Today at a question and answer session at the National Assembly with
the general prosecutor and deputies, Viktor Dallakyan wondered why
Arzumanyan had been freed, when just recently his sentence had been
extended. The prosecutor said that by listening to secret recordings
they found out that "the sum was received by nine different persons
in Armenia, after which they transferred it to another person, then
finally reaching the person of destination."

"After interrogating all these people, it became clear that none of
them had any connection to the sending or receiving of the money. The
crime has to do with the testimony of that person and those close to
him," the prosecutor said.

At that point, the investigation took place in Russia, where twice
investigation teams from Armenia journeyed.

"There, they revealed who it was that was involved in the money
transfer, and that he had used unknowing people to complete the
transfer," added Aghvan Hovsepyan, pointing out that since the
group still hasn’t returned from Russia, a decision in the case
was impossible.

"We then presented the case to the court, which came to a legal
decision," he continued, adding that when the group returns from
Moscow, he will personally look into the case.

"The Armenian Year in France has turned into a real victory,"
said Serge Smesov, France’s ambassador in Armenia, during opening
ceremonies of the "Holy Armenia: Come Home" exhibition. In his words,
the exhibition gives Frenchmen and others the opportunity to come
and see the worth of Armenia’s cultural and historical monuments.

Foreign minister Vardan Oskanyan, also present at the ceremonies,
also highly rated the exhibition, saying, "We presented Armenian
culture in Paris, and since this happened in such an important place,
we can safely say we presented our culture internationally."

As part of the Parisian "Holy Armenia" exhibition, two hundred samples
from the Matenadaran and the Armenian History Museum, including 32
khachkars from the 4th to 18th century, were displayed. We add that
this exhibition was also presented in London.

relations are made by a group of oppositionists, who express their
personal opinion, RA Ambassador to Russia Armen Smbatian said.

"I speak as an ambassador, who is perfectly aware of Armenia and
its interests in Russia. Let’s take the energy sector, 80 per
cent of which is owned by Russia. Some ten years ago our republic
suffered from lack of electricity and heating. We did not know how to
live. Today we are ready to sell great amount of electric power. I do
not see problems. If such emerge we always try to solve them at the
level of foreign ministers, embassies, entrepreneurs. Our population
estimated the rise in prices for gas as a non-constructive step. I
have numerously explained that the decision proceeded from Russia’s
pragmatic and economic interests. The problem was resolved and,
as result, a new mutually beneficial document was signed," he said.

The Armenian diplomat emphasized that there is not need in
establishment of another military base in Armenia.

"I wish we could pay more attention to the economic relations. Absence
of firm economic basis may jeopardize cultural, scientific and other
ties," Amb. Smbatian said in an interview with Nezavisimaya Gazeta.

Abraham Foxman circled the block a couple of times, looking for a
side entrance, before finally entering the 92nd Street Y on the Upper
East Side of New York City, where he spoke Thursday evening, to avoid
a group of protesters who had gathered across the street. Though
inside the conversation revolved around modern day anti-Semitism,
following the publication of Foxman’s new book, The Deadliest Lies:
The Israel Lobby and the Myth of Jewish Control, the protesters were
there to demand that Foxman do more to recognize the Armenian genocide.

The ADL’s longstanding refusal to recognize the Armenian genocide
came to the fore in the last two weeks, creating a public rift
in the organization Foxman has led since 1987. Pressure from the
Jewish community in Massachusetts led Foxman to call the massacre of
Armenians "tantamount to genocide," and rehire the head of the New
England chapter after firing him for publicly voicing opposition to
the organization’s previous position.

But some Jews and many Armenians say Foxman didn’t go far enough, and
accused him of trying to play both sides of the coin. His recognition
of the genocide fell short of supporting two congressional bills that
ask the US to make a formal recognition.

The protest organized by the Jewish Web site Jewcy.com, which published
an article several months ago calling on Foxman to be fired over this
very issue, seemed largely to fall on deaf ears. The majority of people
at the Y were there to hear Larry David – the man behind the popular
television series Seinfeld, and more recently Curb Your Enthusiasm,
who was speaking in another auditorium – and many of them did not
seem to know who Foxman was.

And despite attempts to slip a few genocide-related questions into
the conversation between Foxman and Stuart Eizenstat, who served as
president Carter’s chief domestic policy adviser and as president
Clinton’s deputy treasury secretary, the Armenian genocide never made
it through the doors of the Upper East Side institution.

Instead Foxman was asked to respond to another accusation. A recent
profile of Foxman in The New York Times magazine portrayed him as
being hysterical when it comes to the question of anti-Semitism in the
modern world. "Are you hysterical?" asked moderator Thane Rosenbaum,
a celebrated novelist and law professor at Fordham University.

"I think the connotation of hysterical is in the eyes of the beholder,"
said Foxman, who proceeded to draw repeated comparisons between
anti-Semitism today and in the 1930s.

"Last time we were not vociferous was in the 1930s, when everybody
said it wasn’t serious," said Foxman.

"I think it’s more serious than it’s ever been since the 30s. Call
it what you want, but we have a duty, an obligation to stand up and
say it’s serious."

