SERZH SARGSIAN: DISORDERS’ ORGANIZERS AND INSTIGATORS TO ANSWER BEFORE LAW, HISTORY AND GENERATIONS

YEREVAN, 04.03.08. DE FACTO. In connection with disorders carried out
March 1 in the centre of Yerevan by the supporters of opposition,
the RA acting PM Serzh Sargsian addressed the Armenian nation:
"Dear Compatriots, As a result of the recent events our people have
suffered great losses. We have sustained irreparable losses: there
were casualties both among policemen, who had performed their duty,
and the rally’s participants, who had fallen under the influence of
a group of people. Hundreds of civil people suffered from illegal
actions of the radical oppositionists.

The revolutionary leaders of the co-called "movement" made the
protectors of the public law and their own supporters a target for
their grasping goals. The initiators and instigators of the disorders
will answer before the law, history and generations. With pain, I
note that our compatriots became victims of some persons’ blind hatred.

Today I share your grief and wish all of you will, courage and strength
to overcome this misfortune".

BAKU: PACE President Appeals For Calm In Yerevan, Calls For Dialogue

PACE PRESIDENT APPEALS FOR CALM IN YEREVAN, CALLS FOR DIALOGUE

TREND News Agency
March 3 2008
Azerbaijan

( ) – "I appeal for calm in Yerevan, and I call on all
sides to do everything in their power to prevent further violence,"
said the President of the Parliamentary Assembly of the Council
of Europe (PACE) Lluis Maria de Puig, reacting to events in the
Armenian capital.

"I deeply regret the deaths and injuries that have already occurred,
and repeat that the authorities must show the utmost restraint and
respect the principle of proportionality. The state of emergency
that has been declared is an extreme measure and should be lifted
as soon as possible: round-ups of peaceful demonstrators and gagging
the media is not the response of real democrats to differing views.

Whatever disagreements there are over the fairness of the election,
they should be worked out through the election appeals process and
the Constitutional Court and not through clashes on the streets.

Talking, not shooting, is the way forward. PACE stands ready to do
all it can to help achieve this, and is following events extremely
closely."

GEORGIAN NGOS RALLY IN TBILISI IN PROTEST AT ARMENIAN GOVERNMENT’S USE OF FORCE

Channel 1 TV

Georgia

[Presenter] Representatives of the Armenian community of Georgia
and the Georgian nongovernmental sector havecondemned the violent
dispersal of peaceful protests in Yerevan. They held a protest rally
today outside the Armenianembassy in Tbilisi, where they signed a
joint statement which they later gave to the staff of the embassy.

The statementurges the EU and OSCE to pay more attention to the
situation in Armenia.

[Arno Stepanyan, head of the Multiethnic Georgia NGO] What happened
yesterday in the Armenian capital is absolutelyunacceptable to us. We
have information that approximately 20 people have been killed and
more than 100 taken to varioushospitals. It is absolutely unacceptable
to us when people’s rights are violated, when violence is used and
whenthe fundamental principles of democracy are violated.

[Nino Tsikhistavi, head of the Women’s Network of the Caucasus] We,
representatives of nongovernmentalorganizations and representatives
of the Armenian diaspora, have gathered here in order to firmly
express our solidaritywith the Armenian public and the Armenian
people. We understand very well what kind of unrest has broken out
there. Webelieve the measures used by the Armenian authorities are
absolutely unacceptable.

[Georgian Imedi Radio at 1330 gmt broadcast comments made at the rally
by Lasha Chkhartishvili, a prominent member ofthe Equality Institute, a
pro-opposition Georgian NGO. "Based on the information I have received
from television, the scenario being played out there very much resembles
the events of 7 November [forceful dispersal of oppositionprotests
in Tbilisi] because there, too, the use of force was unjustified and
a state of emergency was declaredafterwards so that other details of
the crime that the government committed could be covered up," he said.]

Egoyan Recognized For Armenian Perspective In Ararat

EGOYAN RECOGNIZED FOR ARMENIAN PERSPECTIVE IN ARARAT
Martin Knelman

Toronto Star
Feb 28 2008
Canada

Atom Egoyan has won Genies and prizes at Cannes, and has gone to
the Oscars as a double nominee, but on May 19 he will be in Israel
receiving an award that takes him into another realm and recognizes
him as one of the great humanitarians of the cultural world.

The multi-talented Toronto director will be in the heady company of
playwright Tom Stoppard and novelist Amos Oz, who will share the $1
million (U.S.) Dan David Prize for "creative rendering of the past"
in literature, theatre or film.

In particular, the award to Egoyan is in recognition of his
controversial 2002 near-epic Ararat, which concerned the 1915 Armenian
genocide in Turkey and the attempt to deny it ever happened.

