RA President to keep his word

Self-Determination Union, considers that Serzh Sargsyan should be a
man of his word and visit Turkey to watch football match only when
border is open or is in the threshold of opening. According to him,
whether president goes to Turkey or not makes no significant change,
and it should not be that much signified. `Frankly speaking, the
border opening will be advantageous for a number of businessmen,
whereas people will not benefit anyhow,’ he said.

Hayrikyan was for no comment from Armenian side to recent statement of
Turkish Ambassador to Azerbaijan, namely if Sargsyan is eager to watch
football, he can travel by air. `It gives food for thought about
Turkish diplomacy, that tends to preserve gained positions and shift
Armenian-Turkish relations to the eastern front. Our struggle actually
is on the eastern front, but due to some circumstances and under
contenders’ will we speak of Karabakh issue settlement, forgetting it
constitutes a part of Armenian cause.’

"The Armenian people did not lose, but the people of the world lost. If
any court can make such a decision without taking into account all
the facts of the Armenian Genocide, which are included not only in
the archives of the US, but also in several archives of the world.",
– said Arpi Vardanian, the Director of AAA Armenian and NKR Offices,
concerning the decision made on the August 20 by the US California
Court of Appeal.

It should be mentioned that the California Court of Appeal declared
the Californian law anti constitutional, according to which the
offspring of the Armenian Genocide got the opportunity to accuse the
companies which had insured the properties of their ancestors and
get the proper compensation.

A. Vardanian mentioned that the Court of Appeal did not even pay
attention to the opinions and investigations held by many companies,
countries, USA and individuals on the issue of the Armenian Genocide
all over the world, who repeat the same every year: "The Armenian
Genocide is to be recognized".

This is a dangerous statement as it endangers the peoples of the
world and does not prevent further genocide realizations.

A. Vardanian also mentioned the fact that the Turkish ambassador to
the USA addressed a letter to the California Court Appeal. The judges
declared that they did not pay attention to the content of the letter,
this fact and all the other ones served the basis for many questions,
according to A. Vardanian.

She pointed out the following issue: "Why did not the court demand
such a letter from the Armenian embassy, after having got such a
letter from Turkey?"

Anyway, A. Vardanian thinks that the decision made by the court is not
preconditioned by the policy led by the ruling regime of Barack Obama.

The basis of this statement is the utterance "Great Genocide" made by
the president on April 24. A. Vardanian also thinks that this issue
can be settled down "immediately" by B. Obama, who can make clear that
not uttering the word "Genocide" does not mean denying the "Genocide".

Members of the Armenian government on September 1 – first day of
the academic year – as a tradition will visit different schools of
the republic.

Armenian Prime Minister Tigran Sargsyan asked members of the government
not to violate the already formed tradition. "We all must be in
schools on that day in festive mood," Tigran Sargsyan said.

/PanARMENIAN.Net/ Between January and July of 2009 Armenia’s budget
revenues reached about 359 billion AMD, while expenses amounted to
426.5 billion AMD. Over the reported period, the budget deficit of
Armenia reached 67.5 billion AMD.

According to the annual program, the revenues are fulfilled at
39.9 per cent and expenditures – at 47.6 per cent, RA ministry of
finance reports in its generalized description of the state budget
implementation for January-July 2009.

Armenia’s budget revenues declined by 13.3 per cent or by 55 billion
AMD, as compared with the same period of last year. In particular,
tax revenues decreased by 18.1 per cent (61.5 billion AMD) and the
official grants reduced by 3.1 per cent (2.7 billion AMD).

Payment of mandatory social insurance and other revenues increased
by 3.2 per cent (1.7 billion AMD) and 31.5 per cent (4.8 billion AMD)
respectively.

77.8 per cent of budget revenues are generated through taxes, 15.8
per cent account for compulsory social insurance, and 0.8 per cent
through official grants.

Between January and July this year The Armenia’ s state budget
received 279.2 billion AMD of taxes, ensuring the implementation of
the nine-month program at 65.2 per cent, and the annual level at 38.1
per cent.

/PanARMENIAN.Net/ Reluctance of Azerbaijan to recognize Nagorno
Karabakh as a party of the Karabakh conflict can be explained by
unwillingness of official Baku to solve the Karabakh problem in the
light of objective reality, Masis Mailyan, chairman of the Public
Council on Foreign Policy and Security, former deputy foreign minister
of NKR told a PanARMENIAN.Net reporter, commenting on the statement
by the representative of the Azerbaijani presidential administration
that there is no third party in the talks.

"The status of Nagorno Karabakh as party to the conflict is recognized
and recorded in the OSCE documents, as well as in the famous UN
Security Council resolutions on Nagorno Karabakh, " Masis Mayilyan
said.

According to the expert, in the archives of Azerbaijan’s foreign
ministry, defense ministry and the Parliament of 1993 joint communique
issued by the official representatives of Nagorno-Karabakh and
Azerbaijan, correspondence between defense ministers of NKR and
Azerbaijan, as well as other interesting documents can be found
displaying the recognition of Nagorno Karabakh Republic as the
party to the conflict by Azerbaijan and bilateral (without Armenia)
negotiations.

