Azerbaijan, Baku, 30 July / Trend News / "Iran, Armenia, Turkey and
Azerbaijan possess a considerable potential in the region and it is
necessary to establish relations among them to improve the development
of these countries," Manuchohr Mottaki, the Iranian Foreign Minister,
stated at a meeting with Garib Janyan, the Armenian Foreign Minister,
on 30 July, the Iranian agency IRNA reported.

The Armenian Foreign Minister visited Tehran to participate in the
15th meeting of the Non-Alignment Movement (NAM) as an observer.

During the meeting with Janyan Minister Mottaki voiced his satisfaction
with Armenia’s participation in this forum as an observer. He said
that the slogan of the 15th meeting of the NAM is ‘Unification
for World and Justice’ and it is valuable both for observers and
member-countries of this Movement.

According to the Iranian Foreign Minister, relations between Iran and
Armenia are developing in a high level. He insisted to take steps for
the further expansion of the relations between two countries. Janyan
supported this statement of his counterpart. He noted that Armenia
was fully prepared to hold meetings of joint economic commissions of
two countries.

EXAMINATION OF LAWSUIT OF GAGIK JHANGIRIAN AGAINST ROBERT KOCHARIAN TO START ON JULY 31

The examination of the lawsuit of Gagik Jhangirian against Robert
Kocharian will start on July 31 at the RA Administrative Court,
presided over by judge Artsrun Mirzoyan. The claimant appeals against
the legality of the former RA President’s February 23 decrees on
relieving him of the post of RA Deputy Prosecutor General and of his
ranks. A decision to fix the day of starting the judicial enquiry
was made during the July 25 preliminary hearing. The representative
of the respondent party, head of RA President’s Administration Hovik
Abrahamian, did not come to the court sitting, asking to examine the
case without him.

G. Jhangirian considers that he has never been engaged in politics,
he has never joined any party and has not carried out agitation,
and he spoke at the rally about violations at the preelectoral and
electoral stages, abuses, crimes, as well as on illegal quash of
the part separated from the case of the 1999 October 27 terrorist
act. "Expressing an opinion is a constitutional norm, natural human
right, and it is not political activity," the claimant said.

During the last demonstration leader of the neobolsheviks Ter-Petrosyan
cynically announced: "During his 10 years term of office he (Robert
Kocharyan – L.P.) cut 5 km red tape and rewarded 10 thousand people
with medals.

Of course we will not discuss how many centimeters red tape has the
first President cut during his notorious years of power, how many
places of entertainments has he opened. Of course they will never
speak about these topics.

Let’s touch upon the medals given to the participants of Artsakh
liberation war, who have always been ignored and disvalued by LTP.

In 1998, the authorities in the person of President Robert Kocharyan
put forward the issue of giving at least moral compensation to the
participants of Artsakh liberation war – to everyone without any
exclusion.

Though logically Levon Ter-Petrosyan should have done it much earlier.

Moreover, he likes to sing his own praises, representing himself as a
"victorious President", that during his years of power Armenia restored
its lost lands.

During the last 10 years by the decrees signed by Robert Kocharyan
4404 people have been rewarded with the Medals of Braveness, from
which 3750 – posthumous.

Thus in the number of those rewarded posthumous the highest index has
been recorded in 2002-2003. In 2002 – 2249 liberation fighters were
rewarded, from whom 2182 – posthumous, in 2003 – 1264, from whom 1247
– posthumous.

If by speculating the fact of the rewards Levon Ter-Petrosyan
hints that by rewarding these people Robert Kocharyan was trying to
strengthen his positions, by winning them over before the elections,
then we must mentioned that this version is mildly speaking ridiculous.

Moreover, after 1998 the ex-President has rewarded 6958 liberation
fighters with Military Service Medals. In this case the overwhelming
majority of the rewards were given in 2006-2007, 3752 – in 2006 and
1855 – in 2007.

Which means it took place when the President’s term of offices was
coming to a close and there is no sense to mention that in this case it
would have been really senseless to "touch the hearts" of those guys.

