The end of the year is commemorated not only with festivites, but also
with ministers presenting reports on their activities over the year.

Today, it was RA Minister of Nature Protection Aram Harutyunyan’s
turn: as with all the other ministeries, Harutyunyan noted that all
the planned activities of this year were carried out and the year
was productive.

In praising the outgoing year’s activities, the minister noted
a number of events that contributed to the implementation of the
outgoing year’s activities. For one thing, Sevan and Dilijan national
parks received certificates from the Cadastre in 2009.

In Harutyunyan’s words, 2009 was successful from the standpoint
of creating special protected areas; for instance, the creation of
Arpi and Arevik national parks, as well as the designation of nature
reserves.

Speaking about the coming year, the minister said that he would like
to designate 2010 as the year of nature protection.

Turks, Armenians and Kurds are genetically linked to each other,
Armenian scientists say, calling for a joint research with their
Turkish colleagues on the genetic similarities. European politicians,
who have supported the recent normalization efforts, will also back
the project, they say

While Ankara and Yerevan struggle to ease long-standing tension that
has divided the two neighbors for years, a discovery about genes
appears to remind everyone how close the two nations actually are.

Armenian scientists said they observed high genetic matching between
the two nations during their research on leukemia. They say Kurds
are also genetically linked to the Armenians and Turks.

"Turks and Armenians were the two societies throughout the world that
were genetically close to each other. Kurds are also in same genetic
pool," Savak Avagian, director of Armenia’s bone marrow bank, said
in an interview with daily Hurriyet.

Calling on his Turkish colleagues to examine the genetic similarities
of the two nations in addition to asking for funds from the European
Union, Avagian said he believes European politicians, who have
supported the recent normalization efforts between Turkey and Armenia,
would also back the project.

Genetic research in 1998 also supported the Armenian scientists’
findings. A project titled "The Genetic Relations between Mediterranean
Communities," prepared by three Spanish scholars from the molecular
biology division of Complutense University in Madrid, defines the
Turks and Armenians as two branches with the same genetic origin.

However, Avagian said few people know the genetic similarities between
Turks and Armenians. "The high ratio that we observed in bone marrow
matching supports our thesis. I am sure everybody will be surprised
when they hear this scientific truth."

Marrow cooperation

The Armenian Marrow Bank has 15,000 Armenian donors in its records
and is cooperating with 59 other banks through the World Marrow
Donor Association.

Mihran Nazeretian, chief doctor of the bank, defined the institution’s
mission as trying to "discover whether there is an equivalence of cells
between Armenian donors and a patient living elsewhere in the world."

"The patient’s ethnic background, citizenship, or political and
religious views are not important at all," Nazeretian said, signaling
his willingness to cooperate with Turkish marrow banks.

Avagian said he visited Turkey in 2005 and met with the executives
of marrow banks in both Ankara and Istanbul with an offer of a joint
project. But Turkish officials were not interested in Avagian’s offer
and applied alone for EU funds on marrow research. In the end, their
request was rejected.

Noting the more convenient atmosphere between Turkey and Armenia,
Avagian said: "If we knock on the doors of the European Union
together, they would consider our request twice. Now, there is
a political motivation, too. The bloc has already voiced support
for the normalization talks between the two nations and I bet many
politicians would support such medical research."

Nazeretian said they would provide marrow without question if a
Turkish patient would match with one of their Armenian donors.

The doctor told of his experience with Turkish patients, saying:
"From Armenia, we found 43 matches with the bank in Istanbul and five
with the one in Ankara and we made immediate inquiries. However,
nobody responded. Unfortunately none of those matching results led
to a marrow transplant."

Nazeretian said there might be various reasons for the failure. "Maybe
the patient found another donor in Turkey or the patient was lost
before our response," he said.

He also said there have been Armenian matches for Turks living in
Germany as well but that no matches had resulted in transplants. "My
only wish is for a transplant between an Armenian donor and a Turkish
patient to happen one day," he said.

payment of value added tax (VAT) calculated by tax bodies for goods
imported by Estate Management and Administration Company. According to
the RA Government Information and PR Department, this decision will

"Shushi" Charity Foundation Director Bakur Karapetyan addressed an
open letter to the UN Secretary General Ban Ki-moon referring to the
NKR freed territories.

"I have also addressed a letter to the OSCE MG Co-Chairs but I have
received no reply yet. I have addressed a letter to the UN Secretary
General, I will address another letter to the EU President, OSCE
President," Bakur Karapetyan told a press conference today. In his
letter he introduced the history as it is.