"One of the great things about it is that I get to meet two of my
idols," Egoyan said yesterday when I caught up with him at the Regent
Theatre, where he is editing his next movie, Adoration, which could
have its world premiere at Cannes in May the same week Egoyan is
honoured in Tel Aviv. The film, shot in Toronto, concerns a teenager
who poses on the Internet as the son of a terrorist.

"When I made Ararat, something in my career shifted," Egoyan recalls,
casually attired in black pants and T-shirt. He was greatly influenced
by Arsinee Khanjian, his partner both personally and professionally,
who had always felt a strong link with Armenian history. And he was
prodded by producer Robert Lantos, who not only pressed him to tell
this story but came up with a big budget to make it possible.

"This is a great honour," Lantos said yesterday, "and it is also a
powerful illustration of the way Israel and the Jewish people embrace
the plight of others who are persecuted."

Egoyan says he made Ararat when he realized he had reached a point
when he needed to become a spokesperson. "The film was an expression
of something I wanted to say," he explains, "and it became an object
that was viciously attacked."

Protesters threatened to disrupt the world premiere of the film at
Roy Thomson Hall on opening night of the Toronto International Film
Festival.

And in Turkey – where artists and writers are still hounded if they
dispute official claims that there was never a genocide – Ararat
was withdrawn by its distributor after threats that cinemas would be
blown up.

With characteristic understatement, Egoyan allows that he has had
movies that were better received than Ararat. "Some people felt it
was too strident," he says, "but there were others who complained it
wasn’t strident enough.

"Despite all that, this is the film of mine that will survive after
others have been forgotten," he predicts.

What he may not have realized at the time he made the film was that
it would not be over when the final credits rolled, that it would
shape his life for years to come.

Case in point: Egoyan has become a continuing voice for the rights of
oppressed people, whether or not they happen to be Armenian. That’s
why he will be the guest speaker tonight when the compelling Human
Rights Watch Film Festival opens at the Isabel Bader Theatre with a
screening of the eye-opening Buddha Collapsed Out of Shame, which
presents Taliban oppression of Afghan civilians from the fresh
perspective of children, especially a girl determined to attend school.

It was officials of the University of Toronto – where Egoyan has become
a distinguished visiting lecturer for three years – who submitted
his name for the Dan David Prize. And Egoyan is giving 10 per cent
of the prize money to set up a U of T scholarship.

According to the prize citation, Egoyan is being honoured "for his
superb modernist filmmaking, which explores Armenian history and
culture and the human impact of a historical event while examining
the nature of truth and its representation through art."

Play it again, Atom.

BAKU: West backs Armenian president-elect to ensure NK peace deal

Yeni Musavat, Azerbaijan
February 25, 2008

WEST BACKS ARMENIAN PRESIDENT-ELECT TO ENSURE KARABAKH PEACE DEAL

A Baku-based opposition paper has said that the West wants to ensure
a peaceful solution to the Karabakh problem bydescribing the results
of the 19 February Armenian presidential election as legitimate.

"There is only one purpose of recognizing [Armenian president-elect]
Serzh Sargsyan as legitimate. It is toreach peace between Azerbaijan
and Armenia over Nagornyy Karabakh," opposition Yeni Musavat
newspaper reported on25 February.

Yeni Musavat added that the West understood that it would change
nothing in Armenia if it did not even recognize the election results.

"Because Armenia’s policy is under Russia’s tight control and Moscow
will have no difficulties inmaking its man a president in this
country. In this situation, the West is trying to satisfy its own
interests. It wantsto reinforce its positions in the Caucasus region,
by obtaining a peace agreement on Karabakh through him," thepaper
added.

The daily reported that there remains no serious reasons for Sargsyan
to sign a peace agreement as the international community also
considers him to be legitimate, stressing that "he is especially
satisfied with the current optiondiscussed in the talks and Sargsyan
said this before the election".

Yeni Musavat added that Sargsyan got serious political support from
the West to continue and sum up the talks. Thepaper assumes that the
West will apply the same scenario on Azerbaijan during the
presidential election this year.

"The possible victory of a representative of the authorities will be
recognized in a hurry as was the case inArmenia and it will be stated
that finally, this country also managed to conduct an election
meeting internationalstandards. If the possible victory of the
candidate of the authorities is recognized in Azerbaijan, then there
willremain no serious pretext for Baku before the West to prepare the
people for peace," Yeni Musavat said.

The paper added that the "West will turn a blind eye to
irregularities if only the candidate of the authorities, that is
incumbent President Ilham Aliyev gains not 85 per cent as the New
Azerbaijan Party members want, but 50 per centof the votes, at least,
minimum conditions are created for the main opposition candidates to
contest the election, theirsupporters are not arrested on a mass
scale during the election campaign and the arrested journalists and
politicalprisoners are set free".

"Otherwise, it would be rather bad for the West to legitimize the
doubtful election results," Yeni Musavat said.
