Iranian Sheep In Syunik in May?

Despite fierce opposition in Armenia, the decision was made to provide
pasture in Syunik for Iranian sheep. Iran announced yesterday that
from 21 May the first 10,000 Iranian sheep will be herded in Syunik.
The Fars Agency reported about this referring to Mohammad Alhashemi,
member of the Iranian government.

During the year, up to 50,000 sheep will be brought to the pastures of
Syunik region, he said.

Meanwhile, the governor of Syunik Suren Khachatryan denies everything.
He told Medialab there is no agreement on this issue, and no Iranian
sheep will be pastured in Syunik.

This story began last autumn when it became known that the governor of
Syunik leased 52,000 hectares of pasture to Iran for five years. The
Iranian side was rumored to pay 25 dollars per hectare, as well as
provide agricultural equipment and build a slaughterhouse and a meat
processing plant on the border.

On March 18 the Iranian ambassador to Armenia stated that there is no
official agreement on this. But as we can see this was not a problem.

Environmentalists opposed to the initiative stating that the areas on
which sheep graze become a desert soon. Besides, it is noted that with
sheep hundreds of Turk-Azerbaijanis will come to Syunik to keep the
sheep.

A member of parliament of the ARF raised this issue in the parliament
demanding explanation how lease of the Armenian territory to a foreign
country is arranged at a municipal level, Medialab reports.

The paper says the underground passage of Yeritasardakan metro station
where currently construction works are under way have been bought by
an oligarch from Karabakh, close to Serzh Sargsyan, Karen Baghdasarov.

The paper says he is the owner of Victoria trade company dealing with
wheat import and having a dominant position in the market. He also has
a bread factory in Karabakh and serious businesses in Armenia and
Russia. The paper says Baghdasarov is considered the most reliable
businessman of Karabakhi clan and has already cast `roots’ in many
businesses in Armenia.

The paper says not to leave a bad impression he makes charity. In 2008
he transferred $50 thousand and 15.5 million drams for the
construction of St. Virgin Mary church in Stepanakert, while after he
bought the underground passage more than 300 families remained
jobless, with the majority of the book-sellers thinking of leaving the
homeland.

YEREAN, APRIL 26, ARMENPRESS. The Extraordinary and Plenipotentiary
Ambassador of the UK to the Republic of Armenia Katherine Leach
promised to assist the activity aimed at the investment of heating
system in the Lord Byron School in Gyumri. At the course of the event
dedicated to the memory of the former Prime Minister of the UK
Margaret Thatcher, which was held in the aforesaid school on April 25,
the Ambassador noted that the relevant financial problem will be
settled.

The Governor of Shirak Felix Tsolakyan welcomed the Ambassador in
Gyumri and raising the issue of the necessity of heating system
construction underscored that within the framework of cooperation with
the UK it would become possible to find solution of certain problems
the school has to face with. Among other things the Governor of Shirak
wished success in the activity targeting development and strengthening
the Armenian-British bilateral ties and laid a heavy emphasis on the
significance of cooperation on the regional level.

Lord Byron School was founded in 1988 in Gyumri (formerly Leninakan)
following the Spitak earthquake that devastated the city, by funds
provided by the British Government as well as donations raised by the
British people. A carved stone cross called a Khatchkar was placed in
a British school by the Armenian government in thanks for the
rebuilding of this school following the 1988 earthquake. The rebuilt
school was opened by “Iron Lady”, former United Kingdom Prime Minister
Margaret Thatcher on 10 June 1990 on her first trip to the Soviet
Union. Since then the school has always been in the centre of the
British Embassy’s attention.

Liban « Il est temps que la Turquie nous rende nos églises et nos
Wakfs », a lancé le catholicos Aram Ier.

Le peuple arménien a commémoré hier le 98e anniversaire du génocide de
1915 lors d’une messe à la cathédrale des arméniens-orthodoxes à
Antélias, en présence d’une foule venue prier pour le repos de l’me
de près d’un million et demi d’Arméniens massacrés par les Ottomans.
Dans son homélie, le catholicos Aram Ier a appelé à « rester fidèles
au legs des martyrs » en luttant notamment pour « la récupération des
églises et des propriétés foncières et Wakf du catholicossat, usurpées
par les Ottomans et transformées en mosquées appartenant à l’État turc
». « Est-il possible de se taire devant ces inestimables pertes
matérielles et humaines ? » a-t-il demandé, qualifiant le génocide
arménien de « crime contre l’humanité, dont les auteurs doivent être
sanctionnés et doivent payer les compensations nécessaires ».

