OWNER OF ARMENIAN ARMAVIA REJECTS ALLEGED DEBT FOR SUKHOI SUPERJET 100

YEREVAN, December 19. /ARKA/. Owner of Armenian Armavia air company
Mikhail Baghdasarov rejected allegations of debt to Sukhoi Civil
Aircraft cjsc for Sukhoi SuperJet 100, Novosti-Armenia agency reports
referring to RIA Novosti.

“The aircraft cost 20 million dollars, we paid 16 million straight
away, there were 4 million remaining, but we gave it (the jet –
editorial) back later. Hence, we owe nothing for maintenance,
they consider we owe them a million so that they can exonerate it,”
Baghdasarov told journalists. He also added that it is Sukhoi Civil
Aircraft company who should exonerate the superjet.

In August Sukhoi Civil Aircraft company said that Armavia had still to
pay some 4 million dollars for the first aircraft. It also said that
Armavia could not give the jet back as it had an encumbrance within a
bank: if Armavia refuses to have the jet, then it should exonerate it.

Baghdasarov pointed out that if Sukhoi Civil Aircraft had a buyer in
mind for the jet, then the company would have exonerated it themselves
since long ago. The company fails to sell it, he said.

“The fact is that the next jets have been much better in quality than
this first one,” Baghdasarov added.

According to Baghdasarov, Armavia suffered aircraft downtime losses
for technical reasons, that is why the company refused to take the
two planes on order.

Baghdasarov also reminded that SSJ-100 is not operated by the company
anymore and that it is Sukhoi Civil Aircraft who has the jet. He also
said that he is not going to take the planes.

Armavia national air company was founded in 1996. In 2005, Baghdasarov
who was a major businessman and president of MIKA Limited became full
owner of Armavia.

Today Armavia is operating over 100 flights a week in more than 40
directions to some 20 countries. -0–

The situation in Syria’s economic capital Aleppo has not changed
during the recent days. The sounds of shelling have become common
for the residents who face a number of issues.

According to Tert.am’s Aleppo-Armenian sources, the blasts are far
from the Armenian districts.

The city is deserting in evening hours as the electricity supply
there has stopped for several days.

The electricity has been restored yesterday at the afternoon for just
few hours. To smooth the bread crisis planes are bringing bread to
Aleppo, but the issue is still far from being solved.

Video has been spread in the Internet where Aleppo citizens are
standing in line for hours to take a package of bread home.

Aleppo Armenians say people spend evening hours under candle light,
cover with blankets to warm up. It is impossible to find fuel in
the city.

A number of Syrian ministers headed by the PM visited Aleppo offering
a number of solutions. Earlier Tert.am has reported about intensive
fights near Armenian-populated Yakubie settlement in Idlib province
which the rebels try to occupy.

According to the sources, Yakubie is still controlled by the
governmental troops, but the rebels have already seized the nearby
villages and it is not safe in the Armenian settlements any more.

L’Armenie pourrait atteindre une croissance economique de plus de
4,2% cette annee a annonce le coordonnateur du centre analytique ”
Alternatif ” Tatul Manaseryan.

” Je crois vraiment que le chiffre de 7 % de croissance economique est
un chiffre modeste, l’Armenie peut atteindre une croissance de 9 a 10 %
si elle emploie les recours existants rationnellement ” a-t-il dit.

Il est necessaire de calculer, evaluer et ensuite convenablement
employer quatre ressources principales : l’humain, le naturel,
l’industriel et le financier, selon lui.

” J’ai deliberement mentionne les ressources financières a la fin, car
elles ne peuvent pas resoudre toutes les questions avec une mauvaise
gestion. Elles peuvent etre efficaces seulement si nous comprenons
clairement ce que nous voulons et comment nous pouvons le realiser
” a-t-il repris.

Aghdam. Teymur Zahidoghlu – APA. A soldier of Armenian army that has
been occupying the territories of Azerbaijan wanted to pass from the
occupied Bash Garvand village of Aghdam region to the area controlled
by the Azerbaijani Army.

APA’s Karabakh bureau reports that the incident has occurred today.

The witnesses told APA that the serviceman was shot by the soldiers
of Armenian army on the neutral position between the troops. It is
unknown whether he was killed or wounded.

Similar attempts have been repeatedly made by the soldiers of Armenian
army in the military units in Nagorno Karabakh.

The head of the analytical center “European Geopolitical Forum”
(Brussels), Marat Terterov, told VK about the prospects for European
integration and membership of the republic in the projected Eurasian
Union.

– Armenian society discusses the prospect of joining the Customs
Union and later the Eurasian Union initiated by Russia. What could
participation in such large-scale integration projects provide Yerevan?

