/PanARMENIAN.Net/ Russian President Vladimir Putin signed a decree
suspending Russia’s participation in the Conventional Forces in Europe
(CFE) Treaty due to "extraordinary circumstances, which affect the
security of the Russian Federation and require immediate measures".

Somme differences occurred between Russia and West in interpreting
the CFE agreement. Russia states that armed forces of the new NATO
member-states do not meet requirements of the Treaty. From the other
hand Western countries do not ratify the amendments to the document
saying that Russia has not fulfilled its commitments to withdraw
Russian troops from Georgia and Transdnestria. On Russia’s initiative
a conference was held on June in Vienna, where participants discussed
the situation in the CFE agreement. Moscow offered to review the
document but Western nations did not express support for that idea
and the conference ended with no results.

In a statement, the Kremlin Press Office said the causes for suspending
Russia’s participation in the CFE agreement are exactly the above
mentioned "extraordinary circumstances", which make Russia suspend his
participation in the CFE agreement "until NATO member-states ratify
the adapted version of the document and fulfill their commitments,
the BBC Russian service reports.

For the first time Putin mentioned of such possibility in his annual
message to the both chambers of the Russian Parliament April 26. He
offered to suspend the CFE agreement until all European countries,
including those which are NATO member-states ratify the adapted
version of the document.

The treaty between Russian and NATO members was signed in 1990 and
amended in 1999 to reflect changes since the breakup of the Soviet
Union. It sets limits for the number of tanks, heavy artillery and
combat aircraft, as well as troops, deployed in the region between
the Atlantic Ocean and the Urals Mountains.

Fighting a war already lost

THE International Crisis Group slipped a document into the public
debate about Iraq late last month that went almost unnoticed. It
shouldn’t have, because it is the most graphic — and damning —
demonstration of current coalition policy in that doomed country.

Tagged Where Is Iraq Heading? Lessons From Basra, ICG analysts Robert
Maley and Peter Harling led a team that examined British strategy in
the southern city of Basra.

In late 2006, the British instigated their own ”surge” in Basra —
called Operation Sinbad — by flooding the area with troops to
conduct what they call ”clear, hold and civil reconstruction”. Like
the Baghdad surge now under way, this operation in Iraq’s
second-biggest city showed promise initially but proved
unsustainable.

Violence was reduced, militias were routed and military power was
devolved to what looked like a sustainable Iraqi force — ”a
relative calm prevailed”.

But this progress was, in the assessment of the ICG, ”superficial
and fleeting” and by April this year the now ”relentless” violence
had returned and the British were driven off the streets and back
into their isolated compounds.

”Today the city is controlled by militias, seemingly more powerful
and unconstrained than before,” says the ICG report. Central to this
was the failure ”to establish a legitimate and functioning
provincial advantage capable of distributing resources, imposing
respect for the rule of law and ensuring a peaceful transition at the
local level”.

The report gives lie to the suggestion that defeat in Iraq hands
power to the Al-Qaeda terrorists.

The violence has ”little to do with sectarianism and anti-occupation
resistance” but rather, involves ”the systematic misuse of official
institutions, tribal vendettas, neighbourhood vigilantism and
enforcement of social mores, together with the rise of criminal
mafias that increasingly intermingle with political actors”.

The ICG concludes that what has happened in Basra is likely to be
replicated throughout Iraq.

”Iraq is in the midst of a civil war. But before and beyond that,
Iraq has become a failed state — a country whose institutions and,
with them, any semblance of national cohesion, have been
obliterated,” concludes the ICG.

”That is what has made the violence — all the violence: sectarian,
anti-coalition, political, criminal and otherwise — both possible
and, for many, necessary.

”Resolving the contribution between Sunni Arabs, Shi’ites and Kurds
is one priority. But rebuilding a functioning and legitimate state is
another — no less urgent, no less important and no less daunting.”

There are many disturbing points of detail in the body of the report
— the subjugation of women by emboldened Islamists; ethnic cleansing
of particular groups like Armenians and Chaldeans; and how local
elected politicians have enlisted criminal gangs as foot soldiers.

The continuing persecution of Iraqi Christians is also documented.
All churches are closed and ”it is difficult, not to say impossible,
for Christians to practise their religious rituals”.

So, this is what the surge looks like. Because of the fundamental
absence of any functioning civil order, it is going to have only
limited, short-term impact, after which the gangs and militias will
come out of hiding.

The report US President George W. Bush released late this week
confirmed much of what the ICG had to say, despite the ”we can and
will win” rhetorical spin from the White House.

There is little if any progress on resolving the political problems
in Iraq — especially agreeing on oil-sharing arrangements, local
elections and establishing basic structures.

The only political progress was the distribution of $US10 billion to
the ministries and provinces for reconstruction. The security
progress is mixed, even though the Bush report looks at these issues
with distinctly rose-coloured glasses. Bush’s emphatic declaration of
progress in Iraq should be treated with extreme caution. The New York
Times columnist Nicholas Kristof put the statements in context by
listing Bush’s previous quotes:

”We’re making really good progress.” — October 2003.

Iraq is ”making steady progress”. — September 2004.

