Reveals plans for summer 2009

New York – AGBU Camp Nubar has announced that Jennifer Omartian will
serve as the 2009 Camp Director. Jennifer first came to Camp Nubar,
located in the Catskill Mountain Region of New York, in 1993 and she
has returned yearly ever since. She began as a counselor for several
years before going on to serve as Activities Director, Girls Head
Counselor, and Assistant Director. No other director in the 46-year
history of Camp Nubar has spent more time at the Catskill camp than
Ms. Omartian, which is a clear indication of her passion for the
facility by idyllic Lake Arax.

The new Camp Director grew up in Longmeadow, Massachusetts, where she
attended St. Mark Church in neighboring Springfield, MA. She graduated
from James Madison University where she received her master’s degree
in Middle School Education. Ms. Omartian now resides in Virginia and
attends St. Mary Church in Washington, D.C. AGBU: What are your goals
and hopes for the summer?

Jennifer Omartian: Preparation is crucial for a safe and fun season. I
will ensure that counselors are prepared, qualified, and ready for
another successful summer.

I hope to see campers and counselors work alongside one another, to
grow as individuals and into one family. Campers learn from their
counselors, but counselors learn from their campers as well. Every
session has a unique blend of people from different places. I look
forward to seeing how each session will create its own set of memories
using the same resources and facilities.

AGBU: What are your favorite aspects of camp and do you have any
favorite memories?

JO: I love the anticipation that surrounds camp. Throughout the year,
campers and counselors anticipate the following summer, the friends
they will be reunited with, the bonds they will form and the memories
they will make. When camp begins, the campers and counselors anxiously
wait for their favorite camp event, whether it is an evening activity,
a carnival, or Color War. Throughout their camp careers, campers count
down the summers until they finally become a counselor.

I also love seeing the camp family within the greater Armenian
community. It is such a wonderful feeling to walk into church, a
basketball game, or a picnic and see campers and counselors so eager
to see each other and talk about camp.

My favorite camp memory was watching my very first group of G1 campers
mature every summer and then serve as counselors.

AGBU: What is your current occupation and what do you enjoy about it?

JO: I teach sixth-grade social studies in Fairfax County, Virginia. I
love the diversity at my school and the many challenges that it
presents on a daily basis. I teach students from all over the world
and it amazes me how they blend together and learn from each other
while maintaining pride in their own identity. I see this same sense
of pride in our campers. Camp Nubar excels at encouraging campers to
build a sense of pride in their personal and community identities. I
look forward to another amazing summer at Camp Nubar.

has been highly ranked by the American Camp Association, American Red
Cross, and American Academy of Pediatrics.

The secretary of the Bargavach Hayastan (Prosperous Armenia, BHK)
faction Aram Safaryan, expressed his opinion in connection with the
Mayor election scheduled on May 31, saying that although it is not
time for the electoral campaign as it will be launched on May 2, he
evaluated the BHK chances at the elections as good. `We are aimed at
gaining success with out ticket and we will work for it,’ says Aram
Safaryan.

He added that the BHK aims at strengthening its political positions in
the Armenian political field and at having a respectful participation
and role in it.

ArmInfo. "In establishing relations with Turkey we don’t admit any
preconditions",- Armenian President Serzh Sargsyan said at today’s
press-conference in Yerevan.

According to him, the Armenian party doesn’t expect Turkey to recognize
the Armenian Genocide and at the same time expects Turkey to give
up the precondition on suspension of the process of international
recognition of the Armenian Genocide. Speaking of possible recognition
of the Armenian Genocide by the United States, the Armenian president
pointed out that there is no need to persuade Americans of this fact
as they had diplomats, missioners, businessmen in this region who
witnessed the tragic days for the Armenian people.

"Even in course of discussion of the relevant resolution in the US
House of Representatives, the overwhelming majority of senators didn’t
deny the given fact", – he said. If the USA considers that recognition
of the Genocide may become a factor to prevent similar crimes and
fight international terrorism, it will take this step, Sargsyan added.

At the same time, he sees no connection between normalization of
relations with Turkey and the USA’s possible decision on recognition
of the Armenian Genocide.

"We are ready to establish relations with Turkey without any
preconditions, now the ball is in Turkey’s field, but as it is
known, any football match has time limits",- the president said and
expressed hope that by the next Turkey-Armenia football match he will
have crossed the unblocked Turkish-Armenian border. Nevertheless,
he didn’t rule out new possible conditions to be laid down by
Ankara. In any case, Armenia will come out of this situation as a
stronger country. Moreover, all international structures registered
Yerevan’s desire to establish these relations. "We must establish
normal relations with Turks",- Sargsyan stressed. According to
him, now not the border should be unblocked, but relations without
preconditions should be established. "If there are relations, the
border will be opened",- he said. He thinks that opening of the border
will not result in inflow of Turkish commodities. Sargsyan advocates
competitiveness. "If the Armenian producers are unable to compete with
the Turkish ones, how can one speak about competition with European
producers?",- the president said and recalled that today one can find
in the Armenian market Turkish commodities delivered from Georgia. In
addition, the opened border and the big Turkish market may open new
opportunities for Armenian producers.

