GROUP CALLS ON ARMENIANS TO MARK NOVEMBER 22 AS “DAY TO RECLAIM THE HOMELAND”

For the past few decades now, April 24 has served as one of the major
dates on the calendar for the Armenian people, a day representing
perhaps the most significant manifestation of united Armenian
political will.

In the Armenian world, that date began first as one of requiems
and remembrance, gradually developing into a day of righteous
indignation and demands for justice through the recognition of the
Armenian Genocide. Nevertheless, the 24 of April is a day of loss,
a day dedicated to acknowledging that greatest of losses.

However, as a nation and as a community in the pursuit of justice, we
need a day of victory and reparation, a day of the establishment of
justice and our rights. We have such a day; the day which keeps the
flames of victory burning is the 22nd of November – the date of the
Arbitral Award of US President Woodrow Wilson deciding the frontier
between Armenia and Turkey.

On that day, the arbitral award granted to the Republic of Armenia
a part of our historical heartland, in the north-east. That day put
in place and enforced forever a ruling which is binding, legally
inviolable and perpetual for the existence of our rights, all in
accordance with international law.

As the Arbitral Award was realised on the basis of the unqualified
compromis of Turkey and Armenia, as well as of the British Empire,
France, Italy, Japan, Poland, Portugal, Belgium, Greece, Canada, India,
South Africa, Australia, New Zealand, Czechoslovakia, Yugoslavia,
Romania, having been enforced upon signing, it is therefore binding,
inviolable and perpetual for all of the above countries and their
successor states. It is also binding, inviolable and perpetual for
the US, as the arbitral award bears the Great Seal of the United
States of America, signed by the US President [Woodrow Wilson],
and co-signed by the Secretary of State.

According to the basic principles of international law, codified by
numerous international documents, the arbitral award is to be carried
out by all parties to that document, that is, by the countries which
formed part of the compromis. It is their duty without reservation,
their absolute responsibility. Thus, it ought to be a pan-national
issue for us, to demand from those countries on the 22nd of November
each year, to carry out their responsibility as per international law,
and not to do so simply as a gesture of goodwill, but as an immediate
and inviolable international obligation which has lain forgotten,
and which has partly been denied.

November 22 must be rendered a day of restoration of justice, of
demands for national reparations and the re-establishment of our
dispossessed rights.

STEPANAKERT, November 22. /ARKA/. President of the Nagorno-Karabakh
Republic (NKR), Bako Sahakyan, met yesterday in Los Angeles, USA,
with an American-Armenian businessman, chairman of EcoPanelGroup
company, Khachik Khachikyan and architect Sevak Petrosian to discuss
application of modern construction technologies in NKR. Sahakyan’s
press service said he highlighted the importance of using modern
construction technology in NKR, especially in housing sector.

The meeting was attended by the leader of the Artsakh Diocese of the
Armenian Apostolic Church, Pargev Martirosyan, Head of Information
Department of NKR President, David Babayan and NKR Permanent
Representative to the United States and Canada Robert Avetisyan.

The Armenian National Commission for UNESCO continues implementing
its Get to Know World Cultures and Countries program.

The program envisages school students’ meetings with the UNESCO
member-states’ ambassadors to Armenia. The meetings are held under
the program of UNESCO-associated schools.

Under the program, German Ambassador to Armenia German ambassador to
Armenia Hans-Jochen Schmidt is to visit School #83 after Hambartsum
Galstyan, Nov. 23.

Representatives of Armenia’s foreign office, Ministry of Education
and Science and Yerevan city hall will participate.

Chinese diplomat: Iran entitled to use nuclear energy

Beijing, Nov 19, IRNA – Chinese Ambassador to the United Nations
office in Vienna Chen Jingye said on Saturday that it is Iran’s
legitimate right to use nuclear energy.

`Iran as a signatory to the Non-proliferation Treaty has the right to
use atomic energy foer peaceful purposes,’ he said in an International
Atomic Energy Agency meeting in Vienna.

Chen cited negotiations and cooperation as the only way to solve
Iran’s nuclear issue.

`China under current circumsances believes that holding negotiations
with Iran is an important way to peacefully solve Iran’s nuclear
issue,’ he added.

He reiterated that imposing more sanctions or exerting more pressure
on Iran cannot help solve the country’s case.

The Chinese ambassador said that China is at the same time against
proliferation of nuclear weapons in any country of the Middle East
region.

Babajanian fest in honor to 90th anniversary of Arno Babajanian

`Babajanian fest’ will kick off on November 21 and last until
December 19. The festival being held under high auspices of President
Serzh Sargsyan, is dedicated to the 90th anniversary of renowned
Armenian composer Arno Babajanian.

