RAFAEL NAZARYAN IS APPOINTED HEAD COACH OF “PYUNIK”

YEREVAN, JANUARY 16, ARMENPRESS. The head coach of the Armenia national
youth football team Rafael Nazaryan is appointed the head coach of
FC “Pyunik”. The Press Service of FC “Pyunik” informed “Armenpress”
that FC “Pyunik” officially announces that Rafael Nazaryan, who is
also training the Armenian national youth football team, has been
appointed the head coach of “Pyunik”.

Previously head coach of the Armenian National Football Team Vardan
Minasyan was temporarily acting as a head coach of FC “Pyunik”.

Rafael Nazaryan acted as a head coach of Yerevan football club
“Banants” since 2011. On January 16 it was officially announced that
the administration of the football club and Rafael Nazaryan annulled
the contract.

Rafael Nazaryan was born on 26 March 1975 in Yerevan. He was an
Armenian football midfielder. He was a member of the Armenia national
football team, and participated in 23 international matches and scored
1 goal since his debut in an away 1998 World Cup qualification match
against Portugal on 20 August 1997. In February 2011 Rafael was
appointed as a head coach of the Armenia national youth football team.

HAYKAKAN ZHAMANAK: 180,000 EMIGRANTS FROM ARMENIA IN FOUR YEARS

According to an official report by the Migration Service, Ministry
of Territorial Administration of Armenia, a total of 2,234,597 people
left Armenia and 2,191,833 returned to the country last year.

Thus, 42,764 more people left Armenia than arrived in the country
last year. The actual number of emigrants reached 43,800 in 2011 –
a small decrease as compared with 2010. However, thousands of Syrian
Armenians arrived in the country last year.

According to the preliminary data, 53,000 to 55,000 people emigrated
from Armenia last year. Even the government admits that around 180,000
people have emigrated from Armenia in recent four years – about 6%
of Armenia’s population.

ARMENIAN AMBASSADOR TO KUWAIT MET THE CHAIRMAN OF COUNTRY’S PARLIAMENT

On January 15 newly-elected chairman of the Kuwait Parliament Ali
Fahd Rashed Al-Rashed accepted Armenian Ambassador to Kuwait Fadei
Charchoghlyan. Press and information department of the Ministry
of Foreign Affairs of Armenia informs about this. F. Charchoghlyan
transferred warm greetings and congratulations by the chairman of
Armenian Parliament on the occasion of his nomination.

During the meeting the sides spoke about the development of
inter-parliamentarian cooperation between two countries. Ambassador
Charchoghlyan underlined that Armenia was ready to activate the level
of the bilateral visits between two Parliaments.

The sides also referred to some other issues of bilateral interest.

Ali Rashed informed that Kuwait-Armenia friendship group would be
formulated in coming two weeks.

THERE IS A NEED FOR WATCHING INTERNATIONAL OBSERVERS IN THE REPUBLIC OF ARMENIA

The National Center for Parliamentarism in Armenia released a statement
the other day, in which it informs about an initiative to establish
a commission to supervise the activities of the OSCE/ODIHR monitoring
mission. This initiative is caused by the fact that the OSCE/ODIHR has
carried out monitoring in Armenia since 1996, but since that year all
the national elections in the Republic of Armenia have been described
as illegitimate.

The statement reads: “So either the OSCE/ODIHR makes incompetent
proposals or the government of the Republic of Armenia doesn’t carry
those out. In particular, it came out recently that none of the
proposals or directions of the OSCE/ODIHR had been carried out. So
we conduct an election in opposition to the OSCE requirements and
obligations, as it is mentioned in the final report of the OSCE/ODIHR
on the 2012 parliamentary election. Under these circumstances, the
contradictory statements in the introductory speech made by the head of
the OSCE/ODIHR delegation to this election during a press conference
a few days ago raise concerns. By the way, if we change the name of
that delegation’s head with the name of the same delegation’s head to
the previous election, nothing will change, those are the same banal
statements, particularly ‘we have come to observe, not to criticize,’
or ‘we will be impartial’ etc. It seems we don’t understand that

National Congress (ANC) political council, whether this group’s
work could yield positive results and fulfill its task. Mr. Torosyan
replied: “The establishment of the group is just a formality, since,
despite that, we have been monitoring the international observers’
compliance with the Armenian and international laws for a long time;
it has been mentioned in all our reports. By the way, with regard to
the illegal activities of international observers during the 2005
constitutional referendum, we filed a lawsuit in the International
Criminal Court. We also inform the international community about the
seriousness of the issue. Two members of our organization, as well as
our 3 international partners, experts, are involved in the group. We
think that quickly spreading information about international observers’
activities is a good result, since, unfortunately, they decide the
result of our voting.”

