The foreign policy of Armenia focuses on the recognition of the
Genocide.

And it turns out that whenever this issue is raised in an organization
(like it was under B. Clinton), the foreign policy of Armenia and
NKR collapses.

Therefore, the foreign affair agencies should not focus on one
direction. New solutions are necessary which are not dictated by
foreign actors.

I think the parliaments of Armenia and NKR can "facilitate" the
resolution of the Karabakh issue by adopting a law condemning
bolshevism. Not communism which is associated with socialism by
most people in Russia, as well as European countries, and is a very
sensitive topic to them, but bolshevism which was condemned by the 20th
conference of the USSR Communist Party. Due to bolshevism Turks got a
major part of the Armenian territory, Nakhidjevan and Karabakh. Due
to bolshevism the agreement of Sevres was not brought into being,
by which the Armenians would get the Armenian territories back.

The law should be adopted without a retrospective look at the partisan
past of the government officials. Moreover, the adoption of the
law would oblige the Armenian members of the European parliament,
independent from what party’s members they are, to vote for a similar
resolution which will be presented sooner or later by the Baltic
States, proposing to replace communism with bolshevism.

With regard to bolshevism, and the Baltic States identify it with
fascism, Armenia is the only post-Soviet country whose interests
coincide with the interests of the Baltic States.

Afterwards it would be possible to raise the issue of reconsideration
of agreements signed by Bolshevist Russia, which affected the interests
of the Armenians, other ethnic minorities, reconsideration of the
borders between states which were viewed as internal borders of the
USSR by the international community, were arbitrarily drawn by the
Bolshevists and were not reconsidered after World War II.

AKHALKALAK, MARCH 13, NOYAN TAPAN – ARMENIANS TODAY. The Youth Radio of
Javakhk re-started its activity on March 12. It stopped broadcast from
October 1, 2006, 12 days before the elections of local self-government
bodies, because of failed set. According to Javakhk-Info, during the
initial period the Youth Radio will broadcast its "Good Morning,
Javakhk," "Evening Peal" programs and "Javakhk News" information
program. And it will pass to its 24-hours volume of broadcast in
one month. To recap, the Youth Radio of Javakhk has functioned from
April, 2002. During the 4 years it made its broadcast radius 45 km,
owing to what 70% of the population of the regions of Ninotsminda
and Akhalkalak got possibility to listen to it.

ARS Inc. Announces 2006 Eremian Scholarships Awards;
2007 Scholarship Applications Now Available

The ARS Inc. announces the availability of applications for
its prestigious 2007 Eremian Scholarship. The international ARS Inc.
awards the Eremian Scholarship to worthy undergraduate and graduate
students who demonstrate merit, financial need, and Armenian community
involvement. Applicants must be endorsed by their ARS regional or
chapter-at-large entity.

In 2006, 22 deserving undergraduate and graduate students
from 13 countries received a Eremian Scholarship to support their higher
education. Those recipients were: Shoushanik Aleksanyan (Armenia),
Narine Avedanian (Egypt), Hrag Berberian (Greece), Mari Besiktasliyan
(France), Tamar Bouchalian (Canada), Luiza Boghosian (Bulgaria), Sosi

scholarship recipients, as it has every year it has given out the
Eremian Scholarship.

"Thank you for awarding me the Eremian Scholarship to assist
me in my academic year of 06-07," wrote University of California,
Berkeley student Khatchadour Khatchadourian. "This award will help me
perform my best in school, by not worrying about getting a job to pay
for my tuition and focusing on academics. Having been given the chance,
I would like to tell you that I am planning on continuing my studies on
the Middle East and Anthropology with major emphasis on Armenian-Middle
Eastern issues. I plan to travel to Armenia this summer of 2007 to
conduct a three-month research on Armenian foreign relations, and
possibly an ethnographic study of Armenian culture. Your scholarship
motivates me to continue, and it pushes me to do my best. For that, I am
really grateful."

