Zardusht Alizade: "If the Kremlin is ready to return Nagorno Karabakh
to Azerbaijan and pay European prices for our energy sources, Nabucco
project may go to hell"

Azerbaijan has a definite volume of oil, which it sells, earning some
money, mostly successfully misappropriated, said famous political
scientist Zardusht Alizade.

He said naturally we want to sell this oil as expensive as possible
and therefore, we are seeking new ways for its sale. There are two
buyers Europe and Russia, who offer equal prices for our oil.

"But Russia may also add the return of Nagorno Karabakh to Azerbaijan,
therefore, we should think carefully before taking a final decision
about the further ways of the sale of our oil. This is the real
purpose of the conduction of the fourth energy summit in Baku".

As for the future of Nabucco project, he said this project has no real
chances for implementation.

"I would like to remind that in Nabucco project the main stake is on
the Turkmen and Kazakh gas.

Russia has a contract with Turkmenistan about the purchase of gas from
this country. Moreover Russia has an intention to lay new pipelines
along the Caspian Sea as well as the intention to attain pumping of
Kazakh oil and gas by the Russian pipes. It is difficult to say how it
all end, But possibly the answer will be received in the near future",
said the political scientist and noted that Azerbaijan in these
conditions must consider all gains from cooperation in energy sphere
with Russia and Europe.

"I would repeat that Russia is ready to pay for our energy sources by
energy prices that is Azerbaijan does not lose from cooperation with
Russia in energy sphere. Moreover, it is possible that as a reward the
Kremlin will return Nagorno karabakh to Azerbaijan. It should also be
taken into account that our ruling elite is morally closer to Russia
than Europe", noted he.

"Everything now depends on Russia. If the Kremlin is ready to return
Nagorno Karabakh to Azerbaijan and pay European prices for our energy
sources, Nabucco project may go to hell. And then the United States
will not be able to resist this choice of official Baku. But if not,
our country may have unpleasant surprises, arranged by the
Kremlin. These are the realities and we should be ready to them",
concluded Alizade.

World Chess 38th Olympiad is a successful start for Armenian
team. Armenian men and women chess teams started their first rounds
with Italian team and defeated them. Hence Levon Aronyan, Gabriel
Sargsyan, Tigran Petrosyan and Vladimir Hakobyan fixed their first
victory. Elina Danielyan, Lilit Lazarian, Nelli Aghinyan, Lilit
Galoyan and Siranush Andriasyan are included in Armenian women team.

Armenia rates in the 9th horizontal of the current Olympiad and Italy
– 44th.

Note that there are some Armenian chess players presenting flags of
other countries. Nathalia Khudgaryan and Dina Ghahramanova present
Canada, Mary Grigoryan presents England, Mickael Akopov presents
Finland, David Harutyunyan – Georgia, Arusa Purkashyan – Iran, Syuzan

According to the press release spread by the General-Director of
HayPost Mr. Hans Boon he has been twice attacked and got physical
injuries after which the General-Director left the country and rejected
chairing his position anymore. In this regard the Police Station gave
some explanations to Panorama.am.

According to the Police Station criminal cases have been claimed
on the two attacks happened on 12 July and 10 October. Currently
the Police Station blames Yuri O. and Samvel H. and continues the
preliminary investigation regarding the second attack.

To the question whether those attacks are connected with the
professional duties of Mr. Boon, the police officer said that this
is court to decide why those two attacks were organized.

ArmInfo. Inflation will total about 6% in 2008 in Armenia by
preliminary data, Chairman of the Armenian Central Bank Artur Javadyan
said in the parliament Thursday.

He said Armenia is still among the states having the lowest
inflation in CIS. Thus, inflation in Azerbaijan will total 27%
by preliminary data. ‘It is grave illness which is the problem for
the Government, Central bank and the public. It is impossible to
speak of development having so high inflation’, A. Javadyan said. He
called rather realistic the 4% (plus-minus 1.5%) inflation the draft
budget of Armenia for 2009 envisages. The fluctuation of the foreign
exchange rate (US dollar) will not exceed 2%. The exchange rate
of the Armenian dram and US dollar in the country made up 300-309
drams per 1 US dollar from Dec 2007 up to October 2008. The share of
foreign debt in GDP inspires with optimism as well, since it is among
the lowest in CIS. In this connection, the Central Bank intends to
further evaluate the situation. He did not rule out the possibility
of new foreign borrowings. The World Bank mission is currently in
Armenia and some scenarios are discussed with it. In particular,
they discuss additional 250 million dollars credit for development
of small and medium-size enterprises if necessary. Taking into
consideration regional problems leading to growing unemployment,
the country may receive these funds and the draft budget for 2009
may be revised. Negotiations are underway with the EBRD, Asian
Development Bank and German KfW Bank for implementation of programs
in other spheres. In particular, negotiations are for provision of
credits for implementation of mortgage lending programs and loans
for development of the industrial sector. A. Javadyan mentioned the
project of All Armenian Bank where the country’s participation will
total about 120 million dollars. The total capital of the bank will
make up 100 million dollars or 30 billion drams. All these funds will
be invested in development of real sector.

