the prices of electro energy and will not apply to Public Services
Regulatory Commission of RA, said the director of the company Evgeni
Gladunchik in a press conference with the journalists.

Even if Russian natural gas prices get increased, current company
does not plan to make the prices higher.

Ara Abrahamian, the Chairman of the Union of Armenians in Russia, at
the Union Board sitting held in Moscow, highly estimated the speech
of Armenian President Serzh Sargsyan at the Baze All Armenian youth
gathering as an important step on the way of consolidating Armenians
spread all over the world. The statement of the Board of the Union of
Armenians in Russia read that the Armenian President in his speech
especially touched upon such important state issues as involvement
of all Armenians’ efforts in solution of problems regarding country’s
prosperity and guaranteeing its security. The head of Armenian state
addressed all Armenians concerned with homeland’s fate calling them
for providing a real, concrete assistance to Armenia with their
active participation.

The statement read that "The Union of Armenians in Russia from the
day of its creation has been providing material and moral assistance
to Armenia.

That line is reflected in elaboration and implementation of a number
of socio-economic programs. Much efforts have been exerted to provide
assistance to country’s economic progress and to attract investment
resources for development of individual economic branches. A number
of Russian-Armenian economic forums, meetings with the participation
of government members and Armenia’s leading entrepreneurs have been
held especially for that purpose. A charity program of providing
refugees from Azerbaijan with apartments has been implemented. Blocks
of flats have been purchased for them and given them as property. A
public canteen has been functioning for many years in Yerevan, which
every days provides food to nearly 300 lone pensioners. Large-scale
assistance has been provided to country’s scientific institutions,
creative unions, multipronged publishing activity has been carried out
for several years. Computerization program is implemented in Armenian
and Artsakh schools and higher edcuational institutions. Nearly 7000
computers have been already donated to them."

Responding to the speech of Armenian President Serzh Sargsyan
and to his initiative, A. Abrahamian proposed calling Armenians,
businessmen and entrepreneurs, residing in Russia on behalf of the
Board of the Union of Armenians in Russia for more actively making
investments in Armenia’s economy. The Board made a decision to send
a circular letter to regional branches of the Union of Armenians in
Russia by proposing them establishing direct contacts with Armenian
regions to carry out concrete programs. The Chairman of the Union
of Armenians in Russia stated that personally he will continue
implementing investment programs in Armenia, and nearly another 150m
USD will be invested. The Board of the Union of Armenians in Russia,
on the whole, approving Armenian President S. Sargsyan’s new policy,
expressed confidence that every Armenian in Russia will be filled
with sense of responsibility for homeland’s fate and will make his
contribution to its further development as far as possible.

The co-chairmen of the OSCE Minsk Group, Matthew Bryza (USA), Bernard
Fassier (France), and Yuriy Merzlyakov (Russia), issued a joint
statement today. In their statement, they welcome the constructive
achievements reached between the Azerbaijani and Armenian presidents
during their meeting in St Petersburg on 6 July, APA news agency
has learnt.

They also said that they were satisfied with their trip to the
region which took place on 27-28 June. "At this important moment, the
co-chairmen call on all parties to refrain from maximalist initiatives
at the negotiating table and in their public statements, and to avoid
all belligerent rhetoric, as we work together in pursuit of a peaceful
settlement of the Nagornyy Karabakh conflict," the co-chairs said in
their joint statement.

The co-chairs said that there was no military solution to the Nagornyy
Karabakh conflict. "Both presidents called for invigorated talks
within the framework of the Minsk Group during their meeting in St
Petersburg. The co-chairs look forward to the next meeting between
the Azerbaijani and Armenian foreign ministers in the coming weeks
to press forward with negotiations on the basic principles of the
peaceful settlement of the conflict," the co-chairs said.

assigned at the time of Hrant Dink’s murder gave a statement as a
witness in the case. Oz responded to all the questions by saying either
‘I don’t remember’ or ‘I don’t know’. Oz was accused of covering
up the issue of information that Hrant Dink will be murdered. The
process started with seizing Ogun Samast as the suspect in the murder
of Hrant Dink. The police tracked the phone calls and reached Yasin
Hayal as the solicitor of the murder. Petty officer Okan Å~^imÅ~_ek,

also gave statement and said that they communicated the necessary
information to Ali Oz but he did not take the proper action.

According to a study from Yerevan, Armenia, "Surgical decompression
is a life-saving procedure in patients with severe intra-abdominal
hypertension. However, it involves subsequent management of an open
abdomen."

"Therefore, it is not recommended for moderate intra-abdominal
hypertension. Our literature search did not show any studies
relating the efficacy of epidural analgesia in decreasing elevated
intra-abdominal pressure (IAP) in critically-ill surgical patients with
primary intra-abdominal hypertension. Through a blinded prospective
study, we investigated postoperative critically-ill surgical
and trauma patients with primary intra-abdominal hypertension,
who received Postoperative thoracic epidural analgesia (n = 58)
or intravenous opioid analgesia (n = 130). Patients in the epidural
group received ropivacaine 0.2% 10 ml, followed by an infusion of
5 ml/h for 96 hours. Patients in the opioid group could receive
morphine hydrochloride (0-1 mg/kg IV for every 4-6 hours as needed)
with or without ketorolac trometamol (up to 90 mg/day IV). IAP
was measured transvesically, for every 6 hours. Additionally,
measurements immediately before and 1 hour after the initiation of
epidural analgesia were taken. Abdominal Perfusion Pressure (APP)
was calculated for each IAP measurement as APP = MAP – IAP where
MAP is the mean arterial pressure. In the epidural group we found a
consistent decrease in IAP from 16.82 +/- 4.56 to 6.30 +/- 3.11 mmHg
and an increase in APP from 60.26 +/- 21.893 to 76.10 +/- 17.54 mmHg
between baseline values until the second day of epidural analgesia,
which remained stable afterwards," wrote R.V. Hakobyan and colleagues
(see also Hypertension).

