Ready for a second bluff

The congress of the pro-opposition factions which is to be convened
today, as well as the speech to be made by Levon Ter-Petrosyan should
provide an answer to the question when the ex-President is going to
proceed with speculating the difficulties currently faced by the
country and thus resort to the tactics of `bluff’ periodically.

After all, it was not the task of overcoming the situation that
underlay Ter-Petrosyan’s tactics of sponsoring the pre-electoral
developments, but rather, the goal of generating dissatisfaction, as
this might at least ensure the rehabilitation of his own image. And
Ter-Petrosyan was unable to do more than that, since a skillful
speculation of the existing dissatisfaction could have disoriented only
some part of society, but it wasn’t enough for being elected a
president.

So, although the first stage of the skillful bluff did not ensure L.
Ter-Petrosyan’s victory on February 19, the candidate did manage to
develop the image of an uncompromising pro-opposition figure in the
eyes of a significant part of society.

Thereafter, there began the second stage of generating bluffs, when the
candidate, having 21 percent of votes was using the skillfulness of a
juggler to insist that he had received 65 percent, as a matter of fact.

And this resulted in the well-known events of March 1-2, which secured
the `internationalization’ of the speculated bluff which, on the one
hand, was advantageous to the author and on the other hand, contained a
serious hazard for L. Ter-Petrosyan.

The thing is that neither the Constitutional Court appeals against the
results of the February 19 elections nor the speeches of L.
Ter-Petrosyan’s proponents from the tribunals of PACE and the United
States convinced the international community that the opposition leader
had held a victory in the February 19 elections. The incontrovertible
evidence of the fact is the international observers’ well-known
assessments which have recently been included in the resolution adopted
by the Parliamentary Assembly of the Council of Europe.

According to those assessments, the international community proposed a
resolution to the Armenian authorities and opposition, based on two
clear-cut theses.

The first is the package of requirements addressed to the authorities.
They include an independent inquiry into the March 1-2 events, release
of the individuals who didn’t use violence, the elimination of the
temporary restrictions on the freedom of marches and demonstrations etc.

The second package concerns the opposition. It contains a requirement
to recognize the results of the February 19 elections or else, to apply
to the European Court of Human Rights.

It should be noted that when the pro-Ter-Petrosyan camp came to know
that the new authorities of Armenia intended to follow the letter and
spirit of the PACE Resolution, i.e. to comply with the proposals within
the period of 3 months, and demand that the opposition do the same,
they began showing serious signs of concern.

First, they started voicing complaints in the address of the
international community which demanded that the legitimacy of the new
Armenian authorities be recognized. Then they passed on to the next
step, i.e. declared of the intention of Ter-Petrosyan’s proponents to
apply to the European Court. By this, the international community
received a false confirmation of the fact that the Armenian opposition
was ready to dispute not only the figures published by the Central
Election Commission, but also the conclusion of an observation group
representing such a rigorous body as the Organization for Security and
Cooperation in Europe.

A question arises as to what this step could have meant in the context
of the further development of Armenia’s internal political situation.
The answer is obvious. By way of using such trick, Ter-Petrosyan and
his proponents `froze’ the process of complying with the resolution and
as a matter of fact, gained time not only for applying to the European
Court but also making the next step on the political arena.

This testifies to the fact that the congress of the pro-opposition
factions promises to become the third stage of the political bluff
raffled by Ter-Petrosyan.

If the opposition had really been convinced of the invulnerability of
the facts available to it and the arguments deriving thereof, it would
have applied to the European Court right after the Constitutional Court
passed its decision on March 8. As a matter of fact, it was with the
purpose of not complying with the PACE requirement that the belated
intention of applying to the European Court was publicized a month’s
later. So, L. Ter-Petrosyan intends to continue his bluff and bring it
to an end. And this means that the political juggler has already done
certain calculations and is sure that he will manage to cheat the local
and foreign `spectator’ this time as well. What is such certainty
accounted for?

First: In case of agreeing to a dialogue on any condition,
Ter-Petrosyan will be deprived of the only serious political tool, i.e.
the people’s dissatisfaction, without which he will be unable to
continue the bluff he started several months ago. Furthermore, the
absence of a dialogue and the trials of the participants of the March
1-2 events still allow him to maintain the `aureole’ of a persecuted
creature.

