AGREEMENT ON CSTO COLLECTIVE RAPID-REACTION FORCE SIGNED IN MOSCOW

MOSCOW

MOSCOW, JUNE 15, NOYAN TAPAN. On June 14, the delegation led by RA
President Serzh Sargsyan participated in the CSTO Collective Security
Council regular sitting in Moscow.

Presidents of Armenia, Russia, Kazakhstan, Tajikistan, and Uzbekistan
signed agreement On CSTO Collective Rapid-Reaction Force and documents
attached to it, which establish the status of the force, the order
of its formation and activity, use rules, collective force staff.

The Presidents approved the annual report of the CSTO Secretary
General, the report of the country presiding at the structure, Armenia,
on fulfillment of the actions plan in the period of its chairmanship,
as well as on activity priorities in the second half of 2009 and first
half of 2010, on elaboration of effective measures on fighting illegal
migration, on rapid-reaction united forces in emergency situations,
and other documents.

Due to the fact that the President of Belarus did not take part in
Moscow sitting, the chairmanship in the structure was temporarily
given to the Russian Federation.

RF President Dmitry Medvedev thanked S. Sargsyan for efficient work in
the period of chairmanship in the structure expressing the hope that
the decisions made will contribute to strengthening of member states’
security and creation of collective counteraction complete forces.

According to the RA President’s Press Office, at the end of
the meeting, at a joint press conference with the RF President,
S. Sargsyan said that creation of CSTO collective rapid-reaction
force is realization of all ideas being the basis of the Collective
Security Treaty.

The delegation led by S. Sargsyan including RA National Security
Council Secretary Artur Baghdasarian, RA Foreign Minister Edward
Nalbandian, Defence Minister Seyran Ohanian, other high-ranking
officials returned to Yerevan late in the evening of June 14.

/PanARMENIAN.Net/ VTB Bank Armenia, with the largest number of branches
in Armenia (78), is successfully implementing an on-line program in
the country, Bank’s Press Service reported.

As of June 15, 2009, 57 Bank subsidiaries have been connected to
the system: 31-in Yerevan, 2 in Razdan, 1 in each of the following
cities: Vedi, Artashat, Masis, Echmiadzin, Gavar, Martuni, Vardenis,
Dilijan, Eghegnadzor, Jermouk, Vayk, Sisyan, Goris, Meghri, Kapan,
Charentsavan, Ijevan, Tumanyan, Noyemberyan, Artik, Talin, Armavir,
Berd and Baghramyan village.

The bank is actively working on schedule, connecting 3-4 branches to
the on-line system daily, aiming to complete the transfer to online
system within the next 2 months.

/PanARMENIAN.Net/ The United States urged Iran on Saturday to resolve
disputes over its presidential election peacefully, and Secretary of
State Hillary Clinton said she hoped the outcome reflected the will
of the Iranian people.

The White House said it was monitoring the election closely, including
reports of "irregularities," after official results showed President
Mahmoud Ahmadinejad was re-elected by a huge margin over reformist
Mirhossein Mousavi.

"The United States has refrained from commenting on the election in
Iran. We obviously hope that the outcome reflects the genuine will
and desire of the Iranian people," Clinton added.

Incumbent Mahmoud Ahmadinejad was declared winner by a landslide in
Iran’s hotly-presidential vote.

Meanwhile, former US president Jimmy Carter said there would be no
change in American policy after the re-election of Ahmadinejad.

Carter said US policy would remain the same "because the same person
will be there" in brief remarks after he met Palestinian officials
in the Israeli-occupied West Bank.

Carter was president during Iran’s 1979 revolution that toppled the
US-backed shah and the hostage crisis that followed. "I think this
election brought a lot of opposition to his policy in Iran and I am
sure he will listen to this opposition and may modify it.", – he said

A comedy of manners takes a simple idea, then digs a lot deeper,
writes Andrew Fenton

THIS is a film about a friendship that turns into something more,
and the awkwardness of a man who is not sure how to make love.

There is a tangled romance, much discussion about sex and a seemingly
endless supply of cigarettes. In other words, Shall We Kiss couldn’t
be any more French if it tried.

"We’re typically French," actress Virginie Ledoyen grins. "We drink
wine, we smoke and we speak about what we’re doing and how we’re
going to do it.

"It’s really a movie about words and speaking and desire."

If Shall We Kiss is the quintessential French film, then Ledoyen is
its quintessential French star.

She is popular in her homeland and her delicate features made her
a natural for the face of L’Oreal from 2000 to 2005. To Australian
audiences she is probably best known as that beautiful French girl
in Danny Boyle’s The Beach, but she has worked with many of France’s
best directors in the past two decades.

For Shall We Kiss she’s teamed with writer-director Emmanuel Mouret
in a story of desire intertwined with a comedy of manners.

"It’s no less difficult to do a comedy than a drama," says the
33-year-old in Paris. "It’s so different. With comedy you have to
work on the rhythm."

