11 novembre 2011 : le Musee de la Grande Guerre a Meaux Info Collectif
VAN – – “Le musee de la Grande Guerre a Meaux a
ete inaugure le 11 novembre 2011 par le President de la Republique,
en presence du secretaire d’Etat auprès du ministre de la Defense
et des Anciens combattants. Ce nouveau musee presente l’une des
plus importante collection d’objets et documents, en Europe, qui
aborde la Première Guerre Mondiale. La Grande Guerre c’est : 35
pays belligerants, plus de 70 millions d’hommes mobilises, plus de
9 millions de soldats morts dont 1 412 000 militaires francais plus
de 13 millions de civils morts (genocide armenien, surmortalite due
a la famine, grippe espagnole, exactions, victimes de guerre…).” Le

Pour celebrer les 20 ansd’independance de l’Armenie, l’association
Armenie-Vendee organise a partir d’aujourd’hui une exposition a
la maison Billaud a Fontenay. Des peintures de Charles Atamian, un
Armenien, qui s’est rendu a Saint-Gilles-Croix-de-Vie entre 1923 et
1929 et où il a peint sur le thème de la plage, seront a decouvrir
des 15 h.

Turquie: Le PKK revendique le detournement d’un ferry en mer de
Marmara Le Parti des travailleurs du Kurdistan (PKK, independantiste)
a revendique dimanche le detournement d’un ferry turc vendredi soir en
mer de Marmara. Le PKK a explique que le preneur d’otages, qui a ete
tue par les forces de securite turques, etait l’un de ses combattants
et qu’il avait mene cette operation afin “d’attirer l’attention de

Le tournant liberticide turc L’Europe veut voir dans le gouvernement
turc et dans son leader Recep Tayyip Erdogan la solution a toutes
ses peurs devant la montee des partis islamistes au lendemain
des revolutions arabes. Puisque ceux-ci invoquent le modèle de
l’AKP turc – promoteur dit-on d’une voie originale de democratie
islamo-conservatrice -, il n’y a plus lieu de s’inquieter, la
marche vers la liberte se poursuivra sans faillir ! Ce soulagement

Les jeunes Turcs d’Allemagne demandent l’annulation de la
reconnaissance du genocide des Armeniens par le Parlement allemand
Selon le site ” Haberturk ” une association de jeunes Turcs d’Allemagne
mène une campagne de petitions pour demander au Parlement allemand
l’annulation d’un rapport de 2005 reconnaissant le genocide des
Armeniens. Beyhan Yildirim, le president de l’association appelle
tous les Turcs vivant en Allemagne de signer la petition qui affirme
” les Turcs d’Allemagne sont très tristes de voir la Bundestag voter
une motion portant sur la reconnaissance du genocide des Armeniens.

La democratie turque en danger Monsieur le premier ministre,
vous disiez hier : “Nous menons une lutte très intense contre le
terrorisme. Nous reprimons de manière très decidee. Mais en faisant
ceci, nous ne concedons rien de la democratie, des droits et des
libertes. Nous agissons en la matière avec une sensibilite a couper
les cheveux en quatre… ” En est-il vraiment ainsi, Monsieur le
premier ministre ?

“The revolutionary changes that have occurred in Armenia as
a result of the latest resignations could not occur without
the president’s consent; moreover, they were initiated by the
President’s Administration, as only Serzh Sargsyan could initiate
this process”, Head of the Caucasus Institute Alexander Iskandaryan
said to journalists.

To remind, Karen Karapetyan, who was elected mayor of Yerevan a
year ago, resigned in late October. Head of the Armenian Police
Alik Sargsyan was also dismissed. The latest resignation took
place November 1 evening, when Speaker of Armenian Parliament Hovik
Abrahamyan announced his intention to resign.

“But Armenia is neither Switzerland nor Holland. At the same time, it
is not Turkmenistan, Russia or Azerbaijan, where the serious problems
are resolved with a stroke of the pen. This is why a political fight
is going on now: the resigning people not always agree with these
decisions. In general, the personnel reshuffle in Armenia’s leadership
is not at all accidental. It is part of a big plan on changing the
political elite, and this plan was composed after the presidential
election in 2008 and started being implemented a year ago”, he said.

Iskandaryan qualified these developments as a process of removal of
oligarchy from the power and from the political decision-making.

According to the expert, the authorities are no longer fighting against
the opposition, they are fighting against the economic lobbyist groups
inside the ruling Republican Party of Armenia.

