Poverty is becoming the most important political factor in Armenia. As
the chairman of the Armenian Pan-National Movement Aram Manukyan noted,
with the present level of poverty in Armenia, the election is turned
into trade in votes.

Nobody argues that election bribe is the key method used in the
campaign for the mayoral election in Hrazdan and will be soon applied
in the parliamentary elections. Anyway, during the parliamentary
hearing yesterday nobody questioned the statements of the ARFD and
the Armenian National Congress representatives that election bribes
were distributed to voters in Hrazdan.

It is possible, of course, to consider this issue from several angles,
saying that poor people sell their votes to those who pay more, we
can state people have no civil conscience and are not aware of the
power of their vote.

But the important thing here is to understand the level of poverty of
the society, and see how many people live beyond the poverty threshold,
when they manage to maintain their families with AMD 5 thousand. So
many people in Armenia are in debt, jobless, relying on luck to find
money for their daily bread. Who is to blame? What has the government
done to reduce the number of these people?

According to the UN, these people are over 30% of the population of
Armenia. In other words, one third of the population does not feel the
existence of the government, does not receive any kind of assistance.

On the contrary, confronts with it all the time. The level of poverty
has increased recently and the government of Armenia is responsible
for that.

The government is to blame for every step it took were aimed, as
it stated itself, at the solution of macroeconomic issues. At the
same time, the government does not hide that the society will not
taste the fruits of its steps right now. So what was the purpose of
these steps if it was not the improvement of the quality of life of
people? Was the purpose to enrich the notorious 1%?

The government which admits the existence of such a huge number of
poor people in the country but does nothing to reduce poverty does it
on purpose to have at least one third of the electorate ready to sell
their votes. If the government took up steps to improve the quality
of life, a middle class would be formed in Armenia which would acquire
civil consciousness and would ask questions to the government.

The Prime Minister does not hide that it does not do anything to
prevent emigration of people who need work. He joked once that these
people are potential revolutionaries who had better be removed in
time. As a result, the “potential revolutionaries” are sent abroad, and
those who stay are maintained at such a level of poverty for them to
die from hunger and be ready to sell everything for 5 thousand drams.

If a person condemns another person to starvation, he will be
immediately sued as a criminal. But, when the government condemns 30%
of the population to starvation, it is considered economic policy in
crisis “which makes mistakes”.

But the worst thing is that this government is trying to prove the
rightness of its policy and to hold on to power and it succeeds because
it has done its main job in 5 years – it has formed a poor electorate.

Competition (SCPEC), together with the European Union Twinning
Project on “Strengthening the Enforcement of Competition and State
Aid Legislation in Armenia,” held a roundtable discussion on Wednesday.

During the event, EU experts Fabian Pape and Hans-Helmut Schneider
delivered presentations on EU and German legislation on aviation
transport and financial services.

In his presentation, Hans-Helmut Schneider thoroughly reflected on
the European policy in the financial services sector, whereas Fabian
Pape spoke about EU and German legislation on aviation transport.

The EU experts, together with the discussants, also examined several
cases which SCPEC had studied with respect to aviation transport and
financial services.

PanARMENIAN.Net – The Armenian National Film Center refuted reports
about talks with the famous U.S. director Steven Spielberg to produce
a film dedicated to the 100th anniversary of the Armenian Genocide.

“Director of the National Film Center Gevorg Gevorgyan spoke about this
back in 2010, and all of a sudden we came across this information on
some websites,” a spokesperson for the Film Center told PanARMENIAN.Net

According to Ruzanna Bagratunyan, they have considered the idea of
producing such a film, and the idea is still there. “It is a huge
load of work, and we are trying to do it in time; all of us understand
what this date means for the whole Armenian nation,” she stressed.

It should be noted that a year ago Spielberg did voice an intention
to develop a full-length feature film on the Armenian Genocide,
and strangely enough this information is again being rumored now.

Turkey’s “Say No to Racism and Nationalism” Movement has filed a
lawsuit against Okan Bas, a journalist of Statuko monthly of Samsun
city, who had depicted as a hero Ogun Samast, the killer of Hrant
Dink-the founder and former chief editor of Istanbul’s Agos Armenian
bilingual weekly, who was gunned down in 2007 in front of his office
building.

