"Armenia is not loosing in the information war," President of the
Armenian Public Relations Association Ara Saghatelyan told a press
conference today. According to him, some experts in Azerbaijan insist
on the opposite: it’s Azerbaijan that is losing.

He declared also that the information policy of our country will get
more coordinated soon: the information security doctrine will come into
force with President Serzh Sargsyan’s executive order. According to
the same order, the Government will be instructed to create a legal
basis for solving the issues incorporates in the doctrine.

"The doctrine will become the basis on which the state information
policy will be constructed. It will provide an opportunity to express
the position of Armenia on this or that issue and satisfy the curiosity
of citizens," Ara Saghatelyan said and added: "It’s not a beautiful
political document. You’ll see the result in 2-3 months."

ANKARA (A.A) – 24.06.2009 – The Turkish Foreign Ministry said on
Wednesday that Turkey and Armenia were going on their negotiations
in various levels.

The spokesperson of the ministry said that two countries were holding
talks on matters concerning themselves.

"We are discussing all issues with Armenia, and what is important
is principles we set," spokesperson Burak Ozugergin told a press
conference in the capital Ankara.

Ozugergin said that there was also an ongoing process between
Azerbaijan and Armenia, and both processes were affecting each other.

The spokesperson referred to recent remarks of the presidents of
Azerbaijan and Armenia that they had reached a compromise that a
progress was necessary and that the shuttle democracy should be
maintained.

Ozugergin said that Turkey was supporting solution of Upper Karabakh
dispute through peaceful means, and a positive course of the process
would contribute to the peace and stability in the Caucasus.

The spokesman also said that Turkey would support any positive
development or step in the Minsk process.

"Settlement of Upper Karabakh problem will restore stability in the
region, and make it sustainable," Ozugergin said.

Also, Ozugergin said that Turkey’s Foreign Minister Ahmet Davutoglu
might meet foreign ministers of other countries, including his Armenian
counterpart Eduard Nalbandian, in the Greek island of Corfu during
an informal meeting of the Organization for Security and Cooperation
in Europe (OSCE) this weekend.

Ozugergin said that Davutoglu would meet his Greek counterpart on
the sidelines of the meeting.

Turkey and Armenia have no diplomatic or economic relations since
Armenia declared its independence in 1991 and Turkey closed its border
with Armenia after this country invaded the Upper-Karabakh region of
Azerbaijan in 1992.

Minsk Process and Minsk Group of the Organization for Security and
Cooperation in Europe (OSCE) aim to find a political solution to
the conflict over Upper-Karabakh region over which Armenia fought
Azerbaijan in a war in the 1990s.

On July 24, 2008, then Turkish Foreign Minister Ali Babacan expressed
Turkey’s willingness to normalize relations with Armenia at a press
conference in New York, saying that Turkey also wanted to create an
atmosphere of dialogue with Armenia.

Turkish President Abdullah Gul travelled to Armenia in September
2008 to watch 2010 FIFA World Cup qualifier match between the two
countries upon an invitation by President Serzh Sargsian of Armenia.

Turkey and Armenia are to play another qualifier in Istanbul in
September 2009.

Armenia’s trade turnover reached 24.4%, Alexey Ostrovsky, Chairman
of the Committee for CIS Affairs, RF State Duma, stated at the
international conference "Armenia at the communication crossroads"
held in Tsakhkadzor, Armenia.

He pointed out this is the highest index among Armenia’s trade
partners.

Ostrovsky reported that the CIS share in Armenia’s total trade turnover
reached 33.8%, and that of the EU member-countries, 30.7%.

He also pointed out the effective development of humanitarian and
cultural ties, centuries-old common history, culture and orthodox
faith.

"We should consider the fact that during the years of active industrial
and agricultural development our countries saw the establishment of
industrial complexes, which are not only intended for industrial,
scientific and technological cooperation, but also contain military
basis," Ostrovsky said.

According to him, other countries’ positions must not in any way
influence the Armenian-Russian relations. In this context he pointed
out the importance of retaining the achievements and developing the
bilateral cooperation.

"Our people deserve good life. We are well ware of where the world
in going and must realize the cost of our getting out of the crisis,
which will affect all the sections of the population. To survive the
crisis, we need comprehensive system reforms at both political and
economic levels," Ostrovsky said.

Turkey should stop prosecuting the author of an investigative book
about the murder of well-known ethnic Armenian journalist Hrant Dink,
a media watchdog said Thursday.

Author Nedim Sener, himself a journalist, said earlier this month he is
facing up to 28 years in prison if convicted in two cases on charges
of obtaining classified documents and insulting government officials
by claiming an intelligence coverup over the 2007 killing of Dink.

The killing led to international condemnation and a debate within
Turkey about free speech.

Sener’s book, "Dink Murder and Intelligence Lies," claims police
and military officials ignored tips about the 2007 killing before
it occurred.

The government has launched an investigation into the allegations.

Miklos Haraszti, the media freedom representative of the Vienna-based
Organization for Security and Cooperation in Europe, said "justice must
not be degraded into an act of revenge by the criticized authorities."

"What he did was critically assess the events leading up to Hrant
Dink’s murder, and the deficiencies afterwards in the handling of the
case and in the prosecution of the perpetrators," Haraszti wrote in
a letter to Turkish Foreign Minister Ahmet Davutoglu.

A Turkish government spokesman declined to comment on the criticism.

Dink was shot outside his offices on Jan. 19, 2007, in an alleged
nationalist killing because he had campaigned for better relations
between Turkey and Armenia. He had been prosecuted several years
before his death for describing the early 20th-century mass killings
of Armenians as genocide.