In response to our question whether the situation in the country was
so tense that they even had to watch observers, Mr. Torosyan said the
following: “The situation is so tense that neither candidates, nor the
mass media, nor local and international observers respond to massive
violations of the OSCE standards committed by the government. And
international observers state without any consideration that they
predict ‘good’ elections.

“Whereas the government is engaged in massive propaganda that this
election ‘is noncompetitive,’ i.e. it doesn’t comply with the OSCE
standards and thus is illegitimate.”

“HELP YOUR BROTHER” WAS DECLARED INITIATIVE OF THE YEAR

YEREVAN, JANUARY 16, ARMENPRESS. “For Future” Civil Initiative declared
“Help Your Brother” initiative the initiative of the year.

The Chairperson of All-National Foundation, member of the Armenian
Revolutionary Federation – Dashnaktsutyun Lilit Galstyan stated this in
a conversation with “Armenpress”. Lilit Galstyan underscored: “Being
declared the initiative of the year is a result of the dedication
of us all. The initiative goes on. We are grateful to everyone, who
believed in our program and took part in it by stretching a helpful
hand to our compatriots in Syria, which have appeared in a tragic
situation because of war.” In addition she stated that it’s always
cheering, when the society comes together over right ideas.

Among other things she stated that they have distributed warm coats
to 350 Syrian-Armenian children. The distribution was sponsored by
an Armenian benefactor from the Diaspora.

“Help Your Brother” Civil Initiative launched on September 18. Clashes
in Syria had evidently tragic consequences for both the Syrian people
and our compatriots as well. The war caused a lot of casualties to
the local population and it still has a devastating impact for the
Armenian community in Syria, which is one of the most vivid communities
of the Armenian Diaspora.

Le bureau du procureur de la Cour supreme d’appel de Turquie a demande
a la Cour supreme d’annuler les decisions rendues dans l’affaire
de l’assassinat de Hrant Dink, en faisant valoir que l’assassinat a
ete organise.

” Il est evident que l’assassinat n’etait pas un meurtre ordinaire, les
actions intentees en lien avec l’assassinat avaient pour objectifs de
provoquer le chaos dans la societe, ce qui aurait affaiblit l’autorite,
rompu l’unite et l’integrite territoriale de l’Etat et mettre notre
pays dans une situation inquietante ” precise l’appel du bureau
rendue publique.

Hrant Dink, le fondateur et redacteur en chef du journal Agos, a ete
assassine a Istanbul en Janvier 2007 par Ogun Samast, un nationaliste
de 17 ans, turc, devant les bureaux d’Agos, dont il etait le redacteur
en chef .

Après deux ans de procedure Ogun Samast a ete condamne le 25 juillet
2011, d’assassinat avec premeditation et possession illegale d’une arme
a feu par le tribunal pour mineurs d’Istanbul pour crimes graves et
condamne a 22 ans et 10 mois de prison. Un autre suspect, Yasin Hayal,
a ete condamne pour avoir ordonne l’assassinat et a ete condamne a
la prison a vie.

Toutefois, le tribunal a statue que l’assassinat de Hrant Dink n’etait
pas un crime organise en depit des affirmations graves que certains
fonctionnaires etaient ” indirectement ” en cause.

L’appel interjete par le bureau du procureur a egalement note qu’il n’y
a eu aucune enquete en pour determiner le reseau parmi les conjures.

L’ancien president Robert Kotcharian a explique pour quelles
raisons il ne souhaitait pas se presenter aux prochaines elections
presidentielles. Lors d’une interview de l’agence Mediamax, Kotcharian
a dit qu’il ne voulait pas se battre contre Sarkissian.

” Tout d’abord, une lutte de pouvoir entre deux Karabakhis, deux
partenaires de longue date, etait impossible pour moi. Il aurait
laisse de nombreuses personnes face a un chois difficile. D’ailleurs,
j’avais moi-meme designe l’actuel president comme mon successeur, et
son desir de se faire reelire est comprehensible. ” “, a-t-il dit. ”
Je ne voulais pas participer a ce format extremement desagreable
de trois presidents qui se disputent le pouvoir, ce qui, j’en suis
sûr, serait nefaste pour le pays “, a poursuivi M. Kotcharian en
reference a Levon Ter-Petrossian, un autre ancien president qui
dirige aujourd’hui un parti d’opposition (HAK). ” Troisièmement, la

(Azatutyun.am) que la reelection du president sortant est ineluctable,
meme si Kotcharian rejoignait la course presidentielle.” Au cours de
ces annees, le president et le HHK ont travaille très honnetement,
très justement et de facon transparente et ont privilegie le dialogue
“, a-t-il dit.

L’attache de presse, Victor Soghomonian, avait annonce officiellement
le 13 decembre que Kotcharian ne se presenterait pas en fevrier. Cette
annonce est intervenue un jour après que Gagik Tsarukian, un homme
d’affaires repute proche de Kotcharian, a annonce qu’il ne presentait
pas non plus.