In the lawsuit, which is signed by renowned Turkish historian and
publicist Baskin Oran, former MP Ufuk Uras, and other intellectuals,
Okan Bas is accused of praising the crime and the perpetrator,
insulting the memory of a person, and encouraging the committing of
the crime.

In the January 2012 issue of Statuko, Okan Bas wrote an article
entitled “He killed someone called Hrant Dink. Did he do something
bad?”, in which he praised Ogun Samast and portrayed Hrant Dink’s
Armenian identity in an offensive manner.

The U.S. Ambassador to Armenia John Heffern convened a press conference
yesterday to speak about the Hrazdan mayoral elections.

It is noteworthy that the press reported interesting information one
week before the election that the U.S. Embassy had appealed to the
Central Election Commission with the request to give the possibility
to monitor the Hrazdan mayoral elections on February 12, but it
was refused.

“We made a request to the CEC, but it refused. We hope to monitor
the elections and we think it is important”, said the Embassy’s press
secretary Taguhi Djahukyan to the Haykakan Zhamanak.

This story seems strange. Either later the CEC allowed the Ambassador
to monitor the elections, or the Ambassador decided he needed no
authorization, but it is a fact the Ambassador visited Hrazdan and
demonstratively told about the election process.

Why did the Armenian Central Election Commission refuse the U.S.

embassy? Does it consider the U.S. embassy a “hostile” structure
which supports and sponsors the “orange” opposition? Or can’t the
embassy monitor local elections at all?

Why did the ambassador call the press conference actually demonstrating
that the CEC is not an obstacle for him and he can act in Armenia
the way he likes?

On the other hand, stating that he liked the elections, the Ambassador
sent a message to the authorities in the face of the CEC saying that
the presence of the U.S. ambassador does not suppose for protests and
support to opposition. We can support you too, as if the Ambassador
says apparently with regards to the next parliamentary elections.

In the end, they will certainly manipulate the U.S. factor as the
“orange disease breeder” and the U.S. embassy needs to start getting
ensured from the negative image now. This does not mean that after the
parliamentary elections the U.S. will issue similar kind statements.

Green activists protesting against the new law “On the Environmental
Impact Assessment” have announced a new protect action.

The activists and environmentalists decided to “storm” the president’s
email. On February 15 starting from 9:00am till 11:30pm they will be
emailing to Serzh Sargsyan demanding revision and elaboration of the
new law by the parliament. Within the first 1.5-hour of the action,
15 people had already emailed to the president.

The Armenian parliament passed the above law on February 6. Activists
say the law will allow large-scale felling without environment impact
assessment and public hearings. In addition, the law restricts the
public involvement in decision-making.

Another action of protest was held in front of the presidential
residence on February 14. Environmentalists were demanding the
president not to ratify the law.

YEREVAN. – Over 26% out of 702 Yerevan respondents will support ruling
coalition member Republican Party of Armenia (RPA) in the upcoming
parliamentary elections, show social survey results.

The public opinion poll was conducted by the Public Political Studies
Center.

The other ruling coalition members Prosperous Armenia Party (21%) and
Orinats Yerkir (14%) follow the RPA, the fourth position occupies off-
parliamentary opposition Armenian National Congress (11%), followed
by parliamentary opposition ARF Dashnaktsutyun (9%) and Heritage (7%).

The fact that Orinats Yerkir is ahead from ANC caused ironic
expressions among the journalists.

According to the survey author, it does not reflect the whole spectrum
of the public opinion as only 702 people participated. If they were
more, the results could have been different.

Anyhow, 21% will participate in the elections, 45% will not, while 34%
will have to decide later.

Asked about the main sources of getting political information, 57%
said TV, meantime, 16% and 12.5% of the respondents follow print
Internet media.

Today at “Slaq” (“Arrow”) press-club writer Merujean Ter-Gulanyan and
editor-in-chief of “Azg” newspaper Hakov Avetiqyan met journalists
and spoke about the media role during the pre-electoral period.

Editor-in-chief of “Azg” newspaper ensured that these Parliamentarian
elections will mostly differ from other ones because of the mass
media activities.

“Journalists’ work will be harder in this period but it will also
be more useful. The details of the elections will be under the
social networks’ concentration and it will be too difficult to close
something”, H. Avetiqyan noted.