Mouret, who also stars in the film, is like a young, French version
of Woody Allen. "The idea was to mix two or more stories about the
same theme — some sort of situation involving desire and the choices
that have to be made," he says.

The central story is framed as a cautionary tale — fabric designer
(Julie Gayet) recounts to an attractive stranger (Michael Cohen)
by way of explaining why she shouldn’t kiss him.

She tells him of how her friends Nicholas (Mouret) and Judith (Ledoyen)
wind up in a physical relationship when Nicholas tells her about an
itch he has that needs scratching.

"I started off with a very trivial story just about a man who wanted
to make love, and he didn’t even know who with, so he decides to ask
his best friend," Mouret explains. "Starting from that, I wanted to
build up into something much more complex and detailed."

These complications arise not least of all because Judith is already
in a seemingly happy relationship.

There’s delightful humour in the scenes where Nicholas, hesitant
about making love with his friend for the first time, keeps asking
her permission every step of the way.

Ledoyen, who speaks fluent English, could be seen as a natural for
mainstream Hollywood films but she didn’t follow The Beach with any
other big studio films.

"I’m not going to live in Hollywood," she says. "But if Scorsese
called me for a movie I’d probably say yes."

She points out that The Beach wasn’t a real Hollywood film as the
director Danny Boyle (Slumdog Millionaire) and crew were English and
the film was shot in Thailand. The only American was Leonard DiCaprio.

In any case, Ledoyen has more work than she can keep up with at home
in France. She will be seen next month as the love interest in Lorraine
Levy’s My Friends, My Loves.

After being sacked from his job as a Paris bookseller, Mathias
(Vincent Lindon) travels to London to live with his best friend
Antoine (Pascal Elbe). The house rules mean Mathias isn’t allowed to
bring women home, which is a problem as Mathias soon falls in love
with Paris-based journalist Audrey (Ledoyen) who is on a seemingly
unending assignment in the UK.

The film is based on the novel by the director’s brother, Marc Levy.

Levy tried to adapt his own novel into a screenplay, but when he was
unable to do so, Lorraine stepped in as screenwriter and director.

"He came a few times to the set and he was really moved," Ledoyen says.

"He was very elegant, didn’t demand any power and was very respectful
with his sister. I think he was moved to suddenly see all his stories
take life."

She says she deliberately avoided reading the novel before filming,
so as not to affect her idea of the character. She has since read it.

"She brings a feminine sensibility that wasn’t in the book," says
Ledoyen. "That makes a difference."

Ledoyen also appears in auteur Robert Guerdiguian’s The Army of Crime,
which made its debut at the Cannes Film Festival. The film is about
the French Resistance. Ledoyen plays the wife of an Armenian poet,
Missak Manouchian (Simon Abkarian), who takes charge of an underground
unit hotheads determined to fight the Nazi occupiers.

Guerdiguian is well known for using the same core group of actors
throughout his films, and Ledoyen says she hopes she can become one
of them.

"I would like to because it was a wonderful, professional and human
meeting," she says. "He is an incredibly brilliant director — you
want to be his friend, you want to work with him."

Armenian refugee describes dangers that prompted her to flee ` but
says she yearns to see her old home again.

Svetlana Gharibian has lived in the same flat in the unrecognised
republic of Nagorny Karabakh since early 1993, but still has no
hesitation in naming her real home.

"You can wake me up in the middle of the night, and I will tell you my
address immediately ` how could I forget it? The city of Baku,
Bayilova district, Bukhtinskaya street, lane 1, house 8. We had a big
detached house. My grand-dad was a builder, and he built our house
himself, with a big garden, a garage, big rooms," she told IWPR.

She was driven from her home by some of the first clashes in a war
that ended exactly 15 years ago: the conflict between Azeris and
Armenians that left Karabakh in limbo. Karabakh’s Armenian authorities
have declared independence from Azerbaijan, but not had that
independence recognised internationally.

The first Armenian refugees in Karabakh appeared in 1988, driven from
their homes by anti-Armenian protests in the town of Sumgait near
Baku. Azeris, angered by Karabakh Armenians’ demands for autonomy,
marched in response.

"My aunt, who lived in Sumgait, had her birthday on February 28. All
the family, including our children, went to mark her birthday in two
cars," she said. "The table was laid, and suddenly we heard
voices. Across the street was a park, with the crests of all the 15
republics of the Soviet Union, and we went to see what the noise was.

"There was an enraged crowd, everyone stony-faced, shouting
‘Armenians, out’, and they took down the Armenian crest, trampled and
smashed everything, turned over cars, they broke everything in their
way. I remember this like yesterday, I remember the shock of feeling
how our lives could come under threat just because we are Armenians."

She returned to her work as an accountant in a clinic in Baku, but it
was not long before the protests turned her life upside down. The head
doctor in her clinic, an Azeri called Aliev, insisted that he would
personally escort her to work in an ambulance, which kept her safe for
a while, but finally even that was too risky.

