YEREVAN, JUNE 1, ARMENPRESS: Armenian prosecutors opened a criminal
case against a journalist on charges of extortion. Tereza Asatrian,
a journalist who worked for several Armenian editions with her last
job at the Union of Writer’s press office is incriminated in forcing
a notary officer in Vanadzor to part with $3,000 in return for not
publishing a newspaper article which she claimed was based on materials
against her collected by the National Security Service. Avetisian
also promised that no criminal proceedings would be opened against
the notary officer. Prosecutors accused Tereza Asatrian also of an
attempt to steal $3,500 from the notary officer. The prosecutor’s
office said an investigation into the case is underway.

The Armenian national youth football team (up to 19 years old) had a
wonderful performance in the Football European Championship second
preliminary phase. The Armenian footballers were included in the
4th group where they played with the national youth teams of Italy,
Belgium and Hungary.

In the last 3rd round the Armenian national team of 19-year-old
players beat the hosts – Hungary 5:0 and reached the final phase of
the Football European Championship. In this game Edgar Manoucharyan
scored 4 times. Another goal was scored by Artak Hovhannisyan. In
the other game of the round Italy was beaten by Belgium 0:2.

The Armenian national youth team took the first place in the 4th
group with 7 points. In the history of Armenian football not a single
team in any age category had managed to each the final phase of the
European or World championship.

The final phase of the European Championship will take place this June
in Northern Ireland, with the participation of 8 teams. From the CIS
and ex-Soviet countries only the Armenian national team was able to
reach the finals.

Contest For Best Work On Antismoking Campaign Announced In Armenia

CONTEST FOR BEST WORK ON ANTISMOKING CAMPAIGN ANNOUNCED IN ARMENIA

YEREVAN, May 31. /ARKA/. The Armenian Public Health Alliance (APHA)
has announced a contest for the best work covering the application of
antismoking legislation, APHA Chairman Hovhannes Markaryans stated
at a round-table “Present-day problems of antismoking campaign”
organized on the occasion of the World Day without tobacco. He added
that the contest will start on May 31 and last until September 30,
2005. “An independent jury will select the best analytical work and
conduct an independent study,” Markaryants said. According to him,
articles, TV and radio programs and films, as well as photographs,
can take part in the contest.

The round-table has been organized by the APHA as part of NGOs
initiative Cooperation for Open Society.

The WHO declared May 31 World Day without tobacco. The organization
elaborated a framework antismoking convention to prevent mass addiction
to tobacco. Armenia acceded to the convention as well. P.T.

THE BRIDGE The Black Top Ten: Evidence of Racism

It’s been a while since I’ve done a top ten list and I have a few of
them rolling around in my head. This one stands out because racists
have placed their program on remote control after convincing many of
us that racism no longer exists. Many of the myths perpetuated about
Black people are now being perpetuated by us, and many of the ills
plaguing us, are now blamed on us by us.

Some of us who are comfortable and who do not “see” racism on a
regular basis have acquired the habit of denying that racism exists.

When one of us talks about racism, another soul, deluded, may sling
accusations of “whining.”

We don’t know what God looks like and yet, we believe. We believe
because we know that the flowers grow from the rain, we know that the
rain comes from the clouds and babies smile for no reason apparent to
us. We know that there is something bigger than us and we can find
evidence of things unseen. Racism is also easy to trace, because we
can feel its effects. There may not be a gang of crazy racists chasing
you down or preventing you from using the lunch counter, but racism
is still alive and well–just wearing some new clothing. Sometimes,
the clothing is Black skin.

In another Black Top Ten list, here are ten pieces of evidence that
racism still exists.

Drugs and guns in the Black community

Brothers and Sisters, if we take a look at the dropping of drugs and
automatic weaponry in the Black community, which began at the same
time that jobs began to dry up, we can see racism. Why not? There were
no drugs and guns dropped in Beverly Hills, California or in Skokie,
Illinois, or in any other affluent neighborhood with very few Blacks.

