Yerevan, after meeting with and hearing from various official and
unofficial sources, U.S. Deputy Assistant Secretary of State Matt
Bryza could make such arbitrary statements," said Tigran Balayan,
Head of the Armenian Foreign Ministry Press Division.

"Assigning such one-sided blame is unfounded and not helpful. The
number of wounded law enforcement officers (108) – 43 of them wounded
by firearms and hand-grenades – clearly demonstrates that rioters
were in possession of firearms and explosives. That coincides with the
operative information of law enforcement agencies which had informed
the public about all this, days before the events of March 1. In
that case, labeling the reaction of the government as "a crackdown
on opposition protests", or qualifying it as "harsh and brutal" is
incorrect. This was not at all an attack by policemen on civilians,"
he said.

"The violence of March 1 is indeed of great concern to all of us in
Armenia, including and foremost, the government, which believes it
is responsible for the maintenance of public order and safety. It
attempted to do so, exercising restraint, but as law enforcement
bodies had earlier cautioned, turned into a clash between officers
and demonstrators. With eight people dead (including one policeman)
and dozens injured (many from law enforcement), there is no doubt that
this was serious violence, and indeed deplorable, as Mr. Bryza says,"
Mr Balayan noted.

Armenia’s challenge, now, 10 days after that disastrous day, is to
fully explore and understand what happened and find ways to move
forward together, according to him.

"The international community’s focus should be to encourage all
involved to take responsibility for the damage to the fabric of our
society and to look for inclusive ways to move forward. Ill-informed
statements can and do contribute to an escalation of political
tension," he resumed.

U.S. Deputy Assistant Secretary of State Matthew Bryza said that
"United States is frustrated by the arrests of opponents since his
meetings in Armenia." "It is not only frustrating that the government
has imposed restrictions on independent media and left in place
a state of emergency, but also that it has stepped up arrests of
opposition leaders," he said. "It is crucial that the arrest of
opposition figures stops."

Bryza also called on the government to investigate and prosecute all
those from the opposition or the government, who violated election
laws and unlawfully used violence.

YEREVAN, 12.03.08. DE FACTO. On March 9, in the vicinity of the village
of Norashen, a 16-year-old boy was blown up by a cassette ShOAB bomb,
as a result of which he died, Karabak-Open.com reports quoting The
HALO Trust Program Coordinator Gala Danilova.

"Our organization’s employees visited the scene of the incident and
fixed all details", Gala Danilova noted.

Thus, according to Mine Action Centre under The HALO Trust, the
incident took place March 9 in the vicinity of Norashen village, in
the settlement of Valoavan. The 16-year-old dweller of the Norashen
village Sasoun Zhamgarian was blown up by a ShOAB cassette bomb.

Three friends – Unan Kostanian (born in 1991), Avet Avetissian (born
in 1990) and Sasoun Zhamgarian (born in 1991) gathered bearing columns
on a neglected vineyard. Making a current blow with a hammer at the
column base, Sasoun, obviously, hit against ShOAB, which was in the
ground, and thus causing burst was injured heavily, and then taken
to hospital, where he died afterwards.

This is the first incident of injury current year. The analogous
incident took place in June 2006 in the village of Mehmana, Martakert
region. The head of the village Mikhail Atabekian, born in 1951,
while felling trees hit against a cassette ShOAB aircraft bomb,
as a result of which he died on the spot.

By 2007, 5 people suffered of mines and ammunition, 2 of them were
children. By early 2008 the total amount of the suffered reached
298 people.

In 23-25 November 2007 it was registered strict decrease of foreign
currency rate exchange and the Central Bank (CB) announced that
results of the investigation would be published after the presidential
elections. Hence, the CB spread the publication of the results and
the CB press department also informed the Panorama.am.

According to the source, what happened in 23-25 November (non working
days) was the result of speculative behavior of some banks and exchange
centers, as well as the some businessmen foreign currency large-scale
cash operations.

The CB held an observation in "Prometey Bank" LLC and found out
violations of the current legislation on foreign currency.

In the result of the violation reveal the bank was fined. CB
carried out observation in some banks and notified large-scale cash
operation. Some exchange centers were also observed. In "Valletta" LLC
and other exchange centers the CB revealed violations and the companies
were fined and obliged to pay from 50000 drams to 750000 drams.

Representative of European Union in the South Caucasus Peter Semneby.

