High-probability of Genocide resolution adoption in U.S. Congress: Manoyan

pass Armenian Genocide resolution (H.Res.252), Head of the Hay Dat
(Armenian Cause) office Giro Manoyan told NEWS.am. The ARFD member
commented on decision by Chairman of the House Foreign Affairs
Committee Hovard Berman to table Genocide Resolution on March 4, 2010.

`At the moment it is difficult to say explicitly, but the probability
is high and Hay Dat committee as well as Armenian community work in
that direction,’ Manoyan said.
He does not consider Berman’s decision another lever on Turkey by the
U.S. `Most probably Armenian community and certain congress circles
exert pressure on the White House for it not to link Armenia-Turkey
reconciliation with Genocide recognition,’ stated ARFD member.

Commenting on NEWS.am correspondent’s remark on recent discussions
related to Genocide recognition by Israel, Manoyan stressed, `Israeli
authorities have not arrived at this decision yet. Israeli society is
supportive to Genocide recognition. Moreover, a number of Jewish
organizations in U.S backing Turkey so far, presently express no
enthusiastic support to the country, particularly in the context of
recent critical statements against Israel voiced in Ankara.’

Russian FM acknowledges "Iran’s legitimate security concerns"

Munich, Feb 6, IRNA — Russian Foreign Minister Sergei Lavrov on
Saturday called on western countries to take "Iran’s legitimate
security concerns" seriously.

"Iran has legitimate security concerns, no doubt about it," Lavrov
said in his remarks to the Munich Security Conference.

"Iran was attacked a couple of times in recent history. Iran did not
attack anybody," he added.

Lavrov linked the settlement of the Iranian nuclear dispute to
resolving other crises hotspots in the Middle East, among them
Palestine, Iraq, Afghanistan and Lebanon.

"We cannot afford tackling the Iranian nuclear program in isolation by
ignoring what is going around this region, including between Israel
and the Arab states," he added.

Meanwhile, the Russian official urged the international community "to
find a technical fix" to the issue of the Tehran research reactor.

"It could really make a difference and could really create a new
atmosphere," Lavrov said.

He emphasized that a long-term solution to the Iranian nuclear
stalemate should take into account the overall Mideast security
architecture.

The teenage killer of Turkish-Armenian journalist Hrant Dink was
married on Thursday at the Kandıra F-type Prison in the northwestern
province of Kocaeli, where he is serving his prison sentence.

The hit man, Ogun Samast, and 19-year-old Selma Å~^ahin’s marriage was
performed by the muhtar (local headman) of the village of Akcakese,
near where the prison located, while the witnesses of the ceremony
were prison employees. The wedding was reportedly attended by Å~^ahin’s
relatives, who came from Giresun, Å~^ahin’s hometown.

Akcaköy muhtar Mevlut Akdeniz noted that they received the
application for the marriage two weeks ago, saying: "Following the
legal procedures, we went to the prison. I presided over the ceremony,
which was witnessed by employees of the prison. The girl said they
were engaged six months ago."

Republican Party of Armenia board member Suren Surenyants told
journalists yesterday he was informed that the next meeting of Armenian
and Azerbaijani presidents was planned to be held in 2-3 months in the
US. Further, he expects quite interesting developments in this respect.

Referring to a recent analysis by American research centre STRATFOR,
which said the Nagorno-Karabakh conflict might lead to a third world
war, Surenyants deemed it to be less likely at least for two reasons.

"Unfortunately, the governing leaders of both Armenia and Azerbaijan
are authoritarian; having no moral resources, they take manipulative
actions. Besides, they try to maintain their authority by all means
necessary, which sometimes becomes more urgent than internal affairs.

And this fact makes the international community consider such states
as unreliable partners," he said.

The second reason Surenyants said war in the region is unlikely
is that the US is well aware that some countries in the region are
against the normalization process between Armenian and Turkey, and
they can assume an undermining role.

ANKARA, Feb 3 (Reuters) – Turkey expects to conclude talks shortly
with Azerbaijan over the price of gas imports, Turkish Energy Minister
Taner Yildiz said on Wednesday, adding he did not see Turkey’s peace
efforts with Azerbaijan’s old foe, Armenia, holding back a deal.

Should the long-running negotiations end in failure it would complicate
attempts to secure gas supplies for the EU-backed Nabucco pipeline
project.

Nabucco is meant to reduce European dependence on gas from Russia,
which currently supplies about a quarter of the continent’s needs.

Analysts have feared that protocols signed by Turkey and Armenia
late last year to open their common border could make Azerbaijan less
willing to sell gas to Turkey.