AIDS in the global Black community

How did this disease come of nowhere and metamorphose from a gay
white male disease to a Black disease, disproportionately affecting
Africa and female African Americans? If it were a Black disease,
we would have been dying from it before the 1980’s.

Evaporation of after school programs

If we take a close look at the after school programs that began
to evaporate in the early 90’s under Bill Clinton’s watch, while
Affirmative Action, scholarship programs and other educational
financial aid programs for poor Blacks were under attack, we see
racism because the direct result is fewer Black men in college.

More prisons/Less gang prevention

We can see racism in the building of more prisons and less gang
prevention over the past ten plus years, because the direct result
is more Black men and women in prison.

Military, financial aid to the middle east/pittance to Africa.

The recent tsunami affected Asia as well as portions of Africa, yet a
disproportionate amount of the assistance went to Asia. I know many
of you love Bill Clinton, some even calling him a Black president,
but he’s a good old boy, too and we see it now as he rolls around
with George Bush helping the Tsunami victims with an overwhelming
focus on Asia. We see the same program when it comes to providing
assistance for the poor and downtrodden in Africa as well as the
poor and downtrodden in the south parts of nearly every major city in
America. This nation shows it’s racist stance when it directs billions
to the Middle East, billions to nations with “strategic alliance,”
and billions in corporate bailout programs, while snubbing the poor
of color right here in the good old U.S. of A.

Paucity of Black leadership

Black leaders have been chosen for us over the past three decades.

Generally, they are harmless Negroes who bark loud, but are
toothless. The real leaders, found in thinkers like Cornell West
and Michael Eric Dyson, or Black men and women who CHOOSE to become
teachers to make a difference in our children, or single parents who
place their children first are seldom recognized, but the NAACP can
give an “Image” award to many of today’s modern House Niggers. We
have been programmed to reject any of us who are maligned in the
media and to embrace any of us who are celebrated.

Diminishing of slavery’s modern impact/Embellishment of other peoples’
oppression Even the Armenians have an annual commemoration of past
horrors visited upon their culture. At every turn, we are urged to
remember the oppression of other cultures-remember the Holocaust,
remember the Armenians, etc. We even remember the Alamo, but we are
always urged to forget about slavery.

Ghetto is now a Black word

Go to any major city and you will see Chinatown, Little Italy,
Koreatown, etc, but when it comes to where Blacks live and congregate,
it’s the Ghetto or the ‘Hood.

Ghetto, a German word originally depicting Jewish areas in Germany,
has become so deeply ensconced in the Black culture, that we have
converted it to an adjective-now that’s just Ghetto.

Black wealth/White wealth

Ignorant well-off Negroes can talk about the “growing Black middle
class” all day, but miss me with the propaganda because we have nothing
to show or prove that lie. What we do have is perpetual poverty, aided
and abetted by poverty pimps such as Jesse Jackson and Al Sharpton;
mega-churches with millions in the coffer, but no real outreach in
the community; the NAACP and other chicken dinner eating, hundred
dollar a plate banquet throwing, media opportunists who do no real
good, yet claim to represent “us.” Here’s the true story of Black
wealth in America: In 1897, 98% of African Americans were working
for white people–In 1997, 98% of African Americans were working for
white people.

The effectiveness of Black self-blame

We have some serious problems and while we are perpetuating much of
it, the real shame comes in refusing to understand the root of many
difficulties for African descendants in America, who never had it
very good, but now claim that we are to blame for everything that is
currently affecting us.

We can still see racism today, and sadly, we can even see it amongst
our own people. It’s the American way to disparage and dislike
Black people. It is institutionalized and far too many of us are
good Americans.