`Babajanian fest’ is organized by Armenian Ministry of Culture, the
union of composers and musicians and director of Armenia’s state youth
orchestra Sergey Smbatyan.

Armenian Ministry of Culture informed Panorama.am that on the
sidelines of the festival 6 concerts will be held.

College Corner: Author to discuss Armenian genocide

CRANFORD – Union County College alumna and author Virginia Apelian
will speak about her book `Musa Dagh Girl: Daughter of Armenian
Genocide Surviviors’ today at 2 p.m. in the Roy Smith Theater.

Apelian’s story tells of deportation, refugee camps and the historical
background of the Armenians. The author emigrated from Lebanon to
Paterson at the age of 12, and has been a psychologist/educator and
assertiveness trainer and lecturer for 26 years.

The talk is free and open to the public. The Roy Smith Theater is
located on the UCC campus at 1033 Springfield Ave. in Cranford.

The group of delegates representing Armenia’s public and political
circles invited to NATO in Brussels as part of the Public Diplomacy
Program returned to Yerevan today.

The 15-member delegation included representatives of several political
parties, including the ARF-Dashnaktsutiun and the ANC and the public
sector, particularly the Helsinki Civil Assembly Vanadzor Office,
political scientists and journalists.

During the visit, the topic of reforms being implemented as part of
the Armenia-NATO Individual Partnership Action Plan was discussed. The
Armenian delegates met with the heads and employees of the NATO
Departments of Public Diplomacy, Political Affairs and Security
Policies, the divisions for Extraordinary Security Challenges and
Energy, as well as Head of Armenia’s Representation to NATO,
Ambassador Armen Yedigaryan.

The topic of reforms being implemented in Armenia’s Armed Forces was
especially touched upon during the debates and interviews. NATO
representatives underlined that the Armenian authorities had adopted a
direction of making the armed forces meet the standards of the
North-Atlantic Alliance and mentioned that Armenia should be
consistent in meeting those standards.

The Armenian delegates shared their impressions of the process of
reforms in the Armed Forces, raised the issues related to the current
corruption in the army, the murders taking place in peace and the
pressure on peaceful demonstrations in Yerevan with the involvement of
the army on March 1 following the 2008 presidential elections that led
to the deaths of 10 citizens.

NATO representatives voiced hope that these phenomena would be
neutralized as a result of the reforms being implemented.

Issues related to the current conflicts in the South Caucasus and the
integration into security systems for avoiding potential threats were
discussed. As is known, unlike Georgia, whihc has refused to integrate
into the Collective Security Treaty Organization (CSTO) and has taken
a direction to be included in NATO, Armenia has adopted the road of
complimentarism. Armenia, being a CSTO-member, is in close
collaboration with NATO and is implementing a number of programs the
most developed of which is the peacekeeping efforts of the RA Armed
Forces within the International Security Support Forces.

The NATO representatives voiced opinions that Georgia’s NATO
integration was inevitable and that it was a matter of time. As far as
Armenia is concerned, according to the representatives, the Armenian
people should determine the system that the country will choose.

PanARMENIAN.Net – Azeri snipers’ provocative actions, leading to
deaths of 2 Armenian soldiers in 2 days, prove Baku learnt nothing
from its past experience and nor is it interested in the safety of its
soldiers, according to Armenian Defense Minister’s spokesman.

`As Azeri military and political officials seem uninterested in the
lives of their servicemen, I have to remind Azeri population that
Armenian side will give a harsh response for the life of every one of
its soldiers, like it did in past,’ David Karapetyan stressed.

On the morning of November 20, at 8.50 am local time, NKR defense army
soldier Mihran Margaryan, born 1992 was killed over Azeri ceasefire
violation, while on military duty.

As a result of ceasefire violation by the Azerbaijani side,
19-year-old NKR defense army conscript Armen Simonyan was killed by a
sniper shot during military duty on November 19, 8.40 am local time.

`The incident at contact line is another proof of Azeri disregard of
mediators’ efforts aimed at conflict settlement and a clear attempt to
escalate regional tensions, which forces Artsakh side to resort to
more stringent actions in future,’ NKR defense army stated.

Armenian youth chess players have demonstrated good performance at the
World Youth Chess Championship 2011 held in Brazil.

According to the Armenian sports news website ArmSport.am, at the
second round of players aged 16 Hovhannes Abuzyan celebrated his
second victory.

Karen Grigoryan played draw and now has 1.5 points.

In the contest of players aged 18 Samvel Ter-Sahakyan won his second
victory, while Robert Aghasaryan played draw.
