THEORETICAL PHYSICS: NEW THEORETICAL PHYSICS FINDINGS FROM YEREVAN STATE UNIVERSITY PUBLISHED

"The theoretical and numerical results on the nonlinear dynamics of
an atom in the fields of two counterpropagating radiation beams of
different frequencies are presented. Both resonant and nonresonant
interaction regimes are investigated," scientists writing in the
Journal of Experimental and Theoretical Physics report (see also
Theoretical Physics).

"The atom center-of-mass energy dependence on the field amplitudes
exhibits the nonlinear threshold effect of reflection of an atom in
the interference field. This phenomenon leads to the atom acceleration
or deceleration depending on its initial state. This acceleration or
deceleration is base of a shock character because of the impact with
the moving potential barrier; it occurs at ultrashort distances on
the order of radiation field wavelengths," wrote G.F. Mkrtchian and
colleagues, Yerevan State University.

The researchers concluded: "Furthermore, the role of initial conditions
is discussed and analyzed numerically."

Mkrtchian and colleagues published their study in the Journal of
Experimental and Theoretical Physics (Nonlinear interaction of a
two-level atom with counterpropagating radiation beams of different

If the rise in temperature continued, Armenian farmers would have
poor harvest this year. Peasants are greatly concerned about the
sudden climate changes.

"Surely, warmth is pleasant. On the other hand, it can make trees
blossom earlier. But we feared that we should have scanty harvest
with the arrival of frosts. Thanks God we did not suffer much,"
said an apple seller in Nor Nork district Gagik Melkonyan.

Head of "Armstatehydromet" SNCO Zaruhi Petrosyan says fruit-bearing
trees are no longer under the threat of vegetation. Vegetation would
be inevitable if the temperature were five degrees above normal for
the last five years.

Fortunately, the weather changes helped stop vegetation in due
time. Temperature began falling down from February 11 and it will
still fall by 7-9 degrees," she added.

ArmInfo. The bilateral relations between Armenia and Russia have
been actively developing against the background of enhancing of the
economic, cultural and spiritual relations as well as cooperation
within the framework of Collective Security Treaty Organization
[CSTO], member of "Edinaya Rossia" [Single Russia] party, deputy
of Russian State Duma, Igor Chernishenko, said. He arrived in
Yerevan within the delegation of Russian Federation to take part in
the IV congress of Prosperous Armenia Party. The Russian deputy,
quoted by Golos Armenii newspaper, also stresses special role of
cooperation between businessmen of the two states, which is of
the interpenetrative nature. The newspaper introduces the names
of the most famous Russian businessmen of the Armenian origin,
as a sample, Rouben Vardanyan and Vladimir Avetisyan. The head of
the investment group "Troyka-dialogue", Rouben Vardanyan, is also
chairman of directors’ council of one of the biggest Armenian banks
"Ameriabank". The former member of the board of RAO UES, Valdimir
Avetisyan, which headed "United automobile technologies" holding, that
enters the state corporation "Rostekhnologii" [Russian technologies]
has been sponsoring construction of Armenian apostolic churches in
Russia. Golos Armenii newspaper says these businessmen have recently
taken part in Armenian President Serzh Sargsyan’s meeting with Russian
Prime Minister Vladimir Putin at the Davos Forum and in the meeting
of Armenian Prime Minister Tigran Sarkisyan with representatives of
Armenian Diaspora in Moscow. "The fact that top leadership of Armenia
is lobbying the interests of Armenians having their business in Russia
and at the same time doing much for their native land, is in favor of
the bilateral relations", – Golos Armenii newspaper says referring to
the deputy of Russian State Duma Igor Chernishenko. Such a strategy
will help overcoming of global crisis in Armenia as well as in Russia,
the newspaper says.

ANKARA – Sakık, who has spent the last 11 years in prison, tells
Parliament’s Human Rights Commission that the alleged Ergenekon gang
has links to groups like the PKK, Hizbullah and the Revolutionary
People’s Liberation Party/Front

A former leader of the terrorist PKK organization, has claimed a
criminal network exists between the alleged Ergenekon gang, PKK,
Hizbullah and the Revolutionary People’s Liberation Party/Front,
or DHKP/C.

