Stamani il Papa ha ricevuto in Vaticano il presidente della Repubblica
di Armenia, Serzh Sargsyan, che poi, accompagnato dal ministro degli
Affari Esteri, Edward Nalbadian, ha incontrato il cardinale segretario
di Stato Tarcisio Bertone e il sotto-segretario della Sezione per i
Rapporti con gli Stati, mons. Ettore Balestrero.

“Nel corso dei cordiali colloqui – riferisce la Sala Stampa vaticana –
dopo aver manifestato vivo compiacimento per i buoni rapporti esistenti
tra la Santa Sede e la Repubblica di Armenia, le Parti hanno avuto
un scambio di opinioni sul ruolo della Chiesa Armena Apostolica e
della Chiesa Cattolica nella societa, nonche il contributo offerto da
entrambi per il bene comune”. Si è infine sottolineata “l’importanza
del patrimonio cristiano del Paese e l’impegno di educare ai valori
fondamentali le nuove generazioni”.

Benedetto XVI ha ricevuto oggi in Vaticano il presidente della
Repubblica di Armenia, Serzh Sargsyan, con cui si e’ intrattenuto
a colloquio privato nella Sala della Biblioteca, alla presenza di
un interprete, per circa 15 minuti. Il presidente armeno e’ giunto
a Palazzo apostolico con un seguito di dieci persone. Al momento
dei saluti, dopo il colloquio, Sargsyan ha fatto dono al Pontefice
di una statua raffigurante due donne protagoniste di un episodio
(il nascondimento di un manoscritto) legato al genocidio armeno da
parte dei turchi.

“Una storia molto commovente”, ha commentato Ratzinger in inglese
ascoltando il racconto del presidente. IlPapa ha quindi ricambiato
con la medaglia del Pontificato. Congedandosi, il capo di Stato
armeno si e’ detto “molto grato” dell’incontro. “E’ stato un giorno
memorabile”, ha commentato.”Nel corso dei cordiali colloqui- si legge

Armenians have always avoided negotiations and this has already become
their policy.

The statement came from chairman of the International Relations
Committee of the parliament Samad Seyidov, Gun.Az reported.

He noted that Armenians ignore dialogue not only on the level of
communities, but also the European Union, UN and other format.

‘I think that the fear the dialogue. Their stance is growing weaker.

Meanwhile, they won’t be able to avoid the issues adopted within the
international framework for long’.

Seyidov said that unfortunately this policy gets some support.

‘However, I think that this policy will not last long. I am sure that
the policy of Azerbaijan in this direction will produce important
and significant results’.

The International Monetary Fund released $56.1 million for Armenia
Monday, commending the struggling country for “prudent” policies to
cut budget deficits and hold down inflation.

The IMF gave the Armenian central bank a waiver for not having reached
targets on building reserves in releasing the newest installment of
a three-year, $413.4 million loan facility.

The facility, opened in June 2010, was designed to help the isolated
country of 3.2 million people rebuild its finances after being ravaged
in the 2008-09 global economic downturn.

“The Armenian authorities should be commended for continued
implementation of sound policies under the Fund-supported program,
which have helped underpin the moderation of inflation this year and
the continuing post-crisis recovery,” the IMF said in a statement.

It urged more structural reforms to help the private sector grow and
compete, warning that “Armenia faces increasing downside risks from the
global environment, which may exacerbate its existing vulnerabilities.”

It said Armenia’s public debt, driven up in the crisis, was limiting
the government’s policy flexibility, even as the economy has resumed
growing after a sharp contraction in 2009.

“Timely and prudent policy responses will be needed in the period
ahead, involving greater exchange rate flexibility and steadfast
progress to strengthen the business environment and increase
competitiveness.”

On Thursday Armenian lawmakers approved a 2012 budget that forecasts
modest 4.2 percent growth but raises taxes to boost the small ex-Soviet
state’s revenues amid pressures on its fragile economy.

