Armenian and Azerbaijani delegations have had discussions in New York
in the sidelines of UN General Assembly session, the press office of
Armenian Foreign Ministry informs.

According to the source Ambassador Karen Nazaryan has stated in
his speech that Mammadyarov’s statements in address to Armenia and
Nagorno-Karabakh are results of his imagination, who still thinks that
the propaganda of cold war and anti-Armenian statements released in
the UN can serve as useful tools to strengthen the positions of his
country in the negotiations being mediated by the OSCE Minsk Group.

Denying Armenia’s “aggression”, demands to withdraw Armenian armed
forces, and statements on one million refugees, Ambassador Nazaryan
has underlined that the minister’s accusations and facts are fake
and groundless, which harm the negotiations and activities done by
the international organizations. Ambassador Nazaryan has stated those
statements delay those constructive steps that the people of NK need.

It has also been stated that Azerbaijan forced armed conflict
against NK.

Concluding the Armenian Ambassador has said if Azerbaijan misleads
its people making fake statements, it doesn’t necessarily mean that
the same will happen with the international community.

YEREVAN. – Azerbaijan continues distorting the essence and causes of
Karabakh conflict, Armenian Deputy Foreign Minister Shavarsh Kocharyan
told Armenian News-NEWS.am, commenting on statement of Azerbaijani
FM Elmar Mammadyarov about necessity of withdrawal of Armenian forces
from so-called “occupied” Azerbaijani territories.

“If Azerbaijan goes for Non Permanent Seat in UN Security Council, let
it first withdraw its army from occupied regions of Nagorno-Karabakh,”
said Kocharyan.

Azerbaijan has initiated a large-scale aggression against the people
of Nagorno-Karabakh despite the four requirements of UN Security
Council Resolution in 1993 on immediate cessation of hostilities.

North-Karabakh, part of Martakert and Martuni regions are still under
Azeri occupation.

Commenting on recurrent efforts of senior Azerbaijani officials to
justify the aggression against Nagorno-Karabakh Republic, by the fact
that it is not recognized, Kocharyan called those attempts futile.

“Futile attempts of Baku to avoid responsibility for the aggression
motivating that Nagorno-Karabakh Republic is not recognized,
contradicts to the definition of aggression adopted by the UN General
Assembly 14 December 1974. Under Article 1 of the definition of the
term “aggression” is applicable not only to recognized states, but also
to internationally unrecognized, non UN member states,” he stressed.

Yerevan – Armenia will pay tribute to Dmitry Mirimanoff (1861-1945),
Russia-born mathematician of Armenian descent who earned international
acclaim and debated fundamental theories with Albert Einstein, but
has been largely unknown to Armenians.

The special conference timed to the 150th anniversary of Mirimanoff’s
birth is being co-organized by the Yerevan State University, Armenia’s
Academy of Sciences and the Mathematics Society.

The conference will involve two of Mirimanoff’s descendants living
in Switzerland and a number of accomplished scientists from Armenia
and abroad, including Vahe Gurzadyan of Yerevan Physics Institute
and French mathematician Guy Terjanian.

“A couple of years ago Dr. Patrick Mirimanoff, who is Dmitry
Mirimanoff’s grandson, became interested in his roots and this is
how I discovered his grandfather,” Pavel Galoumian who initiated the
conference idea told The Armenian Reporter.

“My first impression was that he was an outstanding mathematician
completely unknown in Armenia,” said Galoumian, a physicist by training
who previously worked in the field in Armenia and Switzerland.

>From Tiflis to Geneva by way of Russia

Born September 13, 1861 in the Russian town of Pereslavl-Zalessky,
Dmitry Mirimanoff was a son of engineer Semyon Mirimanovich Mirimanov
and Maria Dmitriyevna Rudakova from a noble Russian family who were
land owners in the area.

Mirimanovs (Mirimanians) were one of the most prominent Tiflis
(Tbilisi) families, with two of its representatives serving as city
mayors in the mid-19th century. The family settled in Tiflis more
than a century earlier and is believed to have relocated from the
Armenian community in New Julfa, Iran.

