On July 14 Head of the RoA President’s Administration, Hovik
Abrahamian, met with Commissioner for Human Rights of the Council of
Europe, Thomas Hammarberg.

The interlocutors discussed the process of accomplishment of
Resolutions 1609 and 1620 of the Parliamentary Assembly of the Council
of Europe, particularly referring to the status of the detained persons
and issues connected with the parliamentary format of the independent
investigation of the March 1occurrences. The CoE Commissioner for
Human Rights is to present a report on the issue at the Monitoring
Committee in September.

Hovik Abrahamian assured Mr. Hammarberg that the Armenian authorities
are resolute to fully investigate the events of March 1 and punish
the criminals. At the same time he underlined that no one can be
persecuted for political views

BEIRUT: Beirut celebrated the spirit of education over the weekend
with the graduation ceremonies of two prominent institutions in the
capital. Haigazian University honored 157 students on Friday, while
City International School celebrated its fifth commencement ceremony
on Saturday.

Haigazian’s graduation ceremony was held in the First Armenian
Evangelical Church courtyard in Beirut, where 150 students received
Bachelors degrees and seven students were honored with Masters degrees.

Among the 1,200 students, family members, politicians and diplomats
present at Haigazian’s ceremony were Higher Education Minister Khaled
Kabbani, representing President Michel Sleiman; Minister of State for
Administrative Affairs Jean Hogasapian, representing Prime Minister
Fouad Siniora; and MP Hagop Pakradounian, representing Parliament
Speaker Nabih Berri.

While addressing the graduates, the university president, Reverend
Paul Haidostian, stressed the role of education and how the younger
generation can improve the lives of people in the country. "Key words
in our world include development, advancement, openness, inclusiveness
and globalization. And yet, loneliness, stress, lack of trust, racism,
violence, disorientation, injustice and dissatisfaction characterize
the modern human situation … The young generations deserve all
the chances, all the support, and all the guidance we can give,"
Haidostian said.

"After all, quality of life and quality of education are inseparable,"
he added.

The university’s two valedictorians voiced similar thoughts on the
role of education. Mirvat Ammouri, speaking in Arabic, emphasized
education’s importance in improving the status of humanity. Nayiri
Kalajian, speaking in English, encouraged the graduating class to
face future challenges.

"Let us serve our community purposefully, for it is through our
service that we will realize our strengths to face the challenges
that will confront us," Kalajian stressed.

The guest speaker, Economy Minister Sami Haddad, reminded the
audience about the importance of Lebanon’s human capital. "Lebanon’s
great wealth is its people, or what economists refer to as human
capital. And it is the noble role of enhancing the knowledge of our
youth, sharpening their skills and challenging their intelligence
that our elite educational institutions, such as Haigazian University,
are fulfilling so well," Haddad said.

The minister also emphasized the growing importance of high-value-added
sectors such as banking, medicine, education, agriculture and industry.

"The future of the Lebanese economy lies in high-value-added industries
and not ordinary ‘staple’ products that can only compete on the basis
of price. High-value-added industries tend to employ large numbers
of qualified people like the students who are graduating today from
this esteemed university," he said.

Meanwhile, principal Nather Simhairi and guest speaker professor Souma
BouJaoude, the chairman of the education department at the American
University of Beirut, addressed an audience of graduating students,
teachers and parents at the City International School ceremony in
Beirut. The ceremony, held on the school campus, honored students
from the Lebanese Baccalaureate and the American Program, including

"Improvement of nation’s intellectual basis will determine and
form Azerbaijan’s further competitiveness strategy for a new global
environment," said head of Centre for Strategic Studies attached to
Azerbaijani Presidential Administration.

Trend News’ interview with the head of Centre for Strategic Studies
attached to Azerbaijani Presidential Administration, Doctor of
Political Sciences Elkhan Nuriyev:

Question: How successful in terms of Azerbaijan’s positioning and
informing the international community of the truth about Azerbaijan
is the international conference recently held in London through the
assistance of British NGO LINKS? Which issues were mostly disputed
by the audience?

