HIGHWAY TO IRAN VIA FOREST RESERVE: ECOLOGISTS OF ARMENIA ARE AGAINST

YEREVAN, MAY 3. ARMINFO. Ecologists protest against construction of
a motor highway via Shikahogh forest reserve located on the northern
mountainside of Meghri mountain range, Kapan region, Armenia.

The Armenian branch of Regional Ecological Center Caucasus informs
ARMINFO that preservation of the landscape and biological diversity
of Shikahogh forest reserve is under question because of the
new project of Armenian Transport and Communication Ministry on
construction of a highway via Meghri mountain range in direction of
the Iranian boundary. The projects provides for construction of the
highway through Mtnadzor section of the reserve and Meghri forest
economy. The implementation of the project will lead to felling of
a unique oak forest, extermination of the population of leopards in
Armenia as well as rare types of animals included not only in the Red
Book of Armenia but also in the International Red Book. It will led
to liquidation of springs supplying water to the nearing villages etc..

Besides, ecologists say that Meghri mountain rages is known to be under
constant winds in the winter period ands the road will be filled with
snow. So the opinion that the road will be lower by 200-300 m from the
existing Kajaran pass and it will allow its uninterrupted exploitation
is wrong. REC Caucasus says that public organizations of the country
engaged in protection of environment call for preservation of this
only virgin place of nature for our generations.

Yusuf Halacoglu par un procureur de Winterthour a provoqué de
violentes réactions mardi dans les médias turcs. L’intellectuel est
accusé de négation du génocide arménien.

Le ministre de la justice Cemil Cicek a condamné une “campagne contre
la Turquie”, menée grâce à une “construction juridique bâtie sur des
mensonges”. La Turquie a la conscience tranquille, a-t-il affirmé.
“Ces propos, contre lesquels nous voulons tous être solidaires,
proviennent exclusivement de l’étranger”, a-t-il dit.

De son côté, Yusuf Halacoglu a également réagi très fermement à
l’annonce de cette enquête. Il a estimé dans le journal “Hürriyet”
que les reproches des autorités suisses ne lui étaient pas
personnellement destinés mais visaient plutôt l’Etat turc.

“Mentalité moyennageuse”

Cette enquête laisse apparaître une “mentalité moyennageuse”, a
affirmé l’historien, président de l’Institut d’histoire turque (TTK),
dans une autre interview, accordée au journal “Sabah”. Il n’entend
pas se défendre, si un procès est ouvert contre lui en Suisse. Mais
il fera appel à la Cour européenne des droits de l’homme à
Strasbourg, a-t-il affirmé.

Le Parquet de Winterthour a déposé une plainte contre M. Halacoglu,
suite à une conférence que l’historien a tenue dans cette ville en
mai 2004. Le chercheur est l’un des représentants de la position
officielle de la Turquie sur la question arménienne.

Ankara considère que la mort de plusieurs milliers d’Arméniens durant
la première guerre mondiale est un événement “tragique” dû aux
déplacements de population contraints pendant la guerre. Les
autorités turques rejettent catégoriquement toute accusation de
génocide ciblé envers les Arméniens.

Plus démocratique que l’Europe

La Turquie est manifestement plus démocratique que les Etats
européenns, a encore affirmé Yusuf Halacoglu dans le journal “Zaman”.
Elle ne punit en effet pas les intellectuels qui parlent de génocide
dans le contexte de la question arménienne.

Il faisait implicitement référence à l’écrivain Ohran Pamuk. ce
dernier avait pourtant été violemment attaqué dans son pays après
avoir évoqué en début d’année le massacre d’un million d’Arméniens.

M. Halacoglu a enfin fustigé dans le “Hürriyet” les efforts réalisés
en France, en Suisse et en Belgique pour renvoyer devant la justice
les personnes niant le génocide arménien. “Quelle sorte de démocratie
est-ce ? Quelle sorte de liberté d’opinion est-ce ?”, s’est-il
demandé.

Malgré cette enquête, l’historien ne va pas se défaire de son opinion
sur la question arménienne. “Galilée a aussi été traduit en justice,
et pourtant le monde a continué à tourner”, a-t-il conclu.

CULTURAL CRITERIA FOR URBAN CONSTRUCTION ACCORDING TO ARTISTS

The Council Of Cultural Issues at RA President’s Staff was
discussing the main layout of Yerevan city with RA President Robert
Kocharian. Famous representatives of Armenian music, cinema and
theatre were present at the discussion of the urban construction
issues in Yerevan.

Chief Architect of Yerevan represented the main layout of the city,
as well as some drafts for the coming construction works.