Rappelons que le catholicossat a tenu l’année dernière un séminaire
international ayant regroupé d’éminents juristes internationaux afin
d’examiner les voies possibles d’un recours devant les tribunaux
internationaux, dont l’objet serait précisément la réappropriation des
terrains confisqués appartenant à l’Église arménienne en Turquie. « Il
est temps que la Turquie nous rende nos églises et nos Wakfs qu’elle a
violés », a-t-il affirmé, précisant que la réappropriation de ces
biens « constitue la première étape de notre lutte nationale ».

Les revendications C’est dans ce cadre que l’Église
arménienne-orthodoxe a publié un communiqué rappelant ses
revendications, exposées hier par le catholicos Aram Ier : « La
reconnaissance par l’État turc actuel du massacre des Arméniens ;
l’indemnisation totale des pertes du peuple arménien : les pertes
humaines et les droits de propriété usurpés ; la remise immédiate,
avec l’aide de la communauté internationale, de tous les biens des
Arméniens. » « En tant que chef spirituel de l’Église
arménienne-orthodoxe de Cilicie, il est de mon devoir sacré
d’exploiter tous les moyens légaux et politiques pour aboutir à ces
fins », a-t-il ajouté, rappelant que « le catholicossat avait été
contraint d’abandonner son siège historique et de s’établir à
Etchmiadzine et à Antélias ».

« La Turquie ne sera jamais un modèle » Le catholicos Aram Ier a
évoqué ensuite le refus par la Turquie de reconnaître le génocide de
1915. « La Turquie fait fi des droits de l’homme, au vu et au su de
toute la communauté internationale », a-t-il souligné. « Comment
peut-elle aspirer à devenir membre de l’Union européenne, et comment
peut-elle prétendre respecter la démocratie et fournir un modèle de
coexistence ? » s’est-il encore demandé. « La Turquie, dont
l’historique contredit les principes humanitaires et les valeurs
religieuses et morales, est loin de fournir un exemple de bonne
conduite, quelle que soit son envergure géopolitique », a-t-il ajouté.
Par ailleurs, le catholicos arménien-orthodoxe de Cilicie à Antélias,
Aram Ier, a copublié avec le patriarche suprême de l’Église
orthodoxe-arménienne et catholicos de tous les Arméniens, un
communiqué dénonçant le déni des « massacres perpétrés il y a 98 ans
contre nos ancêtres, mais aussi des crimes continus contre les
propriétés du peuple arménien, c’est-à-dire son patrimoine culturel et
religieux ». Appelant une nouvelle fois la Turquie à reconnaître le
génocide, le communiqué a dans le même temps exprimé la reconnaissance
des autorités arméniennes à l’égard de chaque État « ayant pris sous
son aile les réfugiés arméniens et chaque État ayant reconnu, au nom
de la justice, le génocide arménien ».

Bourj Hammoud-place des Martyrs Parallèlement à la messe, une marche
(à coloration politique) a été organisée à Beyrouth en mémoire des
martyrs de 1915, et pour réitérer les revendications fières et tenaces
du peuple arménien. Rassemblés à Bourj Hammoud, les manifestants se
sont dirigés jusqu’au centre-ville, où ils ont été rejoints par les
proches des otages libanais à Azzaz, en présence du représentant du
mouvement Amal, Mohammad Khawaja, et du représentant du Hezbollah
Ghaleb Bou Zeinab.

Le secrétaire général du parti Tachnag Hovig Mekhitarian a affirmé, à
partir de la place des Martyrs, que « nous sommes plus que jamais
déterminés à lutter pour le Liban comme patrie définitive pour tous
ses fils ». Il a appelé l’ambassadeur de Turquie à « notifier Ankara
de notre lutte visant à obtenir de la Turquie une reconnaissance du
génocide, mais aussi des excuses officielles et des dédommagements au
peuple arménien ». Il a dénoncé enfin l’impunité dont bénéficie la
Turquie, près d’un siècle après le génocide. Et d’ajouter : « Le
rétablissement des relations entre la Turquie et Israël est la preuve
de la fausseté des intentions turques envers les Arabes et les
musulmans. La Turquie essaie d’intégrer la région arabe en complotant
avec les ennemis de la nation. » Le responsable du parti Tachnag a
ainsi mis en garde contre « les dangers de l’infiltration turque, dont
la finalité est d’enterrer l’identité culturelle et nationale au
Moyen-Orient ».

