Bachar al Assad s’est réfugié mardi en Turquie, où des milliers
de Syriens se sont regroupés depuis six mois.

L’élaboration d’une nouvelle Constitution, priorité de la
législature qui s’ouvre actuellement en Turquie La Turquie va-t-elle
enfin se doter d’une nouvelle constitution ?

C’est en tout cas ce qui semble s’annoncer en ce début de session
parlementaire. L’événement n’est pas une surprise, si l’on se
souvient que la réforme constitutionnelle avait été l’un des
thèmes majeurs de la campagne électorale, qui a précédé les
élections législatives du 12 juin dernier, remportées pour la
3ème fois consécutive par l’AKP.

BAKU. – Germany and European Union (EU) are interested in resolution
of the Karabakh conflict, German Ambassador to Azerbaijan Herbert
Quelle on Monday told Trend News Agency of Azerbaijan. In his words,
long-term resolution of the Karabakh conflict is possible solely with
assistance by the international community.

“We have always supported Azerbaijan’s territorial integrity. At
the same time, we must accept the fact of the existence of OSCE
[Organization for Security and Cooperation in Europe] Minsk Group
format of talks. No one wants to breach that format,” the Ambassador
stated.

He also expressed confidence that Philippe Lefort, the new EU Special
Representative for the South Caucasus and the Crisis in Georgia,
would soon make new proposals on Nagorno-Karabakh.

Leader of the opposition alliance Armenian National Congress has said
their goal is to avoid the Arab Spring scenario through dialogue and
negotiations with Armenia’s ruling authorities.

Speaking to his supporters at the Liberty Square, Levon Ter-Petrosyan
said that initially when they started the political dialogue with
representatives of the ruling coalition they were sure it would not
bear the results they yearned for.

“Our goal is to solve problems through dialogue, compromises so that
to avoid the experience of the Arab world,” said Ter-Petrosyan.

Levon Ter-Petrosyan, who is also Armenia’s first president, announced
on September 30 the beginning of a one-week campaign of 24-hour
rallies on Liberty Square – a traditional venue the opposition has
used for demonstrations.

“Secondly,” said Ter-Petrosyan, “from the very beginning we were
sure that even in case the dialogue would proceed normally, it would
not give the result we yearned for, and everything would depend on
people’s pressure”.

The HAK activists have already spent three days in tents set up on
Liberty Square. Adverse weather conditions have added to the hardship
the opposition activists are facing while spending nights there.

Further, the HAK leader said that they realized in advance that the
authorities would not come to terms with them had not they have the
backing of the people.

“Of course, that is true, and we knew it in advance, that if we were
not a power, a political factor, and no one would come to terms with
us at any negotiations,” said he.

“You need to be worth something so that your say will have a value,”
said Levon Ter-Petrosyan.

October 4, 1993, tanks opened fire at the Russian parliament building,
a historic fact that saved Armenia from Turkish air attack.

October 3 marks a historic day of 18 years ago when all the armed
forces of Armenia were on hair-trigger alert for a possible air attack
from Turkey.

Political analyst Hayk Demoyan, head of the Armenian Genocide
Institute-Museum, recalls that “Turkey then centered its forces on the
Armenian border, and deployed armored vehicles and artillery of the
220th mechanized and the 9th artillery alignment of the Sarighamish
division of the Turkish army at Bayraktaran border village.”

What exactly was going on?

Presidential elections were scheduled for October 3, 1993 in
Azerbaijan; the initial predictability of the outcome did not promise
any surprises. The intrigue was however somewhere else, and Heydar
Aliyev, then running for presidency, had high hopes for it: he was
counting on opening a second front against the Armenian statehood.

And, his hopes were not groundless.

Yet in September Turkey concentrated a solid military contingent at
the Armenian border. It was then that Turkish premier Tansu Ciller,
openly demonstrating his annoyance with the Armenians’ success,
stated that Turkey “is not going to sit back and do nothing”.

Ankara’s determination was determined by most serious crisis of
power in Russia, where the conflict between the president and the
parliament was gradually turning into an armed confrontation. Turkey
was counting on Boris Yeltsin’s removal from office, on the creation
of prerequisites for reconsideration of Armenian-Russian agreements
and withdrawal of Russian military units deployed in Armenia.

Aliyev had high hopes for such a prospect, and in early October Turkey
was making attempts to use the political crisis in Russia to attack
Armenia under the pretense of a fight against Kurds.

Russian parliament speaker Ruslan Khasbulatov had reached a clear-cut
agreement with the Turkish Premier: should Khasbulatov win, Russian
frontier guards would be withdrawn from Transcaucasia. This would
enable Turkey, using the Kurdish issue as an excuse, to carry out a
limited encroachment upon Armenia.

