Chairman of National Competitiveness Council of Armenia: National
competition stiffening programs should be developed for at least
3-5-year term

ArmInfo. National competition stiffening programs should be developed
for at least 3- 5-year term, Executive Officer of the National
Competitiveness Fund of Armenia Bekor Papazyan told ArmInfo.

To recall, Armenia was in the 97th position out of 134 in the Global
Competitiveness Report for 2007-2008 published by the World Economic
Forum (WEF). Azerbaijan and Georgia proved the 69th and the 90th
respectively. The report outlined the key obstacles to development of
economy in Armenia i.e. corruption, low level of tax administration and
regulation of currency rates, as well as dissatisfactory activity of
the government machine. ‘Improvement of the country’s position in the
rating at WEF or any other rating should not be an end in itself. We
can take measures to improve our positions by two and three indices and
artificially raise our rating. However, a real growth of
competitiveness requires at least 3-5 years. So, I do not think that
our current programs will have any significant impact on Armenia’s
rating in 2009’, B. Papazyan said.

ArmInfo. The whole world is going through difficult economic times. I
am confidant that from the current crisis a better economic order can
emerge, but whilst the crisis lasts it is painful, Executive Director
of the London Information Network on Conflicts and State-building
(LINKS) told ArmInfo correspondent.

According to him, the three South Caucasus countries are not immune
from the current problems. Indeed they may be more susceptible to them
because of their dependence on outside factors. Armenia, Azerbaijan and
Georgia are recipients of large amount of remittances from their
diasporas abroad. There has been a sharp decline in these remittances
over the last few months. One estimate is that remittances from Russia
to the region have gone down by a quarter.

According to Dennis Sammut, the economy of Azerbaijan is increasingly
dependant on export of energy resources. The fact that the price of oil
is now around 40 USD will impact the Azerbaijani budget negatively.
"However, Azerbaijan has strong reserves and will not have serious
budgetary problems in the short term",- he said. He thinks if the world
economic downturn is short and recovery starts next year than the
region will survive and I am sure that in the meantime international
institutions will assist to ensure that there will not be economic
collapse. However many of the problems of the region are self
inflicted. "The process of economic reform needs to continue. The
region needs also to sort out its politics so that trade can flow
easily between them and with the outside world. This is particularly
the case with Armenia. Armenian are a trading nation. They flourish in
situations where they can trade and do business with the people around
them. Surrounding Armenia with minefields and barbed wire kills the
Armenian entrepreneurial spirit. Armenia therefore also has an interest
in changing the status quo",- the European expert concluded.

Today, the NKR Prime Minister has conducted a conference with
the Executives of a number of companies engaged in trading
activities. First, the Prime Minister conveyed dissatisfaction of
the authorities to the participants towards the fact that yesterday,
in connection with the dollar rate increase separate trading points
stopped their work causing a panic among the population. In some
grocery stores the prices of separate products were sharply raised,
which at the moment can’t be defined as a reasonable market step. The
head of the Government clarified that the cost of dollar, as it was
expected, rose by 15-20 percent and a corresponding increase of prices
can be recorded on part of some imported products. A.Haroutyunyan
regarded the strivings of those, who try to make super profit of the
situation inadmissible.

A task was set before the companies engaged in trading activities
to continue their regular activity and to carry on explanatory work
among the customers.

High rises in prices are not expected,- the Prime Minister
announced. He assigned a task to the Tax Service and to bodies
occupied with economic competition to take the trade market under a
strong control.

ArmInfo. Having refused of the policy of a fixed rate of the
national currency, the Armenian authorities confirmed the forecast
of the oppositional Armenian National Congress (ANC), its economic
Commission, in particular, the first President Levon Ter-Petrosyan
saying the authorities fail to long carry out a fixed rate policy,
the ANC statement, received by ArmInfo, says.

As the message recalls, on March 3, the Central Bank of Armenia made
a decision on refusal from a policy of a fixed rate of the national
currency, as a result of which the Armenian dram has cheapened by
20% at once. ‘CB gave no clear explanations on the further policy
with respect to the national currency, and this decision created a
chaotic situation in the market’, the message says. It also emphasizes
that the ‘decision, which led to the present situation, is a result
of ignoring the whole depth of the global financial crisis by the
authorities’. ‘The Armenian National Congress has multiply warned
about the necessity of carrying out of a floating rate policy and
termination of wasting of foreign reserves under the conditions of
the global economic crisis’, the message says.

