Yerevan, 5 June: By disputing the 2007 parliamentary election results
in the Constitutional Court [CC], the Armenian opposition disgraced
itself because four opposition forces, who have applied to the CC,
are not able to produce credible facts to back up their claims, Galust
Sahakyan, the leader of the Republican Party faction in parliament,
told a news conference today.

He thinks the claim will have a negative impact on the opposition
itself.

Speaking of the parliamentary election outcome, he said that the
success of the Heritage Party is due to the fact that people wished
to see new political forces that have not discredited themselves with
empty promises in the political arena.

"I have come to the conclusion that in the near future, ‘sprouts of new
opposition’ will appear in the political arena of Armenia," he said.

He also said that he finds it hard to say whether the Orinats Yerkir
result is a victory or a defeat in the parliamentary election.

The hearing on the claims of four opposition forces – the Orinats
Yerkir Party, the Republic Party, the New Times Party and the
Impeachment bloc – is under way in Armenia’s Constitutional Court.

DRP’s press service reports that the meeting was also attended by
the heads of other political organizations of Azerbaijan.

The parties discussed issues regarding the Armenian-Azerbaijani
Nagorno-Karabakh conflict settlement, social-political situation in
Azerbaijan, the media situation and electoral reforms in the Country.

It turns out that 4300 employees were fired in the state sector,
mainly in the sphere of social services in 2003. "Dynamics of the Labor
Market in the Republic of Armenia" report elaborated by the World Bank
informed about this. Besides, according to the report there appeared
14 thousand new vacancies in the state sector during the last three
years. The authors of the report believe that the hard times with the
employment issue in the state sector has gone. At the same time, the
experts from the World Bank think that they will still fire employees
in the state sector, as the demand for more effective work will grow
during the coming few years. There appear more unemployed specialists
that may find jobs in the private sector.

This means that certain reforms still should be made to improve the
business sphere.

As for the business atmosphere, the main obstacle is that the
businessmen can take only short-term credits with high percentage
rates, as well as the fact that other means for financing the business
activities are unavailable for new companies. The experts state
that the tax and customs’ service rules also often hinder effective
business activities.

It’s worth mentioning that the state bodies should take into account
the fact that it is quite necessary to improve the situation with
the vacancies in the state sector. This issue is much more urgent
that it is stated in the relevant report of the World Bank.

Over the past few months the Office of Prosecutor General has brought
charges against a number of people and some were even arrested, who
used to occupy high-ranking positions and were accused of misconduct.

The Karabakh-based Demo Newspaper published the notes of Suren
Mirzoyan, director of ArtsakhKap who is now in prison.

"When I was the director of ArtsakhKap State CJSC, I initiated
and installed without additional funding equipment for telephone
communication and broadcasting across the country," Suren Mirzoyan
wrote.

He says besides other innovations he bought with foreign sponsor’s
money equipment for digital broadcasting. The president okayed
the initiative. The equipment is now used, including for the live
broadcasting of the display of military force held in Stepanakert
in Armenia. Suren Mirzoyan says in the post-Soviet space there are
similar systems in Georgia and Ukraine only.

"After the installation and operation of the system someone "suddenly"
discovered that something was missing in the documents, and decided
that it was "misconduct". Moreover, the "crime" was so dangerous
they decided to lock me up in prison to protect the society from
me. Even if there were shortcomings, is it impossible to find out
the circumstances in accordance with the law?" Suren Mirzoyan says,
who has been in custody for over a month now.

ROMA – In rete gira un filmato che ritrae Charles Aznavour mentre
registra il suo nuovo disco nei leggendari studi Egrem, a Cuba,
insieme a Chucho Valdez. Nessuno direbbe che ha 83 anni (li compie
proprio oggi). Sembra un ragazzo, divertito, appassionato, attratto
dal ritmico virtuosismo del pianista cubano. E non basta. Il nuovo
disco, Colore ma vie, in uscita in Italia venerdì prossimo, inizia
con una terrificante visione del pianeta che agonizza, titolo La
terre meurt, la terra muore. Con 100 milioni di dischi venduti alle
spalle, e circa ottocento canzoni scritte, Aznavour ha aspettato fino
ad oggi per incidere il suo disco più impegnato. Ma il tono è quasi
sempre caldo, musicale, caraibico. "Volevo una musica che addolcisse
il problema" ha raccontato, "e questo me l’ha insegnato Charles
Trenet, il mio maestro. Lo conobbi nel 1937 e lui mi disse che aveva
scritto la musica per Je Chante più allegra possibile perché
l’argomento era troppo drammatico".