– To assess the prospects of Armenia, I would like to see the project
of the creation of the Eurasian space in a more specific and developed
form. Now I still do not see the specific regulatory framework to
implement and realize this project. We hear only political statements.

In these circumstances, expecting clear foreign policy priorities
from Yerevan is quite premature. However, I would like to see the
rapid development of this project, as a supporter of the idea of a
slight similarity of the Soviet Union in the post-Soviet space. The
appearance of such a union can bring a lot of positive factors for
the development of post-Soviet countries, in which the collapse of
the Soviet Union caused a lot of ethnic, religious, territorial and
social problems. With the creation of such a union some of these
problems will dissolve.

– But the example of the European Union does not look very encouraging

– I would not say so. Belgium is also, according to some experts,
today on the verge of collapse. Bloodshed, of course, will not take
place, but the question of who will be in power in Brussels will be
quite difficult. If even small Belgium is divided into two parts, it
will not leave the European Union, the two regions will still remain
in the European space. Scotland and Catalonia are good examples of
this. If we saw strong institutions and foundations of the Eurasian
Union, we could compare the Eurasian Union to the experience of both
the integration and disintegration of the EU. It is also important
that the creation of such a union would benefit Europe itself, as
for the EU it would be much easier to work with the countries of the
former Soviet Union in such a form.

– Do you think the emerging conclusion of the Association Agreement
between the EU and Armenia is a step towards European integration of
the republic? What does Europe expect from the agreement?

– The Association Agreement is part of the overall process of the
normalization of the situation in the South Caucasus. It will deepen
the relationship between the region and Europe, given its economic
orientation. Through the agreement Europe tries to bring to the
South Caucasus more stability and rule of law, as well as discussions
between the states of the region. The prospects of implementing such
an agreement are still unclear, because there are some obstacles to
this. The European Parliament is not only a department of pluralism,
but the department of lobbying in Brussels. This means that, for the
approval of any project developed by the European Commission, it must
pass through the European Parliament, which looks quite seriously at
many sensitive issues in the post-Soviet countries. First of all, we
are talking about human rights violations in the former Soviet Union.

Therefore, the European Parliament raises to Armenia issues related to
the election and non-compliance of laws to their aspirations. These
factors affect the prospects for signing the Association Agreement;
it has not been invented by Europeans, it is a reality which to some
extent prevents the approximation of such countries as Armenia to
Europe. Therefore, this process will be quite long.

– In Armenia the ruling Republican Party and President Sargsyan are
considered to be supporters of European integration. How valid is
this opinion?

– Armenia is Russia’s strategic partner in the Caucasus, a member of
the Collective Security Treaty Organization, and there is an impression
that Armenia is under Russia’s strategic umbrella. However, some
people in NATO, dealing with the South Caucasus, sincerely believe
that Armenia has excellent relations with the alliance, a number of
partnership programs, different types of soft cooperation.

These same people believe that Armenia, unlike Georgia, stating its
desire to join the alliance, is a good example of a state which can
work with both Russia and Western hard military power. With regard to
European integration at the economic and political level, the example
of Armenia-NATO dialogue is very interesting, because for post-Soviet
Armenia it is difficult to press the “delete” button to Russia. I do
not think that such a wish in the power elite of Armenia can be seen,
given that the majority of the population in Armenia does not reside
permanently, living in Russia. The Armenian diaspora in the West
is represented by a totally different type of people, united by the
Armenian idea, the language, etc. These people do not understand the
approach of the local audience to a number of fundamental questions.

Armenia is not Europe, North America or Australia. This may sound
contradictory, but in Brussels it is easy to sell the idea that
Armenia is Europe. I have participated in many scientific and political
debates, in which western Armenians easily pushed the idea according
to which Armenia is part of Europe, the EU, and it should be in the
European family. And Russia is not part of this family. This diaspora
position, in my opinion, even repels Armenia from Europe.

Armenia is Armenia – a post-Soviet republic. This is not France and
not Western Europe.

– Do you mean that the question is not in the authorities but in
Armenian society?

– Armenian society is very far from European integration. However,
I do not believe in the sincerity of the intentions of the authorities
to integrate Armenia into Europe. Some statements about the desire of
integration are not enough. Declaring this desire is necessary to the
leadership of Armenia as a small country. The Baltic countries feel
calm in the EU, relying on the “soft” and military strength of the
Europeans much more than on the same factors in Russia. Armenia and
other post-Soviet countries should strive for political alliances,
it is a vital necessity. The exceptions are countries with an energy
sector: Azerbaijan, Turkmenistan and Kazakhstan. In this vein,
the statement of the Armenian government’s intention of European
integration is normal. The system of the EU is based on law-abiding,
and voicing the intention to integrate into the system, the Armenian
authorities have made it clear that you can safely invest heavily in
a country where there is stability and obedience to the law. This
shows that Armenia is not a cowboy territory. In this context, the
government of Armenia is simply obliged from time to time to voice
such statements.