Kotcharian, qui a gouverne l’Armenie de 1998 a 2008, a egalement
signale a plusieurs reprises son desir de revenir sur la scène
politique ces deux dernières annees. De nombreux observateurs locaux
le considèrent comme le patron politique de Tsarukian.

Lors d’une interview a MediaMax, Kotcharian a de nouveau dresse un
bilan negatif de l’administration de Sarkissian sur le plan economique,
affirmant que le PIB de l’Armenie ne s’est pas encore remis de la
crise de 2008.

L’ex-president deplore ” le manque de concurrence politique ” reelle.

33 PERCENT OF ARMENIA’S RESIDENTS HAVE HOME INTERNET ACCESS – GALLUP

The research shows 33 percent of Armenia’s residents have home
Internet access. Armenia is a leader in terms of home Internet access
in the South Caucasus, shows the new research conducted by Gallup.

Worldwide, 32% of adults in 2011 reported having home Internet access,
according to Gallup surveys conducted in 148 countries.

As to neighboring states, in Georgia 29 percent of respondents said
they have home nternet access, while in Azerbaijan – only 15 percent.

Access in Sweden and Singapore is highest worldwide, both countries
are tied with 93% of residents reporting home Internet access,
followed by Denmark and the Netherlands, where more than nine in 10
do.

Une tentative d’enlèvement d’une femme armenienne a echoue a Istanbul
indique le journal Agos.

La femme allait assister a la liturgie de Noël quand des individus
ont essaye par la force de la faire asseoir dans une voiture. La femme
a reussi a s’echapper et a atteindre l’eglise puis a appeler la police.

Les temoins ont dit qu’une voiture blanche s’est approchee de la
vieille femme avec trois hommes a l’interieur. D’abord, ils lui ont
demande si elle connaissait une femme nommee Fathman, puis ils ont
dit qu’ils distribuaient de l’aide et tentaient la femme de s’asseoir
dans la voiture. La femme a refuse et est arrivee a l’eglise.

Varduhi Gyozoglu, residente a Istanbul, a compare ce qui se passe
la-bas avec le debut de 1915.

” Nous avons tous peur, pensant que notre tour est venu ou non. Nous
ne pouvons pas quitter la maison et avons peur d’ouvrir la porte.

Est-ce que ces attaques veulent dire que 1915 revient ? Nous souhaitons
que ces crimes soient elucides très rapidement ” a-t-elle dit.

L’economie armenienne reste l’une des plus libres de l’ancienne Union
sovietique grâce a une ” relativement efficace ” structure regulatrice
et des depenses du gouvernement limitees, selon une enquete publiee
par deux etablissements conservateurs americains.

Le ” Wall Street Journal ” et le groupe de reflexion de la Fondation
Heritage ont evalue 177 pays et territoires sur quatre critères de
la liberte economique, incluant l’autorite de la loi, la taille du
gouvernement et l’ouverture des marches.

L’Armenie se situe a la 38ème position dans leur Index de la Liberte
Economique 2013, restant dans le groupe des economies ” moderement
libres ” qui comprent aussi la France, l’Espagne et la Turquie. C’est
une amelioration legère de sa position par rapport a lannee dernière.

” L’Armenie est classee en 17ème place parmi les 43 pays dans la
region de l’Europe et son score la met au-dessus du monde et des
moyennes regionales ” conclut l’enquete. Elle dit que la performance
du pays s’est amelioree l’annee passee principalement grâce ” a une
meilleure gestion des depenses publiques “.

Le rapport de WSJ/HERITAGE note aussi une simplification des procedures
pour les affaires, un fardeau fiscal relativement leger et un coût
des charges sociales ” modere “. Mais il indique aussi la continuation
de problèmes serieux avec l’application de la loi.

Cependant, le Premier ministre Tigran Sarkissian a peint l’enquete
comme la nouvelle preuve de la reussite de la politique economique de
son gouvernement. ” C’est un des index les plus importants au centre
de l’attention des investisseurs et naturellement l’amelioration de
notre position dans cet index aura un impact significatif ” a-t-il dit.

Vahagn Khachatrian, un economiste representant le Congrès National
Armenine (HAK), a ecarte cette declaration, disant que l’enquete
mondiale a note seulement ” des ameliorations techniques ” qui ont
peu d’impact sur les conditions economiques dans le pays.

” Le Premier ministre n’a pas mentionne les parties les plus
importantes du rapport… Tant qu’il n’y a aucun pouvoir judiciaire
independant et beaucoup de corruption nous ne sentirons pas les effets
de la liberte economique ” a dit Vahagn Khachatrian au service armenien
de RFE/RL (Azatutyun.am).