It’s worth mentioning that in 1999 Karen Demirchyan and Vazgen Sargsyan
were rewarded with the medals of the Motherland and "Armenia’s National
Hero", about which Levon Ter-Petrosyan over again utters no word.

What does this mean? Not only does Levon Ter-Petrosyan ignore those
who have liberated our lands, but he also defames the memory of the
liberation fighters, rewarded posthumous.

This is the "moral" value system of the boss of Armenian Pan National
Movement. He can easily forget his "friends". For the realization of
his personal goals he can stroll over everything saint.

The work "Adana" dedicated to the victims of the Armenian Genocide
was presented in 17 languages by representatives of 15 nations. It
will be followed by another project called "Love each other", said
Composer Ara Gevorgian in a press conference held in the National
Library of Armenia.

Director of the National Library Davit Sargsian thanked all those
artists and people who contributed to the creation of "Adana"
mentioning that it is impossible to forget the incidents of 1909
in Adana.

The author of the lyrics Daniel Decker before the joint work with Ara
Gevorgian touched upon the Armenian history through the work "Mush".

Listening to the music of "Adana" by Ara Gevorgian he offered to
write a song based on the music. The works lasted approximately one
year. The song is presented also in Turkish, and the name of the
singer remain secret.

According to the Director of the Armenian Genocide Museum-Institute
Hayk Demoyan, where diplomacy is powerless, music works.

The singers of the song Inka from Finland, Luis Verner from Sweden
and Kay Auhagen from Germany underlined that the whole world should
know of what happened in order new tragedies should be prevented.

Director of F. Nansen foundation Felix Bakhchinian handed over medals
to Ara Gevorgian, Daniel Decker, Inka, Luis Verner, Kay Auhagen,

ArmRosgasprom to invest 7.7bln drams to modernize Armenia gas distro

ArmRosgasprom to invest 7.7bln drams this year to modernize gas
distributing system in Armenia

YEREVAN, July 25. /ARKA/. ArmRosgasprom, an Armenian Russian company
importing and distributing natural gas in Armenia, is going to invest
7.7bln drams ($25.6mln) to reconstruct the gas distributing system by
the end of this year. The company says 3bln ($9.96) will be spent to
construct a new gas distributing station for Yerevan, the fourth one.

1.1bln drams ($3.7mln) will be used to relay the accident-prone gas
pipelines, and 3.6bln drams ($11.9mln) to regulate gas supply modes,
improve gas supply system and ensure safe operation.

ArmRosgasprom has a monopoly right to deliver and distribute Russian
natural gas on Armenian market. The company was founded in 1997. Its
current capital totals 278bln AMD ($900mln). The shareholders are
Gasprom (81.16%), the Ministry of Energy and Natural resources of
Armenia (22.78%) and the Itera oil and gas company (5.06%). `0–

Number Of ArmenTel Mobile Telecommunication Users Exceeds 780,000

NUMBER OF ARMENTEL MOBILE TELECOMMUNICATION USERS EXCEEDS 780,000

The number of ArmenTel mobile telecommunication
users rose from 540,000 at the first quarter to 780,000 in July, Neicho
Velichkov, director general of ArmenTel (Beeline brand), said on Thursday in
Novosti International Press Center.

"We were not so active in this segment of the telecommunication market,
while now we strted working better. That is why the number of our
subscribers has grown", he said.

Two companies are currently operating on Armenian mobile communication
market – ArmenTel, totally owned by Russian VimpelCom, and VivaCell with
the controlling shares owned by Russian MTS Company. On July 18, Armenia
announced a tender for selecting the third mobile operator.

Armenian Public Services Regulatory Commission says the number of two mobile
telecommunication operators – ArmenTel and VivaCell – doesn’t exceed

The Philadelphia Museum of Art will organize a retrospective devoted
to the world-famous American-Armenian artist Arshile Gorky in October,
2009. The exhibition will present around 180 paintings, reflecting
the full scope of the artist’s prolific career. Drawn from public
and private collections throughout the United States and Europe,
the retrospective will reveal the evolution of Gorky’s unique visual
vocabulary and mature painting style.