The main problem of the layout is the further enlargement of the
city’s transportation network. It is envisaged to construct a number
of roads that will pass around the center of the city.

It is also envisaged to construct not only underground but also
elevated multistoried car parks.

The plans will be implemented in the Main Avenue, i.e. in the area
between the Main Post Office and the National Picture Gallery. It is
not envisaged to build tall buildings not to spoil the panorama of
the buildings surrounding the Republic Square.

Akhalkalaki, 26 April: With the onset of spring, dissatisfaction among
residents of the Samtskhe-Javakheti region [Georgia’s
Armenian-populated region] has increased against the construction of
the Baku-Tbilisi-Ceyhan [BTC] oil pipeline again.

Residents of the village of Glde of Georgia’s Akhalkalaki District
complained about workers building the oil pipeline. The residents said
that the builders had damaged a 10 km water pipeline in the village
and demanded its restoration.

It is surprising that the national security employees of Akhalkalaki
District discovered 10 anti-tank mines as they looked into the
complains. The mines had been planted near the oil pipeline and had no
detonators.

Mr. TIERNEY. Mr. Speaker, I rise with my fellow members of the
Congressional Caucus on Armenian Issues to commemorate the Armenian
Genocide. Today, I stand with them and with Armenian-Americans in the
6th District of Massachusetts as we rightfully recognize and renounce
the unpardonable horror that occurred 90 years ago.
What began in 1915 when Ottoman Empire officials forcibly led
Armenians to their brutal death lasted until 1923. Those 8 long years
saw the deaths of 1.5 million innocent victims, who were unsuspectingly
led from their homes, their schools, their places of work and worship
only to be systematically slaughtered at the hands of Turkish guards.
All the while, the world stood silent, failing to act despite the
fact the number of unmarked graves multiplied exponentially throughout
Armenia. The tremendous magnitude of this

genocide did not move prominent nations or their people to act. This is
why, today, as we remember the victims of the Armenian genocide, we
must also reject our collective unresponsiveness to this mass murder.
Regrettably, this pattern continued throughout the 20th century–in
Germany in the 1930s and 1940s, in Rwanda in the 1990s, and elsewhere
throughout the world. Another such tragic example has emerged in Sudan.
It is estimated that 300,000 or more people have been massacred in
Darfur. One million people have been displaced from their homes, and
more than 200,000 refugees have been forced to flee to neighboring
Chad. We must not continue to ignore the dire situation in Darfur. In
fact, the lessons of the Armenian Genocide, among others, should teach
us that we must take further action in Sudan.
Today, I honor the 90th anniversary of the Armenian Genocide, offer
my respects to those who were killed, and pay tribute to the commitment
and perseverance of the Armenian-Americans who have tirelessly
struggled to ensure that the great sorrow of their people becomes known
to all people.

interview to ARMINFO.

He stressed that the refusal of Armenian authorities was conducted
with the reception of Turkish citizens. “This time, when we are
speaking with you, Turkish army conducts large-scale military
operations against Kurdish members of people’s volunteer corps and the
blood is flown close to Armenian-Turkish boundary”, Mstoyan noted and
added the “20 mln Kurds bleed profusely deserve better attitude”. He
stressed that Armenian authorities not for the first time reject to
receive foreign Kurds. In his opinion, this policy leads to a snare as
“any action leads to counteraction and forces the Kurdian community to
prick up their ears”.

According to senior lecturer of the chair of Armenian literature of
Yerevan State University Cherkez Mstoyan, “Kurds living from Kars to
Persian Gulf should be the priority direction for Armenian internal
policy”, especially because Kurds have already had their state –
de-facto independent Iraqi Kurdistan. -r-

REPORT ON NATIONAL SECURITY PRINCIPLES READY

YEREVAN, APRIL 27, ARMENPRESS: Armenian defense minister Serzh Sarkisian
said today that the report on the basic principles of Armenia’s national
security was prepared and will be first of all submitted to defense
ministry’s leadership.
He said the report will be posted on the ministry’s web site for mass
media and the public at large to be able to get acquainted with it.
Sarkisian also said the deadline for submitting Armenia’s priorities to
NATO headquarters in Brussels for developing Individual Partnership Plan of
Actions between Armenia and NATO was not defined yet.
Sarkisian was talking to reporters after the Constitutional Court found
that provisions of a June 18, 2004 agreement on joint use of military
facilities and operative equipment on the territory of member countries of
the Collective Security Treaty Organization (CSTO) were in conformity with
Armenia’s Constitution.
Presenting the agreement Sarkisian said its ratification stems from
Armenia’s national interests and will serve development of practical
interaction of CSTO member countries, including Russia, Kazakhstan,
Kyrgyzstan, Tajikistan and Armenia. Sarkisian said the agreement was not yet
ratified by any of CSTO member countries.