We see how Ukraine and the IMF play “cat and mouse”, because it is
unclear who is paying today for Russian gas for Ukraine – the IMF or
“Gazprombank”. In view of this situation between Kiev and Moscow and
Western donors a certain opacity is established. This became possible
as a result of the weakness of Ukraine as a state. In the case of
Armenia and the former USSR, the first obstacle of this kind is the
oligarchic system of the economy, because entry into any international
organization involves the destruction of such a system.

Press points of Commissioner Å tefan Fule after the Cooperation
Council with Armenia

I said already in September in Yerevan that we managed to move our
agenda to a higher level. And this Council only confirms that Armenia
and the EU get closer to each other in concrete ways:

There are already some specific achievements – a short while ago we
have signed the Visa Facilitation Agreement and protocol concerning
Armenia’s participation in EU programmes. For people this is a visible
and tangible result of our close partnership.

But there is more on our ambitious agenda. The negotiations of the
Association Agreement, including the Deep and Comprehensive Free
Trade Area, have progressed well. For a successful outcome which
allows EU-Armenia relations to reach their full potential, we will
need sustained reform efforts next year.

We welcome progress made by Armenia in the conduct of May parliamentary
elections. At the same time, we trust that Armenia will address the
remaining OSCE/ODIHR recommendations in the context of presidential
elections in February next year. This is a crucial issue for a relation
based on common values.

We welcome Armenia’s efforts in the area of good governance and human
rights. Important challenges remain, including ensuring independence
of the judiciary and pursuing systemic anti-corruption measures.

The goals and ambitions are clearly defined. Now it is about how to
turn them into reality. Armenia can of course count on EU’s support.

We hope to be able to make a very positive assessment of the
strengthening of our relationship during the Eastern Partnership
summit in Vilnius next year.

Armenia’s Energy and Natural Resources Minister- Armen Movsisian,
said on December 13, Russian state controlled company Gazprom
is planning to increase the price of natural gas for Armenia. The
minister said negotiations over the issue are underway. On August 8,
2012, the presidents of Armenia and Russia achieved a consensus in
this regard while meeting in Moscow. They both agreed for the need
of certain regulations and the sides would agree on an acceptable
price. The details will be known by the end of this year.

An ethnic Armenian gay man has been living what has been described
as the real-life version of “The Terminal” in American Samoa.

As CNN reports, Mikhail Sebastian is an ethnic Armenian who fled
Azerbaijan when the Soviet bloc began to crumble in the 1990s. After
attempting to take refuge in Armenia, Sebastian, now 39, eventually
wound up in Turkmenistan — where homosexuality is illegal.

Sebastian came to the United States in 1995, and although he overstayed
his tourist visa, U.S. officials said they would allow him to remain
in California, but warned him that if he left the United States or its
territories, he would be unable to return. As Foreign Policy notes,
he took a trip to American Samoa, a U.S. territory, but then decided
on a short side trip to Western Samoa, not realizing that it is a
separate and independent nation — and now, U.S. authorities will
not allow him to fly back to the mainland.

“It’s horrible here, it’s hot, it’s making me sick, I can’t
stand it anymore” Sebastian is quoted as having told GlobalPost over
Skype. “I just want to go home.”

Among Sebastian’s advocates is the United Nations High Commissioner
for Refugees’ (UNHCR) office in the United States. “There’s a big gap
in the legal structure of the United States when it comes to stateless
people, and Mikhail has fallen right through it,” spokeswoman Charity
Tooze told GlobalPost in October.

The most distinctive feature of Serzh Sargsyan’s rule is that he as
a leader has done and is doing everything possible for clearingthe
political field andgaining visibility. Confrontations and competition
aren’t for him, as he prefers to play on a chessboard where there
are no serious pieces, only hopeless pawnscut off from one other.

No matter how much Tsarukyan remains a faithful servant of the
authorities, the withdraw of the Prosperous Armenia Party’s leader from
the presidential elections was necessary notso much for the party, but
for Tsarukyan’s personality and reputation, in order to neutralize any
theoretical possibilities for competition. No matter how controllable
Tsarukyan was, he was perceived as Sargsyan’s alternative or rivalby
a large spectrum of society. With his presence, the president’s role
in today’s monopoly would not be absolute. And Tsarukyan was easily
removed from the field. Now he can at the most be a “Gray cardinal,”
which always performssecond and third-rate functions.