Answer: The London conference is a very interesting and successful
project, which Azerbaijani Centre for Strategic Studies implemented
jointly with British NGO LINKS and the International Institute
for Strategic Studies (IISS). It is pleasant that the conference
took place in the London headquarters of IISS, which is not only a
respectable analytical organization, but first of all is a source of
precise and objective information on international strategic issues
for state figures, politicians, diplomats, scientists, servicemen,
journalists and representatives of West’s elite circles.

At the event, which took place at a very high level, speaking
were specialists whose reports completely satisfied the
participants. Members of our delegation, which included Elnur Aslanov
(a department head at Azerbaijani Presidential Administration), me
as the head of Centre for Strategic Studies attached to Azerbaijani
Presidential Administration, Azar Amiraslanov (MP), Shahmar Movsumov
(head of State Oil Fund of Azerbaijan – SOFAZ) and Tural Karimli
(chairman of non-governmental Human Rights Foundation), informed our
British counterparts of serious information about Azerbaijan in the
format required for national interests. We answered all questions of
our counterparts – from Azerbaijan’s geostrategic role in Europe’s
energy security to possible economic, political and foreign political
challenges which our countries are facing.

There were many positive controversies in all four sessions of the
conference. The issues of current importance on contemporary geo-policy
of Azerbaijan and its geo-strategic significance in South Caucasus,
Caspian Sea reservoir and Black Sea region provoked the interest of
the audience.

At the same time, the focus of our discussions was the resolution
of the Nagorno-Karabakh conflict and important issues such
as comprehensive foreign policy of the country, its further
democratization and consolidation of the civil society. In brief,
high level intellectual dialogue between Azerbaijani and European
specialist were held in London.

Question: It is common knowledge that today Azerbaijan is considered to
be one of the key players in providing energy security of Europe. What
role does Azerbaijan play in diversification of energy supplies to EU?

Answer: The interest to the energy potential and energy strategy
of Azerbaijan is growing by every day in the modern world and the
London conference proved it once again. Lord Dubbs, one of the senior
members of the Chamber of Lords of the Great Britain, Richard Marriott,
official representative of Business and Entrepreneurship Department
of the Great Britain and Mehmet Ogutcu, senior specialist of British
Gaz. transnational company took part in the discussions. In their
speeches the British experts stressed the fact that Azerbaijan has
not only big geo-political significance in South Caucasus and Caspian
Sea, but also big geo-economic significance for the European Union
and energy security of Europe as a whole. It was noted during the
conference that the transnational pipeline projects Baku-Tbilisi-Ceyhan
and Baku-Tbilisi-Erzurum have played vital role in strengthening of
Azerbaijan’s position in the regional scene and turned the country
into the leading state of South Caucasus. According to the British
analysts, Azerbaijan is not only lobbying and realizing large projects
of geo-political significance, but also creates favorable investment
climate in the region.

Discussions regarding rapid reforming of the economic system of
Azerbaijan were of great interest. Outstanding European economists,
particularly Nicholas Redman, head of the Research Center and Economist
Intelligence Unit magazine, Paul Henri Forestier, a leading expert
of the European Bank for Reconstruction and Development (EBRD)
and Emre Timurkan, senior specialist of the international company
Citigroup, spoke in London about successful policy of economic reforms,
diversification and realization of Azerbaijan’s stable potential in
the non-oil and gas sector. They noted the rapid economic development
of Azerbaijan and broad strategic outlook of the Government on the
economic upgrade of the country.

Question: One of the issues discussed at the conference was the
Armenian-Azerbaijani conflict over Nagorno-Karabakh. What assistant
could Europe render in the settlement of this lingering conflict?

Answer: The solution to the Armenian-Azerbaijani dispute is in
focus of the broad discussions at the fourth session, dedicated to
Azerbaijan’s foreign policy and Nagorno-Karabakh conflict, and held
under the chairmanship of Oksana Antonenko, the Program Director
for Russia and Eurasia of the International Institute of Strategic
Studies. Following my detailed report, other speakers to the forum
were Dennis Sammut, the Executive Secretary of LINKS, Simon Lunn,
former Secretary General of the NATO Parliamentary Assembly and Roy
Allison, Professor of London school of economic and political sciences.