French co-chair denies Armenia’s responsibility for ceasefire breaches

French co-chair of the mediating OSCE Minsk Group Bernard Fassier
has denied Armenia’s responsibility for breaching ceasefire on the
frontline. “Do you think the ceasefire is violated only by Armenia? You
are wrong”, he told a news conference at the French embassy in Baku
on Friday.

Fassier said that ceasefire breaches jeopardize peace talks and the
conflicting sides should ‘prepare their countries for compromises
instead of making acute statements’.

The co-chair mentioned that he was an officer in the French army for
25 years prior to becoming a diplomat, which played an important in
role in terms of his present activity. “War is the worst way out”, he
said, emphasizing that France supports a peaceful conflict resolution.

“The co-chairs can only provide advice and will not solve the problem
instead of the conflicting sides. Both countries believe that the
Minsk Group is to blame if nothing happens. But progress has not been
achieved so far because the sides have not been ready for this.”

Fassier provided three reasons for his visit to Azerbaijan: the
May 25 launch of the Baku-Tbilisi-Ceyhan main export pipeline,
an unprecedented event in the country’s history; a letter of
congratulation forwarded by the French President to his Azerbaijani
counterpart Ilham Aliyev on this occasion; and finally, fulfilling
his duties in the capacity of the French co-chair.

Fassier said that his meeting with Azeri Defense Minister Safar Abiyev
on Thursday, of familiarization nature, was efficient. The co-chair
added that during his future visits to the country, he plans to meet
with the parliament speaker and MPs, as well as the public and leaders
of religious organizations.*

The delegation with RA Prime Minister Andranik Margaryan at the head
will be in Georgia on official visit on June 1-3, to take part in
the usual session of the CIS countries Governments’ heads.

In the CIS countries Governments’ heads council session to take part
on June 3, a large quantity of issues about cooperation in commercial,
financial and humanitarian fields will be discussed. It is anticipated
that the heads of Governments will sign more than 20 documents about
cooperation in the fields of commerce and economy, ecology, health,
security, as well as in the military field.

On June 2 the Georgian President Mikhail Sahakashvili will receive
the participants of the meeting.

Within the framework of the official visit Prime Minister Andranik
Margaryan may also have two-party meetings, particularly, with the
Georgian Parliament President Nino Burjanadze, Prime Minister Zurab
Nogaideli, etc. There will also be negotiations between the Armenian
and Georgian Governmental delegations.

1600th Anniversary of Armenian Alphabet Celebrations in Los Angeles

OF 1600TH ANNIVERSARY OF INVENTION OF ARMENIAN LETTERS

LOS ANGELES, MAY 26, NOYAN TAPAN. Within the framework of All-Armenian
events dedicated to the 1600th anniversary of the invention of the
Armenian letters, the East American Regional Department of the
Armenain National Education and Culture Union envisaged a wide number
of events to be held in Los Angeles during the year of 2005 under the
patronage and with the assistance of the RA General Consul to Los
Angeles. Particularly, as Noyan Tapan was informed from the RA Foreign
Ministry’so Press and Information Department, competitions of painting
and compositions are envisaged to be held in all Armenian every day
colleges of California on coming October 24-28. Conditions and order
of holding the competitions are already made distinct. An
exhibition-competition of 18-35 years old young artists’ works will be
held during June-July. A scientific bilingual seminar on the theme
“Linquistics, Haven Development of Armenian Letters.” Specialists,
students, teachers of the Armenian Studies of different Universities
will be invited to the seminar. On October 2, a great public ceremony
will take place in the Glendale “Alex” Theater Hall to which
representatives of the local governance bodies, heads of diplomatic
representations of other countries in California, cultural workers,
etc. Bilingual reports as well as an Armenian cultural and feature
program concerning the Armenian letters and the Armenian Studies are
envasiged during the event.

Leaders of the Christian Democratic Union of Armenia and National
Self-Determination Union hold different opinions on the problems connected
with the Ombudsman’s activities.

