TURKISH COURT WIDENS PROBE INTO KILLING

ISTANBUL, Turkey – A Turkish court has decided to broaden the
investigation into the killing of an ethnic Armenian journalist to
consider allegations of official negligence in the slaying, a lawyer
said Tuesday.

The killing led to international condemnation and debate within
Turkey about free speech. Dink was hated by hardline nationalists for
describing the mass killings of Armenians early in the last century
as genocide.

Lawyer Bahri Belen, representing Dink’s family, told reporters that
the court agreed to broaden the investigation.

Tuncel, who is suspected of masterminding the killing, reportedly
told the court that he was paid by police for gathering intelligence,
according to a lawyer who attended Monday’s hearing.

Critics have accused authorities of failing to act on reports of a
plot to kill Dink, and it is unclear whether allegations that could
potentially be embarrassing for top officials will be explored in
the trial.

Turkey had vowed a thorough investigation, and the governor and police
chief of the Black Sea city of Trabzon, the hometown of Samast, were
removed from office because of negligence. Some security officials
who posed for photographs with the gunman as he held a Turkish flag
were also dismissed.

Many Turks are convinced that a so-called "deep state" – a network of
state agents or ex-officials, possibly with links to organized crime
– periodically targets reformists and other perceived enemies in the
name of nationalism.

Today the National Assembly passed the amendments to two laws which
endanger RFE/RL’s further activity. This controversial government
bill can end RFE/RL’s Armenian-language broadcasts. The bill has
aroused great public concern and claims amid the opposition and mass
media.

residents will vote for oppositionists’ joint candidate whoever it
might be.

59% of our respondents will vote for and 33 % against the joint
candidate.

ARMENIA TO SUPPORT NKR TO PARTICIPATE IN NEGOTIATIONS ON KARABAKH
CONFLICT SETTLEMENT

YEREVAN, June 29. /ARKA/. Armenia’s Foreign Minister Vardan Oskanian
said that he is ready to support the future president of the NKR in
negotiations on Karabakh conflict settlement.

`I am sure that the future president of the Nagorno-Karabakh Republic
will be able in a short period to get acquainted with the situation
in the negotiation process and if necessary participate in the
discussions,’ he said during the press-conference in Yerevan.

The presidential elections of the NKR will be held on July 19. At
present the CEC of the NKR recorded five presidential candidates –
Bako Sahakyan (Head of the NKR National Security Service), Masis
Mailyan (NKR Deputy Foreign Minister), Armen Abgaryan (NKR National
Assembly MP), Vanya Avanesyan (Lecturer in Artsakh State University)
and Hrant Melkumyan (candidate of the NKR Communist Party).

Karabakh conflict broke out in 1988, when Nagorno-Karabakh populated
by Armenians declared secession from Azerbaijan.

On December 10, 1991, just a few days before the collapse of the
Soviet Union, a referendum was conducted in Nagorno-Karabakh with the
presence of international observers. At this referendum, 99.89% of
population voted for independence.

Responding to that, Azerbaijan launched a large-scale war against
Nagorno-Karabakh. The military offensives were stopped after a
cease-fire agreement was signed in May 12, 1994. The agreement is
observed now as well, and talks between Armenia and Azerbaijan are
under way.

Starting from 1992 negotiations on the peaceful settlement of the
conflict have being held within the OSCE Minsk Group, the Co-Chairs

Armenia will be able to satisfy its needs within 15-20 years by 40% due
to the alternative energy sources, deputy Energy Minister Ara Simonyan,
who participates in the third International exhibition-conference
dedicated to the renewable energy and energy-saving, told journalists
today.

As he said, development of the own energy base is a priority direction
in the Armenian government’s activity. This fact is fixed in the
domestic energy development Concept till 2005 and the National Energy
Development Programme, approved by the republic’s government. Special
attention will be paid to development of the hydroelectric potential,
wind and solar energy.

Presently, the matter concerns construction of three big and
medium-sized HPP – the Meghri (140 MW), Lori-Berd (60 MW) and Shnokh
(70 MW). Moreover, according to the domestic energy development
Concept, it is envisaged to reduce the power generation by small
HPP to 500 mln kWh that will make up 15% of the presently generated
volumes. As for the Meghri HPP, A. Simonyan said that the seventh
session of the Armenian-Iranian intergovernmental commission on
economic cooperation will be held in July, during which it is envisaged
to discuss the details of this project fulfillment.

arranged a solemn reception in honor of Armenian Foreign Minister
Vartan Oskanian.

Representatives of various Armenian organizations of Istanbul,
Special Assistant to the Minister of the Armenian Foreign Ministry
Salpsi Ghazarian, Armenia’s permanent representative in the BSEC Karen
Mirzoyan, Sisli Deputy Mayor Vazgen Paryn also attended the event.

Vartan Oskanian expressed satisfaction with the activation of relations
between the Turkish Armenian community and Armenia. He pointed
out to the growing number of Istanbul Armenians visiting Armenia
and strengthening ties with the homeland. "Under the leadership
of Patriarch Mesbob Mutafyan, the well-organized and hard-working
Armenian community lives and runs national institutions. The life
of Diaspora is not easy. It’s hard to live far from the homeland,
but Armenians of Istanbul live is special conditions and maintain
their traditions," the Armenian Minister said.