"Honestly, I never thought I would have to leave for ever. But we had
children in the family and Baku was getting more and more dangerous,"
she said. "In Bayilova, which was an Armenian district, our neighbours
stood guard round the clock, but we feared pogroms, we could feel the
danger. I thought I was just leaving for a while, I even left my
employment documents there, I thought I would return."

She, along with half a million Baku Armenians, left their home city,
many of them coming to Stepanakert, the capital of Karabakh. She was
employed as head accountant for the mayor for 15 years, and now works
for small businesses and for a refugees’ charity.

"I often remember Baku. I would like to see our house, the graves of
my granny and grand-dad. I would like to move their ashes here," she
said.

"I found some of my friends on the [social networking] site
, they took some pictures of our region, the park,
but they did not find our house. Baku has really changed. If only I
could become a bird, and with just one eye see my home again."

(ANC-WR), joined by community organizations and activists, met with
KFI640-AM radio show host Bill Handel and station management regarding
offensive comments that aired on Handel’s radio show on May 13 and 14
during a discussion between Handel and Lara Hermanson.
Acknowledging that a line had been crossed, Handel, KFI and Clear
Channel management apologized to the Armenian American community. With
Handel himself being a descendent of Holocaust survivors, he also made
it clear that recognition of the Armenian Genocide is something he has
been aware of and passionate about throughout his career and promised
to continue raising awareness about the issue.
`We deeply regret the inappropriate comments that were made on Bill
Handel’s show last month which deeply hurt the Armenian American
community. The comments were wrong,’ said Robin Bertolucci, KFI
Program Director. `We take responsibility for this offense as any
genocide, including the Armenian Genocide, are serious topics that
should not be used as the basis for humor.’ KFI issued an on-air
apology on June 12. KFI also released a video apology from Hermanson
and Handel.
The ANC-WR requested a meeting with KFI management to convey the
community’s outrage and ask that the situation be addressed. In the
meantime, the ANC-WR reached out to dozens of activists and community
organizations, such as the Armenian Bar Association, eager to work
together on the issue, Asbarez Daily reported.

touched on the world process and their affecting the South Caucasus,
in particular, the Karabakh conflict settlement. Speaking about the
prospects of international recognition of the NKR he said that in the
diplomatic sphere potential of Russia is limited, but the majority
of Russian citizens sympathize with the fight of Nagornyy Karabakh.

According to the results of the public opinion poll, 65% of Russian
citizens support this fight and there is a small number of those who
are for the military resolving of the conflict, Kolerov said.

KHATCHIK BABIKIAN FOUNDATION FOR PUBLICATIONS LAUNCHES ITS FIRST VOLUME

On Friday 5 June 2009, in the evening the Foundation launched its first
publication under the auspices of His Holiness Aram I. Mr. Yervant
Pamboukian presented the book entitled "Ethnographic Study of the Religious
and Cultural Achievements of Armenians within the Turkish Republic
(1923-2005), a theses written by Garin Khanlarian from Iran.

After the presentation of the book, His Holiness Aram I thanked the members
of the Board for their choice of the work, because he said: "Political
Science was the preferred academic disciple of late Khatchik Babikian.
Khatchik Babikian had bequeathed the Fund to the Catholicosate in order to
promote scientific research on the Armenian people in this field. The
current volume sets the precedence for the future work of the Board.

PRELATE TO PRESIDE OVER DIVINE LITURGY AT
HOLY CROSS CATHEDRAL IN MONTEBELLO

On Sunday, June 14th, H.E. Archbishop Moushegh Mardirossian,
Prelate, will preside over Divine Liturgy at Holy Cross Cathedral in
Montebello and will deliver the sermon.
In keeping with a years-long tradition, the graduating class of
Armenian Mesrobian School will attend Divine Liturgy and will receive Holy
Communion by the Prelate.
The Prelate will return from Lebanon this weekend where he has been
participating in the meetings of the Holy See of Cilicia Central Executive
Councils, presided over by H.H. Catholicos Aram I.

THIRD ANNUAL ORIENTAL ORTHODOX CHURCHES
YOUTH SPIRITUAL GATHERING

On Saturday, June 20th, the third annual Oriental Orthodox Churches
Youth Spiritual Gathering will take place under the auspices of the Council
of Oriental Orthodox Bishops headed by H.E. Archbishop Moushegh
Mardirossian, Prelate, H.E. Archbishop Hovnan Derderian, Primate, H.E.
Archbishop Mor Clemis Eugene Kaplan (Syriac Church), and H.G. Bishop
Serapion (Coptic Church).
The gathering will take place at St. Gregory Armenian Church in
Pasadena, from 10:30 a.m. to 4:30 p.m.
Youth from the three Churches will participate in the gathering
which will include morning prayers, remarks by the four spiritual leaders,
and discussion sessions led by clergy from each Church.