At today’s news conference, attended by representatives of health
organizations and hospitals, World Health Organization (WHO) offered
to undertake a number of steps to provide security of medical
establishments in emergency situations.

WHO-suggested steps are as follows: assessment of hospital’s security,
scheduling of rapid response works in emergency situations, projecting
and construction of durable buildings, developing national policy.

"Today, when the world is threatened by climatic changes and armed
conflicts, we have to create special conditions to protect medical
workers, so immediate medical assistance could be offered to those
who need it," Margaret Chan, WHO Director-General emphasized in
her statement.

It has been exactly one year since the wives of political prisoners
started to gather in front of the Prosecutor General’s office building,
submit letters to the Prosecutor General and demand the release of
the political prisoners and punishment of the real culprits of March 1.

"April 7 and the other holidays mean nothing to us while our husbands
are in jail. They were arrested for their political views. They are
all innocent and the culprits will be brought to justice sooner or
later," say the women.

They submitted their 51st letter to the Prosecutor General today
knowing very well that this one was going to remain unanswered just
like the previous fifty.

Melissa Brown, wife of former Minister of Foreign Affairs charged
with the "Case of Seven", says that the Armenian authorities are
trying to play games with Europe by making reforms in the Criminal
Code and the revised charge is as strict as before because it foresees
a sentencing of 4-10 years in jail.

The women held pictures of the political prisoners screaming "Freedom
for political prisoners", "Free, Independent Armenia", "You will
be brought to justice". They stayed near the building for nearly 40
minutes, after which they moved towards the Kentron and Nork Marash
district first instance court where there was going to be a discussion
of the appeal for Armenian National Congress representative Vladimir
Karapetyan.

Karapetyan demanded prosecutors to start a criminal persecution of
the contraband police officers who cursed the people gathered in
the court yard during the trial of the "Case of Seven" on January
16. The Special Investigative Service refused to do so and today,
through the means of the court, Vladimir Karapetyan is trying to make
the service start a persecution against those police officers, better
yet high ranking police officers Robert Melkonyan and Valeri Osipyan.

Azerbaijani President Ilham Aliyev did not change his decision on
refusing the visit Istanbul. Mayis Alizadeh – APA. Turkish President
Abdullah Gul and U.S. Secretary of State Hillary Clinton have today
phoned Azerbaijan’s President Ilham Aliyev asking him to participate
in The Alliance of Civilizations in Istanbul. According to APA’s
Turkey bureau Turkey-based Referans newspaper and hurriyyet.daily.com
reported it.

APA’s local bureau reports quoting sources in Turkey that Turkey’s
President Abdullah Gul first phoned Azerbaijani President. The head
of state protested against the issue on opening of Turkey-Armenia
borders and did not change his decision on refusing to participate
in the event.

Following this, Turkish Prime Minister Recep Tayyip Erdogan phoned
Azerbaijani President. Prime Minister could not change the president’s
decision, either.

Then US Secretary of State Hillary Clinton phoned to Azerbaijani
President and told about the prospects of meeting between Azerbaijani
and US leaders in Istanbul, but the head of state of Azerbaijan has
not changed his decision not to attend the event.

Turkish sources said in all phone conversations, the President
of Azerbaijan expressed his protest against the opening of
Turkish-Armenian borders and said it caused great protest among the
Azerbaijani society. The head of state said that this process would
have a negative impact on the processes in the South Caucasus and on
the relations between the two countries as well.

President of Azerbaijan Ilham Aliyev refused to attend the "Alliance of
Civilizations" meeting in Istanbul because of reports on the Turkey’s
preparation to open the borders with Armenia.

APA was first to report about the President’s refusal to visit
Istanbul.

Today, the regular outgoing session chaired by the Prime Minister
Ara Haroutyunyan has taken place in Berdzor. Kashatagh regional
administration head’s account on the activity of 2008 and the general
socio-economic state of the region was considered at it.

In the account the problems of resettlement were particularly
touched upon. According to the data announced by Kamo Martirosyan,
head of the regional administration, about eight thousand people
live in Kashatagh at present. Last year 47 families (462 persons)
were resettled here. According to the presentation of the reporter
insufficient social and living conditions, difficulties connected
with the construction of houses, electrical energy and water supply,
road construction, building of educational and cultural centres
are among the main reasons hindering in the resettlement of the
region and contributing to the emigration of the population. A
commission aimed at attaining the real depiction of the demographic
and socio-economic state of the region was created in the regional
administration. It visits all the communities, examines the state
and collects accurate information, which must serve as a basis for
the development and implementation of substantiated programmes aimed
at settlement of the accumulated problems. As the speaker assured,
first of all it is necessary to adopt a strategic programme of the
region’s development aimed at improving the resettlement process and to
implement the annual arrangements proceeding from it. In the account
the agricultural problems were thoroughly touched upon. It was once
more recorded that agriculture is the main direction of Kashatagh
region’s economic development, for organization of which there are
favourable preconditions, among them rich natural resources, increasing
rates of agricultural production, initial market formation. There are
development tendencies for the production of grain and forage plants,
vine growing, gardening, cattle breeding and beekeeping. Being
settled in valleys the major part of the region’s villages has a
great opportunity for growing melons and gourds. The experience of
the previous years showed that in case of proper cultivation 350-400
centners of melons and gourds can be reaped. Cattle breeding as well
assures a wide perspective. Rapid rates of livestock growth have been
recorded here since the beginning of the resettlement process.

