PUTIN AND SARGSYAN DISCUSS RAILWAY CONSTRUCTION PROJECT IN ARMENIA

YEREVAN, October 18. /ARKA/. Prime Minister of Russia and Prime
Minister of Armenia Tigran Sargsyan discuss new railway construction
project in Armenia.

“We know about railway development plans from north to south (Armenia)
and about your requests in this regard”, said Putin on Tuesday during
the meeting with his Armenian colleague, RIA Novosti informs.

Railway should pass to Georgia through Armenia to Iran.

Putin said that after the transfer under concession management of
Armenian Railway to Russian Railway open jsc, investments in this
sphere of Armenian economy by the Russian company were 5 billion
rubles.

He said that total volume of Russian investments in the economy
of Armenia reached 2.8 billion dollars, and the increase of trade
turnover between two countries in the first half year was 15%.

Putin expressed confidence that contract on delivery of 1.6 billion
cubic meters to Armenia will be fully implemented in 2011. By now
1.06 billion cubic meters of Russian gas is delivered to Armenia.

Sargsyan said that “large Russian investments went to the high level
of profitability”, and there are no failed projects between two
countries.

83-Year Old Woman Raped

An 83-year old woman applied October 17 to the police department of
Tavush and said she was raped. Press office of the police reported
that October 16 a 26-year old young man entered the house of the old
woman raped and beat her. The young man has been arrested.

Investigation is underway.

The album of monuments of the Armenian Ani capital will be released in
about a month as part of the events dedicated to the 1050th anniversary
of proclamation of Ani as the capital of Bagratuni Kingdom.

The album will include 670 photos and maps, expert of monuments Samvel
Karapetyan told reporters today.

“It is a 250-page illustrated book in three languages – Armenian,
Russian and English,” he said.

A calendar picturing the monuments of Ani has already been issued at
the initiative of the Armenian Ministry of Culture.

Although a number of works on the capital of Bagratuni Dynasty have
been published so far, Samvel Karapetyan says that “Ani is a historic
site, which can be studied endlessly.”

YEREVAN.- There is no conflict without a solution, said France’s
Ambassador to Armenia Henri Reynaud.

“The Karabakh peace process continues within the format of the OSCE
Minsk Group. France and the EU are supporting this format. It is
necessary to resume dialogue within this format as soon as possible,”
he told journalists on Monday.

Asked to comment on press reports saying France may initiate regular
meeting of Armenian and Azerbaijani presidents, Reynaud said “he
finds many interesting things in press every day.”

The Ambassador also quoted the French president on the example of
France and Germany.

“We should not forget that the EU was founded on the ruins of war,
France and Germany shook hands. This example shows that there is
no conflict, which has no solution,” he stressed adding that this
example is an excellent message to the conflicting parties.

Reynaud said it is a difficult path, but it’s the only way that
promises peace and prosperity, growth, and dialogue in the region.

Commenting on Azerbaijani press reports saying Baku is building a
stone wall in the line of contact, the Ambassador stressed this example
shows just the need to resume dialogue and seek ways of reconciliation.

“The future of the region is open borders, dialogue and partnership,”
he said recalling that the region is located at the crossroads of
civilizations.

The French diplomat expressed regret that the conflict takes away
resources that could be used to develop the region.

“The path to peace is difficult, but there is no other way. Peace is
not something that is impossible to achieve. There is an example of
Europe, we should follow it,” he concluded.

Activities as part of NATO week will be held in Armenia from October
16-21 as part of the Individual Partnership Action Plan between Armenia
and NATO, News-Armenia cites the press service of the Ministry of
Foreign Affairs of Armenia.

On October 18th one of Armenia’s TV channels will host a round-table
discussion on the “New Partnership Policy of NATO”. A series of
lectures on NATO with the participation of the chief of control
management and international security, Samvel Lazarian, and the
British Ambassador to Armenia, Charles Londsdale, will also be launched
on that day.

In addition, an interview with the special representative of the
Secretary General of NATO in the South Caucasus, James Apaturaya,
will take place on October 18.

