ArmInfo’s interview with Vahan Hovhannisyan, Head of ARF Dashnaktsutyun
Party Faction in the Parliament

Mr. Hovhannisyan, Azerbaijani parliamentarians have come out with an
idea of renaming the country into Northern Azerbaijan. How far may
they go in their intrigues? Can they rely on the U.S. support given
the latter’s efforts to weaken Iran?

The attempts to speculate on the geographical name of northern Iran
were made yet in 40s of the last century when the Red Army entered
Northern Iran that was called Azerbaijan in the Soviet historiography.

Then the Soviet leadership intended to rename the Azerbaijani SSR into
“Northern Azerbaijan” taking into account the fact that “Southern
Azerbaijan” already existed as the northern part of Iran. It was
inherently an imperialistic and invasive plan of the USSR against Iran,
which was prevented thanks to the efforts of the Iranian people and
Britain. Will the U.S. try to enforce that idea now? No, I think.

But Turkey may do that.

It obvious that the ruling Justice and Development Party of Turkey
is departing from the idea of Kemalism to Neo-Ottomanism relying on
many political currents and organizations in that country. We can see
that the political doctrine of the ruling regime “zero problems with
neighbors” implies weakening of these neighbors and bringing them to
naught, and not good-neighbored relations with them. The key threat
to Turkey’s plans is Iran and not Greece or Cyprus. Hence, Iran’s
splitting is the cherished dream of Turkey’s incumbent authorities. As
for the U.S., it should not allow Turkey’s hegemony in the region. One
should not confuse democratization inside Iran and splitting of Iran.

The last scenario is very dangerous for Iran and the region.

Actually, West’s efforts to democratize Iran may have a boomerang
effect?

Well, it is quite possible. I don’t think that the European democracy
schemes based on the Christian world perception are applicable to
of Syria, Iran and other Muslim countries. The developments in the
Arab world, taken by the Europeans like the process of democracy
establishment, actually are too far from it. The democracy by the
Western receipt in Libya resulted in the situation when the rebels
first violated the half dead leader of the country Muammar Caddafi and
the women allegedly protecting his regime and then killed them. We
also see that the situation in Egypt has not been stabilized. The
“revolutionary” forces, which came to the power thanks to mediation of
the Christian West, by their first decree obliged Christians to pay
jizya, started robbing and firing Christian churches just the same
way as it happened , for instance, in the “democratic” Iraq. The
democratic election in Afghanistan led to the power of Talibs,
and this dangerous tendency of democratizing has been developing. I
think that in the Muslim countries processes should develop on quite
another scenario and other rules. Progress is possible there, but this
progress should not be artificial or inculcated by external forces.

Probably, Moscow that has traditional influence on Iran is not going
to stay aside of the processes there…

Frankly speaking, Russia’s stance is not clear to me. In its actions
Moscow runs to extremes, there is no logic in its actions. On the
one hand, Moscow is in the wake of the western policy and refuses to
deliver the air defense missiles “C-300” to Iran. But on the other
hand, it directs military ships and weapon to Syria and shows political
and diplomatic aid to President Bashar Asad. Moreover, Russia risked
much when in UN Security Council along with China it set a veto upon
the resolution directed against Asad’s regime. Russia’s policy in
the South Caucasus including in the relations with Armenia is also
contradictory.

Should one pin hopes with revision of that policy with Vladimir
Putin’s possible return to the Kremlin?

I suppose that some if not profound but at least partial changes
may happen in the actions of Moscow if Vladimir Putin comes back
to the Kremlin. In particular, the pragmatic policy regarding the
neighbors may be drawn out. The Russians will perhaps stress their
attention to the idea of creation of the EurAsian Union suggested by
Putin. They will try to give impulse to the integration processes at
the post-Soviet territory. One should not lose the fact that there
are still forces in Russia, which watch the former Soviet republics
not like independent states but like part of their country, which
is temporarily out of their control. I think that in this context we
shall take certain efforts to come closer to them.

