Expressing his attitude towards the opening of the borders of Turkey
and Armenia, the Azerbaijani Consul in the Turkish city of Kars
Hasan Sultanoglu said that Turkey will not take any step disappointing
Azerbaijan, Cihan news agency reported. "Turkish President Abdullah Gul
and Prime Minister promised Azerbaijan not to open the borders until
resolution of the Nagorno-Karabakh conflict. I do not believe that
Turkey will take a step disappointing Azerbaijan," said the consul.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian armed
forces have occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan
and Armenia signed a ceasefire agreement in 1994. The co-chairs of
the OSCE Minsk Group – Russia, France, and the U.S. – are currently
holding the peace negotiations.

RED DEVILS ALSO LOSE IN ARMENIA

After the disgrace against Spain the Red Devils also lost their game
against Armenia. After another bad game, it was 2-1. The national
team isn’t doing well and finds itself in a crisis.

In the beginning they played fairly well, but they couldn’t create
any chances. Armenia had less trouble with that because they created
chance after chance. At the rest, 1-0, was a fair score. After the
break the second goal followed quickly. Defour and Simons got blown
away by Hovsepyan. Anderlecht – player De Sutter brought more fire
to the team. He created chances, but had no luck finishing them. In
the end, Belgium managed to score one goal thanks to Van Buyten.

After the game national coach Frank Vercauteren quit his job. "If
you think you can’t bring something to the team anymore, you have
to leave," he said to Sporza. "I can’t go on after a game like
this. Apparently I couldn’t do what was needed and then I have to
take my responsibility."

Result: 2-1 Goals: 21′ Goharyan (1-0), 50′ Hovsepyan (2-0), 92′
Van Buyten (2-1)

Belgium: Gillet, Swerts, Van Buyten, Simons, Deschacht, Defour,
Martens (52′ De Sutter), Mirallas (72′ Hazard), De Camargo, Sonck
(81′ Lamah), Dembele.

Arminfo. Sitting of the opposition Heritage party board took
place yesterday evening. Armen Martirosyan, head of the Heritage
parliamentary faction, was elected a new chairman of the party board,
and Stiopa Safaryan- the head of the parliamentary faction.

Moreover, a decision was adopted at the sitting to expel from the
party Zoya Tadevosyan, representative of the Heritage party in Central
Electoral Commission, deputies of the parliament Vardan Khachatryan
and Movses Aristakesyan. The latter had to occupy Raffi Hovannissian’s
place after his refusing the deputy mandate.

As for Aristakesyan, he thinks yesterday’s sitting of the party was
illegal and was just an imitation, since they did not have the needed
quorum, as Aristakesyan told Arminfo correspondent. ‘Only five out of 9
members of the party board, Anahit Bakshyan, Armen Martirosyan, Styopa
Safaryan, Garnik Sahakyan and David Badalyan took part in the sitting
of the board’, – he said and added that holding of the illegal sitting
of the party board was initiated by press-secretary of the party Hovsep
Khurshudyan, which is also a member of the party board. Asked if he
does not want to refuse his seat in the parliament after the event,
Aristakesyan replied: ‘I will undoubtedly use the trust of the people’.

Elkhan Polukhov: Azerbaijan May Also Open Borders With Armenia

ELKHAN POLUKHOV: AZERBAIJAN MAY ALSO OPEN BORDERS WITH ARMENIA

armradio.am
09.09.2009 14:23

Azerbaijan Ministry of Foreign Affairs spokesperson Elkhan Polukhov
told Today’s Zaman that Azerbaijan may consider opening its borders
with Armenia in case of a breakthrough in the Nagorno-Karabakh
conflict.

"It has been said in earlier statements from Azerbaijani officials that
Azerbaijan is ready to open borders and restore dialogue with Armenia
if the first stage of a plan to resolve the conflict is implemented,"
he said.

