RA Prime Minister, President-elect Serge Sargsyan today refuted the
information that the authorities intend to arrest ex-President Levon
Ter-Petrosyan. According to him, "these rumors do not correspond
to reality." At the same time the President-elect noted that the
suggestion that the authorities "will not dare" to arrest the
ex-President are incorrect.

According to Serge Sargsyan, the organizers of the mass unrest in
Yerevan on March 1 and 2 will stand a transparent trial for everyone
to know about the share of guilt of this or that person. He said
"people will determine Levon Ter-Petrosyan’s fate, since besides
legal responsibilities, there are many historical and moral ones.

Prime Minister Serge Sargsyan declared today that there will be
"unexpected changes" in the new Government. He noted that the new
Government will be "acceptable for people."

The president-elect confessed that he has is not yet decided about
the candidacy of the future Prime Minister of Armenia.

"The formation of the new Government will be my first serious step
as President, and I’ll prove to the public that I’m committed to my
pre-election promises and will be consistent in their fulfillment,"
Serge Sargsyan declared.

EXPEDITION FINDS FRAGMENTS OF ARMENIAN SHIP WRECKED BY WILLIAM KIDD

YEREVAN, MARCH 11, ARMENPRESS: Members of the Ayas Armenian nautical
club are back from an expedition to the Caribbean Sea. Club chairman
Karen Balayan told Armenpress their goal was to look for fragments
of an Armenian merchant ship that was attacked and robbed by famous
pirate, William Kidd in 1698 in the Indian Ocean and was then sailed
to the Caribbean.

Karen Balayan said they managed to find some fragments of that
ship that will be thoroughly examined. He said the four-month long
expedition was filmed and will be shown soon as a documentary.

William "Captain" Kidd was a Scottish sailor remembered for his
trial and execution for piracy after returning from a voyage to the
Indian Ocean.

Some modern historians deem his piratical reputation unjust, as there
is evidence that Kidd acted only as a privateer. Kidd’s fame springs
largely from the sensational circumstances of his questioning before
the English Parliament and the ensuing trial.

His actual depredations on the high seas, whether piratical or not,
were both less destructive and less lucrative than those of many
other contemporary pirates and privateers.

RA POLICE MESSAGE

>From March 1-6, in the results of mass disorder
organized by opposition on 1 March, 407 people were
taken to police station, 184 of them were from
Yerevan, 223 from regions. 23 were taken into custody
and 50 imprisoned. According to the RA Police station
3 cases were sent to RA Administrative court and 7
sent to narcotic dispenser.

>From March 1-2 217 people were cured in medical
centers and police hospital. 33 police officers were
injured and sent to police policlinic centers. People
cured varied in their age and status: 41 ordinary
citizens, 43 police officers, and 133 service men from
18-20.

On 1 March in the results of organized disorder 63
vehicles were burned. 40 police cars were broken and
robbed. 19 police cars were totally burned. 27 buses
and 6 trolleybuses were also broken and burned.

In the results of police operative examination 62
different weapons were found and 3700 bullets, 2
mines, and 15 grenades.

On 6 March the situation in the capital was calm,
without any extraordinary incidents. The officials
carry out every activity to discover the organizers
and recover the social order in the country.

YEREVAN, 06.03.08. DE FACTO. Moscow expressed concern over the
aggravation of the situation in the vicinity of the Nagorno-Karabakh.

The official commentary of Russia’s MFA runs, in part, "Moscow
learned of the armed clashes with the application of heavy weapon
started during the night of March 3-4 in the northern direction of
the contact line, in the vicinity of the Terter River, with great
concern. Now it is principal to bar from developing into concentrated
combat operations and spreading on various sectors of the contact line.

We urge both parties to concentrate all the efforts on the rapid return
to status quo. To achieve this goal all the possibilities specified

Post-Soviet self-proclaimed republics intend to achieve international
recognition

WHAT NAGORNO-KARABAKH COUNTS ON IN CONNECTION WITH THE KOSOVO
PRECEDENT?; An interview with David Babajan, Chief of the Main
Directorate of Information of Nagorno-Karabakh.

Kosovo set a precedent for non-recognized republics of the post-Soviet
zone. Here is an interview with David Babajan, Chief of the Main
Directorate of Information of Nagorno-Karabakh.