If the October 3 presidential election results in Baku were
predictable, in the Russian capital, on the contrary, things were
happening in an interactive regime: while Azeri voters were on their
way to polling stations, Khasbulatov was calling to storm the Kremlin
and lock Boris Yeltsin in Matrosskaya Tishina (“Seaman’s Silence” –
detention facility in Moscow).

The night of October 4 Yeltsin made a decision to storm the House
of Soviets: at the session of Defense Ministry’s General Staff he
ordered to use tanks and armored vehicles.

On October 4, the day when the army entered Moscow and tanks opened
fire at the House of Soviets, the armed forces in Armenia were on
red alert to repulse the possible attack from Turkey. Thousands of
Russian border guards deployed on the Armenian-Turkish border were
watching the north.

Heydar Aliyev secured an almost 100-percent victory in elections, and
he could have rightfully celebrated another victory, if not for the
fact that Yeltsin’s victory in Moscow wrecked his far-reaching plans.

German Foreign Ministry has responded to the Azerbaijan letter about
their envoy’s statement against Azerbaijan in Armenia.

The statement came from spokesman for the Azerbaijani Foreign Ministry
Elman Abdullayev.

He said that the Azerbaijani embassy to Germany has applied to the
Foreign Ministry of this country to clarify the anti-Azerbaijani
statement of the German envoy in Armenia Hans-Jochen Schmidt.

According to Abdullayev, the response letter says:

‘The quotations were drawn from the context and misunderstood. The
ambassador means that situation in the Caucasus demands stabilization
and peace settlement. Germany holds balanced and substantiated policy
over the Nagorno Karabakh conflict. Sustainable peace is only possible
to achieve by peaceful means and through negotiating. It is of utmost
importance to us’.

Earlier Armenian mass media reported that the German ambassador in
Armenia Hans-Johann Schmidt said in Armenia that the parade of 21
September made it clear that Armenia can give adequate response in
case of aggression.

Armenian-Iranian Friendship Days Held In Meghri

Armenian-Iranian Friendship Days are being held in Meghri dedicated
to the 20th anniversary of establishment of friendship between the
two countries. The event was organized by the ministries of culture
of the two countries.

Besides cultural events like exhibitions of books, fine art, people’s
art, meeting between the Iranian and Armenian sides also took place.

Trans-border cultural mutual visits, prospects of cooperation were
discussed at the meeting. An agreement has been achieved to organize
meeting in Tehran.

“At that time the two parties will be ready to sign memorandum for
making the further cooperation in the cultural sphere. Meghri has the
potential, we have talented children, young people, creative groups.

This cooperation will promote the development of cultural cooperation.

I am happy this event took place as the Iranian side is too interested
in making ties closer”, mayor of the town S. Hayrapetyan said.

Within the framework of the Armenian-Iranian Friendship Days in Meghri
a monument symbolizing Armenian-Iranian friendship and a park has
been established.

German Ambassador to Armenia Hans Jochen-Schmidt on Monday met with
Armenian National Congress (HAK) leader Levon Ter-Petrossian while
both were visiting Liberty Square in Yerevan. Recall, today is Day
4 of the nonstop rallies (set to last a week) declared by opposition
supporters on Friday.

Speaking to the Epress.am correspondent on the scene, Ambassador
Jochen-Schmidt said why he was visiting the square and what he spoke
about with the opposition leader.

“I just returned from Germany, and I wanted to see what’s going on
here [in Liberty Square]. I received some SMS [messages], some emails,
[so] I wanted to see what is going on. And suddenly, I met Mr.

Petrossian. He criticized me for having taken the floor recently at a
meeting with Civilitas [Foundation], that I referred, for example, to
the events in 1996, concerning what is it, falsification of elections,
when certain people were thrown into prison, and I, as [I said at the]
Civilitas [public forum], one has to at least acknowledge what happened
at that time. For me [it’s] a kind of critical ethics [that is, ethics
of criticism]. If you criticize somebody [that person]… at least
has to acknowledge” that something was not right at the time, from
the point of view of either democratization or something else, he said.

Continuing, the ambassador said he would be concerned if “somebody of
the leadership” said one was “totally wrongly informed” that nothing
happened the way you described it – “for example, the falsification
of elections, that, as far as I know, 230 Dashnaks were thrown into
prison, [and] television stations were closed”:

“If somebody said, that doesn’t correspond to reality, as a foreigner,
I’m certainly going to be concerned. If he criticized me,… that I
interfere in internal affairs, I think on the one side, we are supposed
to be critical observers and therefore, I allow myself sometimes to
refer to certain events as having occurred in the former times.”

