Spokesman for Armenian Defense Minister Seyran Shahsuvaryan refuted
the statements, voiced in Baku, about pressure on Azerbaijani soldier
Rafig Hasanov.

"Hasanov decided to speak before the cameras himself and
representatives of the Red Cross know about it. It was done upon
their previous consent and under their support", said Shahsuvaryan.

He noted that Armenian side had no intention to hold Azerbaijani
soldier in Armenia.

It should be noted that along with Armenian sources Armenian
TV channels showed TV speech of Rafig Hasanov in which the soldier
said he does not intend to return to Azerbaijan. Hasanov also voiced
intention to received Armenian citizenship.

YEREVAN, December 22. /ARKA/. Armenia has been entered in a list of
countries that will enjoy GSP+ (Generalized System of Preferences)
from January 1, 2009, to the end of 2011. The EU-provided GSP+ is
intended for stable development and efficient management.

The press service of the RA Ministry of Economy reports that GSP+
beneficiaries must also have ratified and effectively implemented 27
specified international conventions in the fields of human rights,
core labour standards, sustainable development and good governance.

GSP+ allows the countries to export about 6,400 product items to the
EU at reduced tariffs or with exemption from customs duties.

Specifically, the customs duties on cigarettes are to be reduced by
52%, on natural juices by 30%, on fruits by 20%, on vegetables by 14%,
on fish products by 20% and on honey by 17%.

Armenia started seeking GSP+ in 2007. GSP is currently in effect
between Armenia and the European Union (EU), which allows Armenia to
export its products to the European markets at reduced tariffs.

Last year the trade turnover by the GSP+ totaled â~B¬74.7bln. The
exporters paid â~B¬357mlbn less as customs duties than during the
GSP regime.

Touching upon the PACE Monitoring Committee’s session held in Paris,
Foreign Minister Edward Nalbandyan mentioned that the Committee had
made a proposal unfavorable for Armenia.

"It is a working process, and out of the more than 80 members of the
Committee only 15 people participated in the session. 10 people among
them voted in favor of the proposal advanced. The issue concerning
Armenia will be put to discussion during the January session of the
Parliamentary Assembly."

And before that, rapporteurs J. Prescott and J. Columbier are to
visit Armenia. "I believe the developments in January will make it
possible to revise the current proposal and confirm that Armenia has
really implemented the major part of Resolutions # 1609 and 1620,"
Ed. Nalbandyan underscored.

Istanbul, 19 Dec. (AKI) – The Turkish army on Friday rejected a
recent call by intellectuals and civil rights activists for a public
apology to Armenians for the massacre committed during the Ottoman
Empire in 1915. "We don’t think this is right. It is wrong and will
create harmful consequences," Brigadier General Metin Gurak said in
a report cited by the daily, Hurriyet.

Around 200 Turkish academics, writers and journalists have launched
a website issuing an apology to the Armenians regarding the 1915
incidents and called for supporters to endorse their campaign. The
online apology does not use the word genocide, but recognises that
Armenians suffered a "great catastrophe".

The move has generated fierce debate in Turkey even though the
country has made a proposal to establish an independent commission
to investigate the claims.

On Wednesday, Turkish Prime Minister Tayyip Recep Erdogan (Photo)
attacked the online apology for the massacre of Armenians by Ottoman
forces during World War I, warning that it could threaten recent
efforts to restore long-severed ties with Armenia.

"We did not commit a crime, therefore we do not need to apologise,"
he said. "It will not have any benefit other than stirring up trouble,
disturbing our peace and undoing the steps which have been taken."

Turkey’s opposition parties, Republican People’s Party (CHP) and
Nationalist Movement Party (MHP), have also harshly criticised the
campaign.

Campaign organisers have claimed more than 11,100 people have endorsed
the apology, after it was launched online.

Turkish President Abdullah Gul said everyone had the right to their
opinions freely in a democratic society.

"The president’s view is that the fact that the issue is discussed
freely in academic and public circles is proof of the presence of
democratic discussion in Turkey," Thursday’s statement from Gul’s
office said.

The Armenian government estimates up to 1.5 million Armenians died
under the Ottoman empire and the figure is backed by many historians.

A group of retired ambassadors slammed the recent internet campaign
launched to issue a public apology to Armenians regarding the 1915
incidents, Hurriyet Daily reported.

Around 200 Turkish academics, writers and journalists are planning
to issue an apology to the Armenians.

Retired diplomats and ambassadors issued on Monday a response to the
attempt, saying the campaign is "unfair, wrong and unfavorable for
the national interests."