The researchers concluded: "There were no significant differences
of IAP and APP in the opioid group Conclusion: Continuous thoracic
epidural analgesia decreases IAP and improves APP without haemodynamic
compromise in postoperative critically-ill patients with primary
intra-abdominal hypertension."

Hakobyan and colleagues published the results of their research in

Intention of the Armenian opposition to collect signatures for filing
a claim to Hague tribunal against the second Armenian President Robert
Kocharyan is a good pass to Azerbaijan, considers chairman of the
National Democratic Party Shavarshe Kocharyan.

"I am not sure whether opposition is aware of it, but this is a
dangerous step, by which she invites Azerbaijan to the Hague tribunal",
noted he at a press conference.

The opposition center of the National Movement initiated a collection
of signatures against the second president Robert Kocharyan to bring
him to responsibility before Hague tribunal for March 1 events and
actions of law enforcement bodies on the day of mass upheaval.

According to Sh.Kocharyan, the case in the tribunal can only be
instituted on the basis of an appeal of an international organization
or a state, adding that it may seem that this announcement of the
opposition does not deserve attention considering the said fact.

"Yet the point is that Azerbaijan press and officials have repeatedly
stated that most officials of Armenia should be brought to Hague
tribunal. Thus, this is a step, targeting not Robert Kocharyan but
the interests of Armenia and Nagorno Karabakh", said Kocharyan.

According to the expert, Azerbaijani side has prepared a package of
documents and such actions of the opposition will help Azerbaijan,
state by submitting this package to the court, to state that the said
official has committed a crime against humanity "not only towards
Azerbaijan, but also towards the Armenian people".

Nicosia, 18 July: The president of the Republic of Cyprus, Dhimitrios
Khristofias, has said that during the meeting he will be having on
25 July with Turkish Cypriot leader Mehmet Ali Talat they will be
reviewing the work carried out by the working groups and will decide
on future steps.

Speaking at an event on Thursday [17 July] evening President
Khristofias said the "situation now in the Cyprus problem is more
optimistic than ever despite the fact that the difficulties and
problems in efforts for a settlement have not been overcome".

The president pointed out there was still much work to be done and
"that is why we must be patient and steadfast on the principles of
a solution, showing at the same time the necessary determination
and flexibility".

"Our hope is to reach a settlement the soonest possible, which will
liberate our people and create the basis and preconditions for a
common homeland for Greek Cypriots, Turkish Cypriots, Armenians,
Maronites and Latins," he said, adding that finding a solution is
the main aim and priority of the government.

President Khristofias said the solution should be fair, viable
and functional, terminating the Turkish occupation and settling,
and securing the reunification of the island and its people, with
respect of their human rights and fundamental freedoms.

Cyprus has been divided since 1974, when Turkey invaded and occupied
its northern third.

Concept Of Development Of Armenian Regions To Be Submitted To Govern

The concept of the program for the development of Armenian provinces
will soon be submitted for the government’s consideration, Vice-Premier
and Minister of Territorial Administration Armen Gevorgyan said at
his meeting with Ambassador Extraordinary and Plenipotentiary of
Great Britain Charles Lonsdale.

The minister expressed his gratitude to the British Ambassador
for supporting the programs for regional development in Armenia,
especially DFID programs implemented in Armenian regions of Gegharkunik
and Tavush.

The two stressed that this practice should be applied in other regions
as well. Gevorgyan said the government of Armenia deems cooperation
with public organizations highly important in this issue. The
government pays much attention to environmental issues. Each investor
is required to use safe technologies only, the minister reported.

Chairman of Armenia’s Public Services Regulatory Commission Robert
Nazaryan says new fixed-line telephone operators quite possible
in Armenia.

"The commission’s move to deprive ArmenTel of its monopolistic right
to operate the stationary communication, as well as its efforts to
adopt new regulations and rulings directing the sphere enables any
company to apply for a license to operate a stationary network,"
Nazaryan told reporters.

He said stationary telephone communication may be operated via both
fixed lines and radio frequencies.

"Some companies have already started building their own fibre optic
networks. In the near future, we hope to have a kind of competition
in the stationary communication system as we now have in mobile
communication," Nazaryan said.

ArmenTel was deprived of its monopoly rights in all the spheres
of telecommunication last year. However, it remains the de-facto
monopolist in Armenia’s stationary telephone communication.

ArmenTel is the daughter company of Russian VimpelCom (Beeline
trademark), which is the owner of the company’s 100% shares. It
provides stationary services to 640,000 people, and the number of
its mobile service users exceeds 450,000.

authorities, OSCE mission conducted an extra-ordinary observation
near village Yusifjanly of Aghdam region, on the border zone of
NKR and Azerbaijani armed forces. No cease-fire breach has been
recorded. Nevertheless the representative of NKR Foreign Ministry
accompanying OSCE mission brought the attention of the observation
group to the fact that the observed territory has not been burnt,
as Azerbaijan has reported a day before.
