On May 23 RA Foreign Minister Vartan Oskanian received the Co-Chairs
of the OSCE Minsk Group Yuri Merzlyakov and Bernard Fassier, who
arrived in Yerevan in the framework of a regional visit.

During the meeting the emphasis was laid on questions not yet agreed
upon during the negotiations on Nagorno Karabakh.

The Armenian Foreign Minister and the OSCE Minsk Group Co-Chairs also
discussed the schedule of the next meeting and the future deeds.

Issues related to the unified examination system to be applied in
Armenia for the first time were discussed during RA President Robert
Kocharyan’s working meeting with RA Minister of Education and Science
Levon Lazarian.

The President stressed the importance of organizing this process
on a high level and noted that the prevention of numerous vicious
phenomena in the field of education depends on the success of the
first experience of applying the unified examination system.

Reference was made also to the reforms in the field of higher education
implemented in the framework of the Bologna process. The Minister
informed the President about the discussion of issued related to
Armenia at the recent summit of Education Ministers of the European
region held in London.

YEREVAN, May 21. /ARKA/. In January-April 2007, the average monthly
nominal salary in Armenia increased by 18.3% and made AMD 70,214 as
compared to January-April 2006, the Armenian National Statistical
Service reported.

The salary in budgetary organizations made AMD 51,512 which is more
by 15.5% than in January-April 2006 and less by 0.3% as compared to
the previous month. In non-budgetary organizations the average monthly
salary made AMD 87,780 (higher by 20.1% as compared to January-April
2006 and by 0.5% as compared to the previous month).

In total 0.2% rise in the average monthly nominal salary is recorded
in April 2007 as compared to March.

The total money revenues of Armenia’s population in January-April 2007
made AMD 528,985.6mln, thus increasing by 24.7% as compared to the same
period in 2006, and the money expenditures made AMD 527,293.1mln,
thus increasing by 22.4% as compared to January-April 2006. The
volume of money incomes in April increased by 7.2% as compared to the
previous month, and the volume of money expenditures – by 1.7%. ($1 –
AMD 354.17).

Dr. Vazrik Bazil stated to a press conference in Yerevan. He said,
Armenia, her culture and modern public life was best presented at
the World Exhibition in Hanover in 2000.

"Almost nothing is being done from then on. Few people know about the
Armenian culture and traditions in Germany. Unfortunately, Armenians
treat the culture in consumer way: there are no thematic exhibitions,
nothing is on the way to propaganda Armenian culture and history. All
these reflected on perception of the country in the eyes of the western
society," Vazrik Bazil stressed, offering to change consumer notion
of Armenia with interactive one abroad. In particular, he offered to

the country will be better perceived by the audience if presented

spheres. Armenians of Diaspora and Armenia confuse the notions of
past and traditions – here lies the main mistake of presenting the

Senior faculty members at Istanbul’s Bosphorus University expressed
"sorrow and outrage" yesterday at what they described as an attempt
by parts of the Turkish press to brand as Kurdish militants students
from the university’s folklore club who participated in a musical
performance dressed in regional costume.

Mass circulation Hurriyet was the most prominent newspaper to splash
what its headline referred to as "Turkey according to Bosphorus
University" on its front page. The article continued over a full inside
page describing students singing Kurdish songs dressed in peshmerga
(Kurdish guerrillas) gear and contained photographs of a headscarved
girl playing a bright red electric guitar.

"If they want to quarrel with me, tha’s fine. But it’s a disgrace to
pick on our students. Imagine how the parents of that girl must feel
to discover their daughter being targeted as if she were a criminal,"
said Ayþe Soysal, the university rector. She said the students were
not dressed as soldiers but in native dress from the town of Bitlis
and that they were simply performing for a visiting Mexican folklore
troupe a routine that had been in their club’s repertoire for more
than five years. "It’s hard to understand why Hurriyet should suddenly
take notice," Soysal commented.

In a bylined column yesterday, Sabah Editor in Chief Ergun Babahan made
reference to the Hurriyet article, which he depicted as an attempt
to extract revenge for a ceremony organized earlier this week by
Bosphorus University to present Nobel Prize winner Orhan Pamuk with
an honorary doctorate. The university was being punished for having
"crossed a red line" in paying tribute to the controversial novelist,
Babahan wrote. He described the press coverage of the folkloric event
as "fascist" and intended to polarize political attitudes.

The folklore performance took place on the same night as the Pamuk
ceremony. There had been few people in attendance; however, photos
and text was sent anonymously to major newspapers "like an informer’s
letter," all of whom declined to publish the story. Hurriyet was the
exception, publishing the distributed text verbatim, according to
Bosphorus University sources.

