World Conflict Total for 2009 Drops to a Mere 7 Wars and 24 Severe Crises

as far as global wars were concerned, according to the Heidelberg
Institute for International Conflict Research. The institute’s annual
conflict analysis found there were a total of 365 political trouble
spots in 2009, including seven wars and 24 `severe crises.’ Even
though total conflicts were up from 2008, which had 353, the number of
`highly violent conflicts’ went down from nine wars and 30 severe
crises. The conflicts that Heidelberg officials considered a `war’ in
2009 were in Afghanistan, Somalia, Sri Lanka, Israel
(Hamas/Palestine), Yemen and Pakistan, which was counted twice’one for
its fight against the Taliban and another against various Islamist
militants. The fighting in Iraq was labeled a severe crisis rather
than a war.

The report also noted that negotiations or conferences were held to
deal with 65 of the 365 conflicts. However, of the 148 such talks,
only 40 concluded with an agreement. The Armenia-Azerbaijan conflict
set the year’s record for unsuccessful attempts with 13 sets of
negotiations, but no peace agreement.

Meanwhile, UN peacekeeping troops were stationed in 16 countries. The
number of personnel reached almost 100,000’the most since 1995. In
2009, UN missions experienced 98 fatalities.

No progress in Armenian-Turkish, Nagorno-Karabakh processes next year,
expert says

Armenian-Turkish protocols until next April and even until a later
date to have the international community discuss the Armenian Genocide
as long as possible and to link the ratification to the
Nagorno-Karabakh peace process, the political analyst Alexander
Manasyan told NEWS.am.

As regards the Nagorno-Karabakh problem, the expert does not forecast
any progress. `The sides will try to protract the process as long as
possible,’ Manasyan said. He stressed that the Armenian side should
try to change its image in the negotiation process next year. `The
present image does not meet our interests. We do not respond to the
misstatements on the Nagorno-Karabakh conflict frequently made by the
international community. We do not present our convincing arguments
concerning the problem. But we must clearly state that Azerbaijan has
no legal or historical rights to Nagorno-Karabakh or to Nakhichevan.
Also, we must raise the issue of Armenian massacres in Baku and
Sumgait, Azerbaijan,’ the expert said. Manasyan also holds the opinion
that official Yerevan may pull out of the Armenian-Turkish dialogue
should Ankara try to put off the ratification of the protocols or link
them to the Nagorno-Karabakh problem.

Council.

Greeting the guest, the president of the parliament stressed that RA
NA is ready to cooperate closely with the British Council. He
particularly highlighted the women’s participation in the political
life of Armenia and the realization of projects favoring our country’s
European Integration. Afterwards, the interlocutors set about the
discussion of the projects carried out in Armenia by the British
Council.

Bloggers enhancing understanding in the Caucasus

An online project, bringing together new and social media, is aiming to
enhance understanding between the ethnic groups across the South Caucasus.

Those behind the initiative say it’s been organised because local
mainstream media is failing to inform and instead is "pushing partisan
propaganda".

They say that only an informed, responsible and active ‘middle media’ of
concerned bloggers and social network users can fill the gap in
understanding in the region – a gap which those involved say is being
negatively exploited by those who want to spread "misinformation" and
"negative sterotype views" across the region.

However, they are hoping that by filling the information gap, left
vacant by local media, they may force media managers in the region to
start to address the real issues and reflect life as it really is.

According to Onnik Krikorian, a British journalist/photographer based in
Armenia, the initiative is the result of his work and friendship with
prominent blogger Arzu Geybullayeva, who blogs at Flying Carpets and
Broken Pipelines.

Krikorian, who is the Caucasus editor for Global Voices Online and
Armenian editor for Oneworld.net, says the project has been set up to
overcome negative stereotypes in the South Caucasus.

"The project aims to promote positive examples of ethnic groups
coexisting peacefully in a volatile region riven with frozen
conflicts.However, they are hoping that by filling the information gap,
left vacant by local media, they may force media managers in the region
to start to address the real issues and reflect life as it really is.

"It is an attempt to provide an alternative to what is usually a
partisan local media that not only self-censors, but also spreads
misinformation and negative propaganda," he writes.

Now two young bloggers, Vusala Alibayli and Khanim Javadova, who are
also studying journalism, have joined the project and are working
alongside Global Voices Online writer Dodi Kharkheli in the initiative.