Explaining Azerbaijan’s firm position on what it means as the first
stage, Polukhov said it would involve the return of five regions
adjacent to Nagorno-Karabakh and a certain date set for the return
of two neighboring cities, Kelbecer and Lachin.

Commenting on the Turkish-Armenian rapprochement, the spokesperson
said Azerbaijan had clearly stated its position that the opening of
borders between Turkey and Armenia is not in line with the national
interest of Azerbaijan at this point.

Talking about further steps, Polukhov also said that after these
developments, there will be negotiations on the return of internally
displaced persons (IDPs). When these conditions are met, "Both
railways and highways between the two countries will be operational,"
the spokesperson said.

ANKARA: US Lawmakers Voice Concerns Over Armenia-Turkey Protocol

US LAWMAKERS VOICE CONCERNS OVER ARMENIA-TURKEY PROTOCOL

Hurriyet Daily News

WASHINGTON – Daily News with wires

Co-chairmen of the U.S. Congressional Caucus on Armenian Issues have
expressed reservations regarding Turkey’s willingness to cooperate
with implementation of its agreements under a set of recently signed
protocols, the Armenian Weekly reported Tuesday.

A six-week deadline has been set for both the Turkish and Armenian
governments to conclude consultations, and for their respective
parliaments to ratify the protocols on the normalization of relations
between the two countries. Once ratified, a two-month timetable has
been set for the opening of the common border.

Democrat Rep. Frank Pallone and Republican Rep. Mark Kirk questioned
several points related to the protocols, including what they called
Turkey’s pattern of using its ongoing dialogue with Armenia as a "stall
tactic" to delay the opening of borders. The co-chairmen also noted
their concern about Turkey’s efforts to impose preconditions, adding:
"Normalization of relations should take place without preconditions."

"Any attempt to include a review of historical facts, such as the
Armenian genocide, or to include the ongoing Nagorno-Karabakh peace
process into these negotiations stands in direct opposition to the
intent of these talks," the congressmen said in a rebuke to the
historians’ commission.

"We remain hopeful that Turkey, by lifting its illegal blockade, will
open the door to normalized relations between Yerevan and Ankara,
and a new era of Armenia-Turkey relations based on truth, justice,
peace, and cooperation," the caucus co-chairmen said. "By coming to
terms with the past and reconciling any current conflicts, Turkey and
Armenia will help bring more stability to a volatile and strategic
region of the world."

Earlier this week, Democrat Rep. Adam Schiff, the lead author of
the "genocide" resolution, expressed "serious concerns about some
provisions of the protocols," suggesting: "True reconciliation between
the Armenian and Turkish peoples will occur when Turkey acknowledges
the genocide that was committed by the Ottoman Empire against Armenians
from 1915 to 1923."

Syria, Armenia Reach Early Trade Deals

SYRIA, ARMENIA REACH EARLY TRADE DEALS

United Press International
Sept 8 2009

Order reprintsDAMASCUS, Syria, Sept. 8 (UPI) — The Syrian and Armenian
governments through a joint meeting in Damascus reached a series of
preliminary agreements on energy and trade.

A joint economic committee wrapped up a meeting in Damascus, emerging
with memorandums of understanding in trade, petroleum and transport,
the official Syrian Arab News Agency reports.

The agreement comes on the heels of regional developments regarding
simmering issues between Turkey and Armenia.

Turkish relations with Armenia were complicated by claims of genocide
during the Ottoman Empire. Recent ties are strained over the region
of Nagorno-Karabakh, an area of dispute between Azerbaijan and Armenia.

Armenia and Azerbaijan fought a military conflict over the region in
the early 1990s, and the regional fallout over the territory remains
tense despite a 1994 cease-fire.

In a joint statement Aug. 31, the governments of Turkey and Armenia
announced they would work toward normalizing diplomatic ties and
bilateral relations.

Damascus, an Armenian ally, hosted officials from Yerevan recently,
including a June visit between Syrian President Bashar Assad and his
Armenian counterpart Serzh Sargsyan.