Dmitry Mirimanoff left Russia in 1880 to pursue university studies in
Italy and France. In France, he first enrolled at the University of
Montpellier and then the University of Paris, where he was taught by
some of the greatest mathematicians of the time, including Jean-Claude
Bouquet, Emile Picard, Paul Emile Appell, Charles Hermite and Henri
Poincare. In 1897, Mirimanoff was elected member of the Moscow
Mathematical Society.

In 1887 in Geneva Dmitry Mirimanoff married Malvina Geneviève Valentine
Adriansen. They had two sons: Alexandre born in Oranienbaum (now
Lomonossov, Russia) in 1898, and Andre born in Geneva in 1902.

In 1900 Mirimanoff defended his doctoral theses and entered the faculty
of the University of Geneva, first as privat-docent and rising to full
professorship in 1931. That same year he was elected an honorary member
of the Swiss Mathematical Society. He was honored “docteur honoris
causa” at the University of Lausanne in 1937 and at the University
of Lyon in 1942. Dmitry Mirimanoff died on 5 January 1945 in Geneva.

Scientific heritage

Main scientific works of Mirimanoff were devoted to the number theory,
set theory and the theory of probability; he also contributed to
the relativistic theory of the electron in the media. He was the
author of sixty scientific publications many of them winning high
scientific acclaim.

His contributions and pioneering works are acknowledged in mathematical
terminology as “Mirimanoff’s paradox”, “Kummer–Mirimanoff Congruences”
and “Cauchy–Liouville–Mirimanoff Polynomials.”

In a 2001 book dedicated to Mirimanoff, Swiss mathematician Ernst
Specker noted that “A highly original development of set theory
began with Mirimanoff. Many of his results were unrecognized, then
later obtained by and credited to others. We owe him, in particular,
the definition of the ‘Cantorian limit’ of a set”.

In recent years Mirimanoff’s role has been recognized by the Stanford
Encyclopedia and in publications of Paul Taylor, Yvon Gauthier,
Marc Renault and Donald Knuth.

Exchange with Einstein

In 1909, Mirimanoff published an article in the Berlin-based journal
Annalen der Physik which drew the attention of Albert Einstein. The
article devoted to the relativistic theory of electron in the media
led to Einstein’s “Comments on the work of D. Mirimanoff…” submitted
to the same journal.

The scientific exchange between Einstein and Mirimanoff continued in
private with both scientists commenting on cutting edge theories of
the day.

Armenian impact

Throughout the twentieth century several mathematicians of Armenian
origin working abroad achieved remarkable results in number theory.

Among them are Emil Artin (1898-1962), one of the leading algebraists
of the century, Levon Khachatryan (1954-2002), who was recognized for
contributions to set theory, number theory and cryptography, and Guy
Terjanian famous for his contribution to the Fermat’s last theorem.

However, Dmitry Mirimanoff was probably the first modern mathematician
of Armenian origin who left a profound imprint in the fundamental
science. Today, Mirimanoff’s accomplishments are being finally
celebrated in the Armenian homeland.

Armenian President Serzh Sargsyan’s UN General Assembly speech was
good, it can be highly rated, but not more, said head of the Armenian
Revolutionary Federation (Dashnaktsutyun, or ARF-D) parliamentary
faction Vahan Hovhannisyan, speaking to journalists in Yerevan today.

He noted that the Armenian leader accurately illustrated the
Nagorno-Karabakh conflict.

“In this sense it was a flawless and accurate portrayal. Also true
is the part where he described Armenian-Turkish relations,” he said,
adding it’s a different issue if this speech will be called into
practice or not.

In Hovhannisyan’s opinion, two needs stem from Sargsyan’s speech:
One, in order to adopt such resolute nationalist policy, Armenia’s
authorities are obliged to have serious support inside the country,
and in order to acquire this, it’s necessary to uproot the monopolist
system.

“It’s obvious that people’s lives are getting worse; people today
live much worse than before,” he said.