"There are tribal and gang leaders from the Southeast region
within Ergenekon. They will be unveiled soon," former PKK leader
and confessor, Å~^emdin Sakık, who has been in prison for 11 years,
told the members of Parliament’s Human Rights Committee. The committee
met with Sakık as part of an investigative study on the conditions
of Diyarbakır’s prisons.

According to the committee’s report, which was acquired by the Hurriyet
Daily News & Economic Review, Sakık said the leader of the Workers’
Party, or İP, Dogu Perincek, who is currently in custody in the
Ergenekon case, had stayed in the prison with PKK leader Abdullah
Ocalan for a few days.

"Professor Yalcın Kucuk stayed with Perincek for months,"
Sakık said. Kucuk was detained within the Ergenekon case but later
released. A so-called supporter of Turkish nationalism and a so-called
supporter of Kurdish nationalism stayed in the same cell for months,
said Sakık. Sakık also said Kucuk delivered lectures in Beqaa,
a valley in eastern Lebanon where the PKK has camps.

Kucuk had confirmed his visit to Beqaa during his inquiry in the
Ergenekon investigation. "I went there to get data on the PKK for my
scientific studies," Kucuk said, adding that he already released his
observations on Beqaa in his book.

"PKK backed by other countries" During the interview with the Human
Rights Committee, Sakık also pointed to foreign support of the
PKK. "The PKK was born in Ankara, found supporters in the Southeast
and gained ground in Syria. Armenia, Syria, Iraq, Iran and Greece have
used the PKK. Iran gave a truck full of weapons to the organization
in the spring of 1993," he said.

He said following the PKK’s cease-fire announcement in 1993, Iran
took those weapons back, claiming the weapons were given to the PKK
for fighting. "Greece gave a Stinger missile to the organization,"
the report also quoted Sakık.

"Although the PKK is supported by foreign powers, it was born in
Turkey. Its roots are in Turkey," Sakık said.

In relation to the conditions of the prison, Sakık complained about
his loneliness in the prison cell. "I wanted a friend but it was
rejected. I cannot stay with political prisoners in the same cell on
the grounds that I left the PKK," he said.

Sakık also said his letters were examined for a month by the prison
administration and that the administration tried to remove the 42nd
part of the book he wrote because of "inconvenient" elements.

Besides Sakık’s complaints and statements as a confessor, the
committee’s report also included views of other inmates about the
conditions of Diyarbakır prisons.

"Political female prisoners said they cannot participate in sports
due to security reasons and that they receive unfair disciplinary
punishments on the grounds that they make too much noise while they
are entertaining each other," the report read.

In the report, maltreatment allegations against child prisoners were
stated as well. A child, who was detained during the incidents in
the Cizre district of Å~^ırnak last year, said the Gendarmerie beat
and insulted them while they were being transferred to the prison in
Diyarbakır. The report also defined the physical conditions of the
prison cells for child detainees as "insufficient."

The former PKK members said they were pleased they could watch the
state-broadcast Kurdish channel, TRT 6. "However, even if it is legal,
we cannot buy the Kurdish newspaper Welat," the report quoted inmates
as saying.

The committee’s report said detainees and inmates should be informed
of their legal rights in detail. Pointing out that the number of
prisoners surpassed the capacity of the Diyarbakır prison with E-level
security, the report said the situation was "unacceptable in terms of
humanitarian living standards." Although the capacity is 744 people,
there are currently around 1,400 inmates and detainees in the prison.

According to the report, 1,000 prisoners attend literacy courses, 115
prisoners continue distance learning and 251 prisoners are pursuing
two-year undergraduate degrees in Diyarbakır D-level prison. The
prison also supplies English, computer, painting, math and chess
courses, which are currently attended by 406 prisoners.

the Ottoman Empire and alleviate the burden of international claims,
an Armenian expert said.