‘The policy of the incumbent authorities is a result of a possibility
for conscious use of the situation fo r robbery rather than a result
of non-understanding of the reality’, the message says. Over $800
mln were thrown in the internal market of Armenia from the foreign
assets over the last 4-5 months under the guise of maintenance of the
national currency, which found their place in the pockets of about
twenty oligarchs and officials.

‘The depreciating dram and its aftermaths were the result of the
transfer capital formed by Kocharyan’s administration and the
model based on criminal and oligarchic system which the present
administration was loyal to yet not long ago’, the statement says. It
says that if the country started the policy of ‘floating rate’
instead of the fixed rate in October-November, it would be possible to
considerably soften the aftermaths of the crisis. In the meanwhile,
the sharp rise of the US dollar on March 3 led to hourly growth of
prices, uncontrolled high inflation, low danger of external assets,
4-fold excess of import over export, and an unprecedented low level of
tax collection (40-50%), as well as the problem of liquidity growing
day by day. All this may lead to social catastrophe, bankruptcy of
small and medium-sized business, worsening of financial figures of
commercial banks, hereby bringing surplus profits to importer-oligarchs
and high-ranking officials.

All this creates atmosphere of public distrust in the government
policy. In such situation, it is necessary to transfer to the policy
of ‘floating rate’ immediately, to rule out the interference of the
Central Bank and to stop wasting external assets. It is necessary
also to take immediate measures to prevent surplus profit from
essential commodities, to monitor the import of goods, to reduce
gas and electricity tariffs. In addition, regulating bodies should
implement transparent policy and toughen control to prevent monopoly
in the market. The Congress also proposes revising the budget for
2009 to reduce expenses on government staff and to stop funding the
projects not aiming economic growth.

To overcome the crisis it is necessary to temporarily stop reformation
of tax administration, in particular, reduce the tax base for the
small and medium entrepreneurship, stop the policy of compulsory
installation of cash registers, postpone the terms of fulfillment
of the requirements with respect to the taxi drivers. To prevent
withdrawal of the bank deposits, it is also necessary to increase the
guarantees on return of deposits from the present 2 mln drams to 5
mln drams, notify the population about the measures to be taken and
provide the public with daily and true information.

MOSCOW, February 27 (RIA Novosti) – Russia no longer depends on Ukraine
to provide it with strategic missile tracking data following the launch
of its new radar facility in the country’s south, the commander of
Russia’s Space Forces said on Friday.

Russia’s Voronezh-DM radar site in the southern town of Armavir went
into service on Thursday.

Maj. Gen. Oleg Ostapenko said the Armavir radar would monitor missile
routes and probable directions for a missile attack in the south and
southeast of Russia in place of the early warning facilities in
Mukachevo in western Ukraine and Sevastopol, the Crimea.

Russia terminated a 1997 agreement with Ukraine on the use of both
Ukrainian radars in February 2008 on the grounds that they had become
obsolete.

With an effective range of 4,000 kilometers (2,500 miles) the
Voronezh-class radar has capabilities similar to its predecessors, the
Dnepr and Daryal, which are currently deployed outside Russia, but uses
less energy and is more environmentally friendly.

Gen. Ostapenko said Russia would build more radar stations to replace
the existing ones, adding that the Armavir facility was the second,
after the Lekhtusi complex, in the Leningrad Region, which had been put
into operation in March 2006.

Washington wants to place 10 missile interceptors in Poland and a radar
station in the neighboring Czech Republic, purportedly to counter a
missile threat from Iran and other "rogue" states. Russia has fiercely
opposed the plans, saying the European shield would destroy the
strategic balance of forces and threaten Russia’s national interests.

The Prime Minister of Armenia Tigran Sargsyan pays one-day working
visit to Moscow, Russian Federation, reports the information and
public relations department of the Government.

According to the source the delegation chaired by the Prime Minister
consists of the Minister of Finance Tigran Davtyan, the Minister of
Energy and Natural Resources Armen Movsisyan, the Minister of Transport
and Communication Gurgen Sargsyan, the Deputy Foreign Minister
Shavarsh Kocharyan, Head of Staff of Government Davit Sargsyan,
Vice President of the Central Bank of Armenia Vache Gabrielyan,
other high ranking officials.

Tigran Sargsyan is going to have meetings with the Prime Minister of
Russia Vladimir Putin, the Minister of Transport Igor Lritin, and
the President of Central Bank of Russia Sergey Ignatev. The Prime
Minister will also visit Armenian Embassy to Russia.