The other potential alternative is Levon Ter-Petrosyan, who has less
public influence but is more charismatic and intellectual.

Ter-Petrosyan’s problemisn’t becoming that alternative, but
recoveringthe position that he himself gave up. The government realizes
that if Ter-Petrosyan runs for election there will be competition,
and Sargsyan will have to compete, which is not part of his chosen,
effective strategy as well as his skills. Thus, in order to prevent
it, attempts are being made to neutralize Ter-Petrosyan’s possible
run as well.

The publication of confidential conversations between Armenian
National Congress coordinator Levon Zurabyan and Prosperous Armenia
Partyvice-president Vardan Oskanianon the Internet is basically a
part of this strategy. This poor attempt to reveal Zurabyan’s games
played with Prosperous Armenia before kin was probably meant to create
such an atmosphere of distrust in the Armenian National Congress that
Ter-Petrosyan would finally be convinced not to run.

No one can have hope and aspiration for even a minor victory in the
presence of a weak and split political team. It is difficult to say
how this would affect Ter-Petrosyan’s decision. But for twenty years
he’s had a strong immunity toward such pinches, and hoping that
in this way it would be possible to confuse someone who has such
political instinct and experience as the first presidentis at very
least political short-sightedness.

If Ter-Petrosyan doesn’t have deeper analyses and intentions,
then he most likely will not run, but it has no connection with
the influence of such compromising information. Ter-Petrosyan spent
almost all his political capital on fruitless attempts to “train”
the Prosperous Armenia Party to be against the government. By putting
everything on an already dead playing card he lost the entire game,
and the only thing he can think about now is finding a way to exit
gracefully. If the government had enough wisdom, in order to finally
disable Ter-Petrosyan it would grant that opportunity and let him
leave instead of starting a weak and senseless compromising attack
on his teammates.

Thus, what are the benefits for him and for society? The government
already gets the results of a consistently deserted political and
competitive field. Not even marginal, but absolutely apolitical
and asocial individualsare making statements about running for
president, people who would like to solve their self-expression and
self-advertisement issues. Thus, the presidential and electoral
institutionshave decided to turn it into a display of “tightrope
walking.”

Now these “Kintos” claim to become the alternativesto Sargsyan, and
that is only natural since no vacuum remains empty. They are just
filling that emptinesscreated by the government around itself. It’s
difficult to say whether Sargsyan will be satisfied while competing
with such individuals or be offended. Regardless, he’s getting what
he sowed in the last years.

But can we blame only Sargsyan for that? Actually, he just used one
completely legal strategy, which is effective as it’s in demand.The
aspiration to become a “client” is more in demand and actual than
being a professional politician, demonstrating principles and
keepingindependence. Finally, when you know your own “client” well,
it’s easy to come to an understanding with them. And a qualified
minority, which doesn’t demonstrate the desire to “become a client,”
is off the board.

Society just “wins” the crumbs of these relationships. It’s no longer
interested whether there’s an alternative to Sargsyan, if he is going
to run alone or with some buffoons, if the elections will be held in
one round or two and so on. The ones who are going to attack polling
stations with “mini buses” led by party “Mama Rosas” [female pimps]
are always ready to do that. The ones who simply desire to watch
another play will comfortably sit in their armchairs. The others,
who have dignity, will simply not go to the play called the election,
demonstrating their civilian position not only towards the almighty
authorities, but also towards the opposition that proved its impotence.

So, we take up building a “safe Armenia” with a universal nihilistic
approach, defeatism, and a depressive attitude, from which arises
a disgusting feeling of warm Brezhnev “kisses” and the party’s
stagnating victories.

is a friend of mine, but event he hasn’t told me about that.”

French actor has received almost all possible prizes and had a huge
list of films, therefor “there is something missing for a complete
happiness which is love”.

The film of joint production of “Enjoy movie” and “AP cinema” “Happy
New Year Mummies” is a lyric comedy consisting of five novels each of
which belongs to a single producer, Artem Aksenenko, Sarik Andreasyan,
Anton Bormatov, Dmitriy Grachov and Klim Poplavski.

Sarik Andreasyan noted that the film was born from the fact that
each of us loved his or her mother. “The film is complement for all
the mothers. Therefor the film is a work of producers of different
nationalities, they have been connected with one thing, on all the
languages “mother” sounds alike” he said.

The budget of “Happy New Year Mummies” is about 6 million dollars.

Armenian premier will take place on December 18 in “Moscow” Cinema.