Question: Recognizing Kosovo as a sovereign state, the Western
community all but denies other self-proclaimed states similar
acknowledgement. Is it all right to draw parallels between Kosovo
and Nagorno-Karabakh?

David Babajan: The Kosovo precedent is unique because it amends
international law and introduces something new into nations’ right
to self-determination. Regardless of all claims that Kosovo is not a
precedent, this episode will certainly have far-reaching consequences.

The United States recognized Kosovo as a sovereign state promoting
its own geopolitical interests. The situation with Nagorno-Karabakh
is different. Our foreign policy may be well-balanced, democratic
institutions may develop and so on, but all of that will be a waste
of time and energy unless our actions suit movers and shakers. We
should use this period when we are not recognized as a sovereign
state to develop our state. The day will come when we are recognized.

Question: Necessity to return Stepanakert to the Azerbaijani-Armenian
negotiations is speculated on, these days. What will its return to
the talks mean?

David Babajan: The negotiations were trilateral until the middle of
the 1990s. They are bilateral now, and they entered a blind alley. It
will take Stepanakert’s involvement to do away with the deadlock.

Unfortunately, Azerbaijan is not ready for it and it is unlikely to
be ready for it in the foreseeable future. Direct negotiations with
Stepanakert will signify recognition of Nagorno-Karabakh’s status
and Baku does not want it. It knows better because there are other
ethnic minorities in Azerbaijan that may get ideas and follow in
Nagorno-Karabakh’s steps. That is why the Azerbaijani leadership views
the Nagorno-Karabakh conflict as a purely territorial conflict and not
as something to be regarded from the standpoint of nations’ right to
self-determination. Hence its thoroughly non-constructive stand. Broad
autonomous rights or actual recognition of Nagorno-Karabakh’s
independence may encourage other peoples in Azerbaijan.

Question: A joint Azerbaijani-Armenian delegation visited
Nagorno-Karabakh not long ago. Is it correct to treat it as the
beginning of reconciliation and return of fugitives?

David Babajan: We feel no animosity with regard to the Azerbaijani
people. Before coming to the return of fugitives, however, some other
steps should be taken. Psychological and historic reconciliation is
necessary, and that will take permanent contacts at the level of
non-governmental organizations and political structures. There is
a legal nuance here as well. Let’s say the fugitives do come back
but where will they go? To the jurisdiction of what state? Political
issues should be addressed first.

Question: But the threats to conquer Nagorno-Karabakh again and subdue
it by sheer strength of arms made by Baku every now and then do not
exactly improve matters, do they?

David Babajan: They do not, indeed. We are sorry to hear these
threats. Still, impressive economic parameters and fantastic
military budgets do not guarantee victory in war. Another war in
Nagorno-Karabakh is a matter of prestige for Baku but for Stepanakert
it is a matter of life and death. This asymmetry of the motives may
play an instrumental part, you know. There are purely military and
geopolitical nuances as well, and they preclude a military solution
to the problem. If the war begins, however, it will be on a scale
larger than the one before. It will mean a new bloodshed and new
victims. Nobody needs it. That’s what our stand comes down to.

Question: Is independence from Armenia possible as well?

David Babajan: Researchers usually view the Yerevan-Stepanakert
connection from the economic standpoint. Stepanakert does depend
on Yerevan from this angle. On the other hand, there is more to the
general idea of sovereignty than this. It cannot be measured.

Nagorno-Karabakh is an important ethnic and political component
for Armenia. The Armenians lost their statehood more than once,
their territories were subjected to ethnic purges on more than one
occasion. The last one took place in the Ottoman Empire in 1915. All
of that developed a complex of victims in the Armenians resulting in
assimilation abroad. After all, it is more preferable for people to
identify themselves with winners, say with the Americans.

Nagorno-Karabakh is different. It offered an alternative.

Nagorno-Karabakh restored our faith in our own strength. Hence its
importance in the pan-Armenian world.

Question: Does Nagorno-Karabakh count on sovereignty or on becoming
a part of Armenia?