NEW YORK CITY PLAY "KILLING THE BOSS" TAKES ARMENIAN
COMMUNITY ACTIVIST BY STORM

New York, NY- The Armenian National Committee of New
York took the Armenian Cause to Off-Broadway last week
at Cherry Lane Studio Theatre in Greenwhich Village. A
largely Armenian audience packed the house to see
Catherine Filloux’s Killing the Boss on February 23rd,
which was immediately followed by a short panel
discussion, "Through the Politics of Power:
Considering the Legacy of the Armenian Genocide."

The panelists were ANC Eastern Regional Executive
Director Karine Birazian and anthropology scholar
Sossi Essajanian. Filloux’s drama provided rich
material for the panelists and audience to ponder. Two
years ago, the ANC of New York sponsored a similar
panel following Filloux’s Lemkin’s House, which
presented Raphael Lemkin beyond his death considering
the United Nations Genocide Convention in light of the
genocides that have been committed with impunity
since.

While genocide was not as central a theme in Killing
the Boss, the issue still loomed large as the main
character in righteous indignation attempted to
assassinate the prime minister of a country, where he
had previously been an architect of genocide. Cambodia
quickly came to mind, but the location was never
identified, leaving the viewer to imagine that the
scenario of mass killing could have taken place in
many nations, as indeed it has.

In reflecting on the performance, Essajanian discussed
how the politics of the intimate became the
transformative mechanism for overcoming the seemingly
unstoppable evil of the regime portrayed in the play.
"It was the concern and love of the main character’s
husband and parents, who needed to find out what
happened and not allow the distorted narrative of
those in power to control the truth as well."

Birazian connected the play to the Armenian case of
genocide. "The government of Turkey continues to
engage in the last stage of genocide through its
denial of what happened. Righteous communities must
remain active and continue to resist the perpetrator’s
campaign, whether it be in Darfur or in Cambodia or in
Van, of falsely appropriating the history of the
people they have tried to annihilate."

Doug Geogerian of the ANC of New York thanked the
playwright for her compelling work and for the
opportunity to hold the subsequent panel discussion.
"Dramatic art is a powerful way for the public to
learn about the issue of genocide, which the media
often presents as a Gordian Knot of geopolitics. Here
we see in a visceral way how individual lives are
impacted. It allows us to reflect and hopefully, to
take future action."

The ANC of NY will also be hosting a panel discussion
on April 11th at 6:30 pm with the Middle East & Middle
Eastern American Center. The panel discussion entitled
Trauma and Memoir will feature authors Anotnia Arslan,
Margaret Ahnert, and playwright Catherine Filloux. The

ArmInfo. Armenian President Robert Kocharyan denied Levon
Ter-Petrosyan’s statement that the latter was ready to have a dialogue
with the authorities, join the rally participants on March 1 but was
given no such a chance.

At the March 5 press-conference, Kocharyan said that he was aware
of this statement. "To put it mildly, this statement is false. What
does it mean "there was no chance"? Who disturbed him? He could do
it without any difficulties. Nobody disturbed him", the president said.

According to him, the matter is that Ter-Petrosyan’s guard
consisting of officers told him that it couldn’t take part in illegal
activities. Ter- Petrosyan himself had the right to participate in
the rally without his guard. "If he was in terror of his own safety,
he should have been concerned over the safety of the human masses",
Kocharyan said. He noted that in fact, on March 1, Ter-Petrosyan
expressed his desire through the head of the State Security Guards
Service to the president to attend the rally and calm down the
people. Ter-Petrosyan also laid down conditions – to let him hold
a procession to Matenadaran and hold rallies there for 15 days. But
when Ter- Petrosyan was making his proposal, the situation in front
of the City Hall was uncontrolled: the crowd armed with sticks and
metal rods had already burnt about 30 cars, built barricades, beat
policemen. "Just imagine what would have happened if we permitted
that crowd to go to the Opera along Mashtots Avenue? What would have
happened to Yerevan?" the president said.

According to him, Ter-Petrosyan was told that he had made his
proposal too late and he was offered to calm down the protesters
on the spot or lead them to the stadium. Ter-Petrosyan insisted on
his ultimative proposal which couldn’t be accepted in that version,
Kocharyan noted. "Actually, I am amazed at the fact that this man could
stay at home that night. But it would have been even more amazing if
he had been accompanied in the illegal actions by representatives of
the state security guards service and his officers had clashed with
the police. It is just amoral to put a person with shoulder-straps in
such a stupid situation", the president stressed. He added that Ter-
Petrosyan has refused to sign the document on refusal from the state
security guards for a week.

Moreover so, the "Kosovo precedent" directly influences some other
problems concerning Russia from the standpoint of the provision of its
security. For example, these are the well-known frozen conflicts in
the Caucasus, the deployment of objects of the third positional area
of the antimissile defense of the US in the Czech Republic and Poland,
as well as the prospect of the entrance of Georgia and Ukraine into
NATO in the near future.