"Hrant Dink’s slaying caused pain to everyone, first of all to
Armenians of Istanbul. If he were alive he would be among us now,"
he added, Marmara newspaper reports.

by the ARF Dashnaktsutyun, is capable to properly represent Nagorno
Karabakh and make NKR representatives full members of the negotiation
process, Kiro Manoyan, director of the ARF Bureau’s Hay Dat and
Political Affairs Office, told a news conference in Yerevan.

Mr Manoyan is convinced that change of format in the Nagorno Karabakh
talks in inevitable.

He also stressed the necessity of inhabiting the security belt around
Karabakh. "With an exact state settlement policy financing is not a
problem. Good living conditions should be created for the people.

They must be sure that they settle on these territories not only for
themselves but also for their progeny," he said.

Kiro Manoyan reminded that several years ago ARF Dashnaktsutyun
proposed Diaspora, two Catholicosates of the AAC and benevolent
organizations to allot funds for the purpose. However, agreement was
not achieved over some political reasons.

There are no territories unsuitable for inhabitation.

We should just start with the territories which can be inhabited more
easily, he said.

Armenia must create the best conditions in the region to develop
entrepreneurship and attract investments. It is necessary for giving
the country competition privileges, Armenian Prime Minister Serzh
Sargsyan said when submitting the Government activity programme for
endorsement of the Parliament, Tuesday.

The premier said that the programme attaches special importance to the
sphere of production, chemical industry, construction, agriculture
and science. Moreover, the premier is sure that the country must
have competition privileges in such spheres as education, health,
information technologies, organized rest, and financial services. In
addition, these privileges must be accessible not only to the citizens
of Armenia, but also to the region and the world. Big enterprises
in the above spheres must be reorganized into socially responsible
public companies. Both the citizens of Armenia and foreign investors
must be given an opportunity to have a share in the capital of these
companies. To solve this task, the Government is ready to create
necessary conditions and infrastructures.

The capacity of the Angarsk uranium enrichment plant in Russia could
be quadrupled by 2015, according to Sergei Kiriyenko, head of the
Federal Atomic Energy Agency (Rosatom). He also reported that Russia
would no longer import depleted uranium for storage and processing.

He said that three projects were currently underway that would expand
production at the Angarsk Electrolysis and Chemical Combine (AECC).

Firstly, capacity at the existing plant would be uprated from
the current 2.6 million separative work units (SWU) up to some 4.2
million SWU. Secondly, the establishment of the International Centre
for Uranium Enrichment at the site, while using existing facilities,
would also raise its capacity. In addition, setting up a joint venture
uranium enrichment plant with Kazakhstan will provide a further
production capacity of some 5 million SWU. The proposed joint venture
plant would enrich uranium mined in Kazakhstan by a joint venture
set up with Russia. This would be in addition to the International
Centre for Uranium Enrichment, in which Kazakhstan already holds a
10% stake. Kiriyenko said that production capacity at Angarsk could
therefore reach some 10 million SWU by 2015.

Kiriyenko was speaking at the Angarsk plant on 22 June following
the signing of an agreement on cooperation between Rosatom and the
Irkutsk region, in which the plant is located. The agreement was
signed by Kiriyenko and Alexander Tishanin, governor of the Irkutsk
region. Kiriyenko said that Angarsk will become a priority site for
Russia’s international programs. "We are going to invest over $2.5
billion in the city and create 2000 additional jobs," he said.

Russia and Kazakhstan signed an agreement on 10 May on creating the
International Centre for Uranium Enrichment. Kiriyenko said that the
first investments into the joint venture for uranium enrichment in
Angarsk will make up "at least $2.5 billion just for centrifuges." He
noted that Ukraine "could approach the stage of formalizing documents
for its participation" in the project by the end of 2007. Armenian
president Robert Kocharian said in late May that Armenia was ready to
join the project. Kiriyenko added that a number of other countries
had expressed interest in participating. He said, "Russia has a 90%
stake in the project, while Kazakhstan has 10%. Russia does not need
such a large stake, and it may transfer some of the stock to other
countries." Kiriyenko said, "Each country may acquire a stake in the
centre, receive uranium enrichment services and certain revenues." He
added: "The only thing they won’t get will be the Russian uranium
enrichment technology."

Kiriyenko also announced that Russia will no longer import depleted
uranium from Europe for enrichment. Western enrichers have been
sending materials from the uranium enrichment process to Russia,
including uranium hexafluoride (UF6) and uranium tailings, since
the 1990s. "France and Germany have less advanced technology for
enriching uranium, and we ‘squeeze out’ [additional uranium] from
their uranium hexafluoride." However, Kiriyenko said, "We decided
over a year ago that we would not sign new contracts or extend old
ones, but we cannot tear up agreements that we already have – they
expire in 2009-2010." He added, "We are now looking for technology
to defluorinate uranium tailings. And if we fail to find a solution,
I will ban tailings imports into Russia."

Russia produces over 3200 tonnes per year of uranium oxide
concentrate (U3O8), according to Kiriyenko. He told Reuters, "Our
confirmed reserves and resources are about 850,000 tonnes within
Russia." He added, "Our reserves are more than one million tonnes
if we include our joint ventures abroad, including our joint venture
in Kazakhstan." Kiriyenko said Russia has enough uranium deposits to
ensure steady supply of raw materials for its enrichment plants for
the next 30-50 years. "I am sure that we have enough natural uranium
for decades ahead," he said.

* SWU, or Separative Work Unit, is the unit used to measure the energy
required to separate uranium-235 from uranium-238.