Second: The changing international-economic situation, which will
inevitably lead to the increase of prices in the course of the coming
months, will certainly arouse discontent among the socially vulnerable.

Third: After the presidential elections of Armenia, the international
community has been making new efforts towards achieving the signature
of a document on the basic principles of the settlement of the Karabakh
conflict, and after the presidential elections of Azerbaijan, this will
bring our country and its leadership face-to-face with serious external
challenges.

YEREVAN, April 28. /ARKA/. Armenia’s Rescue Service must be best in the
region, stated RA Minister for Emergency Situations Mher Shahgeldyan.

"I am acquainted with the system as, when Chairman of the Parliamentary
Commission for Defense, National Security and Internal Affairs, I
worked at the legislation on the sphere. At present, I see my task
in the implementation of reforms. We must form an efficient system
in conformity with world standards," Shageldyan said.

According to him, the system must comprise not only the rescue service,
but also other services forecasting emergencies and eliminating
the aftermath.

"I am for permanent reforms accompanied by balance and stability. We
will work for people’s benefit, in cooperation with the staffers that
see their personal goals, not an official position, in implementing
reforms and consolidating the system," Shahgeldyan said. The Minister
does not see any need for personnel replacement.

The reason for the establishment of the Ministry for Emergency
Situations is the necessity for comprehensive management of
all-important components of Armenia’s national security, Shahgeldyan
said. "In this aspect, I view my post as great responsibility and an
opportunity to serve my country and people, ensure the security of
our country and citizens," the Minister said.

RA President Serge Sargsyan issued a decree on April 21 appointing
the former member of Armenia’s Parliament representing the Country
of Law Party Mher Shageldyan RA Minister for Emergency Situations.

Turkey has cancelled a visit by Turkish minister Mehmet Aydin to
Buenos Aires after the Argentinian government recognised the Armenian
genocide.

Turkey’s government has fiercely criticised Argentina for responding
to a declaration by the Argentinian parliament referring to the
genocide of Armenians by Turks.

Between 1915 and 1918 an estimated one-and-a-half million ethnic
Armenians were murdered by Ottoman Turks.

The Armenians refer to the killings as genocide while Turkey has
always contested the use of the term.

Turkish Foreign Minister Says His Country Is Ready For Dialogue With Armenia

ANKARA – Turkish Foreign Minister Ali Babacan said on Monday that
Ankara was ready for dialogue with Yerevan to normalize relations
between Turkey and Armenia.

"Armenia now has a new government and I have sent a letter to the new
Armenian counterpart expressing that Turkey is ready for dialogue in
order to normalize its relations with Armenia," Babacan told a joint
press meeting with his Austrian counterpart Ursula Plassnik in the
Turkish capital, Ankara.

"Turkey wants to see peace, stability, security and prosperity in its
region but as you know our relations with Armenia do not fit into that
formula. We have problems, and the only way to solve these problems is
through dialogue. Our doors are open to dialogue in the new period
ahead," he said.

Turkish historian: `No genocide was committed on April 24, only 556
Armenian terrorists were arrested’

Turkish Institute of History, Professor Kamal Chichek’s interview with
APA.