Krikorian says the initiative is important because it represents
individuals, some working in the media others not, taking matters into
their own hands by reporting on issues — in this case cultural
diversity and positive examples of ethnic Armenians and Azeris
coexisting together. Issues which Krikorian says the local mainstream
media, government and opposition alike, has neglected.

"Instead of mainly focusing on the negatives as the media does, we felt
it was time to report on what are arguably far more positive stories. We
hope to pick up where the media in the region has failed."

He says the project has so far shown many previously unreported stories
of Armenians and Azeris coexisting or even genuinely cooperate together.

"With mainstream media failing to report the whole story, we wanted to
show that alternative voices can be heard online. If this project is
successful, perhaps that mainstream media will be pushed into doing the
same.

"Without it, especially in a region where ethnic divisions are used to
perpetuate a lack of democracy or tolerance, there’s a huge question
mark over the long term future and stability of the South Caucasus."

Turkey urges Armenia to resolve problems with Azerbaijan

Turkey urged Yerevan to resolve Upper Karabakh dispute with Azerbaijan
in order to help establish stability in the Caucasus.

"Normalization of relations between Turkey and Armenia is not enough,"
Turkish foreign ministry spokesman Burak Ã-zügergin told a press
briefing on Wednesday. "If Armenia does not resolve Upper Karabakh
dispute with Azerbaijan, stability in the Caucasus can not be
established. This is quite clear."

Turkey and Armenia signed two protocols in October 2009 to normalize
ties and reopen their borders but Turkey insists that Armenia has to
settle dispute with Azerbaijan. The Upper Karabakh region has been
under Armenian occupation since a 1994 cease-fire which followed a
six-year war between Azerbaijan and Armenia. The region is
internationally recognized as part of Azerbaijan.

Ã-zügergin recalled that protocols were sent to Turkish Parliament to
be ratified, adding that the parliament would decide what to do next.

Armenian government had sent the protocols to country’s constitutional
court and the court is expected to discuss them in the first half of
January, he stated.

Azeri and Armenian officials are also in talks for months to settle
the dispute. Presidents of the two countries have so far met five
times to discuss the issue.

"They will meet once again in January. I think there is a progress," he said.

Next year might become the year of the political and economic expansion
of Iran in the South Caucasus. Abkhazian President Sergey Bagapsh
said Wednesday [ 23 December] that Tehran was ready to take part in
the economic processes in the republic. Armenia too confirmed a few
days ago that it would implement the large-scale bilateral energy
and transport projects worth the total of $3 billion. And Azerbaijan
invited Iran to mediate in the Karabakh problem regulation.

Discussing the global political situation with respect to recognition
of his republic’s recognition, Abkhazian President Sergey Bagapsh
told journalists that Sukhumi works closely on this matter with the
Near Eastern and Caribbean countries. "WE have close contacts with
representatives of Iran who visited Abkhazia. There were also meetings
with Moscow. Iran is ready to take part in the economic processes
in Abkhazia," the Abkhazian leader said, although he stressed that
"talking about the possibility of recognition of Abkhazia by Iran is
premature yet."

At this stage, Sokhumi finds this situation quite suitable. In
effect, Tehran uses the formula for Turkish-Abkhazian cooperation:
The economy without recognition. For Abkhazia, destitute after many
years of blockade, the importance of the economic ties with major
regional players like Turkey and Iran is colossal. Besides the need
for simple trade, Abkhazia now has hopes for major investment. And
in all sectors at that. The political component of the new situation,
which Sokhumi is trying not to ‘reminisce’ aloud for obvious reasons,
is also important. If Ankara and Tehran really go for major investment
projects, there will be fewer worries locally that the tiny republic in
the Black Sea region will be "assimilated" by its powerful main patron.

For their part, both Turkey and Iran have acquired a lever for
political manipulations in the form of Abkhazia. Both in the region
and in the international arena at large – in particular in developing
or adjusting relations with Russia, which sponsors Abkhazia, and with
the United States, which sponsors Georgia. It can also be used in
relations with Georgia itself, which still occupies the key position in
the South Caucasus, and with Azerbaijan, which experiences territorial
problems of the same type as Georgia has. And with Armenia too, which,
let us put it this way, maintains Azerbaijani problems.