ArmInfo. Today Armenian government and the World Bank signed four
credit programmes at $85 mln, which were approved by the WB on
24 February, in Washington. The document was signed by Armenian
Finance Minister Tigran Davtyan and director of the WB Yerevan office
Aristomene Varoudakis.

The minister said at the press-conference that followed the signing
ceremony that the credits of the WB are directed to mellowing of
the negative affect of the world economic crisis at the economy
of Armenia. He also added that the programmes will pass the quick
procedure of ratification. The biggest credit $50 mln will be directed
to development of small and medium-sized business in Armenia. It will
be given at the conditions of IBRD – with repayment term 26,5 years,
privileged payment period over the first 5 years and with the current
rate of interest 4% per year. These conditions are harsher than the
privileged ones, but admissable for Armenia, the minister said. All the
rest loans Armenia will receive at traditionally privileged conditions
of the IDA – with 20 years repayment term, privileged payment period
over the first 10 years and 0,75% rate of interest. The credit $25 mln
is foreseen for construction of 100 km long of village motor ways in
2009. The credit $8 mln will be given to Social Investments Fund to
fulfill social programmes; and the credit $2 mln – to give credits
to agriculture companies, the minister said. The grant agreement at
$1,5 mln was also approved. It will be directed to development of
geo-thermal energy in Armenia. Davtyan also added that the package of
credits at $85 mln that has been approved recently, is the first part
of the strategy of the WB aid to Armenia for 2009-2012 at $525 mln.

To note, since 1992 Armenia has received credits from the World Bank
at the total sum $1,1627 mln.

While in Beirut the Foreign Minister of Armenia, Edward Nalbandian,
had a meeting with the Prime Minister of Lebanon, Fouad Siniora.

Highly appreciating the friendly ties between the two countries,
the Prime Minister said the Lebanese Armenia community is a unique
bridge in the process of development of mutually beneficial cooperation
between Armenia and Lebanon.

During the meeting the parties discussed the steps in the direction
of further deepening of trade-economic relations between the two
countries.

Noting that there are already 50 enterprises in Armenia functioning
with Lebanese capital, Edward Nalbandian underlined that it’s necessary
to expand the existing ties with new economic projects.

Prime Minister Siniora and Minister Nalbandian exchanged views on
the ways of mitigating the consequences of the global economic crisis.

Edward Nalbandian had a meeting with the Foreign Minister of Lebanon
Fawzi Salloukh, following which the negotiations continued in an
extended format.

Greeting Edward Nalbandian, the Foreign Minister of Lebanon said that
exemplary relations have been established between the two countries,
which is associated with the willingness of the sides to develop
friendly cooperation.

Edward Nalbandian noted that ever since independence Armenia has
been taking steps in the direction of development of comprehensive
relations with Lebanon and there are serious achievements in the sphere
– high-level visits, trade-economic cooperation, cultural exchange.

According to the Armenian Foreign Minister’s assessment, the
development of Armenian-Lebanese relations has been slow over the past
few years because of objective and subjective reasons and his visit
is aimed at giving new drive to the mutually beneficial cooperation.

The interlocutors agreed to restart the periodic consultations between
the Foreign Ministries of the two countries.

The Ministers turned to the process of resolution of the issues
existing in the region, attaching importance to the exclusion of the
use of force as an important guarantee of effective solution of issues.

During the visit to Lebanon Foreign Minister Edward Nalbandian met
with the Catholicos of the Great House of Cilicia Aram I. Minister
Nalbandian also met with representatives of the Lebanese Armenian
community.

Edward Nalbandian left Lebanon for Syria.

Yerkir Union has organized a rally in front of the Georgian Embassy
in Yerevan to demand immediate release of the Armenian activists
in Javakheti, respect for the rights of the Armenian population and
determination of the AAC Georgian Diocese legal status.

"Georgia is our friendly state and the parliament should respect the
rights of the Armenian community. The Georgian government should
recognize the Armenian language as the second state language in
Javakheti," said Shirak Torosyan, leader of Javakhk Association.

The rally, which was authorized by Yerevan city administration,
brought together some 500-600 people.

The initiators handed a statement to Georgian Ambassador to Armenia,
who promised to bring it to the notion of the Georgian leadership.

The Group of Experts on Action against Trafficking in Human Beings
(GRETA) today elected its first President, Hanne Sophie Greve. Nicolas
Le Coz of France and Gulnara Shahinian of Armenia were elected
Vice-Presidents.

GRETA held its first meeting since its creation as the body in charge
of monitoring implementation of the Convention on Action against
Trafficking in Human Beings. The meeting was opened by a speech by
Terry Davis, Secretary General of the Council of Europe.