David Babajan: We fought for reunification but this movement eventually
evolved into the struggle for complete sovereignty which is more
attractive from the standpoint of economic development. In any case,
Armenia and Nagorno-Karabakh have a lot in common, the degree of
integration is quite high. What counts, however, going back is no
longer an option. There are various options we may choose among, but
not a single one of them stipulates being a part of Azerbaijan. As
for whether Nagorno-Karabakh becomes sovereign or a part of Armenia,
time will show.

On March 4th, the NKR President Bako Sahakian paid a visit to a number
of primary, educational and industrial institution-enterprises of
the capital.

The President visited infant creative centre of Stepanakert,
"Tatev" and number 2 kinder-gardens, school number 4, as well as
vocational school. Bako Sahakian was also in electrotechnical factory
of Stepanakert.

The main aim of the visit was to get acquainted with the activity of
the above-mentioned institutions and their problems on the spot.

The NKR Prime minister Ara Harutyunian, ministries of education and
science, urban planning, economical development were accompaning the
head of the country during the visit.

ceasefire again on March 4 and started firing early morning.

Azerbaijan’s Defense Ministry Press Service told APA, it was resulted
with the straining of situation in several directions through the
frontline.

The enemies trying to distract international community’s attention
from the bloody clashes and armed confrontation in Armenia fall back
on the diversion. Azerbaijani Army heroically fitting rebuff to the
enemies and launched a heavy strike on them. 12 Armenian militants
were killed and 15 wounded in the direction of Goyarkh village of
Terter region. The enemies have been forced to stop firing in 01.00
on March 5, a relative calmness settled now in the area. Three
soldiers of Azerbaijan Army – 1988 born Tusayev Nemat Habibulla
oglu (drafted in January, 2007 in Zagatala military commissariat),
1988 born Gasimov Yusif Oruj oglu (drafted in October, 2007 in
Sheki military commissariat) and 1988 born Ismailov Bahruz Arzu oglu
(drafted in October, 2007 in Sheki military commissariat) fell in the
battle. 1988 born Aljanov Rovshan Khazar oglu (drafted in October,
2006 in Gobustan military commissariat) was wounded. Another soldier
of Azerbaijan Army 1978 born Safarov Jeyhun Bahaddin oglu (drafted in
1996 in Khatai military commissariat) fell in the direction of Gizil
Oba village of Terter region on March 5 late night when Armenian
forces opened fire on the positions of Azerbaijani Army.

VATICAN CITY (AP) – The Vatican No. 2 traveled to Armenia Tuesday
despite clashes there over the weekend that left eight people dead
and more than 100 injured, relaying Pope Benedict XVI’s wishes for
peace in the region.

Cardinal Tarcisio Bertone, the Vatican’s secretary of state, had been
scheduled to leave for the former Soviet republic on Sunday. But he
put off his departure for a few days because of the unrest.

"Benedict XVI wishes you days of internal and external peace,"
Bertone said during a joint prayer Tuesday with Karekin II, leader
of the Armenian Apostolic Church. The remarks were reported by the
Vatican’s daily newspaper, L’Osservatore Romano.

Armenian President Robert Kocharian declared a 20-day state of
emergency Saturday night following a day of clashes between government
forces and demonstrators protesting alleged fraud in the Feb. 19
presidential election.

According to the Vatican newspaper, Bertone also said the pope hoped
for better social conditions in Armenia and for future of justice
and transparency in the country, attaching great importance to the
role of the church in the process.

Bertone said the pope wished to assure the Armenian clergy and people
that he is praying for them.

The visit by a top Vatican official to the former Soviet Republic
underlines Benedict’s desire for closer relations with Orthodox
Christians.

Bertone told Karekin that the pope "joyfully awaits you in Rome to
express in person his admiration for the extraordinary cultural and
spiritual treasure that Armenians have given to humanity.

Bertone is due to meet with Kocharian, as well as other political and
religious leaders, during his two-day visit, the Vatican said. He is
scheduled to leave Thursday for Azerbaijan, as planned.

Bertone’s Armenia trip is his second in as many weeks to a country
undergoing political uncertainties. He arrived in Cuba for a weeklong
visit on Feb. 20, a day after Fidel Castro resigned from his 49-year
rule. The timing of that visit was coincidental as well.