AGBU’s New York Centennial Marks a Century of Achievement

New York – On Saturday, March 3, 2007, over 300 guests joined AGBU’s
Central Board of Directors and Council of Trustees at the New York
Historical Society (NYHS) to celebrate a hundred years of preserving and
promoting the Armenian heritage around the world. The evening included a
special multimedia program, archival photography exhibition and a grand
cocktail reception in the majestic rooms of the city museum on
Manhattan’s Central Park West. Among the evening’s guests were U.S.
Congressman Frank Pallone (D-NJ); Archbishop Khajag Barsamian, Primate
of the Armenian Church of America (Eastern Diocese); and Archbishop
Oshagan Choloyan, Prelate of the Armenian Apostolic Church of America
(Eastern United States).

Guests were welcomed to the festive gathering with a champagne reception
in the NYHS entrance hall prior to the 30-minute multimedia program in
the auditorium. Showcasing never-before-seen film footage and
photographs of AGBU’s early programs in Armenia, Cyprus, Lebanon, Syria,
and elsewhere, the video program, narrated by Alex Sarian, included
three presenters, each of whom outlined a different era of AGBU’s
achievement and recounted their personal connections to an organization
that touches the lives of 400,000 Armenians annually. The presenters
were AGBU Central Board Member Yervant Demirjian, AGBU Camp Nubar
alumnus John Cherkezian, and AGBU Young Professionals of Greater New
York (YPGNY) Chair Natalie Gabrelian.

AGBU President, Berge Setrakian, concluded the evening’s multimedia
program with some words that reflected on AGBU’s unique place in
Armenian history, "As our reputation for integrity resonated, AGBU
emerged as a steadfast champion of the Armenian people in the 20th
century. A chronicle to the times, the organization’s efforts supported
our people faithfully through a tumultuous history of genocide, natural
disasters, repatriation, resettlement, revival and national
independence. Thanks to the steadfast support of our members and donors,
AGBU has flourished into a world-class organization with the resources
and goodwill to serve Armenians across the Diaspora and in our
homeland."

Setrakian encouraged all Armenians to unite under the inclusive umbrella
of AGBU to face the obstacles ahead, "Let us join together in this
universal mission, greater than any one of us…through cooperation and
solidarity…to appeal to all organizations, religious or otherwise, to
work as a collective whole with Armenia to tackle the challenges ahead
of us to preserve our national identity."

A Proud History on Display

After the program, guests were led to a specially prepared exhibition of
archival photographs from the organization’s Nubarian Library in Paris.
Founded in 1927, the Nubarian Library continues to serve as a leading
Armenian resource for researchers and academics. Arranged in the
two-story NYHS library, the exhibition entitled "Picturing A Century of
AGBU" included over 140 photographs, which illustrated ten decades of
making a difference in the lives of Armenians everywhere.

The images told the fateful history of the Armenian people and AGBU’s
constant effort to safeguard the global Armenian community. Today, with
140 AGBU Districts, Chapters, Young Professionals groups, Offices and
Centers globally, the organization continues to flourish as a bridge
between communities in 35 countries unified by a common heritage and
passion for all things Armenian.

The evening’s guests were also treated to a grand cocktail reception in
one of NYHS’s most elegant picture galleries filled with masterpieces of
early American painting. Guests gathered for the ceremonial cake
cutting, with AGBU President Setrakian, AGBU Trustee Nazar Nazarian,
Central Board members, and New York Centennial Chair, Houri Guedelekian.

"It was a magical evening at the New York Historical Society for AGBU’s
Centennial. It was so rewarding to experience the culmination of months
of hard work with an amazing volunteer committee, and particularly the
support of AGBU staff. I thought I knew a lot about AGBU until I
volunteered on the program committee and discovered how truly deserving
AGBU is of all kinds of accolades for what it has accomplished in a
hundred years," Guedelekian said.

The event was made possible through the generous donations of various
corporations and private individuals, including major gifts from
Deutsche Bank, Yervant Demirjian, David J. Greene & Co., Rothschild
Asset Management, Inc., Berge & Vera Setrakian, and additional support
from Alliance Bernstein, Cadence Capital Management, Cooke & Bieler,

AGBU’s final centennial event will take place next month in Yerevan
during Holy Week, when AGBU leaders and volunteers from around the world
will come together for a special conference to set the course of the
organization’s future programs and activities on a short- and mid-term
basis. Looking forward to the next centennial, AGBU members will bury a
time capsule in Armenia on Easter Sunday to be opened in 2106.