Iskandaryan pointed out the role of the Armenian National Congress
in this process and said that this role will depend on the results
of the Armenian National Congress’ participation in the parliamentary
election.

The parliamentary election in Armenia will be held in May 2012 and
the presidential election – Feb 2013.

The West wishes to pull Russia out of the Nagorno-Karabakh peace deal,
the Russian newspaper Nezavisimaya Gazeta says, commenting upon EU High
Representative Catherine Ashton’s upcoming visit to the South Caucasus.

“Catherine Ashton is starting her South Caucasus tour tomorrow. She
will first visit Baku, then leave for Tbilisi, and at the end –
travel to Yerevan. The meetings with the country leaders will focus
on possibilities of intensifying the EU’s role in conflict resolution
efforts, particularly in the Karabakh settlement process. In the
meantime, the United States is said to be ready to seize from Russia
the role of a chief broker in the deal,” the paper says, adding that
Europe is discontented with the stalled process.

It refers to EU parliament member Cristian Vigenin’s recent statement
in Yerevan, when the European lawmaker called for involving new
players in the process, not considering the OSCE Minsk Group format
satisfactory for bringing about any change.

The Russian publication further refers to Azerbaijani political
analyst Rasim Agaev’s statement that the United States is seeking to
neutralize Russia’s influence on the South Caucasus.

“The Azeri expert says Washington is implementing the Big Caucasus
project which aims to strengthen the country’s positions in the region,
pushing forward the US interests. Given Georgia’s hostile attitude
to Russia and the Azerbaijani top classes’ orientation towards the
West rather than Russia, the United States has but one problem in
the region, i.e. – Armenia, which is Russia’s strategic ally. Agaev
thinks it’s hard to bring Armenia out of Russia’s influence, though
he considers the goal feasible,” the paper comments.

It further quotes the Germany based political analyst and a former
member of Karabakh committee, Ashot Manucharyan, as saying that it
is impossible to exclude Russia from the process.

“Moscow will not pull out of Karabakh settlement, placing the chief
mediator’s burden on the United States or the EU because in that way
the country would confirm its incapacity,” Manuharyan told the paper.

The author of the article also referred to Azeri Deputy FM Araz
Azimov’s interview to Standart daily, particularly his remark that
mutual concessions do not imply the return of any territory to Armenia.

To know Nagorno-Karabakh’s official standpoint on the statement,
the paper also talked to the spokesperson of the country’s president,
David Babayan, who stressed the importance of direct talks.

“We agree to the opinion that the resolution of the dispute does
not imply ceding any territory to Armenia. The Karabakh conflict
is neither a territorial issue between Armenia and Azerbaijan nor
a dispute between Yerevan and Baku. It is a conflict between Baku
and Stepanakert, that requires direct talks,” the NK official told
the paper.

He was further quoted as saying that the authorities in Karabakh have
never been against the return of the Azeri refuges.

“We have always been ready to receive the ethnic Azerbaijanis on
condition that they receive NK citizenship and integrate to Karabakh’s
society,” he noted.

The Armenian office of the Rossotrudnichestvo Russian Federal Agency
hosted a constituent meeting of The newly established Association of
branches Russian higher-schools in Armenia.

The active members of the branches of seven Russian higher schools –
Moscow State University of Economics, Statistics and Informatics,
Saint Petersburg Institute of Communications, Economy and Law, Saint
Petersburg Institute for International Economic Relations, Economics,
and Law, Russian International Academy for Tourism, Russian State
University of Tourism and Service (RSUTS), Academic International
Institute, modern Humanitarian Academy and Moscow Institute of
Business and Law – discussed the Association’s tasks and elected
its chairperson.

Head of the Rossotrudnichestvo office in Armenia victor Krivopuskov
welcomed the meeting. He pointed out the importance of enhancing the
role of Russian education in Armenian-Russian relations.

He noted that students of the branch of Moscow State University to
be opened in Yerevan will join the Association soon.

Sedrak Vardanyan, Branch Director, Moscow State University of
Economics, Statistics and Informatics, presented a Vacancy Fair
program.

The Settlers Themselves Are The Conflict’s Governors

Head of the Political Sciences and Law History Department of the
Armenian State Pedagogical University, doctor of political sciences,
Professor Levon Shirinian participated in the recent scientific
conference taken place at Mesrop Mashtots University. Following is
an interview with him:

– Mr. Shirinian, first, what do similar conferences give?