The independence of Kosovo was recognized by the US and some countries
of the European Union. Moscow is against these steps taken with

Why Kosovo?

There are about 200 territories in the world now that may
potentially follow the experience of Kosovo. However, nobody has
had a thought about presenting sovereignty to them before. Now,
as Russia’s plenipotentiary to NATO, Dmitry Rogozin, puts it, "The
separatist-minded territories will act according to the principle,
"Having said "A" in Kosovo we will say "B" in South Ossetia, Abkhazia,
Trans-Dniester Republic, Corsica, etc."

Incidentally, Abkhazia and South Ossetia have already announced that
they are going to turn to Russia, CIS countries and the UN with a
request to recognize their independence.

The comparison of various authoritative opinions shows that the expert
community does not have any convincing answer to the question, "Why
it is Kosovo?" Major General Pavel Zolotarev, Deputy Director of the
Institute of the US and Canada of the Russian Academy of Sciences,
tried to explain the situation in the most understandable way.

– Why do the US and the European Union advocate granting the status
of an independent state to Kosovo?

– There is probably no answer to this question. Of course, it is
possible to seek and to try to single out some local motives that
Washington has. For instance, it is possible to say that a powerful
Islamic alliance is being formed in the center of Europe necessary for
America to hinder a certain inciting center inside of the European
Union. This inciting center forces the Europeans that are incapable
of independently solving some security problems to seek the support
of the United States.

In reality, proceeding from the current situation that has developed
for many months, it is already possible to state that people on
the Capital Hill decided to transit from the existing system of
international relations to a radically new one beneficial for the US.

By its step regarding Kosovo, the US pushed the whole world towards
bigger systematic changes of the world order. The US did this because
it failed to cope with its task of confirming of leadership in the
single-pole world or hegemony, putting this in another way. The White
House has rejected the world order established since the moment of the
establishment of the UN frequently. Now the White House has transited
to certain practical actions.

Colonel General Leonid Ivashov also spoke with regard to the alleged
wish of Washington to insert a powerful extremist Islamic factor
to Europe. Ivashov said, "All this is a long-term operation of the
US against Europe. Its goal is weakening European integration and
weakening Europe as its competitor."

Conversations about the "uniqueness" of the Kosovo precedent that
allegedly cannot be projected to other frozen conflicts are, according
to the chair of the parliamentary defense committee, nothing more
than an attempt to bypass the international legal norms.

Russian members of the Duma and the Federation Council also believe
that "the current actions aimed at dismembering the territory of a
country, the sovereignty of which over Kosovo is recognized by the UN
Security Council cannot be explained by anything other than a wish
to bring the illegal operation of NATO member states against former
Yugoslavia in 1999 to its natural end."

Possible consequences

Victor Ozerov, chair of the defense and security committee of the
Federation Council, believes that the self-declaration of Kosovo’s
independence and the support of this action by the West will sooner
or later result in a dramatic outburst of extremism, at first, in
the Balkans, and further possibly in the entire European continent.

Ozerov presumes that Serbia may quite possibly request military
assistance from Russia and such assistance should be provided "in
the framework of existing international norms."

Besides, assistance may be provided to Belgrade also from the
Collective Security Treaty Organization (CSTO) and Commonwealth of
Independent States (CIS). Ozerov does not rule out that Serbia may
join these organizations in the future. According to him, this may
happen at a moment when the independence of Kosovo "is supported
by a majority of countries in Europe in favor of the US." He added
that during the bombing of Serbia by the US, the parliament of Serbia
already proposed an initiative of joining the CIS but this proposal
was not developed then.

Simultaneously, according to a scenario proposed by the chair of the
defense committee of the Federation Council, some national enclaves
in Spain, Romania, Greece, Bulgaria and some other regions of Europe
may also declare their independence in a unilateral way. Ozerov says,
"If this process begins, it will be necessary to recall the so-called
Muslim arch of instability in Europe about which well-known American
"hawk," Zbigniew Brzezinski, has spoken in the past. The consequences
of this "chain reaction" can be foreseen easily: this will be worse
than the outbursts of terrorism with numerous victims that has happened
in Spain and the UK a few years ago.

Will there be a war in the Caucasus?

There is no doubt that bloodshed may happen in the Caucasus. On
April 13 of 2006, Azerbaijani officer Ramil Safarov bludgeoned Gurgen
Margaryan, an officer of the Armenian army, to death with an axe in
Hungary. They were in this country in the framework of one of the
programs of cooperation with NATO and lived in the same barracks. The
armed forces of Azerbaijan are doing a relevant moral preparation of
the personnel and the authorities of Baku have not hidden than they
justify the action of their officer.