A number of Armenian Mass Media has signed a Code of Rules of the
Journalist Ethics on March 10 in the Yerevan press-club.

Twenty-one local Mass Media, 8 information organizations, as well
as a number of independent journalists have joined The document. The
document remains open for joining. Moreover, a Supervising body has
been created to survey the fulfillment of the Code of Rules of the
Journalist Ethics. The Supervising body includes the Editor-in-Chief
of "Azg" daily Hakop Avetikyan, the Head of the Gyumri "Asparez"
Journalist Organization Levon Barseghyan, the Head of the Union of
Journalists of Armenia Astghik Gevorkyan, the Director of ArmInfo
Information Agency Emmanuel Lazarian, the Head of "Melteks" Ltd Mesrop
Movsissyan, the Head of the Yerevan press-club Boris Navasardyan
and the Head of the "Center of Law and Information", a lawyer Lilit
Simonyan. A press-conference of the organizers of this initiative and
the members of the Supervising body will be held on March 13 at 12:00
PM in the Union of Journalists of Armenia, during which the history
of its creation, the essence of the Code of Rules of Journalist Ethics

of periodicals of Diaspora are published in rather difficult
public, social, language conditions. Editors of the U.S. "Asbarez"
(field), Greece "Azat Or" (Free Day), Lebanon "Azdak" (Impulse),
Canada "Horizon," Iran "Alik" (Wave), U.S. "Hayrenik" (Fatherland)
newspapers who are on a working visit in Yerevan during these days,
stated about it at the March 10 press conference.

"Asbarez" editor Vache Brutian, particularly, mentioned that during
99 years that the newspaper has been published in the U.S. western
regions, the Armenian community was subjected to serious demographic
changes: the one that is comprehensive for Armenians come from
Beirut, is not understandable for those moved to U.S. from
other colonies. Continueing the theme, editor of the "Hayrenik"
periodical Khazhak Mkrtchian mentioned that different sections of
a non-homogeneous community are interested in articles touching
upon different themes, from educational materials to ones telling
about the tax field. Kh. Mkrtchian added that the serious reason of
difficulty in sale of the newspaper is that the younger generation
gradually forgets the mother tongue. In his words, their editorial
staff recently got a letter from a subscriber of the newspaper who
mentioned that his grandfather died and asks to send him the English
variant of the newspaper then. Hripsime Haroutiunian, the "Azat Or"
newspaper editor stated that they also have such a problem in Greece:
the new generation finds it difficult to read in Armenian, and because
of it articles are published in their newspaper in the Greek language
as well. Vahakn Karakashian, the editor of the Armenian Revolutionary
Federation "Horizon" official newspaper being publisged in Canada,
mentioned that the newspaper is able to care not only its printing
expenses but also to secure some profit. The speakers also touched upon
the issue of dual citizenship, saying that every Diasporan Armenian
has the right to be a citizen of Armenia, as not of his own will he
lost the possibility of living in the Fatherland.

The verdict came into force against seven residents of the Moscow
region, who are accused of the murder of an Armenian citizen out of
ethnic hatred in the commuter train in the Moscow region.

The murder was committed late in the evening on August 9, 2005.

According to investigators, six residents of the Odintsovo district
aged from 19 to 28, including three students of higher and secondary
educational establishments in Moscow, who have radical nationalistic
views, "agreed in advance about joint attacks on people of the
non-Slavic nationality."

They decided to look for a victim in commuter trains of the Belorussky
railway line and video record the scene of beating in order to sell
it later. For two hours they came from train to train, looking for
people with the non-Slavic appearance, until they found Armenian
citizen Samvel Tadevosian.