Yildiz told Reuters he didn’t see this impacting negotiations, and
he expected an agreement on price soon.

"I am convinced that political issues, such as Armenia, will not
hinder a conclusion with our brother country Azerbaijan," Yildiz said
in an interview.

Azerbaijan has warned that it could find other buyers for its gas if
Turkey did not improve its terms.

Russia has courted Azerbaijan for gas supplies that could help provide
throughput for its South Stream pipeline, which also aims to feed
European markets.

REASSURING FRIENDS AND PARTNERS

Azerbaijan and Turkey are fellow Muslim countries and traditional
allies, who share a history of enmity with Christian Armenia. Turkey
has sided with Azerbaijan in a territorial dispute with Armenia over
the Nagorno-Karabakh mountain region.

Turkey closed its border with Armenia in 1993 in solidarity with
Azerbaijan, after ethnic Armenian rebels threw off Azeri rule in
Nagorno-Karabakh, a territory Azerbaijan still claims as its own.

While the Turkish-Armenia border agreements appear to have little
chance of going into effect soon, Azerbaijan is worried by the thaw
between its friend and its enemy.

Turkey has tried to calm Azeri fears by demanding that ethnic Armenian
forces pull back from the frontlines as a condition of the peace deal.

Yildiz said Turkey would do what is necessary to support the $7.9
billion Nabucco project, and expressed conficence that supplies for
the pipeline would be sewn up.

"I’m not worried about supply or demand for the Nabucco pipeline
… I don’t see a risk to the construction of the line," he said.

An executive of Austria’s OMV, one of the partners in Nabucco, said
last month that the pipeline would not be built if demand was too low.

Besides OMV and Turkey, Bulgaria’s Bulgargaz, Germany’s RWE , Hungary’s
MOL and Romania’s Transgaz are partners in the project.

the first quarter of 2010 Wednesday, February 10, the bank’s press
service reported.

The Central Bank of the Republic of Armenia is a legal entity empowered
with state functions.

The primary goal of the CB is price stability in the Republic of
Armenia.

The CB coordinates the primary goal with the Government of Armenia,
as stipulated by the Armenian Law on State Budget, and approved by
the National Assembly of Armenia.

The CB itself defines the strategy of monetary policy it implements and
target (intermediate and operational) indicators that are contained
in the monetary policy program and subject to presentation to the RA
National Assembly. The program outlines the main directions of the
monetary policy and the monetary instruments which the CBA uses to
fulfill its objectives.

Since 1 July 2006, the CB has been exercising an inflation targeting
strategy.

Coordination of monetary and fiscal policies is priority in developing
and implementing the monetary policy. The coordination involves
both opting for basic macroeconomic indicators and issues relating
to short-term adjustment of liquidity by the CB, disbursement of
external financial inflows and issuance and allocation of T-bills
by the Government. The CBA makes sure its activities are maximally
transparent and open to public, which serve the best warrant for the
general public’s confidence in the monetary policy implemented by
the CBA.

CB key objectives are: Provision of stability and normal activity of
the financial system of Armenia; provision of necessary conditions
for stability, liquidity, solvency and normal activity of the banking
system of Armenia; creation and development of an efficient payment
and account system; issuing of national currency, organization and
regulation of money turnover; organization and coordination of the
fight against financing of terrorism and legalization of criminal
incomes; provision of necessary conditions for defending the interests
of investors on the securities market, formation and support of a
fair price formation system on the securities market.

"On the occasion of my election as president of the Parliamentary
Assembly of the Council of Europe, I received congratulations even from
Armenia, but not from the opposition in my own country," newly elected
PACE president Mevlut Cavusoglu said, according to Cihan news agency.

Cavusoglu complained that he received a note of congratulations from
neither the Turkish Republican People’s Party nor the opposition
Nationalist Movement Party.

However, according to Milliyet, the National Movement Party denied
yesterday news that the party’s parliamentarians did not support
Mevlut Cavusoglu’s candidacy.

Mevlut Cavusoglu is a member of Turkey’s ruling Justice and Development
Party.

ArmInfo. The oppositional Heritage party intends to fight for
reinstatement of its parliamentarian in the main structure of Armenian
Delegation to PACE, Zaruhi Postanjyan, former permanent member of the
Armenian Delegation, and Stepan Safarya, head of the Heritage faction,
said at today’s press-conference.

To recall, by Speaker of the Armenian Parliament Hovik Abrahamyan’s
decision, a castling took place in the Armenian Delegation to PACE.

