Georgian Chaos Or Dream: Tbilisi Is Warned

Georgian Chaos Or Dream: Tbilisi Is Warned

Hakob Badalyan, Political Commentator
Comments – 07 November 2014, 00:06

The United States has reacted to the ongoing developments in Georgia.
The spokesman of the U.S. Department of State Jen Psaki has expressed
concerns about resignations in Georgia, calling the sides to act for
the sake of stability and democracy in Georgia. Psaki appreciated
highly the contribution of the resigned ministers to the life in
Georgia and partnership with the United States.

Psaki said it is in the interests of Georgia to be united, stable,
faithful to democracy, especially amid the current instability in the
region and economic issues.

Psaki said Washington insists that the sides focus on the
Euro-Atlantic path of Georgia and calls the Georgian government to
disperse doubts that the actions of the law enforcement system are
serving a political purpose.

The speaker of the Department of State means the statement of the
dismissed Georgian minister of defense Irakli Alasania that the
Prosecutor General’s Office is using the veil of fight on corruption
to weaken the Ministry of Defense and hinder the Euro-Atlantic path.

After Alasania’s dismissal the foreign minister and the state minister
of European integration affairs who are members of his team resigned,
and Alasania’s Free Democrats Party has left the Georgian Dream
coalition. Thus the coalition has stopped being majority and needs at
least one additional vote because the ruling coalition has 75 seats in
a parliament with 150 seats.

In fact, the statement of the U.S. Secretary of State is evidence to
doubts about the commitment of the Georgian government to the
Euro-Atlantic path of Georgia. When the Georgian Dream headed by
Bidzina Ivanishvili came to power in Georgia, it was perceived as
replacement of pro-NATO Saakashvili by pro-Russian Ivanishvilii who is
a Russian billionaire. Nevertheless, before coming to power
Ivanishvili lost his companies in Russia. Months after the victory in
the parliamentary election Ivanishvili confessed that he had funded
Saalashvili’s presidency and reforms and acted against him after he
noticed that Saakashvili was stepping down from the path of reforms.

Ivanishvili would hardly assume responsibility from Moscow to distract
Georgia from the Euro-Atlantic path and return it under Russian rule.
Judging by his thoughts, he was an enough prudent and adequate person
to assume such responsibility. Most probably, he was a compromise
between the West and Russia. Russia was happy that Saakashvili left,
the West alleviated the Russian-Georgian tension and its burden of
responsibility for Georgia.

However, the Ukrainian crisis has changed the state of affairs. At the
same time, Ivanishvili has moved to one side. At least, he is not
expressing any point of view on recent developments in Georgia in the
capacity of the “patriarch” of the Georgian government. It is not
ruled out that he has done his job and left, completing his deal with
the West and Russia.

It is not ruled out that Ivanishvili has cheated either the West or
Russia. Nevertheless, however, the compromise-based solutions are no
longer valid after the Ukrainian crisis, and tension in Georgia is, to
some extent, logical and expected in the context of new geopolitical
developments.

In NATO Wales Summit the Euro-Atlantic community took a deciding step
and outlined important decisions and prospects relating to Georgia,
including establishment of a NATO base. There was no doubt that Russia
would react and the domestic attack on Georgia’s most vivid and
influential supporter of the Euro-Atlantic path Irakli Alasania is
evidence to this.

However, there is ambiguity here. The attack is possible but the next
step of decisions and intentions of NATO Wales Summit is possible
which supposes crystallization of the political situation in Georgia
and establishment of political premises and guarantees for
implementing Wales resolutions.

Hence, emergence of an influential opposition supporting the
Euro-Atlantic path in Georgia is possible which may be an important
guarantee of the Euro-Atlantic path of the government. It is not ruled
out that Euro-Atlantic doubts had occurred earlier, following the
Russian-Georgian negotiations and their so-called non-public agenda.
And removal of Alasania from the coalition is not a consequence of
Russian initiatives but a Euro-Atlantic preventive step when the
ruling coalition is facing risk of losing power and its potential for
U-turns decreases.

The split in Georgia to Euro-Atlantists who have left the government
and the government that causes doubts about its commitment to the
Euro-Atlantic path may make this path more unitary if an opposition
that is committed to that path emerges. And there is potential for
such opposition. Alasania and Saakashvili’s political force which are
not together, of course, may form an alliance. At least, the focus of
the current domestic crisis – proclamation of risk to the
Euro-Atlantic path – indicates probability of alliance.

The Georgian president Margvelashvili has made a special statement on
the Euro-Atlantic path of the government, implementation of legal
documents with NATO and the EU. He noted that the Euro-Atlantic path
of Georgia has not changed because it is the choice of people, not
politicians, but it needs to be discussed how the politicians serve
people. He called the government and the parliament to discuss the
progress of implementation of agreements with NATO and the EU.