”We’re making good progress in Iraq.” — April 2005.

”Iraq has made incredible political progress.” — October 2005.

”Iraqis are making inspiring progress.” — November 2005.

Kristof wonders if Iraq, and the US, can stand another 10 years of
inspiring progress. Seven in 10 Americans want US troops pulled out
of Iraq by next April. And, coincidentally, the same number of Iraqis
— 69 per cent, according to a BBC poll — believe the presence of US
troops is making security in the country worse.

The truth is the worst-case scenario is already happening. There is
lawlessness, mass murder, political, religious and racial persecution
on a dreadful scale and all of it hidden behind the cloak of the
US-led occupation.

Failure by Iraqis to do anything is happening just because the US is
there. Sure, chaos and a hellish descent will spiral if coalition
troops leave — but it’s already happening.

Playing street-corner cops in a civil war is not going to work — if
the cops left the warring parties would have to take responsibility
for their actions.

And fear that Iran, Syria, Turkey and even Saudi Arabia could be
sucked into post-occupation Iraq violence is no certainty. Rather the
region could be forced to play a role in sorting out the Iraqi
internal dysfunction.

The ICG report pours cold water on the idea that Iran would
necessarily assume a leading role in the governing of southern Iraq.
Instead, it’s a picture of deep suspicion about Tehran’s intentions
but the distrust among Iraqi Shi’ites is such that Iran’s involvement
cannot be taken as a given.

And the suggestion that a withdrawal would damage American prestige
is a bit late. Talk to analysts in any Islamic country — from Turkey
to Indonesia — and you hear how the US presence in Iraq is the
driving force for recruiting by Islamist radicals.

The truth is the war in Iraq has been lost — indeed the country has
been lost. The US, along with its British and Australian allies,
should get out of the way and then help the region rescue this failed
state.

network than just the gang that is currently on trial, editor-in-chief
of ‘Agos’ Armenian-Turkish bilingual Etyen Mahcupyan stated in an
interview to Der Spiegel German newspaper. He said, a number of police
officers knew what was going to happen. But they didn’t prevent the
murder of Dink.

"Critics have accused the authorities of failing to act on reports
of a plot to kill Dink. Two of the suspects, Yasin Hayal and Erhan
Tuncel, even claim they were working for the security forces. The
current case is seen as an important test of whether the Turkish
judiciary is capable of investigating claims of official negligence,"
Der Spiegel writes.

According to the editor-in-chief of ‘Agos’ bilingual, the aim was
probably to cause unrest in the election year with the intention of
torpedoing Turkey’s chances of joining the European Union, "Presumably
a whole series of attacks was planned, but the public reaction was too
strong to go ahead with them." "In the past the judges were usually
afraid to take risks. None of them wanted to expose the links between
the military, the government and the judiciary. But in this case there
is the potential to really get to the bottom of things. The judges are
flexible and are working with the lawyers," he underlined. Answering
the question if he had received threats concerning his work, Etyen
Mahcupyan said "not at the moment", but if it were politically desired
then someone could find an old article and file charges, since he had
already been put on trial for allegedly ‘insulting state institutions’.

known not only for performance of national and religious compositions,
but also unique interpretation of classical music. The Choir’s art
has always been highly valued and is known as a "creative pearl of
the Armenian people" among musical critics and art-loving people.

GUAM Tries to Have Check-Ups

On July 10 Azerbaijani Foreign Ministry made a new announcement of
GUAM Foreign Ministers’ Council, veiled by the thunderous poster "
Towards Democracy and Economic Development", regarding July 19 NKR
presidential elections.

There seems nothing strange for ex USSR "small empires", Georgia,
Ukraine, Azerbaijan and Moldova, having joint in the before mentioned
organization, to remember about their soviet borders.

But if the authors of the announcement state beforehand about the
illegitimacy of the forthcoming NKR presidential elections, evaluating
the logic of the "accomplished fact" as an attempt to hamper the
process of the regulation of Karabakh issue, a question arises – What
a new "accomplished fact" is going to be revealed by the Armenian party
on July 19, when NKR has a 16 years’ history of an independent state.

During those 16 years numerous and various elections have been held in
NKR and the authors that consider these elections "accomplished fact"
should have put up with the reality.

If according to GUAM Foreign Ministers’ Council, "Legitimate elections
can be held in Nagorno Karabakh only after the integration of the
region in the political, legal and social system of the Republic of
Azerbaijan and the forced re-inhabitants will have the opportunity to
return to their lands, transportation communication and the peaceful
co-existence of Armenian and Azerbaijani communities will be restored",
then from the point of view of the Norms of International Law we have
to clarify what do they mean by the return of the people, having been
self-determined 16 years before, to the country that doesn’t exist
at present.

First: if this is an attempt to apply the principle of territorial
integrity then GUAM countries must speak about Azerbaijani SSR rather
than "Azerbaijani Republic", because the "territorial integrity" of
the first one has been guaranteed in the framework of another state –
the USSR.

Second: even after such a miracle GUAM countries can’t insist that the
principle of the territorial integrity can be unconditionally imposed
on self-determined people. As OSCE Minsk Group American co-President
Mathew Braise recently reminded Azerbaijanis, " There is no universal
resolution or an internationally approved approach on this occasion."