Zaruhi Postanjyan, the oppositional MP, was excluded from the permanent
structure of the delegation, and replaced by Artsruni Aghajanyan, a
parliamentarian from the pro-power Orinats Yerkir faction. Postanjyan
herself joined the stand-by members of the delegation. She pointed out
she knew that some changes were expected in the Armenian Delegation
to PACE, however, Heritage received no written reply to its request on
this issue from the parliamentary Speaker. She added the notification
that the stand-by members of the delegation will take no part in
PACE work was received not from the Speaker in the written form,
but from Estera Mkrtumyan, senior specialist of the Parliamentary
Foreign Relations Department, orally.

For his part, Head of the Heritage faction Stepan Safaryan said that
what happened was not the problem of Postanjyan, but hindering of the
activity of Heritage parliamentarians at the official level. "This
incident is already the 5th or 6th example over the past few months.

If the authorities spent so many efforts and energy on overcoming the
foreign challenges and not on the fight and isolation of our party,
Chavushoglu, who denies the fact of the Armenian Genocide, wouldn’t
represent Europe today and there wouldn’t be a number of challenges and
open pages, including the ones concerning March 1 events",- he said.

Safaryan added that Heritage is not going to yield its positions
and will fight for their rights and votes of its electorate and
reinstatement of its parliamentarian in the Armenian Delegation
to PACE.

communities launched an online grassroots petition urging all people of
conscience to sign a letter to President Obama and Congress that calls
for swift passage of H. Res. 252, the Armenian Genocide resolution
currently pending in Congress, reported the Armenian Assembly of
America (Assembly).

"The Assembly commends the work of this important human rights
coalition and calls on all American citizens to affirm the U.S. record
on the Armenian Genocide by signing the petition to your elected
Representatives," stated Assembly Grassroots Director Taniel
Koushakjian. The Armenian American Action Committee of Massachusetts
(ARAMAC-MA), Armenian National Committee of Massachusetts, the
Massachusetts Jewish community and Assembly anti-genocide coalition
partner Investor’s Against Genocide were instrumental in launching
the petition.

The Boston based coalition of Armenian and Jewish communities have
been engaged in a robust civil society dialogue, which was the
outcome of a 2007 rift where the local Massachusetts branch of the
Anti-Defamation League (ADL) broke with national ADL leader Abraham
Foxman in acknowledging the Armenian Genocide. ADL later altered
their position, and just last month stated, "We continue to believe
that there was a genocide..," yet continue to oppose legislation in
Congress that would affirm the incontestable truth.

Mirrored after H. Res. 106, the Armenian Genocide resolution which
passed the House Committee on Foreign Affairs in 2007, H. Res. 252
boasts 137 cosponsors and is currently pending in the aforementioned
committee. "What the world witnessed at the turn of the 20th century
is being repeated again at the dawn of the 21st century today in
Darfur. By signing the online petition, one can play an important
role in helping to end the vicious cycle of genocide," stated Assembly
Executive Director Bryan Ardouny.

Established in 1972, the Armenian Assembly of America is the
largest Washington-based nationwide organization promoting public
understanding and awareness of Armenian issues. The Assembly is a

-Mr. Oskanian, how do you assess the fact that in Sochi, the sides agreed
on the preamble to the Nagorno-Karabakh settlement documents? Is this in
sync with the initial principle guiding these discussions that `nothing is
agreed until everything is agreed?’

-That principle exists precisely for such complicated issues as Karabakh;
every sentence of every relevant document is interrelated and every word is
consequential. For this very reason, in agreeing on any public declaration,
utmost caution must be exercised since not everything in the negotiating
document is agreed to. In that regard, the declaration you cite, is at least
cause for worry, since as a result of similar earlier `agreements,’ whether
the Meindorf or Athens declarations, Azerbaijan received plenty to use to
its advantage.

-After the meeting, we learned that the sides were given two weeks during
which to present proposals on disputed matters. Doesn’t that mean that
they’re pressuring the sides to settle quickly, or has the process already
entered its final stage? Especially considering that the OSCE Parliamentary
Assembly Special Rapporteur for Karabakh, Goran Lennmarker, expressed hope
that it would be possible to get the sides to arrive at an agreement by
spring?

-Pressure only counts if you submit to it. It’s possible to place deadlines,
but only if within those timeframes, documents and decisions are not adopted
that go against our interests. Taking into account recent experience when in
the framework of the Armenia-Turkey process, under deadlines, documents were
created which do in fact go counter to our interests, then deadlines are
indeed cause for concern.