Empire was the result of lack of Armenian statehood, RA Minister of
Defense Serge Sargsyan told reporters. He pointed out that visiting
the Memorial to the victims of the Armenian Genocide every year, he
becomes more and more convinced that the state’s principal task is
ensuring its people’s physical security. The Minister stressed that
for dozens of years Turks tried to destroy Armenian, convert them
into another faith, assimilate hem. But when they failed, they made a
crueler decision, namely, physical destruction. `And no matter how
long they try to deny this fact, it is impossible, and I hope that
many countries will recognize the Armenian Genocide, like 18
countries have already done this,’ Sargsyan said.
The Minister stressed that the Armenian pogroms in Azerbaijan in 1988
were another testimony to the fact that the government’s priority
task is to ensure the population’s physical security. `The Genocide
was the result of lack of statehood. For 70 years Azerbaijan had been
ousting Armenians from Nagorno Karabakh, and all Armenians are now
sure that if the NKR gets into Azerbaijan’s hands, no Armenians will
remain there, and another Genocide awaits the population,’ Sargsyan

YEREVAN, April 24. /ARKA/. Turkey will not be admitted to the EU
without admitting the Armenian Genocide, RA Minister of Justice David
Harutyunyan told reporters. According to him, Turkey itself will soon
put up with the idea that it must admit the crime and apologize for
it. `It is a matter of time. Today, tomorrow, in year, in five years,
but I do not think it will be later,’ Harutyunyan said.
Speaking of compensations to the descendants of the Genocide victims,
he reported that the RA Ministry of Justice prepared and sent
necessary documents. `Thereafter, a newly formed commission is to
start examination and, if necessary, inquire for additional
documents. But we think that we have managed to prepare a package of
documents that does not need any additional information,’ Harutyunyan
said. On the other hand, the Minister said that it is not a rapid
process, and the task is to be seriously considered by an American
commission, after which it will get in touch with the persons that
lay claims to compensations.
On April 30, 2004, the US court approved an agreement with the US New
York Life insurance company. Under the agreement the company is to
pay 11mln USD to the descendants of the clients that had insurance
policies and were killed during the Armenian Genocide in the Ottoman

YEREVAN, April 24. /ARKA/. Turkey will have to make a clear political
appraisal of the Armenian Genocide of 1915, as `history is impossible
to bury,’ Speaker of the RA National Assembly Artur Baghdasaryan told
reporters. He pointed out that `important processes related to the
Armenian Genocide are now going on in the world,’ and more and more
European countries and Parliaments are recognizing and condemning the
Armenian Genocide now. According to Baghdasaryan, in the 21st century
all the civilized people will condemn the Armenian Genocide without
forgetting Adolf Hitler’s words: `Who remembers the Armenian Genocide
now?’ `That expression was behind the Jewish Genocide. We, in
cooperation with the entire civilized world, will struggle for
prevention of genocides, and I am sure we will succeed,’ Baghdasaryan
said. According to him, Turkey is seeking EU membership, but the
application of double standards is inadmissible. Baghdasaryan
believes that Turkey’s admission to the EU can be a good opportunity

YEREVAN, April 24. /ARKA/. A change may take place in the issue of
Turkey’s admission of the Armenian Genocide, RA Premier Andranik
Margaryan told reporters. According to him, the number of those
recognizing and condemning the Armenian Genocide is increasing from
year to year. `I hope that EU member-countries will continue
recognizing the Genocide this year, and we expect a change when the
issue of Turkey’s admission to the EU will be discussed,’ Margaryan
said. He pointed out that it is important for Armenia to aim not at
whether Turkey will admit the Armenian Genocide or not, but at
negotiations for establishing diplomatic relations, re-opening of
borders, establishing economic ties between Armenia and Turkey.
According to Margaryan, this process will contribute to the
settlement of the issue of admission of the Armenian Genocide in the