"April 24 is not far away. Turkey’s exclamations about willingness
to normalize relations with Armenia become more frequent. And I will
not be surprised if it announces intention to open the border before
April. However, we should not forget that it will be nothing but a
diplomatic maneuver," Vahan Dilanyan, head of political developments
research center, told reporters in Yerevan.

He emphasized that Yerevan should be cautious about Ankara’s
statements, since they are conditioned by the fear of Washington’s
recognition of the Armenian Genocide.

that investors are always able to buy and sell the bonds of Converse
Bank on NASDAQ OMX Armenia, thus promoting the liquidity of the
securities in the secondary market.

The recurrent step of the anti-crisis program has been made: the
Government supports not only the young enterprises, but also the
full-fledged companies. According to Prime Minister of Armenia,
Tigran Sargsyan, the state-private sector cooperation was a new page
in Armenian history.

Such programs have never been implemented before. Special attention
will be paid to subsidization.

The state will support also those producing hand-made carpets,
exempting them from paying profit and value added taxes.

ArmInfo. During a meeting with OSCE PA President’s Special
Representative for the South Caucasus and Nagorno Karabakh Conflict
Goran Lennmarker, Speaker of the National Assembly of Armenia Hovik
Abrahamyan confirmed the official position of Yerevan according
to which there is no alternative to the peaceful settlement of the
Nagorno-Karabakh conflict.

Abrahamyan also drew the OSCE representative’s attention to militarist
statements of Azerbaijan, which prove that the neighboring country
wants no settlement of the conflict, otherwise they would try to
prepare their public for peaceful settlement. According to Abrahamyan,
the Azeri authorities show themselves as adherents of peaceful
settlement during the talks while in their country they continue
coming out with threats and appeals to war and propagandizing hatred.

The Speaker stressed that by proclaiming European integration as
political priority, Armenia is interested in the soonest settlement
on the basis of compromises, in the peaceful way. This will also
contribute to deepening of democratic processes and reforms. Abrahamyan
thinks that Armenia should establish good- neighborly relations
with all its neighbors, and Armenian President Serzh Sargsyan’s
initiative to invite Turkish President Abdullah Gul to Yerevan was
the best example of this. At the same time, Abrahamyan recalled that
Armenia has stated for several times its willingness to normalize
its relations with Turkey without any preconditions.

As regards the Karabakh peace process, Abrahamyan stressed the role
of Parliament and added that the National Assembly should become
a platform for discussions of the peace process with participation
of political forces and NGOs. In this context, he also stressed the
significance of development of parliamentary diplomacy.

but we do not want war," President of Armenia Serzh Sargsyan said
February 7 at the session-discussion on "Management of Instability:
South Caucasian Region and Western Balkans" within the frameworks of
the 45th Munich Security Issues Summit.

Responding to the observation of Azerbaijani Foreign Minister
Elmar Mammedyarov according to which it is impossible to realize the
statement of the Armenian president on making the region a crossroad of
peace and cooperation, President of Armenia said, "I have not mentioned
any other country in my speech but Armenia and if "military rhetoric",
"race of ammunition", "unconstructive approaches", phrases voiced in
my speech the Azerbaijani foreign minister ascribed to his country I
think more probably he is right. He is not right in one issue when he
is trying to dictate conditions to Armenia on behalf of his country. I
think it is not fair to speak about aggression when Azerbaijan started
his aggression against independent Nagorno Karabakh and so that
Nagorno Karabakh people would not be massacred they managed to defend
themselves during it occupying certain territories from where every
day hundreds of bombs where falling on old people, children and women."

"Are these people guilty that they managed to survive and now the
people of Nagorno Karabakh and Armenia are saying lets sit over the
table of negotiations and on the basis of all international standards
negotiate over the principles and come to peaceful solution," Armenian
president said.

In general, according to him, certain political figures are on a wrong
way if they think that certain means may become basis for threatening
another state or dictating war conditions.
