RA PARLIAMENT RATIFIES AGREEMENT ON PROVISION OF STATE CREDIT OF 500M USD BY RF

YEREVAN, JUNE 3, NOYAN TAPAN. On June 2, the RA National Assembly
ratified the agreement signed between the RA and RF governments on
2009 May 20 in Moscow on provision of state credit to RA. According
to it, a credit of 500m USD will be provided to Armenia.

According to the main reporter, RA Minister of Finance Tigran Davtian,
the credit can be assessed as "soft," beneficial for Armenia. It is
provided by 15 years’ term, without the repayment obligation in the
first four years.

The Armenian side will repay the debt in 2013-2024 with equal six
months’ shares and for using the credit will pay to the Russian
side for 6-month deposits LIBOR rate plus 3 percent annual interest
rate. According to the Minister, at the moment LIBOR rate is 1.22,
that is, the interest rate to be paid is 4.22.

One part of the credit will be spent on financing the budget deficit
and the other part will be used for anti-crisis measures: crediting
of small and medium-sized, as well as system-creating enterprises,
implementation of restoration work in the earthquake zone, formation
of a Stabilization Fund at the Central Bank of Armenia.

The Zharangutiun faction voted against agreement’s
ratification. Faction head Armen Martirosian said that it is
inadmissible to take such a credit without government’s exact actions
aimed its its repayment, without grounding. He also expressed an
apprehension that the LIBOR rate will increase parallel with the
positive tendencies on the world market and as a result the credit
will become a big burden for the future government.

Former NA Speaker, independent deputy Tigran Torosian also
voted against ratification. The ARFD faction did not take part in
voting. Faction head Vahan Hovhannisian stated that their decision
is political.

will host a presentation of a documentary on poaching and a photo
exhibition of Armenian landscapes.

The exhibition and movie premiere are dedicated to International
Ecology Day celebration.

The World Wide Fund (WWF) is an international non-governmental
organization working on issues regarding the conservation, research and
restoration of the environment. It is the world’s largest independent
conservation organization with over 5 million supporters worldwide,
On June 5 world.

The group says its mission is "to halt and reverse the destruction
of our environment".

WWF has been operating in Armenia for 8 years.

ArmInfo. Armenia and Azerbaijan are preparing to sign a peace treaty,
director of the Analytical Centre on Globalization and Regional
Cooperation Stepan Grigoryan told journalists today.

‘The necessity of such treaty occurred long ago, as 15 year-old process
within the frames of the Minsk Group has already shown that resolving
of the Karabakh conflict in the near future is impossible. It needs
many years of hard and often ungrateful work. In this context the
parties to the conflict have to forget for some time about the NKR
status problem and reach mutual understanding on the issues which are
more possibly to be resolved. I think that today the work is underway
just in this direction’, – he said.

At the same time he said is over the last four years the Minsk process
has practically stopped and was led to senseless meetings of the
presidents, at present the situation has changed and the negotiating
process has again activated, and if they want they can reach mutual
understanding at least on separate problems.

The representatives of the Congress of Local and Regional Authorities
of the Council of Europe say they assess the Yerevan City Council
elections in line with the European standards, advanced and well
improved compared with the local self-governing bodies elections
of 2008.

The Congress Mission of 15 observers managed to visit 200-230 polling
stations yesterday; they participated in the calculation processes
and concluded: "The Congress Mission greets and expresses content
that Armenia contributed to the establishment of democratic rules in
the country."

The observers say there have been some shortcomings which had
organizational notion, they can have certain influence on the
elections but they can not have any impact on the legitimacy of the
elections. Those shortcomings will be recorded in their final report
which should be published in autumn.

The polling stations are counting the votes. "A1+" has been at the
10/18 and 10/19 precincts of the Kentron district. When the 10/19
precincts were closing, as of 8 p.m. there was few voter turnout and
according to president of the electoral commission Arman Mirijanyan,
there were 800 participants.

Proxy of the People’s Party Arsen Harutyunyan told "A1+":

"They were greeting their people and directing them to the polls."

Finland’s Consul, international observer Salo Petri told "A1+" that
the elections were held without serious incidents.

"I don’t know what happened before the electoral process, but not
taking into consideration a couple of factors, everything was normal
today. I observed the elections in Georgia and Azerbaijan and I think
that it is better to put a stamp on voters so that the same person
will not vote for the second time," said the observer.