Last year 70 mln drams interest-free credit was rendered to the region
(to 31 communities) by the NKR Village and Agriculture Assistance
Fund for purchasing autumn sowing seeds, due to which 9500 hectares
sowing were carried out.

In the account it was noted that in 2008 a number of shortcomings had
taken place in the sphere of agriculture: a part of the population
had not got use of state programmes because of unawareness, in some
communities fallowing was carried not in time and it was of low
quality. Lack of sufficient quantity of agricultural techniques,
unsatisfactory state of irrigation canals, reeded lands, and famine
of agronomists had hampered the progress of the sphere as well. For
filling the shortage of agricultural techniques up import of machines
in the region on leasing order is being started and is still going
on. In 2009 the Government plans to repair 16 water conduits of the
region, works on cleaning lands from reeds are conducted as well,
appropriate measures are taken to provide communities with qualified
veterinary surgeons and agronomists.

Another sphere of prior importance for Kashatagh region is
construction.

Though during the accounting period dozens of new units were put into
operation and old ones were restored, the problem of construction is
still acute enough. Construction volumes anticipated for 2008 were
realized by 86 percent because of starting construction works with
delay and poor equipment of construction organizations and lack of
builders. According to the reporter, up now inhabitants consider
that the state is obliged to repair their dwellings. Due to proper
agitation, in some settlements repair and capital construction of
privatized dwellings by inhabitants has started.

In Berdzor repair works of 27 and 18 apartment buildings are going
on. 5 residential buildings were repaired here. 10 standard design
residential buildings for families having 6 and more children are
under construction in the region.

Among other issues problems of education sphere were touched upon as
well. It was noted that the level of education in some village schools
of the region is very poor. The reason is in shortage of qualified
teachers and bad equipment of schools. Today not a single school is
ready to pass to 12-year teaching.

Touching upon other main problems reflected in the report, the Prime
Minister A.Haroutyunyan noted that the Kashatagh region is in focus
of the state’s and authorities’ special attention. This zone being
in complicated socio-economic situation needs particular treatment
and great investments.

"Living here every day you render good service to our country," the
head of the Government said to inhabitants of Kashatagh. He noted
that complicated and numerous problems existent in the region will be
settled gradually proper to their priority with joint efforts of the
state and local inhabitants. Inhabitants of the region were persuaded
to get use of the region’s rich agricultural potential. A.Haroutyunyan
announced that in this sphere the state assistance will be rendered
in three main directions: crediting, provision with specialists,
and creation of conditions for agricultural products’ realization.

In response to questions, concerning house construction, posed
by community heads present at the outgoing session, the Prime
Minister stated that citizens having an intention to construct
or to repair dwellings the state will assist with construction
materials. Communities may get use of this assistance and construct
buildings for community administrations. It was noted that the state
will construct dwellings only for socially privileged groups.

The Prime Minister A.Haroutyunyan informed that this year the state
will allot sizable sums for construction of roads, waterways, schools,
healthcare establishments. It is foreseen to found a mighty road
constructing organization in the region to conduct reconstruction
and maintenance works of sub regional road sections.

One of the large-scale programmes in the region is construction
of small hydro power stations in future, which will considerably
favourable for the region’s complete electrification.

According to the Premier, the Government is making attempts to create
conditions for realization of agricultural products at spot. It is
only necessary to conduct agricultural activities more intensively
to have rich harvest, the Prime Minister emphasized.

Mr. Obama has hailed the steps taken by Turkish and Armenian leaders
to resolve their differences as "historic and courageous."

During his address to Turkey’s parliament Monday, the U.S. leader
said he supports full normalization of relations between the neighbor
states. He added that an open border would return people of both
nations to "a peaceful and prosperous coexistence."

Earlier, a reporter reminded Mr. Obama that he had called for
Turkey to acknowledge the early 20th-century killing of Armenians by
Ottoman Turks was genocide and asked if his position still stood. The
U.S. president said he had not changed his view, but said the issue
is a matter best resolved by the two nations involved, without outside
interference.

Turkey strongly rejects the assertion that the Armenians in Turkey were
victims of genocide. Turkish President Abdullah Gul said he welcomes
international participation in a joint commission of inquiry on the
subject, and pledged to accept the findings of such a review.

Mr. Obama said all democracies must face the issue of how to deal
with the past. He said the United States is still working through its
"darker periods" of slavery, and of ill treatment of Native Americans.

The U.S. president called on Turkey to play "a constructive role"
in resolving the conflict in Nagorno-Karabakh, an ethnic Armenian
enclave in Azerbaijan. Turkey broke relations with Armenia over the
dispute, which is not yet settled, 15 years after open warfare in
the enclave ended.

Mr. Obama paid tribute to Turkey, saying it is poised to be the only
country in the region to have normal and peaceful relations with all
of the South Caucasus nations.