"I have no doubt that the administration of the Azerbaijani president
is familiar with this documents. Sooner or later Azerbaijan will have
a dialogue and establish civilized relations with all neighboring
countries, including Nagorno Karabakh. I do not think it will happen
in 100 years," M. Mailyan concluded.

"Why do people keep dollars not drams? Why does everybody change
drams into dollars? …especially the juridical persons, I can
understand the natural ones". These questions were uttered today
in a conference by Emil Soghomonyan, the chairman of the Union of
Banks of Armenia. And he answered: "This is the imperfect state of
legislation. The law on currency must refer not only to the banks
but also to the managing bodies.

As to him, in Armenia the dollar could not have been overvalued and
dram devalued so much. The dollar could have been overvalued if there
were a raise in the economy of the USA. Emil Soghomonyan stated that
no raise in the money amount was registered in Armenia, and when the
transfers became less, the growth in the economy also was decreased.

The financier also criticized those trying to earn money on dollar-dram
exchange business.

Emil Soghomonyan does not exclude the fact that one day no one will
need dollar. "The international events can’t be predicted".

"The republic is being dollarized more than it was by 2000. If we start
saving only dollars, the results will be crucial, not only in Armenia
but in any other country, e.g. in China",- mentioned the specialist.

Emil Soghomonyan thinks that if we change our money recourses into
dollars, then the government is to make a decision about extracting
drams from circulation and accepting other currency, as a means
of payment.

RA Diaspora Minister Met With Armenian Community Representatives In

with Armenian community representatives in Kolobzhek and Koszalin,
Poland. Minister was accompanied by RA Ambassador Ashot Galoyan and
chair of "Armenian Congress of Poland" Karen Hovsepyan, RA Diaspora
Ministry reports.

Meetings focused on development of Armenian-Polish ties. Community
representatives asked Hranush Hakobyan questions, particularly
concerning military conscription in Armenia and passport
issuance procedures for young people over the age 16, as well as
cultural-educational issues.

Vanadzor, Lori Province, Armenia – Nestled in the scenic mountains
of Vanadzor in Armenia’s northern region of Lori is a modest center
offering spiritual and recreational activities to local children who
wouldn’t otherwise be able to afford summer camp.

It was here – in the simple but stirring setting of Camp Tzitzernak –
that 15 young people from the Eastern Diocese spent a week teaching
English and assisting camp staff as part of the Armenia Service Program
(ASP), organized annually by the Armenian Church Youth Organization
of America.

"Camp is always my favorite part of the trip," said Syona Marout,
a past ASP participant who co-led this summer’s program with the
Rev. Fr. Mesrob Hovsepyan. "The campers and staff were wonderful,
and as always, made us feel extremely welcome."

Armed with lanyards, crayons, markers, and other materials, the
ASP volunteers designed and introduced an arts & crafts class this
year. One morning toward the end of their visit, they also surprised
the campers by dressing up in character costumes for breakfast.

"When we made our entrance, all of the kids and staff started to smile
and laugh, and it absolutely made their morning," Ms. Marout recalled.

Run by the Gougark Diocese, Camp Tzitzernak shares a warm relationship
with the Eastern Diocese. Last year, the Eastern Diocese’s Sunday
School Lenten Drive collected $16,800 to help underwrite renovation
projects at the camp.

Contributions like these, along with the assistance of volunteers,
make it possible for the camp to enroll children at no cost to their
families. ASP group members in turn experience life in Armenia’s third
largest city, which is still recovering from the 1988 earthquake and
adopting post-independence changes.

"The interaction between the campers and the ASP participants was
the most important part of the trip," said Fr. Hovsepyan, pastor of
the St. James Armenian Church of Richmond, Va.

"It was not only the campers who learned a few English words and arts
& crafts skills from our youth," he added, "but it was our young
participants who also learned from the children about their lives,
their schools, and their interests. They had an opportunity to compare
the lifestyle of the campers with the lifestyle of the children here
in the U.S."

The weeklong volunteering session at Camp Tzitzernak is the cornerstone
of the ASP trip, which took place this year between June 21 and July
12. The program also featured two weeks of sightseeing, including
visits to the Mother See of Holy Etchmiadzin, the Matenadaran
manuscript archive, the Armenian Genocide Museum, Lake Sevan, and a
number of other churches, museums, and monuments.

A highlight was the group’s audience with Karekin II, the Catholicos
of All Armenians, at the Mother See.

The Catholicos spoke to ASP participants about "the richness of our
religion, history, and culture, and about their important role in
the life of the Armenian Church," Fr. Hovsepyan said.

At the invitation of the Catholicos, the young visitors attended a
children’s performance at the Paronian Theater in Yerevan. The show
was put on by children taking courses at the Hayortats Tner or Armenian
Church Youth Centers, jointly sponsored by Holy Etchmiadzin and AGBU.