Accoding to the MP, the second issue is that Armenia’s foreign affairs
policy should be consistent with the emphases made there, the first
symbol of which should have been recalling Armenia’s signature on
the Armenian-Turkish Protocols.

In contrast to the opposition Armenian National Congress (ANC),
the Armenian Revolutionary Federation Dashnaktsutyun (ARF-D) does
not place emphasis on regular or snap elections because, in both
cases, there is no sense in snap elections if the authorities plan
re-alignments and use of levers at hand, Vahan Hovhannisyan, an ARFD
Bureau member, told journalists.

Snap elections require dissolution of the current parliament
and election of a new one. “But what are the exact requirements
for dissolving the current parliament and forming a new one? The
ones setting such requirements live in the spirit of the Bayonet
Constitution approved in the 1990s. Under the current Constitution
it is not so easy to dissolve the Parliament. The only way out is
Serzh Sargsyan’s resignation. In this case, however, is the Armenian
National Congress so influential? Hardly so,” Hovhannisyan said.

Warsaw is hosting a two-day summit (September 29-30) on the Eastern
Partnership, an initiative to bring the EU’s eastern neighbors closer
to the 27-nation bloc.

Belarusian Foreign Minister Sergei Martynov declined the invitation.

The country will be represented at the summit by the Belarusian
ambassador to Warsaw.

Belarus’ decision is yet another step toward the country’s “self
imposed isolation,” Polish Foreign Minister Radoslaw Sikorski said
on Thursday.

The Eastern Partnership program, initiated by Poland and Sweden
in 2008, seeks to bring the six post-Soviet countries of Armenia,
Azerbaijan, Belarus, Georgia, Moldova, and Ukraine closer to the
democratic and economic workings of the EU.

The summit is expected to produce a declaration on the “European
aspirations” of the EU’s partners in the program.

Continuous tendencies of growth of commodity turnover have been
registered over the recent years between Armenia and Ukraine. In
January-August, 2011, it has grown by nearly 30%, making 157, 4
million USD. For that very reason the cooperation between the customs
bodies of the two countries is gradually becoming more significant,
the basis of which was laid by memorandums signed still in 2010.

Press service of RA State Revenue Committee told Armenpress that
the delegation of the Committee under the head of Chairman Gagik
Khachatryan left for Ukraine September 23-27 on a working visit.

During the visit Gagik Khachatryan and Igor Karpenko, Chairman of the
Commission for Customs Regulations of Ukraine, signed a program of
joint actions between the relevant departments of the two countries,
according to which it is intended to extend a joint fighting against
law violations, to simplify and harmonize the customs procedures of the
two countries, to widely use the up-to-date information technologies in
exchange of information and data, which will exclude the application of
double customs procedures. Next year joint programs will be implemented
in the direction of preparation and training of cadres.

Chairman of the Armenian State Revenue Committee Gagik Khachatryan
pointed out the high level of cooperation of Armenian-Ukrainian customs
services, noting that in the recent two years it has received a new
impetus thanks to the efforts exerted by the new board of the customs
system of Ukraine. In his turn Igor Karpenko stressed the need for
activating of the joint efforts.

During the visit the delegation members of the State Revenue Committee
got acquainted with the works of different infrastructures of the
customs service of Ukraine, studied the European advanced experience
in fighting against contraband, as well as familiarized themselves
with up-to-date innovations applied in that sphere.

Surik Hakobyan, the owner of the Suriki Lavash flatbread producing
company, insists his two sons being prosecuted in connection with
their suspected gang links are innocent, while the cases against them
are an attempt to deprive him of his business.

Late last week police in Yerevan busted an armed gang suspected
of committing a series of high-profile robberies at luxury homes
belonging to five wealthy government-linked individuals, including
former and current officials.

(During the attacks in question masked people would burst into homes
in the small hours of the morning and threatening with guns would steal
money, gold, paintings and other valuables and escape, often using the
cars of the house owners. Victims have not yet been able to identify
the attackers either by looks or voice, saying they always wore masks).