S. Gemayel : Notre politique étrangère doit inclure la cause
arménienne Plusieurs figures politiques ont exprimé par ailleurs leur
solidarité hier avec le peuple arménien. Ainsi, le député Kataëb Samy
Gemayel, qui participait à une conférence à l’occasion de la
commémoration du génocide à la Maison centrale des Kataëb à Saïfi, a
mis l’accent sur la nécessité que « la cause arménienne ne soit pas
absente de la politique étrangère du Liban ». Il a souligné dans ce
cadre que le soutien par le Liban de la cause arménienne ne
compromettrait pas les relations diplomatiques avec la Turquie.
Insistant sur le fait que les Arméniens font partie du « tissu
constitutif du Liban », il a estimé obligatoire, pour l’État libanais,
« d’endosser leur cause ». Dans une approche comparative avec les
Libanais, « connus pour leur mémoire courte », Samy Gemayel a estimé
que « le seul moyen de btir le Liban est de préserver nos mémoires
respectives en tant qu’acquis indélébiles qu’il faut respecter et
protéger ».

Par ailleurs, le ministre démissionnaire de l’Environnement Nazem
el-Khoury a exprimé « sa profonde solidarité avec le peuple arménien
qui a su rester attaché à sa cause ». Il a salué les Arméniens qui ont
pu décrocher jusque-là la reconnaissance par 26 États sur les 43 États
requis pour une reconnaissance internationale du génocide arménien. De
son côté, l’ancien ministre Farid Haykal el-Khazen a salué « la
position unifiée des partis arméniens pour obtenir gain de cause ». La
Ligue maronite s’est également solidarisée avec la cause arménienne,
saluant particulièrement les Arméniens du Liban, « qui ont su
préserver leur identité culturelle tout en s’intégrant entièrement au
pays ».

Is Kremlin Pushing Kocharyan To Act?

IS KREMLIN PUSHING KOCHARYAN TO ACT?

On the eve of his reappointment Prime Minister Sargsyan demonstrated
that Armenia already refuses Russia’s imperialistic proposals. He
met with the head of the Russian Export Credit and Investment
Insurance Agency Pyotr Fradkov who proposed cooperation. “Armenia is
already working towards setting up an insurance company for foreign
transactions, we have received assistance from the EU and Czech,”
Tigran Sargsyan refused politely.

Besides, the prime minister welcomed Gaydar readings by Russian
liberals in Armenia, for the first time outside Russia, who stated
that Putin’s policy on Eurasian Union in inevitable.

Tigran Sargsyan’s reappointment means that Serzh Sargsyan will continue
this line and Russian officials will not succeed “taking” Armenia. As
soon as it became known, Russia remembered Robert Kocharyan’s link
to corruption schemes. Notably, Putin’s administration is dealing
with this matter.

Mentioning Kocharyan in corruption schemes has a shade of interference
in Armenia’s internal affairs implying that Russia continues
to control the post-Soviet space. However, it is possible that
the Kremlin is trying to put pressure on Kocharyan to foster his
pro-Russian activities.

Prosperous Armenia Party which was expected to adopt a policy of
integration with Russia is actually in full political prostration.

Kocharyan attended Serzh Sargsyan’s inauguration, Gagik Tsarukyan
left for Dubai, and PAP has not uttered anything articulate about
integration.

Vartan Oskanian said in autumn Oskanian must declare itself
opposition. It means that the party must disagree to the European
bias of Armenia. In November Armenia is going to sign the Association
Agreement with the EU, the PACE is likely to finish monitoring of
Armenia, the EU is ready for visa facilitation and set up a free
trade agreement.

The PAP can be opposition to the foreign political bias only because
it has no ideological differences regarding domestic affairs. The
party did not stated to be against the European bias while Gagik
Tsarukyan was funding Eurasian forums and demonstratively making
friends with Lukashenko. Most probably, Kocharyan and PAP understand
that Russian integration will not bring political dividends but will
bury the party. However, Putin has not left them another way.

Russia has no other partners in Armenia. Basically, all the parties
which could not imagine themselves outside the Russian orbit changed
their vector in a few years. The Kremlin only will have to put pressure
on Kocharyan with compromising materials.