The speaker also considers that the society does not trust completely
to the information presented by the mass media and it would also make
harder the journalists’ work. Speaking about the printed and e-media
writer Merujean Ter-Gulanyan announced in his turn that the media
has never been so free in Armenia as it is now.

“The elections will be open and interesting at the same time. E-media
assists it much as the reader may express his/her own opinion on the
theme,” Ter-Gulanyan noted.

The writes is also sure that teh opposition media is more free now
that the media belonging to the authorities as the latter think that
they are in safe and the oppositiom media tries to reach somewhere.

H. Avetiqyan did not agree with such opinion completely. Accoridng to
him there is opposition media and media belonging to the authorities.

As he noted there is partial media.

Referring to the question whether it is right when the journalists
become deputies, M. Ter-Gulanyan said that he would be happy. “NA will
change its style. Journalists are able to express themselves better,
they are more joyful, which means that a new culture will come to
the National Assembly”, the speaker underlined and added that if the
journalist does not have his/her own views of the world, he/she must
not become a deputy. According to him the parties also realize that
the journalists will be useful if they are included in their lists
as they have experience to speak, can be engaged in lawmaking works,
can be opponents and do not afraid of meetings with the people. M.

Ter-Gulanyan also said that he did want to become a deputy again. “Now
it is young generation’s time. I would like to see young people in the
Parliament who know foreign languages, who respect their Motherland”.

H. Avetiqyan also welcomed journalists’ entrance to the Parliament. “I
find it is a progress if journalists replace the businessmen deputies”,
he noted and agreed with Gulanyan that now it is the young people’s
time.

When Barack Obama paid his first visit to Turkey after coming to power,
he urged Turkey to restore relations with Armenia.

Head of the Caucasus Strategic Studies Centre, political scientist
Hasan Oktay told the statement to Gun.Az from Ankara while commenting
on Obama’s decreasing assistance to Armenia and increasing support
to Turkey.

‘We should take into account that Armenia rejected this call of Obama
and he decided to reduce his aid to Armenia as long as this country
does not justify his expectations. Maybe Armenia sees these reductions
as symbolic figures and their consequences will be more than expected.

Today, Washington is well aware about the political course of the
Armenian government in the region. The course does not satisfy the
Obama administration. For now, the main priority for Washington
it to restore peace and stability in the region,’ the political
scientist said.

The National Seismic Protection Agency is set to launch joint
discussions with the Ministry of Emergency Situations and foreign
experts to find out the causes of the recent earthquakes on the
territory of Armenia.

Speaking to Tert.am, the head of the Agency, Hrachya Petrosyan,
expressed concerns over the frequently repeating seismic instabilities
in different parts of the country.

It comes after earthquakes measuring 2.4, 2.8, and 2.7 magnitudes
shook the towns of Artashat, Masis, Aparan recently.

The Seismic Protection Service earlier said that the light quakes
are conditioned by the seismic background and do not pose any threat.

But Mane Hakobyan, a geo-physicist, told Tert.am that the possibility
of threat cannot be absolutely ruled out.

“To say that nothing is happening now would not be right. To understand
the seismic situation properly it is necessary to be informed. But
I have no information, absolutely,” she said, refraining to give
further details on the troublesome situation in the region.

The expert pointed out to two causes – the so-called Arabian Plate,
and the extraction of natural gas and oil from the Azerbaijani mines
(which has been carried out for more than 150 years).

“It is time to voice concerns over the hazardous situation in the
Azerbaijani section of the Caspian Sea and the neighboring regions.

They pose disastrous threats not only to Azerbaijan, but also the
entire region. If continued, they will soon lead to regional, and
very probably, global ecological disasters,” she added.

Citing the Azerbaijani news agencies 1news.az, ANS Press and APA,
Hakobyan had earlier said in an article that a 15-km-deep tectonic
shift on Azerbaijan’s territory had caused a major crack on the
earth’s surface, dislodging the lithosphere on the eastern part to
the Caspian Sea.

Speaking to Tert.am, Hakobyan pointed out to Turkey as another hotbed
for seismic activity, adding that the hazards from there are not so
troublesome as those from Azerbaijan.