Being on view until December 2009, it will travel from Philadelphia
to London and Los Angeles.

The Council of Europe does welcome the initiative of President
Serzh Sargsyan, who invited his Turkish counterpart Abdullah Gul
to a qualifying football match, Mr Lluis Maria de Puig, President
of the Parliamentary Assembly of the Council of Europe, said in a
conversation with a PanARMENIAN.Net reporter.

"I can’t foresee the result of ‘football diplomacy’ but all steps that
can originate a Turkish-Armenian dialog should be welcomed. I know
that the two states experience problems but they can be overcome. Serzh
Sargsyan’s initiative was a manifestation of good will," he said.

The World Cup 2010 qualifying match is due in Yerevan on September 6.

It’s not the first time when Azeri media represented statements by
CoE and PACE members torn out of the context, Mr Lluis Maria de Puig,
President of the Parliamentary Assembly of the Council of Europe,
said in a conversation with a PanARMENIAN.Net reporter.

"I did sound the position of the Council of Europe which rates
territorial integrity of all its member states as one of basic
principles. At the same time, the CoE supports the right of nations
to self-determination. Each conflict has its peculiar ways of
settlement. For instance, Montenegro gained independence through the
right to self-determination," he said.

"As to Nagorno Karabakh, we think that the OSCE Minsk Group Co-chairs
do their utmost for resolution of the Nagorno Karabakh conflict and
we welcome their endeavors. PACE stands for dialog between Armenia and
Azerbaijan and is ready to join the settlement talks if the sides issue
a request. I do repeat that we support a peaceful way of settlement,"
the PACE President said.

Earlier this months, some Azeri media quoted Mr de Puig as saying
that the "Council of Europe supports the territorial integrity and
inviolability of Azerbaijan’s borders" and that "PACE calls on Armenia
to quit the occupied territories of Azerbaijan immediately and without
any preconditions."

Her Majesty’s Ambassador to the Republic of Armenia Mr. Charles
Lonsdale visited Gegharkunik marz. The Ambassador met Gegharkunik
Marzpet Mr. Nver Poghosyan and discussed the UK development assistance
projects in the marz, particularly the "Armenia Regional Development
Project" funded by the UK Department for International Development
(DFID).

The Armenia Regional Development Project (ARDEP) has been implemented
since 2003 in Gegharkunik and Tavush marzes. DFID has provided
each marz with £1 million for the implementation of the Regional
Development Plans (RDPs) that were developed by the marzpetarans
with active participation of the non-governmental sector and local
communities. The RDPs were designed to contribute to the poverty
reduction in those regions.

Gegharkunik Marzpet briefed the UK Ambassador about the various
projects implemented under RDP, particularly refurbishment of
hospitals and schools, reconstruction of irrigation and drinking
water systems. Mr. Poghosyan said that the success of the first RDP
served a basis for drafting the 2008-2011 regional development plan
for Gegharkunik. Mr. Lonsdale visited the Gavar Maternity Hospital,
the roof of which was reconstructed under RDP plan, and the secondary
school in Sarukhan village, which now has a heating system thanks to
DFID funding.

A key element of the RDP approach is the involvement of local c ivil
society. The Ambassador met the members of local NGOs who played
an important role in planning, monitoring and evaluation of the
RDP projects.

The NGO representatives highly valued the Armenia Regional Development
Project, pointing that it enabled them for the first time to be
actively involved in addressing local issues, as well as gave valuable
experience of project design and cooperation with other NGOs. The local
NGO network created as a secondary outcome of RDP in Gegharkunik will
continue its activities after ARDEP phases out.

ARDEP is finalising its activities in 2008, and currently the
modalities and future funding for the roll-out of the ARDEP
experience to other marzes is under discussion between the Ministry
of Territorial Administration and other potential donors such as the
European Commission.