Policemen Sanctioned Over Failure To Protect Journalist

POLICEMEN SANCTIONED OVER FAILURE TO PROTECT JOURNALIST

Chief of Armenian Police Vladimir Gasparyan has imposed administrative
sanctions on police officers over a recent act of violence against
a journalist.

It comes after a reporter of the local news website Ilur.am, Hakob
Karapetyan, was beaten a ruling Republican Party member running
for the Yerevan city council. The incident occurred Tuesday in
Yerevan’s administrative district of Nor Nork, where the party was
conducting a campaign for its mayoral candidate and incumbent mayor,
Taron Margaryan.

The Police say in a statement that the police officer on the scene did
not intervene in the scuffle to prevent the violence. The results of
subsequent internal investigation were reported to the chief police
who later called for enforcing the sanction.

The police officer has been reprimanded; his immediate superior
has received a severe reproof. The head of the district police has
been sacked

Between 1915 and 1923, Armenians were subjected to torture,
starvation, mass murder and exile from their historic homeland. 1.5
million lost their lives. The Armenian Genocide, also known as the
“First Genocide of the Twentieth Century,” represented a deliberate
attempt by the Ottoman Empire to eliminate all traces of a thriving,
noble civilization.

Armenian communities all over the world commemorate this tragedy
on April 24. On this day, we honor the victims and survivors of the
genocide, and reaffirm our commitment to preventing future atrocities
from being committed against any people.

NOW THEREFORE I, EDMUND G. BROWN JR., Governor of the State of
California, do hereby proclaim April 24, 2013, as “Day of Remembrance
of the Armenian Genocide.”

Gasparyan on April 25 hosted extraordinary and plenipotentiary U.S.
Ambassador to Armenia John Heffern and people accompanying him.

Armenpress was informed from public relations and media department
of Police.

At the beginning of the meeting Vladimir Gasparyan issued his
condolences on occasion of Boston tragedy. Expressing gratitude for
the support of U.S. Embassy to the implementation of police reforms,
Chief of Police referred to the recent activity of the police.

He underlined that along with all the shortcomings police had
fulfilled all its obligations highlighting that gained experience
would be useful during Yerevan City Council Elections.

Expressing gratitude for the warm reception John Heffern has noted
that all reform programs are being implemented in police. Ambassador
has positively evaluated the restrained practices of police during the
presidential elections at the same time highlighting the importance
of accountability for every violation.

The generally peaceful campaign ahead of the May 5 municipal elections
in Yerevan has been overshadowed by the recent cases of violence
against one of oppositional online media reporters and an Armenian
National Congress activist.

On Tuesday, April 23, during a campaign meeting of the incumbent
mayor, representatives of the ruling Republican Party of Armenia Taron
Margaryan, ilur.am reporter Hakob Karapetyan was assaulted when he
tried to video record, before Margaryan would arrive, how balloons were
being taken out of a Yerevan city public minibus. A group of young
people approached Karapetyan and demanded that he stop recording,
and when he refused the person in charge of the organization of the
meeting reportedly bullied him and delivered several blows. The person
was later identified as a Republican, Yerevan city council member
and now candidate Ashot Papayan, better known by his nickname of
Turbo. The video camera was taken away from the reporter and returned
after all the files had been deleted. The reporter claims there were
police officers nearby, but they did not interfere.

Margaryan’s headquarters have provided no comment on the incident, and
the police have stated that the circumstances are being investigated.

Republican Party lawmaker Margarit Yesayan, a former reporter, has
condemned the violence.

“Nobody has the right to hinder a reporter in his professional duties.

I hope the incident will be investigated and solved, and that the
wrongdoer will be justly punished regardless of who he is and which
political force he is affiliated with,” she stated.

The Ombudsman’s office has also strictly condemned the actions of
people who resorted to violence against the reporter and stated its
intention to follow the case to “give an adequate assessment to this
incident and its legal consequences by means and timeframe provided
for by the law”.

A day before the assault against the reporter, on April 22, Alexander
Hakhverdyan, an opposition Armenian National Congress activist,
was beaten up and suffered a concussion as he was canvassing in a
Yerevan suburb. A group of young people approached the ANC activists
campaigning for their party in the Ajapnyan community and told them
they had no right to campaign in their district. ANC members claim
the young people identified themselves as Republicans.

It is noteworthy that in its comments regarding the incident the RPA
did not deny that the alleged assault had been carried out by its
members. The headquarters only said it “condemns any kind of violence
and urges all the political forces to continue to run their campaigns
in a civilized manner”.