Shahnour Vaghinagh Aznavourian, al secolo Charles Aznavour, parigino
purosangue, ma armeno d’origine, come non smette mai di ricordare
("vengo da una famiglia scampata a un massacro, che ha fatto un lungo
giro per sbarcare probabilmente a Marsiglia, non l’ho mai saputo con
certezza, e questo mi ha segnato per sempre"), è una memoria vivente
della cultura francese. Oltre a Trenet ha lavorato con Edith Piaf, ha
recitato per Cocteau e Truffaut, ha portato nel mondo la canzone
francese come un persuasivo e avvolgente ambasciatore e le sue
canzoni le hanno cantate praticamente tutti, da Fred Astaire a Elvis
Costello. Ha cantato in sei lingue (oltre al francese, in inglese,
italiano, spagnolo, russo e tedesco) e, curiosamente, mai in armeno
anche se alla sua terra d’origine dedica uno dei pezzi più belli del
disco, Tendre Armenie, in cui si sente il duduk, una specie di oboe
armeno, e un soffuso struggimento sentimentale.

Nel nuovo disco se la prende con tutti. Ai politici, di destra e di
sinistra riserva parole poco incoraggianti ("non ci sono che loro a
parlare la lingua della menzogna. Preti, politici, militari, attori,
artisti, cantanti, ce ne sono che riscrivono la loro vita, che la
rendono più infelice o più bella. Io racconto la vita com’è"). E nel
raccontarla questa volta ha scelto temi provocanti. In un pezzo, Moi
je vis en banlieue, solleva il problema delle periferie che affligge
Parigi, ma ci mette toni di speranza, evoca una pacifica convivenza,
nel testo si mette nei panni di un ragazzo emigrato ("volevo far
capire a quelli che condannano e basta e a quelli che giustificano e
basta come nella banlieue ci sia il meglio e il peggio"). Non usa
mezze misure: "Io sono un crooner che urla" dice, e ammette una vena
provocatoria che, a ben vedere, è sempre stata presente nel suo
lavoro.

Parlava di omosessuali (Comme ils disent) quando nelle canzoni non si
usava, parlava di amori al capolinea con un senso di verità che al
perbenismo anni cinquanta e primi sessanta garbava poco e infatti
qualche volta le sue canzoni erano bandite dalle radio. Una di queste
Tu te laisses aller, tra le più belle del suo canzoniere storico,
trova nel nuovo disco una imprevista continuazione in La fête est
finie. Poi c’è Il y a des femmes, omaggio al mondo femminile più in
linea con una consistente parte del suo repertorio (in fondo She, è
una delle canzoni più amate al mondo, cantata da innumerevoli
interpreti), e lasciando spazio a una intensa dedica a se stesso, in
una sorta di testamento artistico che si intitola J’abdiquerai.

Alla sua età non si possono evitare bilanci, e di sicuro la cosa che
più lo interessa oggi è essere riconosciuto come autore:
"Assolutamente sì, arrivederci all’attore e al cantante. Io sono
soprattutto un autore, e se non fosse stato così non avrei potuto
cantare alla mia maniera". Per la sua gioia qualche anno fa è stato
ammesso nella speciale sezione della Hall of Fame dedicata agli
autori. Ma in Francia manca una parola adatta. Aznavour lamenta la
mancanza di una esatta definizione, qualcosa come chansonwriters, e
forse non sa che la canzone italiana, che tanto deve a quella
francese, un termine l’ha trovato, che poi è quello di cantautore.

Ma il battagliero Aznavour è ancora affamato di vita, di viaggi, di
lavoro, di musica, e se proprio lo si costringe nell’angolo a
definire il suo percorso artistico dice: "Se mi guardo allo specchio
la mattina mi dico: per essere un ragazzo che ha lasciato la scuola a
dieci anni, te la sei cavata abbastanza bene, scrivi piuttosto bene".
E questo è tutto.

A member of Russia’s Federation Council, Chair of Federation Council
Commission for Information Policy Lyudmila Narusova arrived in the
NKR on a one-day visit.