"Such an incorrect and one-sided attempt would mean disrespecting our
history and betraying our people who lost their lives in the violent
attacks of the terror organizations in the final days of the Ottoman
Empire, as well as after, during the formation of the Republic," the
statement issued by around 60 retired ambassadors and diplomats said.

The diplomats also said in order to improve the relations between
neighboring countries both sides should recognize each other’s borders
and mutually share the pain each side suffered.

The statement was signed by CHP deputies Sukru Elekdag and Onur Oymen.

TEHRAN — Iranian Foreign Minister Manouchehr Mottaki and Armenian
Energy and Natural Resources Minister Armen Movsisyan held a meeting
in Tehran on Sunday to discuss the expansion of bilateral relations.

Iran and Armenia are friends through thick and thin, Mottaki said.

Fortunately, repercussions from the South Ossetian conflict are no
longer affecting Armenia, he added.

Tehran welcomes projects that can improve the lives of residents
of border areas and is interested in increasing industrial and
construction cooperation with Yerevan, the Iranian foreign minister
stated.

And providing Iranian traders with more facilities can pave the way
for strengthening economic ties with Armenia, Mottaki said.

Movsisyan said that the two countries have significantly improved
their bilateral relations and expressed hope that the opening of
the Armenian consulate in Tabriz will produce ideal conditions for
increased cooperation between Tehran and Yerevan

Vartan Malkhasyan, a prominent Armenian nationalist activist, vowed to
continue to fight for regime change in Armenia as he walked free last
week after serving a two-year prison sentence resulting from the
controversial coup charges brought against him by the Armenia’s
National Security Service.

Armenian Service of the Radio Free Europe/Radio Liberty (RFE/RL),
reporting on Malkhasyan’s release, notes that he and another prominent
veteran of the war in Upper Karabakh, Zhirayr Sefilyan, were arrested
in December 2006 just days after holding the founding congress of
their Alliance of Armenian Volunteers (HKH), a pressure strongly
opposed to any territorial concessions to Azerbaijan. Armenia’s
National Security Service claimed they planned to mount an armed
uprising against the government ahead of the May 2007 parliamentary
elections while both men denied the charges as politically motivated.

Both Malkhasyan and Sefilyan have supported former President Levon
Ter-Petrosyan’s bid to return to power despite his well-known advocacy
of a compromise solution to the Karabakh conflict. Also last week,
Sefilyan joined several hundred people in marching to the
Prosecutor-General’s Office in Yerevan to demand the release of some
70 Ter-Petrosyan supporters arrested by the security forces in the
wake of the February presidential election, RFE/RL notes.

appropriate way to reveal it is to make people look forward. That’s the
opinion of Mr. Kevin Thompstone, Senior consultant of Shannon
international development consultants, which he shared with the
correspondent of ArmInfo.

"Gyumri has a lot of potential. It’s in the look and feel of the city,
a strong architectural heritage, a long history as a city. While there
was a lot of damage from the earthquake, and a long period of
regeneration, the potential is still clearly visible. What I get the
sense of is that particularly in Gyumri there’s a healthy local
patriotism and entrepreneurial spirit. So, while there are a lot of
issues to be resolved, there’s some good basic the place from which you
can start to develop a foundation", he noted.

The city, he said, is also rich with R&D institutions, including
branches of state universities. In general, there’s a good scientific
tradition, as the city used to be one of the R&D centers of the former
Soviet Union. "I’ve seen a considerable number of skilled graduates – a
lot of work had been done by Gyumri information technologies center
(GITC) and the companies like Instigate and so on", he added.

Speaking on the shortage of infrastructure as a potential threat, he
underscored, that despite the difficulties, which may be faced at a
given moment, there must be a will to move forward, and the obstacles
are to be perceived as triggers for constructive action plans. "Gyumri,
and Armenia on the whole, does have problems with telecom and road
infrastructure. But you shouldn’t put it all off just
because, say, Shirak airport is underdeveloped. It’s a long way to go,
but there’s capacity to expand. When you have people ready to work in
conditions where all is against them, imagine what you can achieve if
you improve education facilities, bring the infrastructure to a good
condition. If you do all that, the environment of the city represents
opportunities to regenerate the city, change the look and feel of it –
it really has potential", he said.

One of the main things, he noted, is to create not just facilities by
themselves, but an environment in which they will be utilized to make
something new. "When you develop the technopark, it’s not but nice
buildings, refurbishing the area and putting handsome signs. It’s got
to be a place where research scientists, post graduates,
undergraduates, entrepreneurs and so on are mixed together, seeing each
other every day. Business is about people getting together, and the
most successful businesses are those which are completely different
today from what they had started, and it all comes from people sharing
ideas", concluded the expert.