As was noted, Iran’s possible interests in Abkhazia remain unknown.

They can be very wide, considering Tehran’s ambitions of regional
leadership. Iran backed its desire to play in the South Caucasus
the role of the first fiddle with the publication of its investment
plans for Armenia and Georgia one and a half years ago. In total, they
were worth $4 billion. But if Yerevan received concrete proposals to
build the Iran-Armenia gas pipeline and power relay lines for electric
energy export, to build an oil pipeline and a refinery, and to connect
the railroad networks, Tbilisi, in view of its special partnership
relations with the United States, received via the Georgian ambassador
in Iran a message: We will give you $1 billion, figure out what do
you want to spend it on.

Georgia did not have to think long and hard: Even when Georgia
remained without natural gas because of the latest breakdown on the gas
pipeline, and Iran was ready to set up temporary supply via the gas
pipeline which was built in the Soviet era, the Georgian leadership
encountered categorical "disapproval" of its sponsor from across the
ocean, which urged Georgia to never get oblivious of its partnership
commitments, which in case of Iran was to be manifested in boycotting
of the Tehran regime.

Washington’s attitude is negative towards the cooperation between
Armenia and Iran too, but there is greater understanding in that case:
Armenia is almost under blockade, and it has no choice. Joint plans
of Tehran and Yerevan were impressive. However, for now they have not
gone beyond the gas pipeline and the power relay line. And the process
of normalization of the Armenian-Turkish relations, which recently
broke the deadlock and which, among other things, envisages opening of
the borders and restoration of the railroad service, has brought into
question the plans of construction of the expensive Armenian-Iranian
railroad, which is doubly problematic during the global crisis. And
when it seemed that it made sense to forget about that project for a
while, Armenian Transport and Communications Minister Gurgen Sarkisyan
said at a news conference in Yerevan last Tuesday [ 22 December] that
the Asian Development Bank provided $1 million for the feasibility
study for the project of construction of the Iran-Armenia railroad.

Tender will be announced next year to choose the consulting company,
and the results will be known in April "In 2010, we will approach the
phase of actual construction of the railroad. There is agreement with
Tehran on financial assistance, and negotiations are under way with
the Asian Bank on borrowing money for implementation," the minister
said. The cost of the project is $1.5 billion.

On the same day, Armenian Energy and Natural Resources Minister Armen
Movsesyan confirmed at his press conference Yerevan’s and Tehran’s
plans to complete the energy sector projects whose implementation was
slowed down, among other things, "by the domestic political situation
in Iran." He stressed that an oil refinery is to be built and an oil
pipeline for the refinery from the Iranian city of Tabriz to the
Armenian town of Yeraskh, where the refinery is to work. The work
will start next year, Movsesyan is certain.

Introducing the economic vector in the South Caucasus and, as a
consequence, acquiring a political lever, Tehran received a direct
invitation to take part in political processes too by the end of the
year. Unwilling to remain sidelined in the process of the "Iranian
expansion," Baku voiced its desire to see Iran as a mediator in the
Karabakh resolution process. On Monday [ 21 December], after his
meeting with Azerbaijani Foreign Minister Elmar Mammadyarov, Iranian
Foreign Minister Manuchehr Mottaki said that he was ready to assume
the mission.

It is possible that, by extending that invitation, Baku bluffed for
Ankara: Azerbaijan deems treason the signing by Turkey of protocols
on normalization of relations with Armenia before the Karabakh
problem is resolved, and it seems that Azerbaijan does not quite
trust Ankara’s reassurances of brotherly attitudes any more. It is
impossible to get involved in the complex process of regulation of
the Karabakh problem in such a simple manner. At least the parties
to the conflict, and probably, other mediators, including the United
States which is unlikely to deal with Iran, must agree. But who said
that a parallel process cannot be conducted? With Armenia’s approval
of Tehran’s mediation, which, incidentally, is not manifested in any
manner, Iran’s dreams about regional leadership will come as close
to coming true as never before.

Azerbaijan should recognize PKK as a terrorist organization

You have proposed an initiative to recognize the Kurdish PKK party as
a terrorist organization in Milli Medjlis. Why do you consider it
necessary to raise this issue now?

This initiative has repeatedly been proposed in the Azerbaijani
parliament. Different deputies in Milli Medjlis including me have
repeatedly raised this issue.