The Russian Senator met with the professorial staff and students
of the Artsakh State University, DE FACTO own correspondent in
Stepanakert reports.

Touching on the Nagorno-Karabagh conflict settlement, Lyudmila Narusova
noted 15 years of the Nagorno-Karabagh Republic’s independence was
a long period, however, she doubted if the problem would be settled
in one or two years. She added the conflict should be resolved in a
peaceful way.

Answering the students’ questions on the development of relations
between educational institutions of the Nagorno-Karabagh and Russia,
she spoke up for the necessity of such cooperation and promised to
contribute to it. The issue of opening a Russian school in Stepanakert
was also considered.

Today the NKR President Arkady Ghoukassian received Lyudmila
Narusova. In the course of the meeting the interlocutors touched upon
the issues referring to the development of the Nagorno-Karabagh’s
education sphere and cooperation with the Russian colleagues in
this field.

Lyudmila Narusova said the Fund after Anatoly Sobchak she headed
was to promote the development of the Nagorno-Karabagh’s educational
sphere and organize the education of the Nagorno-Karabagh students at
the Russian educational institutions. In her words, the Fund is to
establish a grant after Anatoly Sobchak for the students of Artsakh
State University.

The visit of the members of Council of Europe Subcommittee on Nagorno
Karabakh to the region scheduled for early June has been postponed,
member of the committee, PACE rapporteur on missing persons in the
South Caucasus Leo Platvoet told the APA exclusively.

He said he unaware of the reasons and supposed that the visit has
been postponed because of technical reasons.

"The visit will possibly take place in autumn," Leo Plavoet said.

The members of the Subcommittee headed by Lord Russell-Johnston are
expected to visit Baku, Yerevan and Armenian-occupied Azerbaijani
territories.

The Republican Party has 70 members of parliament, the Heritage Party
has 7.

The representative of the majority Armen Ashotyan and the
representative of the minority Stepan Safaryan spelled out their
models of the Armenian foreign policy and evaluated each other’s
models on May 31 at the Hayeli Club.

Stepan Safaryan said at the moment the Armenian foreign policy
"is devoid of a scientific basis, in most cases it does not
proceed from the country’s real interests, and naturally it has
promoted the isolation of Armenia and the lack of stance on crucial
developments." Stepan Safaryan means that Armenia is left out of
regional programs and "Armenia does not have a common approach,
a clear-cut policy. We participate in TRASECA and INOGATE through
Georgia, in the capacity of an appendix." Armenian faces these
challenges, and according to the Heritage Party, the foreign policy
of Armenia should be edited, there should be more initiative, more
participating.

Armen Ashotyan disagrees that we are left out of regional programs. We
simply do not take part because Karabakh is the price. Besides,
those who say such things do not offer an alternative, the Republican
accused the opposition.

Meanwhile, the Republican Party has been in government since 1995,
and has been a majority since 1999. Why haven’t you solved the Karabakh
issue to prevent such problems, we asked Armen Ashotyan. "The question
is not solved because there are several unknowns, and only time can
solve an equation with many unknowns," he quoted Sevak.

Armen Ashotyan agreed that our foreign policy needs to be changed but
not strategically. The tactics or methods need to be changed. According
to him, the balanced, complementary policy of Armenia should
become multi-vector. "We must cooperate with all the forces and
countries. With those who can be useful and pre-empt negative impact
of others." Stepan Safaryan reminded that the foreign minister Vardan
Oskanyan had said complementary policy is not balanced.

"I represent the Republican Party, not Vardan Oskanyan," Armen
Ashotyan noted, adding that in the new government Vardan Oskanyan
will be appointed foreign minister because the president is entitled
to the foreign policy. But the government will do team work, Armen
Ashotyan thinks.

The debate revealed that the Republican Party and the Heritage Party
have a lot in common in boosting repatriation, raising salaries
and pensions.

Unready to work together in the same government, Stepan Safaryan said
they will not vote against initiatives by other forces to address these
problems. Armen Ashotyan hopes "the Heritage Party with its political
potential, which upholds shift of generations in the political sphere,
will fill in the gap of the constructive opposition."