Hurriyet was unique in sending a photographer and reporter to the
Pamuk doctoral ceremony and not referring to the story except in a
matter of fact way by its venerable arts columnist, Dogan Hizlan.

"Everyone I’ve spoken to assumes that the doctorate for Orhan Pamuk
is behind the article, but I can’t say that myself," Rector Soysal
said. Hurriyet was among the most vociferous in attacking Pamuk for
referring to the deaths of Armenians in 1915 in a press campaign
that led to the author being put on trial in December 2005 for
"insulting Turkishness."

Innuendo that Bosphorus University had become a hotbed of anti-Turkish
radicalism was "The Empire fighting back," according one Bosphorus
University professor. Many inside the university share the conviction
that they have become the victims of a grudge campaign and have now
organized a letter signed by faculty members expressing pride in
the university’s tradition of academic freedom and free artistic
expression.

The University Folklore Club has cancelled a performance scheduled
for tonight in protest and will be holding a discussion instead.

"Armenian Revolutionary Party" will not form a coalition with the
Armenian Republican party for the simple reason that the picture,
created in the result of the elections, allows the "Armenian Republican
Party" to form a lonely government and to undertook commitments

the way of gathering votes in compulsory or bribing manner was not

electoral committees", – announced Armen Rustamyan.

"Those political parties which sold their places in the committees,
withdrew under pressure or fear, were unable to control the situation
were punished during these elections and they are not in the parliament

According to him, the frauders were also punished "in their
places". "The citizen who voted by bribe was also punished during
these elections, and he will still taste the future",- said Vahan
Hovhannisyan. He counted the votes of the opposition parties that
overcame or failed the 5 percent ban and noticed that 30 percent of
votes were given to the opposition.

"The Armenian Revolutionary party" has got records on the fraud cases,
and to our question weather the party was going ? the results of the
elections or to demand the recounting of the results , Armen Rustamyan
answered that the amount of the rigging was not as much as to ? on
the final results. The leaders of the "Armenian Revolutionary Party"
during their speeches raised a number of problems that existed in
our reality today and pointed out their solutions. Today, in case of
forming the picture of political power, will the problems pointed
out by the "Armenian Revolutionry party be deepened or solved? To
our question Armen Rustamyan answered that the problems will not
be deepened, but will not be solved as quickly and productively,
as they would solve them if they were a qualitative majority.

Weather the Armenian Revolutionary party will be a qualitative
opposition, or a governmental ? the question upset the party leaders,
but remained unanswered. In fact , at this moment the Armenian
Revolutionary party is neither an opposition nor a government, and
the cooperation with Robert Kocharyan will continue till 2008.

Let us notice that the Armenian Revolutionary party has spent enough
money during the pro-electoral and electoral period, but the concrete
amount was not mentioned. Vahan Hovhannisyan only noticed that "we
spent 20 times less", everyone understood that the comparison was
with the Armenian Republican party.

for Armenia, Speaker of the Georgian Parliament Nino Burjanadze stated,
adding she is sure that Georgia will manage to establish good relations
with the parties in the new parliament. "We have excellent relations
with Armenia, as well as with Azerbaijan, which is good for us. I
was watching very carefully the parliamentarian elections in Armenia,
since it is very important for us which forces will be represented in
the parliament. From the other side, it is Armenia’s domestic affair,
and it is only up to the Armenian nation to decide who must become
a deputy and who must become the next president of the country. I
am sure we shall have rather good relations with the newly elected
parliament. With some of them we already have good relations, I think
we’ll continue cooperation," the Speaker of the Georgian Parliament

She said, Armenian authorities did their best to establish close and
good cooperation with Georgia, as evidence to which is Armenia’s stance
in the issue of Javakheti. Nino Burjanadze noticed that "Russia tried
to use the issue of Javakheti, making statements that closure of the
Russian military base in Akhalkalaki will leave about 10000 locals
without any means of subsistence". However, she added, nothing similar
happened, since "people of Javakheti realized that certain forces
are trying to use them, their social problems to create new problems".

N. Burjanadze highly appreciated relations between Armenia and Georgia
stressing that the region would be more attractive if all South
Caucasian countries could find common verge of cooperation. "Just
imagine – united Armenia, Georgia and Azerbaijan. In this case our
region would be more attractive than the Baltic region. From the
other side, the possibilities of those countries, which are trying
to influence on us, would become less. Unfortunately, the reality is
a bit another, but I think we all must follow example of the Baltic
states, leaving aside differences, coordinating our steps and moving
towards the same direction," Burjanadze underscored.