The Russian, Armenian and Azeri Presidents’ heated discussions over
the Moscow Declaration became the litmus test revealing or rather,
reiterating L. Ter-Petrosyan and his company’s loneliness in their
ambitions of "selling" Karabakh.

The native political forces and society in general are against the
ideology of solving the Artsakh issue ahead of time and thus getting
rid of both Karabakh and the Karabakh problem. And no matter how much
the pro-Levon activist may make titanic efforts pretending that they
are the defenders of Artsakh, the reality is that these people have
again found themselves in the status of white crows 10 years after
their quitting the political arena in an undignified manner. Judge
yourselves.

The Republican Party of Armenia, in the person of Serge Sargsyan,
definitely announced that it is ready for mutual vs. unilateral
concessions, and unlike the members and supporters of the Armenian
Pan-National Movement, it has no intention to retreat from the
fundamental security principles established by the independence of
the Nagorno Karabakh Republic, its land border with Armenia and the
international guarantees.

The Declaration was valued inasmuch as it provided for the political
settlement of the conflict in the frameworks of a peaceful process,
and last but not the least, it proved the inefficiency of Azerbaijan’s
tricks of renouncing the Minsk Group format and transferring the
issue to other international tribunals.

Approving the constructive clauses of the document, Dashnaktsutyun
nevertheless expressed certain concerns, in particular with regard to
the issue that the document didn’t contain the signature of the NKR
President, that’s to say, the role of Karabakh as the main subject of
the conflict was ignored. At the same time, it considered the clauses
concerning the unilateral return of the liberated territories and
the Azeri refugees unacceptable.

"Heritage" faction, in the person of Raffi Hovhannisyan, was also
against the unilateral concession of the territories and the return
of the "Azeri refugees" to their former places of residence. The
party supported its stance by saying that those issues have to be
resolved in a broader context, with the involvement of the Armenian,
Turkish and Azerbaijani parties.

As to the extra-parliamentary factions, their attitudes are also
well-known.

Paruyr Hayrikyan, leader of the National Self-Determination Union,
gave the best formulation to senselessness of the prospect of settling
the Karabakh issue "within two months". He said that demonstrating
unnecessary haste in this matter was the same as handing over Karabakh.

The only "political force" that agrees to any option of conflict
settlement and hurries to close the Karabakh issue following
"the-sooner-the-better" principle and start Armenia’s newest history
from a blank page, i.e. without the entangled string of Karabakh,
is LTP together with his co-thinkers.

LTP is so obsessed with the idea of putting an end to the Karabakh
conflict that without considering the opinion of his allies, he hurried
to discontinue the demonstrations so as not to prevent the authorities
from signing the so-called "Dayton agreement" by the end of the year.

Even Zhirayr Sefilyan and Vahan Shirkhanyan, who were enlisted to the
congress, protested against him by setting up a new "pro-Karabakh"
union and supporting the slogan "No single inch from the liberated
territories".

Thus, everything was settled. LTP and the sworn members and supporters
of the Armenian pan-National Movement remained the only people in
the camp of those desiring to cede Karabakh.

Î’ foreign ministry spokesman on Wednesday underlined that "the
statements made by the Turkish defense minister are unfortunate, to
say the least," in reference to eyebrow-raising comments reportedly
expressed by minister Mehmet Vecdi Gonul, namely, that the eradication
of Greek and Armenian communities in Turkey was imperative in the
process of the establishment of a modern Turkish nation-state.

"Such statements are characterised by an unacceptable and dangerous
reasoning that should have been left back in the dark past, where it
belongs," he added, stressing that clarifications made "a posteriori"
are not enough to change the initial negative impressions and the
emotions they caused."

On whether he shares the optimism expressed by UN special envoy for
Cyprus Alexander Downer, who spoke of a "steady progress" in the course
of the negotiations, Koumoutsakos responded that the essence of the
negotiations is what counts and what will determine the outcome of
the process.

