CNA proposait au Gouvernement des
actions concrètes pour supprimer les monopoles économiques et créer
des conditions favorables en faveur des PME. Cette proposition a
été rejetée par la majorité parlementaire, puisque, comme le
remarque Haykakan Jamanak, plusieurs députés bénéficient de
monopoles économiques.

4. Le 7 décembre est le 24ème anniversaire du séisme dévastateur de
1988/ Plusieurs quotidiens consacrent leur ” une ” au tremblement de
terre de 1988 et relèvent avec regret que, 24 ans après, toutes les
conséquences n’en ont pas été réparées et qu’environ 4500 familles
continuent de vivre sans toit en dur dans la zone touchée. Haykakan
Jamanak rappelle que Gumri est ” officiellement ” reconnue comme

III. Relations extérieures

1. Le PM Tigran Sarkissian se rendra en Allemagne et aux Etats-Unis
du 6 au 14 décembre/ En Allemagne, le PM ira notamment dans la
ville de Frankfort où il prendra part a un forum d’affaires au ”
Commerzbank ”.

Des entretiens avec des représentants de sociétés allemandes
renommées sont prévus. Le 8 décembre le PM se rendra en Californie
où il prendra part a la session plénière de ” ArmTechCongress ”
a l’Université Stanford, et a l’ouverture d’un centre arménien des
technologies informatiques au centre ” Plug ans play ”. La signature
d’un mémorandum sur la mise en place par la société ” Intel ”
d’un centre scientifique en Arménie est également prévue. Le
PM arménien rencontrera a cette occasion les responsables de la

AZERI ANALYST MULLS REASONS WHY PRESIDENT MISSED CIS SUMMIT

There may be several reasons as to why the Azerbaijani president did
not attend the 5 December summit of the CIS countries in Turkmenistan’s
Ashgabat, an Azerbaijani analyst has said.

Azerbaijani leader seeks to avoid meeting Armenian counterpart

In an interview with the Media Forum website on 5 December, analyst
Elxan Sahinoglu, head of the Atlas research centre, said President
Ilham Aliyev wants to avoid meetings with his Armenian counterpart
Serzh Sargsyan and Russian counterpart Vladimir Putin, and also that
relations with Turkmenistan are strained.

The main reason for Aliyev not meeting Sargsyan is that anything
related to the Nagornyy Karabakh conflict has long been discussed,
and there has been no change in the positions of the two countries.

“Hence, a new meeting has no meaning,” Sahinoglu said.

According to the analyst, Aliyev is also unable to give positive
answers to the two questions that Putin would pose him: about
prolonging the lease of the Qabala radar station to Russia and about
Azerbaijan joining the Eurasian Union.

Caspian dispute: Azerbaijani-Turkmen, Turkmen-Armenian ties

On relations with Turkmenistan, the analyst said that Azerbaijan
has yet to resolve the matter of the disputed Kapaz (Turkmen name:
Serdar) oil field in the Caspian Sea. “Turkmen vessels approached the
Caspian fields belonging to Azerbaijan and Baku sent Ashgabat a note
as a result. Subsequently, the Turkmen president visited Armenia,”
Sahinoglu said.

In a report on 7 December, Turan news agency quoted Azerbaijani
Deputy Foreign Minister Xalaf Xalafov as saying that it is up to
Azerbaijan and Turkmenistan within their sovereign rights to decide
on the construction of the trans-Caspian pipeline.

“Azerbaijan, Kazakhstan and Russia have already reached agreement on
delimitation of the Caspian seabed. I hope that delimitation agreements
will be reached with Iran and Turkmenistan as well within the framework
of international law and practice,” Turan quoted Xalafov as saying.

Azerbaijan’s ties with Russia at lowest point since 2000

In a separate report, Turan noted that relations between Azerbaijan
and Russia are at the lowest point since Putin came to power in 2000.

“This can be chiefly related to Aliyev’s failure to ensure the
same support from Moscow in the forthcoming [2013] presidential
election as the support he received in 2003 and 2008. In this sense
the summit is not as interesting for Aliyev as it used to be in the
years when Azerbaijan’s economy and significance grew and when in
exchange of expanding intra-CIS trade Aliyev received the political,
albeit formal, support of post-Soviet and especially Russian leaders,”
the report said on 6 December.

THE NETHERLANDS WANTS TO KEEP DIALOGUE WITH AZERBAIJAN

2012 was a good year in the relations between the Netherlands and
Azerbaijan, Ambassador of the Netherlands to Azerbaijan, Arjen Peter
Uijterlinde, said in an interview with Trend.

“We look back on the year with many significant visits of ministers
from Azerbaijan to the Netherlands and visits of Dutch ministers
to Azerbaijan. We had deputy prime minister visiting Azerbaijan in
September and this visit produced a very good dialogue between our
two countries and good atmosphere for cooperation,” Uijterlinde said.

He said in fact the visit of Dutch Deputy Prime Minister led to an
agreement on bilateral investments treaty that we hope that can
be signed in the new future. “So I think these are very positive
developments. We have also seen the signing of a number of concrete
projects of Dutch companies in Azerbaijan assisting the process
of diversification of economy in the spheres of agriculture, water
management and in the medical sphere. So, I am very encouraged by
that and proud as an ambassador,” Uijterlinde stated.

He thinks that notably the spheres of agriculture, logistics, water
management and energy can be priorities for cooperation between the
two countries. “I am speaking about energy in a broad sense, not only
about oil and gas, but also the whole issues of energy efficiency and
alternative energy. These are issues that we have an experience we
can share with Azerbaijan. I think these are areas where we would like
to see cooperation be intensified and we have may put results, but we
can further deepen and expand the cooperation,” Uijterlinde underlined.