On Oct. 3, 52-week short-term government bonds of the AMGT5201A127
series were floated.

The amount of issue was AMD 1.5bn (US $4,037.7 thousand), the
demand being AMD 3.63bn, with competitive bids totaling AMD 3.58bn
and noncompetitive bids, AMD 50m. The receipts from the bond issue
totaled AMD 1,614,058m AMD. The average weighted yield was 8.9428%,
the marginal yield being 9.18%.

Seven agents participated in the auction.

Prenant la parole devant la 66ème session de l’AGNU, le chef de l’Etat
armenien a attire l’attention sur la question de l’autodetermination et
l’armenophobie dont fait preuve l’Azerbaïdjan. Il a remercie les pays
mediateurs du Groupe de Minsk, precisant qu’ils ne pourront parvenir a
un règlement a la place des parties au conflit. ” L’absence de volonte
de l’Azerbaïdjan de parvenir a un compromis et sa position ” tout ou
la guerre ” ne permettent pas d’enregistrer un progrès. En depit de
toutes les attentes et les appels de la communaute internationale, lors
du dernier sommet de Kazan, l’Azerbaïdjan a fait une marche arrière,
en renoncant aux engagements obtenus lors d’etapes precedentes et
en tentant de fait a faire echouer le processus de negociation “. Le
chef de l’Etat a ensuite accuse Bakou de promouvoir l’armenophobie. ”
Les declarations belliqueuses et les menaces de guerre exprimees par
l’Azerbaïdjan se sont intensifiees ces derniers temps “, ce qui ne
saurait servir la paix et ” met en peril l’avenir de la coexistence
pacifique “. Et de se demander si dans les conditions de cette
recrudescence d’armenophobie, l’adhesion de l’Azerbaïdjan au Conseil
de securite de l’ONU ne devient pas inadmissible, voire dangereuse. Le
chef de l’Etat a egalement critique la Turquie, deplorant son refus de
ratifier les protocoles armeno-turcs. M. Sarkissian a aussi denonce
Ankara qui continue a nier avec vehemence le genocide armenien. ”
Le genocide perpetre dans l’Empire ottoman a ete reconnu et condamne
par de nombreux pays, parlements, structures internationales et
specialistes du genocide.

Malheureusement, il n’en est pas de meme pour la Republique turque,
qui poursuit sa politique de negation de crime contre l’humanite “. ”
Sans reconnaissance et condamnation, il sera impossible de developper
et de mettre en ~uvre des mecanismes efficaces de prevention de
nouveaux genocides, qui est l’une des priorites de l’ONU “.

S’agissant de la visite du President Sarkissian aux Etats-Unis,
les quotidiens rendent compte de son deplacement a l’île de l’Ellis
où il a visite une exposition en l’honneur des rescapes du genocide
armenien au musee de l’immigration. Le chef de l’Etat armenien s’est
vu attribuer la medaille d’Honneur de l’île, devenant ainsi le premier
chef d’Etat etranger a etre honore par cette distinction.

Un ancien juge et fonctionnaire du gouvernement proche du pouvoir a
ete nommes comme nouveau president de la Commission Electorale Centrale
(CEC).

Les sept membres du CEC ont vote unanimement pour Tigran Mukuchian
juste une semaine après la mort soudaine de leur precedent president
Garegin Azarian.

La nomination de Mukuchian etait largement prevue puisque le President
Serge Sarkissian l’a libere de ses fonctions de president de la Cour
d’appel Administrative d’Armenie le 15 septembre.

La Cour de Cassation l’a promptement nomme a l’une de ses trois places
reservees au sein de CEC. Serge Sarkisian a approuve la nomination
a la fin de la semaine dernière.

” La commission a trouve opportun d’approuver ma candidature
après avoir tenu compte de ma formation ” a dit Mukuchian après
sa nomination.

Mukuchian a ete près implique dans la conduite des elections en
Armenie dans le passe. Il etait membre de la CEC pendant l’election
presidentielle de 1996 dont les resultats officiels ont donne la
victoire au President en exercice Levon Ter-Petrosian et ont ete
rejetes comme frauduleux par le challenger de ce dernier.

Le nouveau chef de la CEC a affirme qu’il s’efforcera d’ameliorer la
conduite des elections armeniennes.

Les representants de l’opposition ont ecarte ces assurances. Zoya
Tadevosian, un ancien membre de la CEC affilie au Congrès National
Armenien (HAK) mene par Ter-Petrosian, a pretendu que Mukuchian est
un homme de Sarkisian et que loyalement il servira donc le president.