In my speech I spoke in detail of the foreign policy of our country
and touched upon looking for possible ways of the settlement of
Nagorno-Karabakh conflict. The fact that Azerbaijan pursues balanced,
pragmatic and comprehensive foreign policy was special focus of
attention.

It was noted that the top priority of the comprehensive foreign policy
of our country is the creating large opportunities which provide
ground for every party to put forward their initiatives. Therefore,
Azerbaijan develops friendly relations with Russia, Turkey, Iran,
US, EU and it has an active position in the changeable architecture
of the world order in order to provide stable and secure development
of the state. On their part, the British experts highly appreciated
the success of the Azerbaijani foreign policy achieved as a result of
the balanced policy. According to the European analysts, Azerbaijan is
playing its independent play based on the protection of the national
interests of the country.

As to the discussion of the conflict, it was noted that Azerbaijan
is striving to solve it by peaceful means, however, it has right to
use force at any time to liberate its occupied lands. Azerbaijan’s
position was supported and moreover, British specialists sharply
criticized the inactivity of OSCE Minsk Group. According to experts,
the OSCE Minsk Group chairmen could not reach considerable results in
the resolution of the Armenian and Azerbaijani conflict for many years
because of the lack of healthy pragmatism in their mediation. The
specialist who assembled in London concluded that the OSCE Minsk
Group chairmen should make their mediation efforts more active and
take a firm position concerning destructive forces trying to bring
the negotiation into the deadlock.

I think Europe can render an essential assistance in the resolution
of the conflict. The Armenian -Azerbaijani conflict is a serious
challenge not only for Azerbaijan, but also the entire region. Delay
in the resolution of the conflict hinders the development and deepening
of large-scale cooperation in the regional context.

The international organizations and big powers do not recognize the
‘independence’ of the so-called Nagorno-Karabakh conflict and it shows
that the international community supports the territorial integrity and
sovereignty of Azerbaijan. The European political experts understand
very well that the lack of considerable progress in the settlement
of the Armenian-Azerbaijan conflict is an alarming and destabilizing
factor which affects the security of Europe.

"Therefore, Europe is interested in the settlement of the protracted
confrontation as soon as possible. Much will depend on the success
of the EU bodies’ multilateral cooperation with OSCE and Council of
Europe to create new opportunities in order to develop constructive
dialogue which can lead to the fair and comprehensive settlement of
the conflict.

NATO invites, Baku considers

Araz Azimov: `We will not approach NATO if membership in the alliance
does not meet our interests’

"If we see that membership in NATO can be useful for the solution
of Azerbaijan’s potential problems, we will join it," Deputy Foreign
Minister Araz Azimov has told Ekspress.

The deputy minister thinks that NATO membership does not depend only
on Azerbaijan. The stand of NATO and other interested parties should
also be taken into consideration. "Azerbaijan will consider membership
in NATO after all sides are ready for it. In fact, we are considering
it at the moment as well. However, we expect to get dividends from
NATO membership. If we get nothing from the membership, we would not
join it".

Azimov has stressed that Baku would not speculate with NATO and would
pursue own interests.

The deputy minister’s statement has coincided with NATO officials’ call
for Baku to intensify reforms and apply for membership in the Alliance.

A NATO official has said at the organization’s summer school that
opened the day before yesterday that membership in the Alliance depends
on Azerbaijan. He has drawn attention to the fact that cooperation
with NATO implies military and security reforms.

It is not a secret that Azerbaijan attempts to conduct a balanced
policy and hesitates from integration with NATO.

The military alliance waits for Baku’s strategic choice. "Our doors are
open. Countries may come to our doors after they would have completed
certain procedures," said NATO representative Robert Simmons during
his visit to Baku in spring.

Araz Azimov however has pointed out to the necessity of considering
general security concerns in the Caucasus and the Caspian region
while speaking about integration into NATO. What does Baku concern for?