According to the preliminary investigation body, Hakobyan’s son
Artyusha is the ringleader of the gang that allegedly involves more
than a dozen members. His other son, Andranik, has been a subject of
“investigatory operations” since Wednesday after narcotics and weapons
were found at his house during a police search. Artyusha Hakobyan is
charged with theft and robbery.

“They want to disrupt my business,” said Surik Hakobyan, stressing
that he employs about a hundred people at his bakery in his village of
Garni. “They cannot do otherwise, because today I have no competitor
that would offer bread of the same quality. Now they want my factory
shut, they want to lock my sons and me up to kill our business.”

Surik Hakobyan is a member of the pro-establishment Prosperous Armenia
Party (PAP) and once was the head of the PAP’s local chapter in Garni,
an area some 25 kilometers to the east of Yerevan.

Artyusha Hakobyan’s wife, ethnic Georgian Marina Georgadze, is also
under arrest. Her detention, however, was not connected with the
robbery charges brought against her husband. Prosecutor-General’s
Office spokesperson Sona Truzyan said Georgadze is wanted by Georgian
law-enforcement bodies as a convicted criminal.

Artyusha Hakobyan has been remanded in prison as have seven other
suspects linked to the gang.

Among the victims of the criminal group that the police allege Artyusha
Hakobyan led were also a former Lincy Foundation official, a former
parliamentarian and former prefect of Yerevan’s Malatia-Sebastia
district.

There won’t be a drastic change in the life of Armenia in the near
future, said member of the now-defunct Karabakh Committee Ashot
Manucharyan, speaking to journalists in the Armenian capital today.

“In the near future a fundamental issue has to be decided: will the
[political] confrontation in Armenia worsen or not? Armenia is moving
toward such a deep impasse that it simply won’t allow another path for
itself. HAK [the Armenian National Congress], through its activities,
basically has lost the confidence of the people… with it, losing the
possibilities and meanings of dialogue, because the dialogue could’ve
been based on the will of the people alone. The only system that is
outside a distorted world system is the system of rebellious people,”
he said.

Manucharyan said that if such an uprising could control a force or
political entity that has overcome its “distortedness” then in that
case Armenia will find itself again.

“There are three main forces currently at work in Armenia which
are connected to the three individuals who assumed the position of
president. The activities of those three forces are Armenia’s main
functions. Outside of these there are small groups which in no way
are developing as independence forces,” he said.

PanARMENIAN.Net – Turkish Prime Minister Recep Tayyip Erdogan
introduced the first domestically produced warship, Heybeliada which
was unveiled Tuesday in Istanbul’s Naval Shipyard Command.

Speaking at the unveiling ceremony, Prime Minister Erdogan said that
“Turkey has taken its place among 10 countries that can design and
construct warships.”

The Heybeliada is classified as a patrol and anti-submarine warship.

The Turkish Navy has been developing the vessel for the past three
years, as part of the National Ship (MILGEM) project.

The Heybeliada has become operational amid Turkey’s efforts to position
itself as a greater power in the waters of the Eastern Mediterranean.

Turkey is in the midst of a dispute with the Greek Cypriot government
over maritime resources in the region.

Turkey has said in the past that it seeks to boost its military
presence in the region, to fend off what it perceives as Cyprus’
“hogging” of gas rights, and what it claims is Israel’s overreach in
the East Mediterranean waters.

Turkey said its naval ships could escort Turkish energy exploration
ships in the Mediterranean, raising the possibility of a naval
confrontation. “We will try all channels of peace but we will also
protect our country’s interests until the end,” Erdogan said during
the ceremony, commenting on the gas row.

Turkey has also stated that it may choose to dispatch warships to
escort future Gaza-bound flotillas, in wake of the 2010 deadly raid
on the Marmara, and Israel’s refusal to apologize for the incident.

The flotilla raid, which left nine Turkish citizens dead, has propelled
into a full-fledged diplomatic crisis between the once-close Israel
and Turkey.

The ceremony also marked the first test-sail of the MILGEM project’s
second warship, “Buyukada.”

The warships’ prototype cost close to $260 million to develop,