Regarding the Netherlands’ position on Armenian-Azerbaijani
Nagorno-Karabakh conflict, the ambassador said that his country’s
position on this issue is in line with the EU position on
Nagorno-Karabakh. “We very much regret that the conflict still
goes on and this protracted conflict is giving such a burden for the
development in the region. We hope very much that the OSCE Minsk Group,
as a facilitator, is able to give a new impetus to the negotiations
process. We think the negotiated solution is acceptable for both
sides,” said the ambassador.

Arjen Peter Uijterlinde also spoke on Dutch-Azerbaijani cooperation
within international organizations, saying that the two countries work
together within the international organizations. He stated that the
Netherlands recognizes the fact that Azerbaijan, as a leader in the
region and as a member of the UN Security Council, plays an important
role and has an important role to play.

“We really want to keep the dialogue with Azerbaijan on these issues.

Also because we understand that Azerbaijan has an instrumental role
in the operation in Afghanistan where in the NATO and ISAF context
we work together with Azerbaijan,” Uijterlinde said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Yerevan/Mediamax/. Armenian Foreign Minister Edward Nalbandyan
instructed Armenian ambassadors working in European countries
to bolster activities for deepening relations with international
structures and organizations.

On December 9, the minister held a traditional meeting in Paris with
Armenian ambassadors and special representatives working in European
countries and international organizations.

Edward Nalbandyan also gave instructions regarding the works ahead
of the 100th anniversary of the Armenian Genocide.

At the meeting, the Armenian FM also touched upon the Nagorno-Karabakh
settlement process, the OSCE Ministerial Council in Dublin, issues that
will be on the agenda of Armenia-EU Cooperation Committee next week,
as well as issues related to the holding of upcoming presidential
elections in Armenia in line with democratic standards.

Parliament Alejo Vidal-Quadras does not wish to interfere in
internal Armenian electoral processes. This was the response of the
EP Vice-Presidents office to the request of Armenpress to comment on
his meeting with the representatives of Prosperous Armenia party.

“Mr. Vidal-Quadras met with some members of the Prosperous Armenia
party last week in Brussels in order to gain an introduction to
the party’s aims and to enhance his understanding of the political
situation in Armenia.

In the course of friendly conversation, he remarked upon Mr Tsarukyan’s
energy and optimism. These were personal positive impressions of Mr
Tsarukyan’s character and personality,” the office of EP Vice-President
noted.

On December 5 during a visit to Brussels the delegation of the
Prosperous Armenia party headed by the party leader Gagik Tsarukyan
had a meeting with the Vice-President of the European Parliament
Alejo Vidal-Quadras.

Sole Positive Change In Aleppo Is Water Supply

SOLE POSITIVE CHANGE IN ALEPPO IS WATER SUPPLY

YEREVAN, DECEMBER 10, ARMENPRESS. There is no electricity in Armenian
populated Aleppo. Also the telephone connection does not function
properly. Press Secretary of the Armenian National Prelacy of Aleppo
Jirayr Reisian informed “Armenpress” about this. In addition he said
that several districts of Aleppo were provided with electricity on
December 9, although at night the city was again drawn in darkness.

The sole positive change in Aleppo refers to water supply, which has
been restored few days ago. Also Reisian informed us that bread is
of a great concern in Aleppo, bakehouses are not functioning as well.

Cold weather reigns in Aleppo and one can meet people, who make fire
on the streets in order not to catch a cold, frequently enough.

Syrian-Armenian Nazareth Elmajian stated that there are no Armenians
left in the city of Homs and no Armenian is listed among the casualties
in the city. In accordance with the information published in the
Syrian mass media on December 10 the rebels bombed the Armenian
district of Homs, which caused death of four citizens. A number of
civilians were wounded.

Clashes in Syrian lasting more than 21 months caused the death of about
40 thousand people. Unfortunately this number is increasing day by day.

Kajarants Village chief Rafik Atayan was interviewed by the
environmentalists, in which which he appealed to all Armenians.

“Kajarants combine criminals put me into an artificial blockade. They
did not give the village residents cars in order to take their grass
to home. I solve all the problems myself, with my own car and we are
going to solve till the end. My village is in poor condition. I will
not give my village, we will not leave our village.

We are not going to give Nakhichevan border. We keep this border. The
border’s Turkish are better, but the Turkish inside do not leave us.

We are not going to leave. We have our houses, our mother land,
our tombs and we have everything. We just want that they help us. 2
metres road of the village is in a very poor condition.

We have Armenians, who help us, but this help does not reach the
village. I apply to my village residents to help us to develop our
agriculture. If we leave the villages in the borders, who will keep
the border in that case? They disturb people to leave the village,
but they can not”.

Trchkan Action Group Demands That Police Punish Those Guilty Of Dest

TRCHKAN ACTION GROUP DEMANDS THAT POLICE PUNISH THOSE GUILTY OF DESTROYING SYMPHONY OF STONES IN GARNI

The Trchkan action group has sent a letter to the police where it
demands punishing those guilty of destroying the Symphony of the
Stones, a unique natural monument in Garni.

Nov 29 the greens spread a video picturing destroyed parts of the
monument.

The police said later that they had found people who had used stones
from the monument for building a fence, but the stones had split off
the rock in a natural way.

Trchkan insists that the monument is being destroyed by human hands,
and its stones are being used in other construction projects as well.

So, the greens urge the police to investigate the case more closely,
to punish those guilty and to save the monument from full destruction.