Let us mention that the president of the electoral commission was
talking on his cell-phone during the counting and he said: "I already
know the numbers and everything."

"A1+" entered the 10/18 polling station just when the counting
had begun. We were informed that only 940 of the 1891 voters had
participated in the vote. ANC proxy Ashot Vanesyan informed that
there were piles of people at the precinct throughout the day and
people were shown where to go during the voting process.

THEY are 16 of the world’s most wanted killers, sex predators, and
fraudsters – and police suspect they are hiding out in Australia.

Crime Stoppers International has provided The Daily Telegraph
exclusive access to the fugitive list as it begins its month-long
Internationally Wanted Fugitives Round-Up and Arrest campaign.

The unprecedented global campaign is targeting half a billion people
as the "eyes and ears" of the police in Australia, the US, the UK,
South Africa, Canada, the Netherlands and the Caribbean.

International law enforcement agencies believe the 16 – who are among
almost 120 internationally-sought criminals – have entered Australia
and may still be here.

Countries with arrest warrants out range from Armenia to the US,
China, Indonesia, New Zealand and Canada.

Despite its isolation and tight border controls, Australia rates high
on the list of countries believed to have attracted international
fugitives, who have either already visited or may be in the country.

Of the wanted criminals on the international list, the US had 60
believed to be within its borders, Canada about 20, the UK 20, and
Australia close behind.

"I think that’s because the country’s sort of isolated geographically;
I think that people think they may be able to hide here without being
noticed," said Crime Stoppers Australia corporate affairs director
Peter Price.

"These guys are hardened criminals and they may have come in under
false passports or false pretences."

Topping the list is former South African lawyer George Prinsloo, 39,
whose deceptively bland and urbane looks mask his sexual predator’s
nature.

He is wanted for luring underage girls away from orphanages, drugging
them and paying them to engage in sex acts and child pornography.

Prinsloo had taunted police in his former homeland for the past three
years, as he has toured the world, including Australia and New
Zealand.

Also suspected of being in Australia is senior Canadian Hells Angel
bikie David Macdonald Carrol, 57, wanted for questioning over the
deaths of 13 people as well as for attempted murder, conspiracy to
commit murder, and gang and drugs offences, between 1995 and 2001.

Carrol remains on the run despite a major police operation conducted
by Canadian authorities in 2001 that resulted in the arrest and
incarceration of members of the Hells Angels and members of an
affiliated group, called the Rockers.

Also wanted are seven alleged Indonesian money launderers including
Adelin Lis, 51.

Lis, whose network of logging companies were accused of illegally
logging $30 billion worth of Sumatran timber between 1995 and 2008,
was acquitted of

illegal logging charges in late 2007. Indonesian authorities are still
pursuing him for money-laundering charges. The Australian wanted-list
includes Russian-speaking Armenian Arakel Sargsyan, sought for crimes
involving weapons or explosives.

Mr Price said he believed they were likely to be continuing their
crimes while living under assumed identities.

"These people are serious criminals. We’re talking about people
dealing with weapons, explosives and money laundering so it’s
reasonably safe to say a leopard doesn’t change its spots overnight,"
Mr Price said.

"If these guys are here, they’re not going to church every Sunday."

He said those who knew the fugitives might be in for a shock when they
discovered their true identities, but urged them not to confront them
as some might be armed and prone to extreme violence.

ArmInfo. On May 30, President of Armenia Serzh Sargsyan met OSCE MG
Cochairmen Yuri Merzliakov (Russia), Berbard Fassier (France) and
Matthew Bryza (USA), as well as Personal Representative of OSCE
Chairman-in-Office, Ambassador Adrzej Kasprzyk. Foreign Minister of
Armenia Edward Nalbandyan also took part in the meeting.

As the presidential press-service reports, the cochairmen introduced
the results of their meetings in Baku to the Armenian president. The
parties discussed the issues related to the negotiation process
held on the basis of Madrid principles and the scheduled meeting of the
Armenian and Azerbaijani presidents in saint Petersburg.

On May 31, at about 2 p.m. NA Deputy Levon Sargsyan’s bodyguard H.
Galoyan applied to the Erebuni Police Department, saying that
correspondent of `Chorrord Ishkhanutyun’ newspaper Gohar Veziryan
disturbed public order by attacking and offending Levon Sargsyan, when
the latter was voting at polling station #9/1.

The circumstances of the case are being examined, investigation is
underway, RA Police reported.