South Ossetia and Abkhazia represent two "special cases" too. Dmitry
Rogozin presumed that no matter what Russia wants, if a new conflict
starts there with regard to restoration of the territorial integrity
of Georgia, Russia will be one way or the other involved. By and large,
Russia is prepared to use the force in this region if necessary.

Now Saakashvili states that he would "give a much more efficient
answer" to any steps towards the recognition of independence of
Abkhazia and South Ossetia.

Is Moscow hypocritical?

Along with this, are Moscow’s actions hypocritical? It is averse to
granting independence to Kosovo although it understands that by hook
or by crook this status will be given to the province. Afterwards
it will be possible to start a process of recognizing Abkhazia and
South Ossetia. Nezavisimoe Voennoe Obozrenie addressed this question
to General Zolotarev. The Deputy General Director of the Institute
of the US and Canada answered negatively:

– Moscow does not need to start the processes of state reconfiguration
in post-Soviet space because this is dangerous. What does it need this
for? Integration processes develop in the world and they form a kind
of united Europe. The CIS countries will get involved in them in due
time. I hope that the fact that Georgia cannot preserve its statehood
now is a temporary phenomenon. That is why Russia has such a stance:
it tries to maintain peace there, to develop economic relations as
much as it can but it does not accelerate events there regarding the
recognition of independence of the unrecognized republics. After all,
it is necessary to think about the people who live there first of
all and not about those who strive to governing them.

– What about the hints that Russia has some "preplanned steps"
in case of the recognition of the independence of Kosovo? How can
Russia respond?

– It is difficult to guess at this point. With regard to South Ossetia
and Abkhazia, our President spoke with sufficient clarity: we will
not "copycat" the West. As to Serbia and Kosovo, it is possible that
comprehensive support will be provided to Serbia in the diplomatic
and I think economic area too, although this will be, naturally,
on a mutually beneficial basis. As to Kosovo, Russia will never
recognize it.

Georgia and Ukraine in NATO

Meanwhile, Russia’s envoy to NATO, Rogozin, does not rule out that NATO
military bases, first of all, the American ones, may be established
on the territory of Kosovo soon. Along with this, Rogozin emphasizes
that Russia is concerned not about the possible appearance of the
bases in Kosovo but about the fact of the overall approach of the NATO
infrastructure to the Russian borders, as well as about the plans of
the US antimissile defense elements deployment in the Czech Republic
and Poland.

In this aspect, Moscow expressed its stance very clearly. President
Putin said directly (including the statement addressed to his
Ukrainian colleague Victor Yushchenko), that as soon as Kiev entered
into NATO, Russia would re-aim its missiles "at objects in Ukraine
that we believe will threaten our national security."

Russia’s concern is also based on the fact that additional military
bases, first of all, bases of the US may appear in the south and in
the southwest in the vicinity of Russia.

Azeri Armed Forces Violate The Truce

On March 4, at about 5 a.m. the Azeri Armed Forces violated the
cease fire regime and opened fire at the positions of the NKR at the
contact line between the Armed Forces of the Republic of Azerbaijan
and the Nagorno Karabakh Republic, 3.5 km away from Levonarkh village,
at the northeast of Martakert. Senior Lieutenant of the Defense Army
was wounded as a result of fire, Press Secretary of the Ministry of
Defense, Colonel Seyran Shahsuvaryan informed.

The Azerbaijani forces conquered one of the defense positions of
the NKR Armed Forces. The Armed Forces of NKR opened response fire,
making the rival return to its former positions. There are wounded
and killed from the Azerbaijani side.

On the same day, at about 8 a.m. the exchange of fire became more
intensive.

By about 3:40 p.m. the Armenian forces restored the former
positions. The situation is currently peaceful, there are no shots.

The Defense Minister of Armenia immediately informed the Personal
representative of the OSCE Chairman-in-Office Andrzej Kasprzyk about
the violation of the cease-fire regime.

The General Staffs of the Armed Forces of the two countries exchanged
information on the accident.

The King of the Kingdom of Saudi Arabia, Prime Minister Abdullah Bin
Abdul aziz Al-Saud congratulated RA Prime Minister Serge Sargsyan on
his victory in the presidential elections. The message says, in part:

"On behalf of the Government and people of the Kingdom of Saudi Arabia
and myself I convey my sincere congratulations to you on the occasion
of your election to the post of the President of the Republic of
Armenia and wish you health and success."