-On May 27, 1915 Interior Minister Talat Pasha signed resolution on
the movement of Armenians to other areas for prevention of their
treason against Ottoman Empire. Why Armenians mourn April 24 every
year?
-The historic documents show that the resolution on the Armenian
movement was signed not on April 24. On that day leaders of Armenian
gangs, who committed treason against Ottoman Empire were arrested and
sent to the Chankir and Ayash prisons near Ankara. 235 leaders of
Armenian terrorist gangs were arrested in Istanbul and 321 arrested in
other provinces on April 24. One of them well-known terrorist Komitas
was released 13 days later and interior ministry allowed him to leave
for Vienna and later he died in Paris. We have the historic documents,
which show that 556 Armenian gang leaders were arrested, but some
foreign historians lie that 2500 were arrested and most of them were
executed. The arrested terrorists were accompanied by 75 police
officers on their way to prison for their security. Most of the
arrested persons were allowed to walk in the city and to visit police
office for confirmation of their presences. If the history of April 24
contains these facts, why Armenians mourned it as a day of so-called
genocide? It is a scenario written by Vahakin Dadriyan. He wrote that
1915 events should meet the UN `Genocide Convention’ adopted in 1948.
Ottoman Empire declared mobilization in August, 1914 and Armenians
were also involved in the Army. Therefore more Armenian gangs remained
without their leaders. According to the second part of Dadriyan’s
scenario, Armenians’ legs were broken when their leaders were arrested
and after the May 27 resolution of movement the defenseless Armenians
took the way of death. Were the people arrested on April 24 innocent?
No, they were members and leaders of `Dashnak’, `Hnchak’, `Ramgavar’
and other terrorist organizations. A lot of weapons were confiscated
in their places. They were rebels against the war-involved country and
Ottoman Empire like every country undertook preventive measures. They
were not killed after the arresting. They were taken to prisons under
the strong control and 55 of them were released in a short time. 57
persons were deported and many of them exiled to other cities. The
Government aimed not to kill the gang members and leaders, but to make
them passive. For that Armenians symbolically mourn on April 24.
– Prime Minister Erdogan sent a letter to Armenian president Robert
Kocharyan on May 8, 2005 and suggested to establish joint commission
for researching of historical realities, but he didn’t receive
positive respond. Do Armenians refuse to establish the joint
commission because they know that they falsified the historical
realities?
-Yes, they know. Kocharyan said in his respond that `they cannot
accept this suggestion, which opens discussions on the `Armenian
genocide’ and as it was a historical reality, it couldn’t be
discussed’. Kocharyan intended to establish intergovernmental
commission, but not the commission of historians. In fact the events
turn into history and Kocharyan intended to politicize the issue.
Armenia said it intended to improve relations with Turkey. Armenia,
which occupied the lands of our Azerbaijani brothers, has no right to
make a condition before Turkey. Only Turkey can make the conditions.
Our main demand is the withdrawal of Armenian forces from the occupied
Azerbaijani lands. Unfortunately no country except Turkey makes remark
for Armenia, which occupied Azerbaijani lands. All over the world
imposed sanctions against Saddam Huseyn because he occupied
Kuwait. The world countries should impose embargo against Armenia
too. If Armenia intends to be our friend, it should leave history for
historians and recognize our borders ` it is our other demands.
Armenian should leave their claims for recognition of so-called
`genocide’ and Anatolian lands. It is unserious policy.

in Yerevan today.

The exhibition aims to unify Armenian and foreign companies operating

"Building industry is one of the most rapidly developing fields
in Armenia and one of the stimuli of our economy. The Armenian
government attends to development of building industry and supports the

RA Minister of Economy Nerses Yeritsyan said in his opening remarks.

"The pressed inner political life in Turkey expressed EU complain. If
Turkey refuses to solve the questions it will be difficult enough
for this country to enter the European Union," said Ruben Safrastyan,
the head of Continental Studies Institute of the Academy of National
Sciences. He mentioned that it is the first time EU interferes the
inner political activities of Turkey, According to Safrastyan those
activities could force Turkey to recognize Armenian Genocide.

Safrastyan mentioned that the Republic of Turkey is established
in the territory which was confiscated in the result of Armenian
Genocide. "The republic of Turkey by its essence and nation has been
created in the result of Armenian Genocide. Now if they recognize
Armenian Genocide they will decline they essence," said Safrastyan.

to gain entry to NATO.

"Supporting the NATO Membership Action Plans for Ukraine and
Georgia, the United States will keep up close cooperation with the
two countries," said Daniel Fried, Assistant Secretary of State for

"During the Bucharest summit NATO leaders unanimously announced
that Georgia and Ukraine will be members of the Alliance. It was a
strategically significant decision which will allow to avoid dividing

YEREVAN, APRIL 22, NOYAN TAPAN. The Armenian weightlifting men’s
and women’s national teams returned to Yerevan on April 22. They
took the first place by the number of medals (13 gold, 3 silver,
and 1 bronze medals) in the Europe Weightlifting Championship held
in the city of Lignano, Italy. In Zvartnots airport the members of
the Armenian sports delegation were met by Armen Grigorian, the RA
Minister of Sport and Youth Affairs, Gagik Tsarukian, the Chairman of
the National Olympic Committee of Armenia, heads of sports departments,
as well as hundreds of sport fans.

In their interview to journalists the weightlifters promised that the
expectations will be also justified during the Beijing Olympic Games.