"Attacking the victim young nationalists started beating him with
legs, hands, metal chain, recording the beating on a digital photo
camera. They seized from Tadevosian a mobile phone, money and
documents, hit him several times in the head and neck with a sharp
piece of the bottle, and the victim died on the spot," a source in
the Moscow regional prosecutor’s office emphasized.

According to investigators, on the same night another two people
fell their victims in commuter trains, including a lieutenant-colonel
of police, from whom the young criminals stole money, documents and
other valuables.

The Moscow Regional Court found the six defendants guilty of murder
and the premeditated moderate damage to health, committed by a group
of people under the preliminary collusion out of ethnic hatred,
as well as of banditry, robbery and stealing of the passport.

The Russian Supreme Court heard the appeal against the verdict and
upheld it. Defendants Maxim and Alexei Osipovs, Vladimir Maluntsev
were sentenced to 11.5, 6.5 and 4.5 years in a general regime prison,
respectively.

Another three defendants, who committed the crimes being adolescents,
were sentenced to 9.5, 9 and 4.5 years in a general regime colony.

The seventh defendant Anton Palamarchuk was sentenced to two years
in an open prison.

Le president du Parti des travailleurs turcs, Dogu Perincek, condamne
en Suisse pour negation du genocide armenien, a depose un recours
lundi contre la sentence, a annonce son avocat.

Le chef du petit parti de gauche a decide de faire appel auprès du
tribunal du canton de Vaud (ouest) après avoir ete reconnu coupable
vendredi de discrimination raciale pour negation du genocide armenien
par le tribunal de police de Lausanne.

M. Perincek a ete condamne a une amende de 3.000 francs suisses
(environ 1.860 euros) et, avec sursis, a 90 jours-amende d’un montant
de 100 francs suisses par jour (quelque 62 euros – les jours amende
sont proportionnels aux revenus du condamne, qui peut etre incarcere
en cas de refus de paiement).

A l’issue du procès, Dogu Perincek a annonce qu’il etait pret a aller
jusqu’a la Cour europeenne des droits de l’homme s’il n’obtenait pas
gain de cause auprès du tribunal cantonal ou du tribunal federal,
la plus haute instance judiciaire helvetique.

Le militant turc etait poursuivi pour avoir nie le genocide armenien
dans deux discours prononces en Suisse en mai 2005.

Sa condamnation pour negation du genocide armenien est "une première
mondiale au niveau penal", a estime vendredi un professeur de droit.

Un historien americain avait ete condamne a Paris en 1995 a une amende
d’un Franc symbolique, mais par une chambre civile.

Pour M. Perincek le "genocide armenien" est un "mensonge international"
utilise comme instrument de propagande des Etats-Unis contre la
Turquie.

Defiant les pressions d’Ankara, le Conseil national, chambre basse
du parlement suisse, a reconnu le genocide armenien fin 2003, mais
le gouvernement suisse n’a pas suivi cette decision.

non-party man, RA FM Vartan Oskanian told a news conference in
Yerevan. His name is not included in party lists and he is not going
to participate in the forthcoming parliamentary election, he said. `I
haven’t received any proposals from political parties and have never
expressed a wish to run for parliament,’ Oskanian said. After the
parliamentary election he will proceed with his activities at the post
of the Foreign Minister if the President proposes his designation,
Oskanian said.

HAS "JERMUK GROUP" OVERSTEPPED THE LIMITS?

The U.S. food and medicine agency has disseminated information that
`Jermuk’ mineral water (imported from Armenia) contains arsenic which
is dangerous for health.

Edgar Ghazaryan, adviser to the president of `Jermuk’ Group, claims
they have been exporting mineral water to the U.S. market since 2000
and haven’t countered any problems so far. He says `Jermuk’ Group has
received no written notification by the U.S. officials.

According to the data of the agency, each liters of Jermuk contains
500-600- microgram arsenic. To remind, under the criteria of the
agency, the arsenic mustn’t surpass 10 micrograms in each liter.

«Arsenic exists in all mineral waters produced in Armenia and it
provides the curing quality of the water. We haven’t exceeded the
permissible bounds’ states Edgar Ghazaryan and adds that the
announcement hasn’t named any concrete Armenian company.