TURKEY’S NEW "GEPHARDT" CONTRACT SEEKS TO
BLOCK EVEN "DEBATE" ON ARMENIAN GENOCIDE

— Department of Justice Files Reveal Troubling Details of
DLA Piper/Gephardt Foreign Agent Registration Filing

WASHINGTON, DC – U.S. Department of Justice files obtained this
week by the Armenian National Committee of America (ANCA) reveal
details about Turkey’s new lobbying contract with DLA Piper,
including a controversial – although not entirely surprising –
provision that seeks to prevent even "debate" in the United States
on legislation "that harms Turkey’s interests or image."

According to the contract, Turkey is to pay DLA Piper $1.2 million
for the year and an additional $750,000 to The Livingston Group,
headed by Robert Livingston, a former Congressional leader who
resigned in 1998 after a personal scandal.

"These new Department of Justice filings reveal just how deeply
Dick Gephardt has sunk, compromising his integrity by turning
against a human rights issue he energetically supported as an
elected Member of Congress," said ANCA Executive Director Aram
Hamparian. "We are especially troubled by the provision in the
contract that seeks to export Turkey’s Criminal Code Article 301 to
the United States by requiring DLA Piper to prevent even ‘debate’
on issues Turkey considers harmful to its image. This requirement,
which falls far outside the American democratic tradition, is,
sadly, entirely consistent with Turkish government’s efforts to
suppress freedom of expression by criminalizing speech that
‘insults Turkishness.’"

Earlier this month, Gephardt’s willingness to work as part of
Turkey’s denial campaign stirred controversy across Capitol Hill.
In a Dear Colleague letter, three leading Democratic supporters of
the Armenian Genocide Resolution informed their fellow Members that
the his opposition to this human rights legislation stood in sharp
contrast to his strong record of supporting this measure during his
years in Congress. The letter, written by Representatives Anna
Eshoo (D-CA), the only Armenian American in Congress, Frank Pallone
(D-NJ), the Co-Chairman of the Armenian Caucus, and Adam Schiff (D-
CA), the lead sponsor of the Armenian Genocide Resolution, was
accompanied by a copy of a September 2000 letter signed by then-
Representative Gephardt in support of the timely adoption of the
Armenian Genocide Resolution.

As a member of the House, Gephardt cosponsored legislation
recognizing the Armenian Genocide, as recently as H.Res.193 in
2003, and dating all the way back to H.J.Res.192, more than 20
years ago, during the 99th Congress. In 1998, he offered remarks
at the ANCA Armenian Genocide Observance on Capitol Hill.

International Scientific-Technical Center Finances 113 Armenian Proj

INTERNATIONAL SCIENTIFIC-TECHNICAL CENTER FINANCES 113 ARMENIAN PROJECTS AMOUNTING TO NEARLY 29 MLN USD, 12 OF THEM ARE PARTNER PROJECTS

YEREVAN, MAY 30, NOYAN TAPAN. More than 360 projects for implementing
scientific elaborations in the spheres of physics, chemistry,
biotechnology, ecology, information and communication systems,
materiology, non-nuclear energy were presented to the International
Scientific-Technical Center by Armenian scientists. 113 projecrts
received financing in the amount of 28.67 mln USD, 12 of them are
partner projects. One joint project presented by scientists of Armenia,
Georgia, Kyrghyzstan and Tajikistan was also financed, another three
projects were financed by Armenian and Georgian scientists and another
seven projects by Armenian and Russian scientists.

As Noyan Tapan was informed from Press Service of RA National Academy
of Sciences, in total, 1150 Armenian scientists and specialists
are included in the projects of International Scientific-Technical
Center. And materials and equipment amounting to more than 1.9 mln
USD were purchased for implementation of projects.

Armenia joined the Founding Agreement of International
Scientific-Technical Center in 1994. The International
Scientific-Technical Center is an intergovernmental organization,
which was founded in 1992 on the basis of mutual consent among
Council of Europe, Russian Federation, United States and Japan. The
Republic of Corea, Canada, Armenia, Belarus, Georgia, Kazakhstan,
Kyrghyzstan and Tajikistan have also joined the Founding Agreement
of International Scientific-Technical Center.

Center’s activity and programs will be aimed at assisting
non-proliferation of arms of mass annihilation. At the last, 42th
session of Board of Managers of Center (March 30, 2007), 22 new
programs with financing of more than 1.3 mln USD were approved, as
well as 4.6 mln euros was allocated for extending activity in Russia,
Armenia, Belarus, Georgia, Kazakhstan and Kyrghyzstan.