CDUA leader Khosrov Harutyunyan considers that for the formation of the
institute of human rights defender the role of the society is very
important. `We should go forward and form the institute of ombudsman helping
each other. We should strive for healthy preconditions for the formation of
public opinion and make the officials count with this opinion’, he says.

He admits that whoever would appoint the Ombudsman, the latter will be
dependent in a way. Khosrov Harutyunyan is convinced that the Ombudsman
should be subordinate to the society entirely. `We should find mechanisms
for the activities, which would be appreciated by the society. The people
but not the President or the Prime Minister should be satisfied with the
Ombudsman’s activities. We should find the forms of institutional expression
of the public opinion via impartial social surveys or round tables’, he
added.

CDUA chairman considers that there is one serious problem impeding the
independence of the Ombudsman’s activities – the staff of the Ombudsman’s
office are considered to be civic servants. They should be experts,
professionals, who work with the Ombudsman on the contractual basis. There
should be nothing in common with the structure of the presidential or
ministerial administration. However with the help of civic service we began
indirectly influence the nature of the Ombudsman’s activities and
independence’, Khosrov Harutyunyan says.

Leader of the National Self-Determination Union Paruyr Hayrikyan, who was
engaged in the human rights protection formerly, considers that to date more
appropriate conditions for the human rights defender have been created. He
is convinced that the Ombudsman should be appointed by the parliament. These
are the standards admitted all over the world. In Hayrikyan’s opinion, the
Ombudsman should not be the only person to protect human rights. It is the
task of the whole political system. `Ombudsman’s principal task is the role
of a mediator and declare of the violations of human rights that take
place’, he says.

On the whole he considers that the Constitution based on international
documents properly represents the clauses on human rights.

Turquie dans l’UE.

Revoilà la Turquie. Et c’est Jacques Chirac, en quête de voix pour le
oui, qui remet le sujet sur le tapis. Dans une lettre adressée au
Conseil de coordination des organisations arméniennes de France, le
chef de l’Etat cherche à rassurer les quelque 400 000 Français
d’origine arménienne. Il livre du coup une analyse pour le moins
alambiquée de l’entrée éventuelle de la Turquie dans l’UE. Fervent
partisan de cette adhésion, le Président semble désormais expliquer à
ceux que cette perspective inquiète qu’il importe de voter oui pour
l’éviter !

Selon la thèse défendue dans sa missive, la Constitution va rendre
plus difficile et en tout état de cause «plus long» le processus
d’adhésion de la Turquie. Jacques Chirac explique qu’Ankara «a encore
un long chemin à faire, d’autant plus long que l’Union se prépare à
franchir une étape supplémentaire dans l’affirmation de ses valeurs».
«En effet, avec la Constitution […], pour la première fois dans
l’Histoire, les droits et les libertés fondamentales seront reconnus
par l’Union européenne elle-même et garantis à tous les citoyens
européens», poursuit-il. Des droits qui «s’imposeront à tous les
Etats membres, qu’il s’agisse du pluralisme, de la
non-discrimination, de la tolérance, de la justice, de la solidarité,
de l’égalité entre les femmes et les hommes, du respect des
minorités…» écrit Jacques Chirac.

Le Président rappelle que la «France a reconnu le génocide arménien
de 1915» et fait la leçon à Ankara en assurant attendre «de la
Turquie qu’elle mène à son terme cet impératif de devoir de mémoire».
De même, il souligne avoir appelé l’attention des dirigeants turcs
sur «certaines dispositions inacceptables» (en matière de
restrictions à la liberté de la presse) de leur «nouveau code pénal»
dont l’entrée en vigueur est prévue pour le 1er juin. «Il ne doit y
avoir aucune ambiguïté sur ce point : faire obstacle au devoir de
mémoire est incompatible avec les valeurs de l’Union. La France sera
très vigilante sur ce point et aura à coeur de faire partager sa
conviction par ses partenaires européens.»