-Overall, how do you evaluate the latest developments in the
Nagorno-Karabakh settlement process?

-The thing that worries me most is Turkey’s active involvement and the fact
that the Armenia-Turkey process has further complicated the Karabakh
settlement. Now, all our energy must be aimed at separating these two
processes, and at the same time, finding a way to address the increasingly
more complicated challenge of defending our rights during the negotiations.

-In comparison to the increased activity surrounding the NK negotiations,
one would think the Armenia-Turkey reconciliation process was on hold.
Doesn’t this mean that before moving to ratify the protocols Turkey is
indeed waiting for progress on the Karabakh question, as so many Turkish
high officials have frequently stated? In your opinion, is the settlement
process in fact progressing based on that condition?

-In principle, continuing to try to predict when and whether Turkey will
ratify the protocols, and under what conditions, is already irrelevant. From
the beginning, it was clear where this process would end up. Turkey has
already received the minimum to which it aspired both in regard to the
content of the documents, and in exploiting the entire process for its own
ends. Now it’s trying to gain the maximum by achieving a speedy conclusion
to the Nagorno-Karabakh problem.

-During the last OSCE ministerial council, member states’ foreign ministers
accepted a document that said that Nagorno-Karabakh conflict must be
resolved according to three principles of the Helsinki Final Act — the
principles of non-use of force, territorial integrity, and the right of
peoples to self-determination, while in the Madrid principles, the issue of
Karabakh’s status will follow the return of territory and refugees. Isn’t
there the danger that in the case of the Madrid principles, the principle of
national self-determination in regards Nagorno-Karabakh will not be
decisive?

-The problem is not in the sequence of the principles; documents which
confirm that the solution of the NK conflict must be based on the two
principles — territorial integrity and self-determination — must be
avoided so long as Azerbaijan has not publicly acknowledged that the people
of NK have the right to adopt any manifestation of their right to
self-determination, and so long as the details of the application of that
right to self-determination have not yet been clarified.

-How do you assess the constitutional court decision and Turkey’s uproar in
response? Would it be right that the parliament ratifies the protocols with
reservations, as the Dashnaksutyun proposes?

-We should call a spade a spade. This is not the time to be evenhanded, and
play both sides of the fence. This simply further complicates the situation,
as I believe, everyone’s had ample time to comprehend. From the beginning,
these documents could not have served as the foundation on which our two
countries could build a stable relationship. There was no need to waste a
year to try to persuade each other, lose time, and to divert attention from
more significant problems.

-How do you assess the news that there are already steps being taken
towards arriving at the participation of Nagorno-Karabakh in the
negotiations? After determining the principles of the settlement, will
Karabakh’s participation not be merely a formal step, to keep up
appearances?

-It seems there hasn’t been official confirmation of this. But that without
Nagorno-Karabakh’s agreement, there can be no resolution to this issue

this must be an irrevocable and undeniable principle of the Armenian side.
As to whether their participation at that time will be more formal, than
significant, will depend on the degree and extent to which Karabakh’s
authorities have been involved and engaged in the development and acceptance
of those principles.

-Of the co-chair countries, is it the Russian Federation’s desires that
are
the determining ones? Is the Russian Federation not using the Karabakh
conflict to resolve its own economic, territorial and geopolitical issues

that is, taking into account recent events, such as their arrangement with
Azerbaijan to buy a large quantity of gas, and the mutually beneficial
agreements arrived at during Prime Minister Erdogan’s visit to Moscow?

-I am convinced that Russia does seek a settlement, in fact, exactly for the
reasons stated here. With the Karabakh problem settled, Russia will be freer
to deepen its relationship with Armenia for its own strategic interests, and
with Azerbaijan for geopolitical and energy reasons. This means that it
would be short-sighted to make plans or calculations based on the belief
that regardless of how things develop, Armenia would receive Russia’s
unconditional support.

-With the Nagorno-Karabakh conflict or the Armenia-Turkey reconciliation
processes, what role or interest does or can Iran have? This question was
raised following Robert Kocharian’s visit to Iran. Does his visit in fact
have any connection to this question?

-The question about the second president’s trip perhaps you should direct
towards him. As for Iran, in contrast, for example with Turkey, although it
isn’t directly involved, its balanced position has had a positive effect
on
the Karabakh settlement process. Of course, Iran, too has interests. We
talked about Russia’s interests already. Other countries, too, have
interests in our region. Each state moves based on its own interest. But
that shouldn’t be perceived fatalistically. Armenia’s task is to clearly
picture, articulate and defend our own interests, and not just to go with
the flow.