ARMENIANS THROUGHOUT WORLD MARK 90TH ANNIVERSARY OF ARMENIAN GENOCIDE

YEREVAN, April 24. /ARKA/. Today, Armenians throughout the world are
marking the 90th anniversary of the Armenian Genocide in the Ottoman
Empire. On April 24, 1915, 800 renowned representatives of Armenian
intelligentsia – scientists, writers, painters, teachers, doctors,
publicists, clergymen and public figures – were imprisoned and later
killed in Turkey. The slaughter of the best representatives of the
Armenian nation is considered a symbolic Day of memory of victims of
the Armenian Genocide.
After the Russian-Turkish war of 1877-1878, the Christian peoples of
the Baltic countries threw off the yoke of the Ottoman Empire. By
1912, the Ottoman Empire had lost almost all its territorial
possessions in Europe except for Istanbul and its suburbs. As a
result, the Armenians of Western Armenia were the largest Christian
people that remained under the imperial yoke. To retain power in the
Asian part of the territory, the imperial Government set itself the
task of violent assimilation or annihilation of Western Armenians
that were an obstacle to the formation of a pan-Turkic state.
The consistent policy of destroying Armenians in their historical
land was launched in the 90th of the 19th century and reached its
climax during World War I, when about 1.5mln fell victim to massacre
and deportation, and 350,000 Armenians fled to the Caucasus and
Europe. As a result only 150,000 Armenians remained in Turkey of the
2,000,000 that had resided in that country by early 20th century. The
reason why Turkish pogrom-makers could easily killed so many
Armenians is that the Armenian population and political parties were
not prepared for the impending danger of annihilation. However, in
some places the Armenian population offered resistance to Turkish
vandals. The Van Armenians organized self-defense and successfully
rebutted the enemy’s attacks. They succeeded in keeping the city
under their control until the arrival of Russian troops and Armenian
voluntaries. The Armenians in Shapin Garakhisar, Mush, Sasun, Shatakh
offered armed resistance to the enemy that exceeded them in strength
many times. The defense of Mount Musa in Suetin lasted for 40 days.
Armenians’ self-defense in 1915 is a heroic chapter of the people’s
national-liberation struggle.
The immediate mastermind of the Genocide was the Young Turkish party
Unity and progress, which was supported by the Government of the
Kaiser Germany, the ally of the Ottoman Empire in World Ware I. The
organizers of the crime could avoid punishment, but the leaders of
Young Turks were found and destroyed by Armenians patriots in various
parts of the world.
Modern-day Turkey does not consider the events genocide and has not
so far admitted this disgraceful fact, denying both the massacre of
hundreds of thousands of Armenians and moral, historical and
financial responsibility. In 1965, in Soviet Armenia the movement for
recognition of the Armenian Genocide was revived in Armenia, which
resulted by the recognition of this fact by 15 countries and
international organizations. Most countries recognized the Armenian
Genocide after 1998, when this issue was put on the agenda of
Armenia’s foreign policy. Over the last few years, the recognition of
the Armenian Genocide has been widely advocated, and draft
resolutions on the Armenian Genocide have been put on the agenda of
Parliaments and international organizations. During the Genocide, the
Armenian people was supported by the best representatives of the
world intelligentsia: Anatol France, Franz Werfel, Valery Bryusov,
Maxim Gorgy, Frittef Nansen and others.
Today, the international community is more actively raising its voice
of indignation at what was committed against the Armenian people,
which will prevent similar crimes in the future. Many politicians and
representatives of intelligentsia state that timely recognition and
condemnation of the Armenian Genocide early in the 20th century would
have prevented many tragedies of last century, such as the Jewish
Holocaust, genocides in Cambodia, Sudan, Rwanda.
The Armenian Genocide in 1915-1923 was the first Genocide of the 20th
century organized and consistently committed by the Young Turkish
Government. The admission of the Armenian Genocide by Turkey is of
principal importance for the Armenian people, for the Genocide was
aimed at putting an end to the Armenian Cause. The admission of of
the Armenian Genocide implies the admission of the Armenian people’s
legal; right to its territories and financial compensation for the
damage and hardship.
The Armenian Genocide in Turkey caused a tremendous damage to the
Armenian people’s spiritual and material culture. Thousands of
Armenian manuscripts kept in Armenian monasteries, hundreds of
historical and cultural monuments were destroyed, and the people’s
holy places were defiled. The destruction historical and
architectural monuments, misappropriation of the Armenian people’s

meetings lead to a personal meeting of Presidents Ilham Aliyev and Robert
Kocharian?», the diplomat answered: «The Presidents always have subject for
discussion, and we – the Co-Chairs – have what to tell them. Yuri Merzlyakov
also clarified the issue of return of three Azeri captives to the Azeri
party. It should be reminded that during his latest visit to Yerevan OSCE
Chairman-in-Office Dimitrij Rupel spoke of the final solution of the problem
of return of captives, however the boys are still held captive. In Mr.
Merzlyakov’s opinion, the return of the captives is complicated by the
situation on the cease-fire line. Answering the question «why the OSCE
monitoring is not held at the part of the contact line, where the cease-fire
is being broken?» Merzlyakov said: «Monitoring is held after arrangements
with the parties. Fire at the contact line from both parties stops as soon
as field assistants of Personal Representatives of the OSCE
Chairman-in-Office Andrzej Kasprzyk appear.»