Armenia’s reaction at such a policy will depend on those who will
come to the power after the parliamentary elections.

Thank you

Majoritarian System Is Evil

MAJORITARIAN SYSTEM IS EVIL

Story from Lragir.am News:

Published: 14:53:56 – 15/02/2012

Levon Zurabyan, Coordinator of the Armenian National Congress
stated during the parliamentary hearings on the 100% proportional
representation that the current catastrophic situation is determined
by the criminal-oligarchic and cleptocratic political system.

According to him, the development of the country is in danger because
of the vicious election system and election frauds. And the most
dangerous thing is that people have been isolated from the power.

People leave the country mostly because they are isolated from the
management and construction of the country rather than because of the
social economic hard situation. The power is perceived as a gang of
occupants, said Zurabyan.

Zurabyan recalled that the Armenian National Congress presented in
2010 an election package one of the key provisions of which is the
100% proportional representation which united political forces and
the society.

The majoritarian system has become the greatest evil in Armenia. It is
a symbiosis of local oligarchs or authorities and the ruling parties,
said Zurabyan. He also noted that the removal of the majoritarian
system will destroy the most serious circle of the election. “Today,
we have an exceptional chance to agree. Don’t take the country to
confrontation. Do a step towards the opposition and the society. Today
we only warn and you decide. Make a right choice until you have the
opportunity”, he said.

BENEFICIAL BARGAIN?: ARMENIA’S EX FOREIGN MINISTER JOINS THE PROSPEROUS ARMENIA

Former Foreign Minister of Armenia Vartan Oskanian’s statement on
membership to Prosperous Armenia Party (PAP) made public on Tuesday,
caused discussions over the new configuration of political forces.

Oskanian’s decision is viewed as “a mutually beneficial deal”, which
accommodates space for second President of Armenia Robert Kocharyan’s
return (to big politics).

Many people are sure that Oskanian has not made this decision alone,
moreover remembering the assessments made by Oskanian and Civilitas
Foundation (headed by him) about Armenia’s present economic and
political situation and voiced for several years.

“Most probably, this is a self-sacrifice for his [Oskanian’s] chief –
Kocharyan,” says political analyst Anush Sedrakyan ironically.

Stepan Safaryan, head of Heritage parliamentary faction, believes that
Oskanian’s membership to PAP confirms the widely-spread viewpoint
that PAP is Kocharyan’s political support base and a party that was
de-facto created by the then president.

However, it is hard to forecast what influence the strengthening of
this viewpoint, as well as Oskanina’s membership to PAP would have
upon PAP’s rating; some believe that it will fall, judging by the
mere assumption that “people have not forgiven Kocharyan yet.”

Political technologies expert Armen Badalyan, however, is sure that PAP
needs political figures, and Oskanian is one of the best well-educated
political figures among them.

“As a political force PAP has problems, there are no political figures
there, and in this respect, Oskanian’s membership can be viewed as
an important achievement,” Badalyan says.

The issue of PAP’s not being a political force has been voiced since
last week, when three parliamentary parties – Republican Party of
Armenia (RPA), Orinats Yerkir (Country of Law) Party, and Heritage
Party were elected members of the European People’s Party, whereas
PAP’s membership was declined reasoning that it is not a party but
is rather a political platform which serves its leader.

“In this respect, no matter how strange it may seem, involving
political figures in PAP this party tries to be a political force,
and it will only benefit by this achievement,” says public relations
specialist Karen Kocharyan.

Political analysts are sure that Oskanian will also benefit, getting an
opportunity to finally realize his Rural Development Program presented
yet since 2007, which caused suspects that Oskanian has ambitions to
become either a prime minister or a president.

Iran Urges Baku To Stop Mossad’s Anti-Iran Espionage Operations

IRAN URGES BAKU TO STOP MOSSAD’S ANTI-IRAN ESPIONAGE OPERATIONS

TEHRAN, BAKU (Combined Sources)-Iran on Sunday called on Azerbaijan to
halt anti-Iran espionage operations by Mossad, the Israeli intelligence
agency, on Azeri soil.