So how can GUAM Foreign Ministers’ Council even dream about the
supremacy of "territorial integrity", in case when even the US official
representative confesses that such supremacy doesn’t exist?

It turns out that on July 19 NKR doesn’t even need to make the
compulsion of the "accomplished fact" and the circulated principle
of the "territorial integrity" is vulnerable from the historical and
legal point of view.

The only thing left to do is to clarify what pushed GUAM countries to
touch upon an issue that is beyond their jurisdiction. Do some people
think that thus they can hamper the process of July 19 presidential
elections in Nagorno Karabakh. We don’t think so. It is also not
essential what GUAM countries think about the attitude of the
international community towards NKR.

That essential and really dangerous point is that an organization
has appeared veiled by the thunderous slogan "Towards Democracy
and Economic Development" that advocates the revachist idea of
re-establishing soviet administrative territories.

While everyone knows that international law and revanchist sentiments
are incompatible. Because the first one sooner or later recognizes
the existing reality and the second one tries to turn it back not
for the sake of bright future but because of the sad and bloody past.

YEREVAN, JULY 11, NOYAN TAPAN. Stepan Safarian, the Secretary
of the Zharangutiun parliamentary faction, at the July 11 press
conference stated that currently the Zharangutiun (Heritage) party
along with parliamentary activity is also implementing efficient
extra-parliamentary political activity.

It was mentioned that the party is taking part in consultations
among opposition forces, and one of the issues discussed during
these consultations regards Zharangutiun’s leader Raffi Hovannisian’s
running for the elections by majoritarian system to be held at the
electoral district N 15. Vardan Khachatrian, the party’s Political
Secretary, expressed the hope that the other opposition forces will
support R. Hovannisian. Meanwhile, he said that "executive links are
already being used" at the electoral district, in particular, the
respective instructions have been given to village heads and other
officials. Nevertheless, V. Khachatrian expects that the party’s work
at the electoral district will be efficient. "It is important that
the people has great expectations from these elections, as they will
be proceeding on real alternative basis," he said.

As regards the 2008 presidential elections, the participants of the
press conference stated that Zharangutiun is for nomination of a
common opposition candidate.

Armenian Genocide victims’ descendants can receive $17.5mln from
French AXA bank as compensations, Barsegh Gardalyan, the head of
Vardges Yeghiyan, Brian Kabatek and Mark Kirakos advocate groups’
offices in Yerevan said Tuesday at a news conference. These groups
engage in compensations to AXA bank depositors’ heirs.

He said that after deducting fees to lawyers, the bank will pay
about $11mln to the victims’ heirs and $3mln will be transferred to
benevolent organizations.

Gardalyan also said that the list consists of 7 000 depositors. It
means over 10 000 heirs may get compensations.

Brsegh Gardalyan said that the office’s maim aim is to provide
comprehensive information to potential beneficiaries.

New York Life Insurance has already paid compensations to the Armenian
Genocide victims’ heirs.

In 2007, this insurance company paid $20 million to the victims’
descendants living in 26 countries. $3.6 million was paid to Armenia’s
citizens. Another 3.6 million was paid to Armenian living in the
United States, France and the Middle East. The remaining amount was
paid to beneficiaries living in other countries.

held in Istanbul on 11-16 July with the support of Constantinople’s
patriarchate.

Representatives from Orthodox and sister churches, from theological
and educational institutions and from orthodox cultural organizations
will participate in the conference.

from Armenia will also participate in the conference.

The theme of the conference is "Members of church as world

The inquest of the case on the shooting in Teryan and Ghukasyan
crossroad in town Giumry of Shirak region is under way.

On July 9 nephew of the major of Giumry Vardan Ghukasyan, Giumry
aldermen Kolia Ghukasyan was arrested. The latter has been under
investigation beginning from May 29, accused of the participation in
the shooting.

The inquest allowed to find out that Giumry alderman Kolia Ghukasyan
has also participated in the shooting, in "Hammer – H – 2" car together
with Spartak Ghukasyan.

Due to the measures taken by inquest authorities another participant
in the shooting Telman Haykaz Karapetyan has been found and
arrested. Another three individuals are still under investigation. The
son of the major Spartak Ghukasyan and Rustam Sargsyan are among
these individuals.

The construction of the water reservoir on the Khachen river is
underway in the Martakert region. The project is funded by Levon
Hairapetyan, benefactor. The capacity of the "forest lake" will be
2.5 million cu m.

Levon Hairapetyan says the construction of the 26-m high dam costs
7 million dollars. It will last for 3 years. However, along with the
dam tourism infrastructures and a resort area will be laid out. "We
can solve several problems at once: get immense reserves of drinking
water, generate electricity, create jobs for the people of the adjacent
villages and promote development of tourism," Levon Hairapetyan said
in an interview with the Public Television of Karabakh.

Over the past few years Levon Hairapetyan helped reconstruct the
village of Vank, Martakert, which is near the 13th century monastery of
Gandzasar. A modern woodworking factory, a modern hotel with Chinese
cuisine and a resort area were built, a school is being built.