Representation of Azerbaijan to the Council of Europe, Arif Mammadov,
said in an interview with Trend on 14 May that the corrections made
by the Council of Europe and US Department of State with regards to
the Nagorno-Karabakh conflict once more illustrates the importance
of Azerbaijan.

According to him, Azerbaijan has been recognized as a guarantee of
the energy security of Europe, as well as playing a leading role
in relations to the Western countries, Iran and Russia in expanding
relations with the Middle Asian countries. The Ambassador said that
recognizing Azerbaijan as a leader and strong country of the region
increases the interests towards the Country.

Mammadov said that the foreign countries already demonstrate a great
interest towards Azerbaijan. They already recognize that Azerbaijan
is an economically developed country which possesses ample financial

congratulating Armenia on "a more successful poll than previous
elections".

Mediamax reports that the statement of the Embassy reads: "We
share the satisfaction of international observers that the election
infrastructure, both legal and technical, has been greatly improved.

We are proud that our partnership with government and non-government
structures in Armenia has supported these improvements. We value
highly the work of the many election officials who were dedicated to
completing their work with integrity.

We note ODIHR Ambassador Frlec’s comment that this election is
not over.

Our judgment so far is that this election was an improvement toward
international standards.

Part of the election process is a careful consideration of all issues
raised in connection with the election, including several serious
allegations of fraud or intimidation which may have affected the
outcome of some of the races.

We hope for aggressive investigation of allegations of electoral
wrongdoing and subsequent prosecutions, should they be warranted",
the statement of the U.S. Embassy reads.

YEREVAN, May 13 (Reuters) – Pro-presidential parties have won a large
majority in Armenia’s parliamentary elections, the country’s election
commission said on Sunday, a vote Western monitors described as a
democratic improvement.

The winner of the election — viewed as a dress rehearsal for the
presidential vote next year — was Prime Minister Serzh Sarksyan who
heads the Republican party, which will control around 40 percent of
the 131 seats in parliament.

Sarksyan is a 52-year-old former welder and a trusted lieutenant of
Armenia’s President Robert Kocharyan who steps down as leader next
year. Sarksyan has said he would enter a presidential election if his
party asked him to.

"This election was the best election in the history of Armenia and
has created a good base for the presidential elections next year,"
Armen Ashotyan, a Republican member of parliament, told Reuters.

The Republican party’s two allies will control around 35 percent of
the new parliament, the election commission said.

Former Soviet Armenia is Russia’s main ally in the Caucasus. It
nestles on the southern edge of the region which has emerged as a
major transit route for oil from Central Asia to Europe, and also
borders Turkey and Iran.

International observers had urged Armenia to improve the fairness of
its parliamentary elections, saying the 2003 vote fell well short of
democratic standards.

The European Union presidency said: "The presidency welcomes the fact
that, compared to previous elections, significant progress has been
made."

"Looking ahead to the presidential elections due to be held at the
beginning of 2008, the presidency calls on Armenia to investigate and
resolve the procedural problems which still exist, particularly those
concerning vote-counting but also the isolated cases of
irregularities which were observed.

"The Presidency of the European Union is very much in favour of
intensifying cooperation with Armenia," it said.

RALLY

Sarksyan had also pushed for improvements and at a news briefing on
Sunday Western monitors said standards had risen.

"The Armenian elections were an improvement from previous elections,"
said Tone Tingsgaard, from the Organisation for Security and
Cooperation in Europe (OSCE) monitoring team.

"Some issues remain and more is needed to consolidate this
democracy."

Observers highlighted the close relationship between businesses and
politicians as a concern and an inadequate electoral complaints
procedure. One of the pro-presidential parties is run by a
millionaire businessman.

A fringe opposition group which wants to start proceedings to impeach
the president, because it says he has failed the country with his
policies, did not win enough votes to clear the 5 percent barrier and
enter parliament.

On Sunday a few thousand of its supporters gathered in central
Yerevan to complain that the election had been rigged, despite the
OSCE’s comments.

"There was no election yesterday, there was just a coup d’etat,"
Nikol Pashinyan, one of the leaders of the Impeachment party, told
the crowd. "The organisers of the election should be punished."

Impeachment supporters and police had clashed in the election run up
but on Sunday the streets of Armenia’s capital were quiet.

Simmering tensions burst to the surface last month when gunmen tried
to kill a senior member of the Republican party and two blasts ripped
through the offices of another pro-presidential party.

The violence has revived memories of a 1999 shootout in parliament
that killed the speaker and the prime minister.