– They are significant. A conference is a good chance for summarizing
the viewpoints of the researchers taking their job seriously. It is
also a means for establishing corresponding contacts and relations.

And third, it gives a chance for examination – we observe whether the
society accepts this or that viewpoint, at the same time listening
to others’ positions. As a result, different viewpoints on the same
issue are unified, leading to their equivalent.

– How can scientific researches and analysis contribute to conflicts
settlement, if the world is ruled by those powerful?

– In fact, empires’ desire, or the world policy is one thing,
and another thing is the people’s will. And the people’s will can
be represented in the best way to the world by its elite. They
in the empires’ centers see everything, on which they make their
calculations. Clever and unbending elite represents its people’s
interest, which is taken into consideration in any case.

– Your observations on dwarf empires are quite interesting. Will you
please give some details?

– Dwarf empires are created by Russians. They include Azerbaijan and
Georgia. In due time, both of them took advantage of the USSR collapse,
gaining their independence, but at the same time they prohibited the
autonomous formations in their territories to enjoy this right. They
say that Azerbaijan and Georgia were allegedly created by Bolsheviks;
they also say that it was done by Stalin. But, this role couldn’t
belong to Stalin. We should clearly notify the Russians of the truth:
the states, which you unfairly created, dividing and robbing Armenia,
have turned away from you today. If issues are resolved in a way
opposite to our aspiration and national interest, so Armenia can
assume the western orientation. In this case, Russia will lose the
‘great triangle’, or the entire territory from Rostov to Astrakhan.

– How do we relate to the ‘great triangle’?

– The three parties to the triangle are Rostov, Astrakhan and the
North Caucasus, an entire territory, where the situation is always
unstable. We here keep the triangle’s far and strategic borderline. If
our national interest is again violated, and I always keep this danger
in mind, we can lose much. In this case, we should say to our friends,
“Your interest contradicts ours, so let’s stop”.

– We come to the conclusion that the Armenian diplomacy should fairly
take into consideration these circumstances.

– Surely, but just the strategic idea should be firm in order
that diplomacy can act. First, this idea should be synthesized
and comprehended. This time, the Armenian people should be guided
exceptionally by its national interests. It shouldn’t be so that
the world issues are resolved and we find ourselves deceived, in a
sad situation. It is the time of organized, clever, and strong-will
nations. The current realities require creating such elite, which
is devoted to its people and homeland. Similar elite is respected
and accepted. This is one side of the issue; on the other hand,
we should be involved in a long and uncompromising struggle.

– How can you assess the negotiation process on the Karabakh conflict
settlement?

– You say settlement. Look, all the mediators unanimously set two
principles against each other – a nation’s right to self-determination
and territorial integrity. They are antipodes and have no common
resolution. They set the two principles against each other not to
resolve the issue, but, to say so, to settle. Or, to govern it. The
settlers themselves are the conflict’s governors. We should know this
well. I’m sure that we’ll resolve our issues; otherwise, we’ll lose.

I’d also like to emphasize that the population’s number doesn’t
play the decisive role. We should work over the people’s quality, as
quality is more important. Those ideas, which we posses – military,
political, and others – should be developed and increased. This will
be done by the elite. The world is governed by them, and we should
have our competitive elite.

– How do you imagine the future of Artsakh?

– I imagine it strong, as the Artsakh mountains. You see Artsakh isn’t
only for the Artsakhians. It is the Armenian people’s. I’m not the
one who lives with Artsakh. All the Armenian people are concerned
about the Artsakh issue, and our entire nationwide resource works
in this direction. The more fruitful it is the better. Artsakh is
our front line, so it should be permanently supplied. And the most
important is – no span of land to the opponent.

Le J. Paul Getty Trust s’oppose a l’Eglise Orthodoxe Armenienne devant
la Cour Superieure du Comte de Los Angeles, et ce jeudi, l’eglise
a remporte un important premier round dans la procedure relative a
sa demande de restitution de huit precieux elements de manuscrit du
Moyen-âge (dont un detail est reproduit ci-dessus) ; l’eglise soutient
qu’il s’agissait, au moment de leur achat, quand le Musee Getty en
a fait l’acquisition en 1994 pour 950 000 dollars, d’objets voles.