"Azerbaijan and Turkey exaggerate the issues of returning NK
territories freed in 1992-1994 to Azerbaijan and the pressure on
the international instances over Azerbaijan’s territorial integrity
ignoring the historical reality and the right to self-determination
of NKR people," the letter reads.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic
addressed a letter to the OSCE CiO George Papandreou in connection
with an incident on the Line of Contact between the armed forces of
NKR and Azerbaijan on December 20, 2009.

The letter, in particular, reads that on December 20 of this year
a woman was shot dead from the Azerbaijani positions in the Aghdam
direction of the Contact Line, as she was moving ahead towards a
military outpost of the NKR Defense Army.

"It is not the first time that local residents, forcibly settled in
frontier areas and used for military purposes, are trying to come
over to the Nagorno Karabakh side due to intolerable conditions", –
the letter says.

The NKR Ministry of Foreign Affairs called the attention of the Office
of the Personal Representative of the Chairman-in-Office to the fact
that the specified incident had occurred as a result of violation of
the cease-fire by the Azerbaijani party, while servicemen of the NKR
Defense Army tried to undertake all possible measures to prevent the
tragic death of the elderly woman.

A copy of the letter was sent to the Personal Representative of
the OSCE Chairman-in-Office, Ambassador Andrzej Kasprzyk and the
OSCE Minsk Group Co-Chairs, Ambassadors Yury Merzlyakov of Russia,
Bernard Fassier of France, and Robert Bradtke of the United States.

Azerbaijan is the leading and most powerful strategic partner of
Russia in the region.

Official Moscow attaches special importance to boosting cooperation
with Azerbaijan, said visiting deputy speaker of the Council of
Federation of the Russian Federal Assembly Svetlana Orlova.

She said friendly relations between Russia and Azerbaijan had old
history.

Thanks to efforts by the Azerbaijani and Russian presidents, bilateral
relationship expanded even more to reach the level of strategic
partnership, she underlined, adding: "We are not only strategic
partners, but also close friends."

According to Orlova, high-level reciprocal visits contribute to
deepening relationship between the two countries.

Touching upon bilateral economic cooperation, she said in spite of
the global financial crisis the volume of economic and trade turnover
increases.

On the Nagorno-Karabakh conflict, she noted Russian President Dmitry
Medvedev makes great efforts to contribute to settling the dispute.

Russia believes that the conflict must be resolved peacefully and on
the basis of principles of international law, she added.

"We hope that our relevant efforts will yield positive results".

Nagorno-Karabakh Foreign Ministry sent a letter to incumbent
OSCE Chairman-in-Office George Papandreou on Dec. 20 incident on
NKR-Azerbaijan armed forces’ contact line.

The letter says that a woman heading to NKR defense army combat
station was shot on NKR-Azerbaijan armed forces’ contact line near
Aghdam on Dec. 20, NKR FM press service informed NEWS.am.

"This is not the first time that locals, forcedly settled in frontier
zone and abused for military purposes, try to move to the Karabakhi
side due to unbearable conditions", the letter reads.

NKR MFA drew OSCE office’s attention to the fact that the mentioned
incident occurred as a result of ceasefire violation by Azerbaijani
side, while the Armenian servicemen did their utmost to prevent the
woman’s tragic death."

A copy of the letter was sent to the Personal Representative of the
Chairman-in-Office Ambassador Andrzej Kasprzyk and OSCE MG Co-Chairs:
Yuri Merzlyakov (Russia), Bernard Fassier (France) and Robert Bradtke
(U.S.).

The European Commission has assigned 2m Euro to Armenia, Georgia and
Azerbaijan for preparatory work to cope with natural disasters.

The funds will be provided by means of the humanitarian aid section,
with Karel De Gucht, European Commissioner for Development &
Humanitarian Aid, being in charge. The project provides for
coordination of national and regional agencies’ activities, training
courses and creation of warning systems.

The Commission-funded humanitarian projects will be implemented
by special UN agencies and by the International Committee of the
Red Cross.

up the passing year she said that the Armenian authorities chose a
right way to overcome the crisis. According to N. Zohrabian, "maybe
the rates are a little slow but we will manage to have economic and
political stability in 2010."

On December 21 the Ambassador of Albania to Armenia Vili Minarolli
(residence Athens), presented the copies of his credentials to the
Foreign Minister of Armenia Edward Nalbandian, MFA reported.

The interlocutors discussed issues of mutual interest. They signified
the necessity of intensifying the political, economic and cultural
ties between Armenia and Albania. The parties agreed to hold regular
consultations between the Ministries of Foreign Affairs of the two
countries.

Minister Nalbandian and Ambassador Minarolli exchanged views on the
regional issues of the Caucasus and the Balkans.