The country is economically isolated because its borders with two
neighbors Turkey and Azerbaijan have long been closed due to political
disputes.

Commenting on the statement of the chairman of the Turkish parliament
Cemil Cicek about the Nagorno-Karabakh issue vice speaker of the
Armenian parliament Eduard Sharmazanov told Armenpress that it is
not accidental that the head of the Turkish parliament, participating
in the event dedicated to Aliev the senior, having learnt the lesson
without understanding the subject repeated the legends about 1 million
refugees and occupied territories.

“Only in this way the words of Cemil Cicek about the occupation and
1 million refugees may be described. What a cynicism representative
of a country that has occupied territory of the EU member-state may
have to speak about occupation,” Sharmazanov stated.

“What serious moral problems must the head of the parliament of the
country that adopted state policy of denial have to speak about cases
of Khojalu, and moreover, accuse the Armenian side of the victims?”

Sharmazanov said. “Using the event on commemoration of Heydar Aliev,
the founder of totalitarian system in Azerbaijan, testifies about
lack of principality of the Turkish authorities and their addiction
to distorting facts,” Sharmazanov said.

(Belga) Le tribunal de Tongres a estimé vendredi que les enfants d’une
famille arménienne expulsée ne pouvaient pas être enfermés dans un
centre, rapportent samedi les journaux De Standaard et Het Belang van
Limburg. Alors que les autorités préparent le rapatriement des
parents, les enfants (majeurs) doivent pouvoir poursuivre leur cursus
scolaire, selon le juge.

Depuis la semaine dernière, Sonya et Vigen Mizoyan ainsi que leur fils
Noro, 22 ans, sont enfermés dans le centre pour demandeurs d’asile
déboutés de Steenokkerzeel. Leur fille, Haso, 20 ans, vit depuis dans
la clandestinité. La famille Mizoyan habite en Belgique depuis 2004.
En avril, l’Office des étrangers a rejeté sa demande de
régularisation. La semaine passée, la famille a reçu son ordre
d’expulsion du territoire. Vendredi, le juge a statué que
l’enfermement de Noro bafouait son droit à l’enseignement. Le juge a
également confirmé l’arrestation des parents. Ils seront
vraisemblablement mis dans quelques semaines sur un vol à destination
de l’Arménie. La détention de la famille est relative à des faux
papiers. A son arrivée en provenance de l’Arménie, la famille avait
demandé l’asile en Belgique à l’aide de faux passeports. Le parquet a
interjeté appel vendredi soir contre la décision du juge. (NAJ)

Armenia: Kotayk Solid Waste Management Project

Project Description: The EBRD is considering providing a 3.5 million
sovereign loan to the Republic of Armenia for the construction of the
first EU compliant regional landfill and relevant infrastructure in
the country.

The landfill will be located in Hrazdan, capital town of Kotayk
distrcit in the central part of Armenia, and will be used by eight
municipalities in the nearby region – Hrazdan, Abovian, Charentsavan,
Yeghvard, Nor Hachn, Tsakhadzor, Byureghavan and Sevan (Participating
Municipalities).

The project will require the tendering out of waste collection to the
private sector and the creation of a fully commercial solid waste
management company (the Company ).

The project will also include the aquisition of vehicles, bins and
equipment for waste management.

Transition Impact: Framework for markets: The Participating
Municipalities will be charged a full cost recovery tipping fee as
part of the project structure within two years of the landfill
becoming operational. In addition, public service contracts defining
the responsibilities of the Company and the Participating
Municipalities will be developed.

Institutional building: Technical co-operation services will be
provided to assist participating municipalities in establishing a
commercially driven solid waste company. Subsequent capacity building
will be provided to implement efficient operations in accordance with
a business plan, and in accordance with EU directives on solid waste.

Private sector participation: Private participation in the collection
of waste will be developed through the tendering of collection
services.