Le Getty a essaye d’obtenir une fin de non-recevoir sur le fondement
de la prescription legale, soutenant que les autorites de l’eglise
savaient où etaient detenus les manuscrits en 1952 et auraient dû
engager des poursuites a ce moment-la, tandis qu’ils etaient detenus
chez une famille d’Armeniens du Massachussetts aux Etats-Unis, qui
en avait herite d’un homme qui les avait ramenes de la province de
Cilicie, a l’epoque où les Turcs en chassaient la population armenienne
pendant le Genocide armenien de la Première Guerre Mondiale.

Le juge de la Cour Superieure Abraham Khan a rejete la thèse de Getty,
disant qu’il n’etait “pas clair” que les autorites de l’Eglise savaient
ce que Getty dit qu’elles savaient. Il a dit que la prescription legale
pourrait etre invoquee dans une audition future mais qu’il aimerait
prendre connaissance de faits relatifs au cheminement complique
que les pages vieilles de 755 ans avaient suivi a partir de 1916,
lorsqu’ils ont ete separes du corps d’une bible connue sous le nom
d’Evangiles de Zeytoun.

Les pages de Getty sont des Tables Canoniques superbement illustrees –
des citations de versets parallèles des quatre evangiles du Nouveau
Testament, servant en quelque sorte de frontispice a la Bible creee
an 1256 par Toros Roslin, considere comme le plus grand enlumineur
de manuscrit armenien.

L’eglise s’est fixe comme objectif de reconstituer les Evangiles
de Zeytoun en recuperant les pages manquantes et en les envoyant au
Matenadaran, le principal musee d’Erevan de manuscrits , où se trouve
le reste des Evangiles de Zeytoun depuis la fin des annees 1960.

On peut voir les details de la decision peuvent etre lus, en anglais,
dans toute l’histoire. On y decouvre un evenement peu connu dans
le monde, très attache a eviter toute controverse, ultra-prudent,
des musees : Columba Stewart, directrice executive du Hill Museum &
Manuscript Library de Saint John’s University du Minnesota, une s~ur
Benedictine, appelle ouvertement au rapatriement de l’~uvre d’art
contestee. Stewart dit que la question ne devrait pas etre reglee sur
des considerations de droit, mais sur celles de l’obligation ethique
qui imposent de rendre le fragment d’une ~uvre d’art a son integrite.

Sur le fondement d’une loi de Californie qui a ete votee l’an passe,
et qui s’applique seulement aux cas d’~uvres d’art pretendues volees
et detenues par les musees ou les negociants en ~uvres d’art, les
demandeurs disposent, pour engager des poursuites, de six ans après
la decouverte du lieu où se trouve l’~uvre d’art. Le Getty dit que
le temps est passe depuis longtemps, parce que la branche de l’eglise
orthodoxe armenienne basee au Liban, connue sous le nom du Saint Siège
de Cilicie, proprietaire, savait depuis le milieu du siècle où se
trouvaient les pages manquantes. Les avocats de l’eglise contestent
en disant que l’eglise n’avait meme pas realise jusqu’a 2006 que les
premières pages de la Bible recueillie a Erevan etaient manquantes.

La nouvelle loi assouplit enormement les conditions d’application
de la prescription, en ce qu’elle considère comme point de depart,
non pas la date a laquelle les victimes proprietaires estimant avoir
ete depossedees ont eu connaissance du lieu où elles se trouvent,
mais au moment où elles auraient pu le savoir si elles avaient ete
raisonnablement vigilantes,

Dans le système ancien, le chronomètre (qui du temps de la loi
ancienne, courait pour un delai de trois ans au lieu de six ans)
aurait très bien pu etre declenche dès 1994. C’est cette annee-la
que les pages des Evangiles de Zeytoun ont ete pretees anonymement,
pour une exposition a la Pierpont Morgan Library a New-York et au
Walters Art Museum de Baltimore. Le Getty en avait fait l’acquisition
la meme annee.

Dans sa demande de rejet du procès, a laquelle Khan n’a pas accede,
le Getty a egalement soutenu que la loi nouvelle de prescription est
inconstitutionnelle par ce qu’elle assimile musees et negociants en
~uvre d’arts et ne comporte pas les detenteurs prives d’~uvres d’art.

Avancant que la presentation d’~uvres d’art est une forme de la
liberte d’expression protegee par le premier amendement, le Getty a
dit que la nouvelle loi penalise indûment les musees et les galeries
dans l’exercice de leur liberte d’expression.