Iran’s foreign ministry summoned Azerbaijan’s Ambassador to Iran,
Javanshir Akhundov and demanded that Baku end facilitating Mossad’s
alleged spy activities in Azerbaijan.

“Some of the terrorists linked to the assassination of Iranian
nuclear scientists have travelled to Azerbaijan… [where they are]
facilitated to travel to Tel Aviv,” the Iran’s foreign ministry said
to explain its complaint against Baku.

The Iranian Foreign Ministry also protested what it called
“inappropriate behavior” by Azeri officials toward representatives
of Iranian institutions working in Azerbaijan, the “systematic
anti-Iran propaganda in the Azeri media” and called for an end to
“such unfriendly behavior towards Iran.”

On Monday, Azerbaijan rejected as “slander” Iranian claims that
Baku has been collaborating with Israel’s spy services and helping
assassins who have killed Iranian nuclear scientists.

The Azerbaijani foreign ministry condemned a protest note given to its
ambassador in Tehran which complained about the alleged collaboration.

The note demanded that Baku prevent Mossad from carrying out
anti-Iranian “activities” on its soil.

“This Iranian note is slander,” foreign ministry spokesman Elman
Abdullayev told AFP.

He described the Iranian complaint as a reaction to a formal protest
last month from Baku to Tehran after two men with alleged links to
Iranian intelligence were arrested on suspicion of plotting to kill
prominent Israelis in neighboring Azerbaijan.

Turkey

Kurds in Syria are aiming to topple current regime, while Armenians
living in Syria are discussing whether to exit the country in the
event of such a scenario.

Ibrahim Murat, secretary general of Syrian Kurdish Youth, said their
main target was to make Syrian President Bashar al-Assad step down.

“We have to stand against the Syrian regime which has taken so many
lives in recent days,” Murat told the Anatolia news agency.

He said his organization expected the rights of all Kurds and Arabs in
a post-Assad Syria to be guaranteed. A Syrian Kurd, Dr. Rıdvan Badini,
also said people were forced to take arms to protect themselves.

Meanwhile, the 80,000-strong Armenian community residing in various
parts Syria has serious concerns for the future, as many believe
a possible post-Assad period would affect them negatively. Ruben
Safrastyan, an academics at RA National Academy of Sciences,
does not rule out a possibility of “violence against Christians,
and especially against Armenians” should chaos rule in the country,
ArmeniaNow.com reported yesterday. Armenia has stated its readiness
to accept Syrian Armenians, but the head of RA Migration Agency Gagik
Yeganyan does not anticipate a big flow of emigrants from Syria.

hydro power plant with a capacity of 6 MW in Nagorno-Karabakh.

President of the Forum of Armenian Associations of Europe Ashot
Grigoryan said the HPP had been already put into operation.

During a joint press conference with former Speaker of Slovak National

Grigoryan stressed that the sides had reached agreement to continue
investment programs and construction of a cascade of three HPPs with

In his turn, Frantisek Miklosko stressed that Nagorno-Karabakh,

Therefore, Nagorno-Karabakh needs international assistance, he added.

Expert Deems Electoral Bribery Will Dominate Elections In Armenia

EXPERT DEEMS ELECTORAL BRIBERY WILL DOMINATE ELECTIONS IN ARMENIA

PanARMENIAN.Net
February 14, 2012 – 15:40 AMT

PanARMENIAN.Net – Armenian political analyst rules out the possibility
of gross violations during forthcoming parliamentary race.

“There will be no reoccurrence of election frauds of the 90s such
as ballot stuffing and stealing of ballot boxes. There will be only
purchase of votes,” Karen Kocharyan told a press conference, citing
mayoral elections of northeast town of Hrazdan as a proof.

“Electoral bribery will be the dominant force,” the expert said.

Mr. Kocharyan further forecast corruption to be the key tool of all
political forces, including the Armenian National Congress (ANC)
opposition bloc.