"Based on the developments so far, it is proved that the Greek
Cypriot side and Republic of Cyprus President Demetris Christofias
have contributed in a substantive manner toward finding a solution
… we are expecting tangible indications of a constructive stance

of the trilateral meeting of Armenian, Turkish and Azerbaijani foreign
ministers within the frames of OSCE Foreign Ministers’ Council which
will be held on Helsinki in December, Armenian Foreign Minister Edward
Nalbandyan said at today’s press-conference in Yerevan.

Asked if the Karabakh conflict settlement process was discussed
over the similar meeting in New-York, the minister replied the above
mentioned meeting lasted just 15 minutes and Ankara’s initiative on
the Caucasus Platform establishment and was initiated by Turkish
foreign minister. Edward Nalbandyan emphasized there should be
no word about the intermediary mission of Turkey in the Karabakh
conflict settlement process. Turkey can just support the process via
normalization of relations with Armenia and opening of the border as
well as via affecting Azerbaijan. ‘But if they initiate the trilateral
meeting in Helsinki, we shall discuss it’, – the minister assured
and added Armenia does not refuse the dialogue especially if it is
directed at establishing stability and security in the region. As for
the initiative on the Caucasus Platform establishment, the Armenian
party welcomes the idea, but there are some problems regarding its
format and working machinery. Anyway, the minister said, the bilateral
cooperation within the initiative is important.

"This tragic event occurred on October 25", said independent military
expert Uzeir Cafarov commenting on the information that soldier Hasan
Allahverdiyev shot himself while being on the military post. "Hasan
Allahverdiyev was shot by a commander of his unit.

In the result the soldier was brought first to the Shemkir military
hospital but then considering his critical state a military helicopter
was sent from Baku, which carried Allahverdiyev to the reanimation
department of the Central Military medical hospital of the Defense
Ministry of Azerbaijan. Now the doctors are struggling to rescue
the soldier. He is in a critical state. Doctors removed his spleen,
his liver is half-dead in the result of shooting and the soldier is
connected to the artificial respiration facility".

"It means that what spokesman for the Defense Ministry Eldar Sabiroghlu
says is a lie", said Uzeir Cafarov. "It is time to put an end to
this shameful practice, which has become a fashion in the Defense
Ministry. They consider that if a soldier is shot, it means that it
should be registered as a case of suicide.

First of all, Allahverdiyev served for about 3-4 months. Here a
question arises – how this young low-experienced soldier came to be
on the military post, where he is said to shoot himself? I think the
military prosecution will investigate this issue and I want the Defense
Ministry to stop mocking at the public opinion and stop taking the
side of responsible commanders and reject these inadmissible methods.

After being recruited soldiers are bound to undergo adaptation in
the territory of the military unit. If such a conscript is sent to
a post right away, it can easily breed undesired results. This is an
example of that conscripts are sent to the posts and those who served
half a year and more, do not go to the posts, which is a principal
moment in the sense of the real combativeness of our army".

Hasan Allahverdiyev has no father and according to the expert initially
his commanders wanted to register the case of attempted suicide due
to his hard family state.

"But soldiers serve in harder circumstances and according to the logics
of the Defense Ministry, they must all commit suicide. I would like
to say that the unit, where Allahverdiyev serves, is one of the most
complicated ones and it locates in the mountains.

I want to remind to Sabiroghlu that 2 months ago in the same Shemkir
division in the area of the Khanlar region soldier Faik Sarkarov,
recruited from Khachmaz, shot Afig Tarlanov dead. At that time the
Defense Ministry also attempted to present the case in a different
context but then it became clear that the soldier was shot by his
fellow-in-arms due to bullying. I can state numerous other similar
examples.

Therefore, I would recommend to the Defense Ministry to try not
to hurry with making conclusions or release any commanders from
responsibility. Commanders must bear responsibility for all such
tragedies. It is necessary to point to commander of the Shemkir unit,
general Chingiz Shafiyev that he bears the direct responsibility for
the repeated capturing of our soldiers by Armenians in his direction
and for those soldiers who died "owing" to bullying.

I can not understand the position of the Defense Ministry which tries
to justify its officials, though the victim is still in the reanimation
department, he was not even questioned about how he was injured. The
Defense Ministry state stubbornly that it happened due to the "weak
will", while there are witnesses who saw that Allahverdiyev was shot
by his junior commander, that they argued and the sergeant fired on
the soldier. In the next 2-3 days we will learn whether Allahverdiyev
will live or doctors will not manage to rescue him".