Pour contrer l’argument dans ses conclusions, l’avocat de l’eglise
a ecrit que “exposer des biens voles n’est pas protege dans le
premier amendement”, et a soutenu que le droit de Californie peut
legitimement porter les musees et les galeries d’art a un niveau
superieur a celui du public en general, s’agissant de la possession
d’~uvres d’art volees.

Le juge a dit qu’il n’y pas lieu d’aborder l’argument de
constitutionnalite dans son jugement.

Samsung, iPhone, HTC mobile handsets and Acer and Toshiba notebooks,
as well as various devices for them were presented. Sale on credit and
after-sale warranty service are offered. In his welcoming speech the
Deputy General Manager of the company Georges Terterian congratulated
the colleagues and mentioned that Karabakh Telecom became closer
to its subscribers with each new service launch. He assured that
similar shops were planned to be opened in other service centers of
Stepanakert and regions.

Azerbaijani Armenians To Have New Town In Liberated Region

The former Armenian residents of Azerbaijan and Nakhichevan are going
to have a new town in an Armenian-liberated region on Azerbaijan’s
territory.

At the third conference of the Azerbaijani-Armenians they said about
20,000 families are expected to settle in the town to be built in
Zangelan.

Architect Anahit Tarkhanyan who has drawn up the town’s preliminary
map, says she has taken into consideration its location while making
the plan.

“Located 400m above the sea and surrounded by subtle hillocks, it
has amphitheatrical solutions,” she said.

The town is expected to be in a free economic zone, offering 20,000
new jobs.

The Azerbaijani-Armenians have also decided to set up an organization
protecting their interest. The move is seen as an attempt to gather
together instead of being scattered around the world.

The paper claims it has learned that former Yerevan Mayor Karen
Karapetyan who resigned on October 28, saying he is offered a new
job in Russia’s gas monopoly Gazprom, was unemployed as of Friday.

Following his resignation the Russian media reported that Karapetyan
will be appointed as board chairman and vice president in Gazprom.

As of Friday, the paper continues, there was no information about
Karapetyan’s new appointment on Gazprom’s website, while the company
would not respond to any phone call.

The paper, citing “well-informed sources,” says Karapetyan’s
appointment has not taken place yet, adding that he will not be
appointed as vice president in Gazprom.

It also says that all this time there were opinions that Karapetyan
will not get any position in Gazprom at all, though his relatives
insist otherwise.

La Commission europeenne et la Turquie se sont mises d’accord mercredi
pour intensifier leurs efforts de rapprochement sur certains sujets
comme les visas et le commerce, malgre l’impasse des negociations
d’adhesion de la Turquie au bloc des 27.

Egemen Bagis “se sont mis d’accord pour definir un agenda positif”, qui
“ne remplace pas mais qui soit complementaire du processus d’adhesion
a l’UE”, a annonce la Commission europeenne dans un communique.

Lors de cet entretien, M. Fule a notamment propose a la Turquie un
“dialogue intensifie et une cooperation sur des reformes politiques,
l’alignement avec l’acquis (legislatif et reglementaire) de l’UE”
sur des sujets comme les visas, la mobilite et les migrations, de
meme que des questions commerciales importantes.

Pays emergent en pleine croissance (8,9% en 2010), la Turquie
critique regulièrement le regime des visas avec l’UE, qu’elle
qualifie d'”injuste”. Le commissaire Fule et son homologue en charge
du commerce Karel De Gucht doivent se rendre les 17 et 18 novembre
en visite a Istanbul.

MM. Bagis et Fule ont tous deux estime qu’avec le soutien politique
des 27 gouvernements europeens et du Parlement europeen, “les travaux
devraient commencer pour mettre en oeuvre cet agenda positif”.

L’idee est de creer “un nouvel elan dans les relations UE-Turquie”,
alors que les pourparlers d’adhesion sont au point mort du fait
notamment de l’impasse chypriote et des reserves posees par certains
Etats comme la France, a precise l’executif europeen.

Depuis le lancement des pourparlers d’adhesion en 2005, seuls des
13 des 35 chapitres thematiques qui les jalonnent ont ete ouverts,
et un seul est deja boucle.

De nombreux chapîtres sont bloques du fait du refus d’Ankara
d’appliquer l’union douanière a la partie grecque de l’île divisee
de Chypre, membre de l’UE depuis 2004.

De plus, certains pays comme la France et l’Allemagne sont reticents
a faire entrer ce pays musulman de 78 millions d’habitants dans l’UE.