Cooperation between Armenia and NATO is currently being built in
accordance with the Individual Partnership Action Plan (IPAP) in the
relations between Armenia and NATO, which was signed in December 2005.

YEREVAN, October 17. /ARKA/. Representatives of customs services of
Armenia and Georgia intend to harmonize their activities. Head of
delegation of Parliamentary Assembly of Black Sea Economic Cooperation
(BSEC PA) Gagik Minasyan said on Monday in the press-conference
that relevant instruction was given during 37th meeting of BSEC PA
committee on economic, nature protection, trade and technological
issue which took place on October 12-13 in Tbilisi.

“It will allow to use fully the resources and support the rehabilitated
economy”, said Minasyan.

Minasyan said that the meeting also discussed issues of reformation
of tax and customs systems.

This topic was selected with the purpose of verification of policies
conducted in BSEC PA member-countries and clarify what opportunities
give these reforms for the promotion of economic activity.

“The Armenian side presented the policy implemented in the country
in this sphere, particularly harmonization of tax and customs
systems, introduction of customs mechanisms that reach the contacts
of importers/exporters of goods to a minimum, as well as the reforms
targeted at the reduction of contacts of taxpayers with tax authorities
and facilitation of their work”, said Minasyan.

The document submitted by Armenia was unanimously adopted and will
be discussed at the end of November in PA meeting in Tirana.

Minasyan mentioned that recently many serious steps in these spheres
have been implemented in Armenia.

“In Armenia, this issue reached a rather high standard, and in my
opinion, in BSEC PA there is no country where this level is higher”,
he said.

There is a lot to do in this sphere and “even moving forward rapidly,
Armenia should work many years to reach the level of western
countries”.

He also mentioned the serious progress in the introduction of
electronic system of reporting in tax system, adding that in the
nearest future the implemented work will bring real results.

YEREVAN, October 17. / ARKA /. Armenian pharmaceutical company Liquor
marked the 20th anniversary of its operations by opening Saturday a
new plant in Djrvezh, near Yerevan.

Liquor was established in 1991 as the first private enterprise in
Armenia producing finished dosage forms. The company produces 60
types of infusion, injecting, ophthalmic, hemostypic and ENT products
selling them to almost all CIS countries.

The official opening ceremony was attended by president Serzh Sargsyan
and economy minister Tigran Davtian.

“Our company is currently the leader in this field. Thanks to
cooperation with EBRD started in 2005 we were able to expand our
activities and the output,” Liqvor CEO, Sergey Matevosyan, told
reporters.

He said a total of $4.5 million were invested in the plant part of
which was spent on purchase of new equipment.

Economy minister Tigran Davtian said the new plant meets all
international standards and will help create dozens of new jobs,
increase export of Armenian goods.

Head of EBRD Yerevan Office, Valeriu Razlog said Liqvor’s cooperation
with the bank has resulted in increased sales that have grown by 4.5
times since 2005.

“EBRD owns 45% of the company. We are satisfied with the result of
collaboration , and I am sure that in future we will cooperate with
other major enterprises in Armenia “, said Razlog.

In 2010 Liqvor produced about 1.2 billion drams worth products and 40%
of output was exported to CIS.

The Day of Agricultural Worker started for the head of the sphere
with an important meeting. Press service of the ministry reported that
October 16 the minister hosted Diaspora Armenian farmers from Russia,
Ukraine, Georgia, Lebanon, Iran, Poland, Latvia, the USA and France
and the delegation from the NKR who arrived to participate in the
“ArmAgroForum” agricultural conference.

Expressing gratitude for the participation in the conference of
Armenian farmers Sergo Karapetyan underlined the Armenia-Diaspora
cooperation for the development of Armenia’s economy.

“Thanks to close cooperation with state and international
establishments as well as the target programs carried out during
the recent years we have managed to ensure certain progress. The
implementation of joint agricultural programs will give new impetus
for the development of the sphere,” the minister said, calling on
the Diaspora Armenian businessmen to participate in the programs of
development of agriculture.

Expressing the satisfaction of participants over the conference,
representative of Lebanon Yesayi Havatyan particularly noted that
such format conference must have continuation and the tomorrow of
the agricultural development is agreed with pan-national efforts.