Demonstration effect of new processes: The Project will put in place
the first sanitary landfill in Armenia to be built and operated in
accordance with applicable EU Directives. Besides physical technology,
the Project will also help develop better public awareness of the
benefits of anti-littering and recycling through public promotion
campaigns and incentives. This would be the first commercially driven
approach in Armenia, with significant demonstration effects to other
cities and solid waste companies.
The Client: Sovereign loan to the Republic of Armenia with on-lending
to the Participating Municipalities, which will establish and own the
company for solid waste management to operate the landfill.

EBRD Finance: 3.5 million sovereign loan, which will be on-lent to the
Participating Municipalities. In addition, the European Union
Neighbourhood Investment Facility ( NIF ) has approved a grant in the
amount of 3.5 million to provide co-financing for the Project.

Project Cost: The project cost is US $ 10.791204 million ( 8.07
million), including post signing technical cooperation.
Environmental Impact: The Project is expected to provide significant
environmental and social benefits for the Kotayk Region and Sevan
municipality by introducing a

Last week, Turkey’s Prime Minister Erdogan’s statement about Dersim
was immediately well received in the mainstream press, and we had to
wait until the weekend to read more critical articles about it. Two
articles by AyÅ?e Hür and Prof. Taner Akçam were like an `introduction
to the literature of apology,’ especially for the Prime Minister
himself.[1] There may be aspects in both articles that are worth
discussing, but what I want to deal with now is something quite
different.

First and foremost, by apologizing you cannot undo things that have
already happened. In other words, no one can be cleared of a crime, or
have himself/herself absolved of it, just because he/she apologized
and expressed repentance, especially if it is a genocide ` a crime
that has achieved the purpose of annihilating a certain group of
people in line with a carefully planned and organized manner. Apology
is about repentance for a situation which is irreversible and the
responsibility borne in connection with it. Be it an apology given to
the people of Dersim, or Armenians, or Assyrians, or Pontic and Asia
Minor Greeks, or the victims of systematic torture, or Alevis, or
Kurds, an apology duly given is not an end in itself, but the
beginning of an endless journey against regeneration of denial by the
state and amongst the general public. This is because Turkey will
never be the society that it was before 1915, just like Germany will
never be the Germany where the Holocaust did not happen. This is
because every inch of Germany and of those places beyond Germany’s
boundaries where Jews were killed bears the traces of Jews’ toiling
and living, as is the case with Turkey where every inch bears the
traces of Armenians’ and Assyrians’ toiling and living. Apology means
to be conscious that the endlessness of the catastrophe is
irreversible. A few words articulated incidentally while bashing the
opposition party can never be an apology; if anything, it will be only
a disgrace, quoting Taner Akçam.

Given the mechanism of denial in Turkey which goes live whenever there
is any mention of such crimes, a couple of words by Erdogan are
praised as `an important step’, `a milestone’, `an unprecedented
move’. Those who think and speak that way miss the fact that this kind
of self-praising is the proof of how deeply denial is
institutionalized and banalized in the country. Yıldırım Türker’s
article, `Those faces are still smiling,’ is a reminder of this
persecution, because denial is persecution.[2] The denial of
responsibility means that victims bear up with the consequences of
their victimization forever. It is for this reason that KılıçdaroÄ?lu
recalled the Armenian Diaspora, for there is a crime of denial carved
over the `mental map’ of both KılıçdaroÄ?lu and Erdogan; a denial that
is common history for both. For this reason, when KılıçdaroÄ?lu said,
with regard to the words of the Prime Minister over Dersim, that `the
mental map of the prime minister of this country is identical to the
mental map of the Armenian Diaspora,’ he touched the most sensitive
nerve. The response of the Prime Minister to this sensitivity was: `I
would measure the forehead of whoever compares me to the Armenian
Diaspora.’