Après un entretien à la presse agricole en début de semaine et un
autre au mensuel des banlieues Pote à pote hier, qui pourra dire que
Chirac ne sera pas allé chercher les oui un à un dans cette campagne
?

France: Social dumping – outsourcing to central and eastern Europe,
and the influx of east European workers to France – has become the
most emotional issue of the campaign for the European constitutional
treaty referendum.

A recent poll showed that 55 per cent of salaried French people
believe the European Union threatens their social rights; 53 per cent
think their salaries are in danger; and 51 per cent fear for job
security.

In much the same way that petty crime by young immigrants dominated
the 2002 presidential campaign – and swung the vote rightward – French
fears of competition from cheap east European labour have been
exploited by the No campaign.

Every day brings its harvest of economic horror stories. The fact that
the majority of abuses are illegal under French and European law does
not faze critics of the treaty.

Yesterday Liberation newspaper reported that an internet company is
offering French employees who now earn up to â=82¬3,500 per month a
maximum â=82¬500 to work in Yerevan, Armenia. Earlier in the campaign
an Alsatian company caused outrage by telling workers they’d have to
move to Romania for â=82¬110 a month to keep their jobs.

A Portuguese sub-contractor to France Telecom forced Portuguese
labourers to work 14 hours a day, six days a week. The abuses took
place while Thierry Breton, minister of the economy and finance since
March, was chairman of France Telecom.

In Burgundy, a town whose mayor is campaigning against the treaty with
the socialist No 2, Laurent Fabius, was discovered to have hired a
Czech contractor to refurbish municipal buildings.

The Irish Ferries incident in which passengers were prevented from
disembarking in Cherbourg was interpreted by Liberation as another
symptom of social dumping.

Michel Oury of the CFDT trade union said management tried to replace
Irish employees with Poles and Lithuanians. “Irish sailors cost
â=82¬15 per hour, whereas sailors from the east cost â=82¬4.50,” Mr
Oury explained.

Francois Gaxotte, the head of a small construction company in the
Paris region, estimates that in the past five years east Europeans
have filled 40per cent of the demand for unqualified labourers,
underselling north African Arabs by working for as little as â=82¬40
per day.

The problem, Mr Gaxotte says, is not east Europeans; he’s happy for
them to work in France, under the same conditions enjoyed by French
workers. But the prevalence of black market labour in the construction
industry means they’re easily exploited.

“East Europeans take work from French companies because they use
illegal labour and drive the prices down,” he says. “I sell a day’s
work for â=82¬300; they sell it for â=82¬50. You can’t find French
workers, and if you do, theywant â=82¬1,500 a month, which clients
won’t pay for.”

The solution, Mr Gaxotte says, is for the French government to reduce
social charges so that builders can afford to hire workers legally.

Pierre Caquet, a French investment banker based in Prague, admits that
there is “a huge move east” by French and other companies, but says it
is “not so much rebasing as expansion”.

It is “just cheap populism to blame immigrants and outsourcing for
unemployment”, he continues.

“Growth in central and eastern Europe is much higher than in western
Europe. The EU should be thankful it’s got that . . . These are
markets. They’re outlets for a lot of goods. They contribute jobs;
they don’t destroy jobs.”

Mr Caquet believes the roots of chronic 10 per cent unemployment lie
within the French system.

Former French president and architect of the constitutional treaty
Valery Giscard d’Estaing believes outsourcing will taper off as
salaries and social protection rise in the new member countries. The
euro group will impose higher standards for those who want to join the
single currency, he predicts.

Mr Fabius, the arch-opponent of the treaty, visited a car parts
factory in Normandy this week to canvass workers who are anxious at
the arrival of Polish trainees.

The solution, Mr Fabius told them, is a constitution that would impose
high social standards on all members, and tax harmonisation.

“We can’t keep a 30 per cent corporate tax in France when it’s 5 per
cent elsewhere,” he said.