Armenia’s mysteries linger

The travelers also had a chance to meet with young people at a church
in Yerevan’s Jrvezh district. They heard the choir perform sacred
hymns and folk songs, and spent time practicing English and getting
to know each other.

"We sang and danced and played games in the church yard, with
Mt. Ararat in the background," said ASP participant Michelle Birky.

Traveling to Nagorno-Karabakh, ASP participants toured the monastery
at Gandzasar and the Soorp Amenaprgich Kazanchetsots Cathedral in
Shushi, the administrative center of the Artsakh Diocese.

Built in 1887, the cathedral was recently restored to remove the damage
caused during the Karabakh war and years of neglect during Soviet rule.

"Architecturally, it is absolutely beautiful," Ms. Marout said of the
cathedral. "As Karabakh continues on its road to recovering from the
devastations of the war, I feel that it serves as a beacon of hope
and faith."

Group members said they shared a sense of togetherness fostered by
their common interest in exploring Armenia and learning more about
their heritage.

They sang the Der Voghormya hymn at one of the chapels of the
Geghard cave monastery, released doves from the Khor Virab monastery
overlooking Armenia’s border with Turkey, enjoyed fresh kebab in a
private garden not far from the Garni temple, posed for pictures at the
Artashavan complex of Armenian letters, met with youth service groups
from the Western and Canadian dioceses, and had many opportunities
to discover local customs.

"It was a very different culture, but one I am proud to call my own,"
said ASP participant Christine Quinn, adding that she was touched by
the resourcefulness and optimism of the local population in the face
of hardships.

"Seeing the churches and monasteries, with their thousand-year-old
stones still holding together strong, amazed me at how far we have
come and how strongly our traditions have stayed connected," Ms. Quinn
said. "I was left with a certain sense of mystery about the land,
a mystery that made me feel like I should come back."

Others, too, said they felt compelled to make another journey to
Armenia in the future. Ms. Marout herself has been on the ASP trip
three times – once as a participant, and twice as an assistant
group leader.

"Visiting and serving in Armenia was an amazing and inspiring
experience," Ms. Birky said. "I definitely plan to return some day."

ASP, formerly called the Armenia Studies Program, dates to the late
1960s. The program was suspended for several years following the 1988
earthquake but resumed in 1992, with a group visiting Armenia every
summer since.

The ACYOA Central Council has already begun preparations for the 2010
ASP, with plans to announce dates in December. The program is open
to college students and young professionals, ages 19 to 28.

The ASP participants "left Armenia with unforgettable memories,"
Fr. Hovsepyan said. "It is one thing to read about Armenia’s history
in books or to see pictures of the country’s historic sites, and
another thing to visit and experience all those places first hand."

Azerbaijani National Security Ministry gave comments to BBC Azerbaijan
office that they have called those Azeri who have voted for the
Armenian representatives to "Eurovision 2009" international song
contest.

A representative of the ministry told that Rovshan Nasirov has
been called to the ministry to explain his vote given to Armenian
singers. "Taking into account the relations between Armenia and
Azerbaijan that information is of great importance," official said.

Regarding the "Eurovision" contest Azerbaijani representative, the
head of Azerbaijani public TV Ismail Omarov said that the contest is
a musical one and there is no need to politicize it.

On August 15, the day of the feast commemorating the Assumption of
Virgin Mary and celebrated by Roman Catholic and Orthodox churches,
Greek pilgrims from many countries made a pilgrimage to the Panagia
Soumela monastery, about 20 km away from Trabzon. They arrived to
pay homage to the sacred places, but the Turkish authorities’ plans
were different. At the airport they demanded that clergymen take off
their crosses and cloaks. The passengers on the ships that arrived
from Georgia, as well as on the eight ships from Greece, were not
allowed to go ashore.

For unknown reasons the Turkish authorities informed their Greek
counterparts that some ceremonies at the Panagia Soumela monastery with
pilgrims’ participation have been banned this year. Ivan Savvidis,
a member of the Inter-Greek Council, called the Turkish authorities’
actions a violation of human rights.

The religious ceremony was held in the presence of numerous pilgrims,
but interrupted by Turkish officials, who began to pour water on
candles and confiscated them thereby trying to stop the service. Since
religious services have been held at the monastery from year to year,
the Turkish authorities’ actions can be called barbarity that can be
a precondition for similar manifestations of primitive savagery in
the future.

It is noteworthy that the aforementioned events occurred just a
few days after Turkish Premier Recep Erdogan held a meeting with
representatives of Turkey’s national minorities, including Patriarch
Bartholomew of the Greek Orthodox Church. Premier Erdogan was speaking
of lofty matters and of love for neighbors in the name of Allah –
irrespective of nationality. However, Erdogan must have overestimated
the "archetypal nature" of some parts of his own people. The Turkish
authorities’ actions are evidence thereof.