Even the hidden or secret existence of Armenians in Anatolia today
offers a historical fact. After the Genocide (if the Genocide is
something to be placed between two dates, as they often do), what was
left of the Armenians tried to remain in their places somehow. For
example, according to the census of 1965, the number of those who
spoke Armenian as their mother tongue was 849 in Kastamonu, 488 in
Bolu, 376 in Hatay, 228 in Sinop, 217 in Sivas, 216 in Amasya, 148 in
Malatya, 132 in Diyarbakır, 118 in Yozgat [3]. And today there are
almost no Armenians in those locations. Neither the Prime Minister,
nor KılıçdaroÄ?lu feel the urge to ask why Armenians were compelled to
leave those cities and come to Istanbul¦ Because for them there was
nothing more natural than the Republic breathing down the neck of a
few Armenians who continued their existence in Anatolia. People who
tried to maintain their lives on the land where their dead had fallen,
despite all sorts of pressure, menace, and settlement policies, were
turned into wanderers. As a result, the Armenian community existing
today in Istanbul is a diaspora, a diaspora created by the policy of
denial of the Republic.[4]

Aside from all this, it remains upon the shoulders of Armenians, in
the whole country, to stand up for the `Armenian Diaspora’, a term
used as an insult, a blasphemy. The reason is that the Armenian
Diaspora is not only marked with red in the mental map of ErdoÄ?an and
KılıçdaroÄ?lu, but also for an entire society and its intellectuals.
The Armenians in search of justice `are criminals, nationalists, full
of hate and disgust.’ KılıçdaroÄ?lu and ErdoÄ?an also represent broad
segments of society. The intellectuals of this country can only teach
the meaning of apology to their leaders when they stand up for the
Armenian Diaspora and their claims for justice. Because we cannot
forget that denial is not only state-owned, but also, since almost a
century, it belongs to broad segments of the society and the
intelligentsia. The matter of concern is not the feelings of those who
claim their rights, but the legitimacy of the rights claimed. Time has
not changed anything. For, as we may see, after 73 and 96 years of the
events, the past has never ceased to be part of the present.

writes about being `hostage in Istanbul,’ which reflects the exact
situation. On the other side, state boundaries cannot be the only
criteria to characterize the diaspora, because state boundaries are
always in flux. The example of Hatay probably suffices to explain this
phenomenon.

On the morning of Friday, December 9, 2011, Nareg Hartounian, founder
of the Naregatsi Art Institute in Yerevan and Shushi was arrested on
trumped up charges of tax evasion. Within the course of a day, he was
indicted, tried and found guilty without proper due process.
Authorities in the Armenian government are attempting to extort Nareg
and his family of properties and money by the use of fear and unjust
incarceration. For anyone that knows Nareg personally or knows of the
incredibly selfless and important work he does in Armenia and Artsakh
supporting the arts, as well as children and the disabled, it is easy
to understand why this act by Armenian authorities is especially
despicable.

his great work. We cannot afford to lose men and women like him. They
are the people who keep our country and our world moving forward. We

Armenian Nuclear Power Plant has paid 22.3mln AMD less in profit tax
because of inaccurate calculation of its tangible and fixed assets,
the Supervisory Chamber of Armenia says in its report on the financial
activities of the country’s state-owned energy companies.

In 2010 the profit of Armenian NPP totaled 966.123mln AMD against
529.280mln AMD in 2009 but the company decided not to pay profit tax
because its net assets turned out to be smaller than its authorized
capital was (12.056bln AMD against 9.633bln AMD in 2009).

Unlike Armenian NPP other energy companies paid profit tax. In 2010
Armatom’s profit totaled 26.8mln AMD (8.5mln AMD in 2009) with
13.4mln AMD transferred to the budget. Elektronaladka paid 4mln AMD.
All of the energy companies paid almost 54mln AMD.

Yerevan Thermal Power Plant registered 3bln AMD and 1.3bln AMD losses
in 2010 and 2009, respectively, Vorotan WPP Cascade – 1.1bln AMD in
2009, High Voltage Electric Networks – 268mln AMD in 2010 against 8bln
AMD in 2009, Armgazprom 1.2bln AMD in both 2009 and 2010. The total
losses of the energy companies totaled 5bln AMD.