He was hated by nationalists, who deny the deaths constituted genocide.

Turkey also denies that, saying the Armenians killed during World
War I had been victims of civil war and unrest.

Haraszti also urged Turkey to reform laws that restrict free speech.

"By dropping the charges against Sener, Turkey could now stop punishing
the messengers of unwelcome news, and instead carry out much-needed
legal reform to ensure freedom of expression," Haraszti said.

Lebanon Summer Heats Up With Star-Studded Festivals

BEIRUT (AFP) — Lebanon is due to kick off star-studded summer
festivals with the likes of legendary British bands Deep Purple
and Jethro Tull set to rock the country as it seeks to break with
past turmoil.

The first festival opens on Saturday night with an open-air concert by
Canadian music icon Loreena McKennitt, who will sing against a backdrop
of Phoenician ruins in the ancient port of Byblos north of Beirut.

Tull is scheduled to perform in Byblos on July 19.

Summer music and dance festivals usually attract thousands of visitors
and are a boon for Lebanon’s trademark tourist industry but in past
years they often had to be cancelled because of wars and political
crises.

Lebanon hosts three prestigious festivals which overlap from June to
the end of August.

"These festivals are a tradition — Baalbek is still there, against
all odds," said Leila Bsat of the Baalbek International Festival,
which was halted during the 1975-1990 civil war.

The Baalbek International Festival, which was officially launched in
1956 and is the oldest in the Middle East, runs from July 4 to August
13 and is held in the shadows of spectacular Roman temples.

The Bejart Ballet of Lausanne will kick off the festival with a tribute
to the late choreographer Maurice Bejart, while Deep Purple will play
Baalbek on July 25.

Vacationers in Lebanon make up a large number of concert-goers and
officials foresee a boom in tourism after a year of relative calm
that culminated in a general election on June 7.

"There is a big difference this year and there are a lot of tourists
coming in, first and foremost expatriates," Bsat told AFP. Lebanon
is also a popular destination for Arabs from oil-rich Gulf countries
in summer.

"Last year, the May events hampered the summer season and the
festivals, so some bands didn’t want to come to Beirut," Bsat said.

Tourism in Lebanon had taken a beating in recent years after a string
of political assassinations following a Beirut bomb blast that killed
ex-premier Rafiq Hariri in February 2005.

In 2006, many festivals were called off due to the devastating
July-August war between Israel and Hezbollah and again in 2007 over
the protracted political crisis and a deadly standoff between the
army and Islamist militiamen in a Palestinian refugee camp.

Sectarian violence in May 2008 left more than 100 people dead and
brought the country close to another civil war before tempers cooled
and foreign mediation brought about a degree of stability.

But the shows have reclaimed their original popularity this year,
organisers say.

Demand is especially high for performers like French crooner Charles
Aznavour, whose Armenian roots strike a chord with Lebanon’s large
Armenian community, and Gabriel Yared, the Oscar-winning composer of
Lebanese origin.

"Aznavour is fully booked," said Wafa Saab of the Beiteddine Festival’s
executive committee. "And it’s a premier for Yared in Lebanon, where
he is going to play the piano."

The Beiteddine Festival, from July 2 to August 15, is held in a
palatial 19th century residence in the Shouf mountains, an area of
green hills and traditional villages southeast of Beirut which is
popular with tourists.

"It’s even better than last year," Saab told AFP. "In fact, it may
well be the best season since 2003."

Tourism made a dramatic recovery in 2008 with the arrival of 1.3
million visitors to the Mediterranean country and officials hope
Lebanon will woo two million tourists by the end of 2009.

Arab artists who will perform at the festivals include Iraqi crooner
Kazem Saher, the Lebanese dance troupe Caracalla and the Palestine
Youth Orchestra.

There will also be tributes to the late Egyptian diva Umm Kulthum and
to the late Lebanese composer Mansur Rahbani, who left his stamp on
scores of enduring songs and musicals.

Four Chinese workers have been killed on the construction site of
the Razdan thermal power plant in Armenia.

The Chinese specialists were working on the tower of power unit
5 when they fell from a height of 35 meters and died on the spot,
Col. Nikolai Grigorian, an advisor to the head of the Armenian Rescue
Service, told Interfax on Wednesday.

An investigation into the incident is under way, he said.

The statement says ANSA`s misrepresenting facts concerning Azerbaijan

democratic countries. Both Azerbaijan and Georgia proved their worth as
US`s reliable partners. Unlike Armenia, neither Azerbaijan nor Georgia
conduct the election, which led to killing of civilian protesters.

According to the Azerbaijan diplomatic mission, the better way for

Interior Ministry has declared illegal the meeting to be held today
by supporters of defeating candidate Mir Hossein Mossavi. Interior
Ministry announced there was no permission for a meeting, said the
report. Pro-Mussavi newspapers called on people to go on a national
strike. According to Ghalamnews, people in Tehran and 19 other towns
will hold peace marches today; national strike will start tomorrow.

Iran’s Interior Ministry has published official data on voting
outcomes, newsru.co.il reports. According such data, candidate-reformer
Mir-Hossein ranked as top candidate in Tehran, having received 300.000
more votes than did hsi conservative rival Ahmadinejad. However,
Mousavi’s proponents question the fact as they believe their candidate
should have received more votes in capital town. According to official
results published by Iranian CEC, winner in presidential elections
is Mahmoud Ahmadinejad, with 62.6% of votes. Mir-Hossein Mousavi,