I think PKK has already become a force posing a serious threat to
Turkey and its large region. Two deputies of the Turkish parliament
have been deprived of mandates for supporting PKK. We also have
sufficient facts proving cooperation between PKK and Armenian
terrorist organizations. Also we have facts of Armenia’s support to
PKK. Moreover, the parliaments of most countries, especially of
European countries recognized PKK as a terrorist organization.
Therefore, I consider that there is a need to take similar steps.

Meanwhile, the Turkish authorities managed to neutralize the activity
of this structure significantly by initiating dialogue with the
Kurdish leaders. Can this structure be merely dismissed?

PKK is acting in unofficial form therefore, its dismissal is
impossible. This is a terrorist organizations that commits terror
actions in the Southeast of Turkey. It has turned into a serious
source of concern for Ankara. Turkey is our friendly and fraternal
country. We have sustained passed through different processes with
Turkey which is the only country in the world that takes our problems
as its own. The investigation of the Azerbaijani side revealed
definite plans of PKK against our country. In these conditions, I
think the recognition of PKK as a terrorist organizations would meet
the national interests of Azerbaijan.

What is the direct threat of PKK to Azerbaijan?

The direct threat of this organization is that it is Armenia’s ally. I
think there cannot be a greater threat to us. PKK members train in
Armenia, supplied with arms by Armenia and there are facts of
dislocation of PKK members in the occupied Azerbaijani lands. Isn’t it
a threat to Azerbaijan?

How will Azerbaijan benefit from recognizing PKK as a terrorist organizations?

When we take some steps, we should primarily base on international
law. If Azerbaijan recognizes PKK as a terrorist organizations, it
will not be the first to do it. The United States and several European
countries have already recognized it as a terrorist organization. A
greater part of the countries that respect human rights, democracy and
international law, already consider PKK as a terrorist organization.
This is one side of the question. Second, PKK poses a threat to
territorial integrity and sovereignty of our fraternal country. By
recognizing it as a terrorist organizations, we will further
strengthen Turkish-Azerbaijani friendship and brotherhood in practice.

Do you consider the threat of Kurdish terror may deteriorate in
Azerbaijan like in Turkey today?

Kurds in Azerbaijan are the citizens of our country and there are no
problems with them. Kurds live in Turkey, Syria and Iran but it does
not mean that all of them are PKK members. Kurdish parties in Iran
even take significant positions in governing the country. Position
against PKK is not a position against Kurds. There are Kurds in
Azerbaijan and they are Azerbaijani citizens and take the single
position and act together in the development of Azerbaijan, settlement
of its problems, protection of the country and its borders. Azerbaijan
is a homeland to all who live here including to Kurds.

Recently the recurrent Azerbaijani "movie" about Khojaly appeared
in the Internet. Here the "hospitable and peaceful" Azerbaijanis are
telling about the "tragedy" of Khojaly. In this recurrent Azerbaijani
"movie", which is based on obvious falsehood, there are several
distorted facts and untrue information. The quotations from Zori
Balayan’s book are obscene lies. Some months ago Zori Balayan himself
made an announcement about this, stating that he has never written
a book like that.

It is stated in the "movie" that the residents, who had fled from
Khojaly, were shot near the Armenian Nakhijevanik village. This
fact also does not meet the reality, because in February, 1992 the
village of Nakhijevanik, which is situated around Aghdam, was not
under the Armenian Armed Forces. The "movie" ends with a touching,
heart-breaking music and with the photos of these so called victims and
witnesses of the occurrence. It takes only 1-2 minutes to learn that
one is a photo of a wounded Armenian child, which has been published
in the 5th of December, 1991 issue of the "Ð~ZомÑ~A&#xD 0;¾Ð¼Ð¾Ð"Ð µÑ~F
Ð~ZÑ~CзÐ& #xB1;аÑ~Aа" ("Komsomolets Kuzbasa") newspaper. And the article
was titled "Ð"оÐ"Ð&# xB3;аÑ~O доÑ~@оР³Ð° в ЭÑ~@ÐºÐµÑ ~G" ("The long

It only remains to advise the staff of the Azerbaijani agitprop to be
more attentive and make such falsifications, which are not so obvious
and so easy-to-uncover.