Armenia To Receive Over 34 Million Euro From EU Next Year

ARMENIA TO RECEIVE OVER 34 MILLION EURO FROM EU NEXT YEAR

The Messenger, Georgia
Nov 7 2014

Friday, November 7
The European Union will allocate more than 34 million to Armenia next
year, Deputy Finance Minister Pavel Safaryan during debates on the
2015 draft budget.

The amount will be allocated in the form of targeted and general
grants. The official explained that the targeted grants are issued
for specific programs, and the government cannot spend them on other
projects.

“Next year EU will allocate 34. 387 million euro as a targeted
grant which will be distributed in three directions: 6.120 million
for upgrading of Bagratashen and Bavra checkpoints, 2 million
for modernization of checkpoints in general, and 2.8 million to
provide small villages with water. Another 20 million euro will be
transferred to the budget as a support for the implementation of
education reforms,” Safaryan said.

Georgia’s Immigration Legislation Changes Made Within The Framework

GEORGIA’S IMMIGRATION LEGISLATION CHANGES MADE WITHIN THE FRAMEWORK OF RAPPROCHEMENT WITH EU – EXPERT

12:30 / 07.11.2014

Within the framework of the migration legislation amendments in
Georgia the visa regime is also being changed raising concerns among
the foreigners and among the Javakhq Armenians as well.

According to the law that entered from September 1, 2014, the citizens
of the countries for which the visa free regime remains, have right
to stay in Georgia just 90 days.

The thing is that Javakhq Armenians started getting dual citizenship
from 2000 and some part rejected the Georgian citizenship to be able
to leave for Russia for outgoing work. According to the new law,
these people have to apply to corresponding bodies after staying more
than for 90 days.

Nyut.am spoke with the expert Jonnie Melikyan over the issue.

– Mr Melikyan, how the necessity of making migration changes arose
in Georgia?

– This process in Georgia started within the frameworks of facilitation
of visa regime with the EU. As far as Georgia sees itself as member
of the EU it wants the visa regime with the EU countries be lifted. EU
citizens may stay in Georgia without visa for 90 days.

Georgia wants to have the same conditions for its citizens which
though today is not real but the process has already launched.

Previously very liberal system acted in Georgia, it had visa free
regime with more than 180 countries. Today, as a result of the new
migration policy the number of countries with visa free regime reduces
and the time for foreign citizens to stay in Georgia has been reduced.

In parallel to these changes there is an opportunity to get asylum
card.

– In that case what the Javakhq Armenians are concerned with?

– There are some difficulties connected with the asylum card but
it does not relate to the Javakhq Armenians, it relates to all the
foreign citizens. The issue is being legislatively literate. When in
Armenia a dual citizenship is being given to a mentioned person, there
is a point in the contract which informs that Georgia does not have
dual citizenship agreement with Armenia which means that the person
receiving Armenian citizenship must be ready to defy the Georgian one.

The two countries must regulate their legislative norms in a way to
solve the issue. Georgia’s legislation gives right its citizens to
have citizenship of another country as well but with condition that
he/she gets the Georgian one last. It appeared that the most right
thing is to refuse the Georgian citizenship, get the Armenian one,
and then again apply for getting the Georgian one. But it is a long
process and is not convenient for those leaving for outgoing work,
that is why they were getting Armenia’s citizenship and departing
for Russia.

Haykakan Zhamanak: Carrefeur’s Tough Rules For Armenian Businesses

HAYKAKAN ZHAMANAK: CARREFEUR’S TOUGH RULES FOR ARMENIAN BUSINESSES

11:09 * 07.11.14

The paper has addressed the possible impact of Carrefeur’s plans to
launch a hypermarket in Armenia.

It says that the French brand demands discounts of up to 25% for
taking products, as opposed to other Armenian supermarkets where the
required discount is up to 8%.

Many manufacturers and suppliers have reportedly complained that
they may thus not only lose profit but also work with damage. But the
problem doesn’t finish with that, says the paper, as many suppliers
claim that Carrefeur demands a higher discount to allow them have
their products displayed on the shop windows. The paper says that
this may essentially reduce the sale volumes, with many products
being likely to slip customers’ eyed in the huge hypermarket set to
open in Yerevan Mall.

Armenian Authorities And Opposition Woefully Unanimous On Eurasian I

ARMENIAN AUTHORITIES AND OPPOSITION WOEFULLY UNANIMOUS ON EURASIAN INTEGRATION – PUBLICIST

10:09 * 07.11.14

The unanimity which we see between Armenia’s political opposition
and government when it comes to the country’s Eurasian integration
policies is tantamount to a disaster, says Vahram Martirosyan, an
Armenian writer and publicist.

“The main problem which exists for me is the total unanimity between
the opposition and the authorities over Armenia’s accession to the
Eurasian Economic Union. I consider such a merger disastrous for
the society,” he told Tert.am, adding that the opposition could at
least propose other options and alternatives if it really found the
deal reasonable.

As for the series of public demonstrations, which the parliamentary
minority conducts at times to raise its voice of protest against what
it calls the authorities’ failures and inactions, Martirosyan said
he thinks that they are simply an ordinary tool of campaign.