Azerbaijan expects the North Atlantic Alliance to get active in
solution of the Karabakh problem. In fact, NATO also considers
Azerbaijan that is in a conflict as an unstable partner. Yet, NATO
avoids of getting involved in solution of the Karabakh problem and
states that it only "controls" the issue.

It is said that NATO might send international peacekeeping forces
to Karabakh in perspective. However, NATO officials do not speak
concretely and say that "the request should come from the involved
sides".

Along with the above mentioned, NATO expects "more activity" from
Baku. Azimov has said that integration and extension of mutual
relations with Europe and Euro-Atlantic institutions is one of Baku’s
foreign policy priorities and that new action plan [second stage of
IPAP] gives the sides extra opportunities.

UNESCO’s World Heritage Commission meeting in Canada’s Quebec has
included the Armenian Thaddeus Monastery in Iran into its list of
historical, architectural and cultural monuments.

According to UNESCO press office, the Armenian monastery located
in Iran’s northwest, bears the evidence of extensive exchanges with
other cultures of the region-Byzantine, Orthodox and Persian.

It said the monastery is the last remaining sample of that culture
in the region being in satisfactory condition.

The tradition says that the monastery was founded by Apostle Thaddeus
in 66 AD. It also says that Thaddeus, who was one of the first
preachers of Christianity in Armenia, is buried in the monastery’s
territory.

Russian Itera Intends To Construct Building Materials Plant In Armen

Itera, a Russian oil and gas company, intends to construct a plant
of building materials in Armenia, Igor Makarov, said at his meeting
with Armenian President Serge Sargsyan on Tuesday.

Presidential press office quoted Makarov as saying that Itera is
ready to make investments in that.

At the meeting, Sargsyan and Makarov discussed cooperation programs
and outlined further steps.

Itera holds 5.06% of stocks of Armenian-Russian ArmRosgasprom, the
monopolist in Russian gas import and distribution in Armenia.

Other shareholders are Gasprom (72%) and Armenian Ministry of Energy

Per Zurabian, ROA Uses Vote in PACE to Justify Anti-Popular Actions

ACCORDING TO LEVON ZURABIAN, ARMENIA USES VOTE IN PACE TO JUSTIFY
ANTI-POPULAR ACTIONS INSIDE COUNTRY

YEREVAN, JULY 3, NOYAN TAPAN. Why does Armenia need a vote in PACE if
the authorities use it not for recognition of Karabakh independence,
but only for justification of their own anti-popular actions inside the
country? Levon Zurabian, a representative of the National Movement,
asked such a rhetorical question at the July 3 press conference.

According to him, the Armenian delegation in PACE used its whole
potential only for retaining the power in their own country. Making
many proposals and achieving rather serious changes in draft Resolution
N 1620, the delegation, according to the speaker, did not strain any
effort during the discussion of the resolution regarding Azerbaijan,
therefore formulations absolutely inadmissible for the Armenian people
appeared in the resolution. He said that the loss of the vote "will be
a very serious slap in the face of the Armenian authorities," which
isolating them on the international arena, will make them undertake
serious changes to restore democracy in the country.

Touching upon the rally planned to be held on July 4 near Matenadaran,
L. Zurabian stated that if the policemen try to hinder its holding,
they will carry out illegal actions. He said that though Mayor’s Office
has not responded to their application, according to the law On Holding
Meetings, Gatherings, Marches, and Demonstrations that came in force
from July 26, unless a decision is made within 72 hours, the organizers
have a right to hold the rally within the framework of the submitted
application.

On July 2 RA Defense Minister Seyran Ohanyzan participated in
the recurrent sitting of the Coucnil fo Defense Ministers of CIS
participating states in Bishkek.

A number of documents related to the field of military cooperation,
including air defense, security of air flights of the planes of Armed
Forces of CIS countries, exchange of information were discussed and
signed during the sitting.

In the framework of the visit Seyran Ohanyan had his first meeting
with his Azeri counterpart as Defense Minister of Armenia. During the
meeting the parties discussed issues related to reducing the umber of
accidents at the contact line of the Armed Forces of the two countries,
as well as the missing soldiers and the fate of the Armenian captives
in Azerbaijan.