Commenting on the outcomes of recent surveys (which reveal that over
50% of Armenia’s population supports the Eurasian integration plan),
the publicist said he finds that they reflect the true situation,
with those opposing to the idea being mainly society’s elite (whom
he described as Don Quixotes).

“Without the alliance with Armenia, Russia will irrevocably lose its
influence in the South Caucasus,” he explained.

Martirosyan said he believes that the Constitutional Court’s November
14 session and the subsequent voting by the National Assembly (due
on November 17) are a good occasion to once again warn the society
of the adventurousness of Eurasian integration.

** TOP STORY November 6, 2014
————————————————————
Angels

** The Bodiless Powers
————————————————————
Every year, a Saturday in early November brings us to one of the more
unusual observances of the Armenian Church calendar: the feast day
dedicated to the holy archangels Michael and Gabriel. We’ll greet it
again this weekend, on November 8.

Angels in popular culture seem like benign, even childlike beings. But
the Bible depicts them as something else entirely-something truly
incomprehensible to the human mind. `Fear not!’ is the characteristic
greeting that issues from an angel when it is sent to converse with a
human being-suggesting that there is something potentially terrifying
in our encounters with them.

The multitude of angels make up the `heavenly hosts’=80’the armies of
God waging an invisible war against evil forces. The archangel Michael
(whose name means `Who is equal to God?’) is symbolically shown as a
warrior who protects God’s people and contends with Satan; Gabriel
(`God is my strength’) is best known as the messenger who announced
Christ’s impending birth to St. Mary.

The Christian tradition regards the angels as `bodiless powers’:
thought without physicality; will without animal substance; beings of
pure spirit, who do not occupy even a single point in space. The very
possibility of such creatures opens up deep questions about our
experience of the material universe-and about man himself. For
example: Are our thoughts just chemical reactions, or is human
intelligence itself a sign of something beyond and above physical
existence?

In that sense, the idea of angels enriches our understanding of the
universe that God has created, and of the place He has given to His
human creations.

Veterans Day
Raising the Flag on Iwo Jima by Joe Rosenthal.

** Veterans Day
————————————————————
Veterans Day first began as a commemoration of the end of World War I
in 1918. `The Great War’ came to a close on the eleventh hour of the
eleventh day of the eleventh month, when an armistice went into effect
between the Allied nations and Germany.

In the ensuing decades, as American soldiers continued to be deployed
overseas, November 11 became a day to pay tribute to American veterans
of all wars for their patriotism, courage, and sacrifice.

This Veterans Day, we offer a prayer known for centuries to those who
have ever found themselves in harm’s way. Click here

** Cheltenham Offers a Seminar for Moms
————————————————————
On November 2, a group of mothers gathered at the Holy Trinity Church
of Cheltenham, PA, for an event titled `Growing Children of Faith.’
The hour-long seminar was led by the parish’s Adult Christian
Education director, Nancy Basmajian.

Participants discussed the joys and challenges of fostering faith in
their families, and the role that the church plays in that
ministry. =80=9COur children are only at church an hour or two each
week, so the church and home must work together in the formation of
faith,’ Ms. Basmajian explained. The group read Scriptural passages
relating to the connection between faith and family, and considered
how to apply such principals to motherhood.

`It was helpful to hear the challenges that mothers of older children
face,’ said new mother Nadia Soghomonian. `Knowing that these
challenges may enter my own life as my children grow up, I feel
blessed to have this opportunity to learn from my peers.’

Des Dissonances Au Sein Du Trio D’opposition ?

DES DISSONANCES AU SEIN DU TRIO D’OPPOSITION ?

Politique

telle reunion serait prevue.

Armenia’s Defense Ministry Ready To Give Human Rights Organizations

ARMENIA’S DEFENSE MINISTRY READY TO GIVE HUMAN RIGHTS ORGANIZATIONS A VIDEO OF TORTURES APPLIED AGAINST HAKOB INJIGHULYAN IN AZERBAIJAN

by Ashot Safaryan

ARMINFO
Thursday, November 6, 09:37

Armenia’s Defense Ministry has confirmed the rumors that they have
received facts proving that Hakob Injighulyan suffered from violence
in Azeri captivity, the Ministry’s Spokesman Artsrun Hovhannisyan
says in Facebook.

He says that there is a video showing that Injighulyan was tortured
and forced to tell lies. This video also shows who the Azeris who
“came just to see the graves of their relatives” actually are.

“The video is not subject to publication as we cannot disseminate
information that can hurt a person’s feelings. But we are ready to give
it to human rights organizations and embassies,” Hovhannisyan said.

Nagorno-Karabakh serviceman Hakob Injighulyan got lost and was captured
by Azeris in Aug 2013. So as to be able to come back to Armenia,
he alleged that he preferred to go to a third country as he might be
killed if he went back to Armenia. He was sent back on Oct 2 2014. On
the first days of his captivity Injighulyan was forced to say that he
did not wish to go back to Armenia as the conditions in the Armenian
army were awful. Later he confessed that he said that at gunpoint.