Later, in answer to a question from the audience, Foxman added that
"The United States is not immune to anti-Semitism… [There are]
40 million Americans who believe you and I are not loyal, are too
powerful, too influential, too this and that. But more disturbing,
which is why I wrote the book, is that one of three Americans think
American Jews are more loyal to the State of Israel than we are to
the US."

While Eizenstat acknowledged the increased threat to Jews, especially
in Europe, he argued that the greatest danger to Diaspora Jewry
comes from within, due to increasing rates of intermarriage and
disaffiliation. "We have to put this in context – it’s 2007 not 1937,"
said Eizenstat.

That argument seemed particularly potent in light of the sold-out,
900-seat auditorium where comedian David was appearing, compared to
the 300-seat room used for the discussion on modern anti-Semitism.

"It’s fair to say the SAT scores of the people in this room are a
lot higher, and our children will get into better colleges," joked
Rosenbaum.

But on a more serious note, Rosenbaum wondered whether on the cultural
front, comedians such as David and Sacha Baron Cohen of Borat fame,
who he said "trivialize" anti-Semitism, are of concern.

Eizenstat said there was no point in laying blame for anti-Semitism
on Jews.

Foxman, on the other hand, said "it hurts" when Jews make fun of,
or trivialize Jewish fears and anxieties.

"What Borat does is he makes it acceptable," said Foxman. "You can
laugh about people singing ‘Let’s throw the Jews down the well’
[a reference to a Borat sketch], but that’s not funny at all."

In a conversation with one of Baron Cohen’s agents, Foxman told the
audience, he agreed to speak to the comedian on the condition that
Baron-Cohen would agree to make a public service announcement on behalf
of ADL saying: "Prejudice is not funny; anti-Semitism is not a joke."

"I’m still waiting," Foxman said.

The conversation at the 92nd Street Y was scheduled on the heels of
the publication of Foxman’s new book, which he wrote to counteract
the publication of The Israel Lobby and US Foreign Policy, an extended
version of the Stephen Walt and John Mearsheimer paper that appeared
last year in the London Review of Books.

In his own book, Foxman tackles the academic pair’s arguments on a
point by point basis and argues that, "As history shows us, when people
in the West are sufficiently anxious, fearful, angry and confused,
a familiar scapegoat tends to rise to the surface again and again:
the Jews."

While there was some discussion Thursday about the pair’s controversial
book, more time was spent discussing Jimmy Carter’s Palestine: Peace
Not Apartheid best-seller, to the apparent dismay of the ex-president’s
former adviser Eizenstat. "I think it’s unfortunate we are spending all
this time on Carter," he said. "I certainly didn’t come from Washington
to debate the Carter book. There are many more important issues."

Foxman, in his new book, places Carter "on the couch," and the
ADL head argues that the former president comes from a strain of
Christianity which "has never forgiven the Jews for not accepting
Jesus as the messiah."

Foxman’s analysis elicited the evening’s most tense response from
Eizenstat: "I have to say Abe, stick to running the ADL, and don’t
try to become a psychologist, because you really are dead wrong,
if I may say so."

the Armenian mass media on September 7, the organizing committee of
the world championships on Greco-Roman and free-style wrestling to
be held in Baku on September 17-23 has announced that Armenia has not
submitted a bid for participation in these competitions. However, the
chairman of the International Wrestling Federation Rafael Martineti
noted in the letter to the Wrestling Federation of Armenia on the
same day that the Armenian federation’s bid for participation in the
Baku championships has been registered and approved.

The Armenian national teams of Greco-Roman and free-style wrestling
(coaches Levon Julfakian and Hrant Yenokian) are preparing for the
world championship.

some $2 billion, Energy Minister Armen Movsisyan said Friday at a
joint sitting of the National Assembly committees.

"Presently, we are elaborating a technical and economic scheme of
the project jointly with Russia, U.S. and the International Atomic
Energy Agency. The new nuclear power plant will supposedly be built
at the basis of the old one during 4.5 years," the Minister said.

He said the construction will demand a great deal of work,
specifically, in the seismological security sector.

Armenia should permanently have nuclear power and the ANPP should
work until the republic is supplied by alternative powers, Mr
Mosvisyan said.

"Given the efforts of the Armenian government, many foreign states have
come to understand that Armenia should have a nuclear power plant. A
new nuclear power plant is the only alternative to the functioning
one," he underscored, Novosti Armenia reports.

The session of the Council of CIS Home Ministers that took place in
Baku yesterday displayed that Azerbaijani authorities are powerless to
prohibit Armenian official delegations’ entry in the territory of their
country. Hence they have to, partially refuse their previous policy.

We should remind you that beginning from Karabakh war Azerbaijan
hampers the entry of not only Armenian and NKR official representatives
but also any citizens of other countries – Armenian by nationality.

Not only our compatriots, official Baku, also appears in ridiculous
situations, due to this mode of action. Lets remember for example
the cases when Azerbaijan bans the entry of any singer, Armenian by
nationality, to Baku. By the way, a singer that enjoys popularity
among the audience of Baku.

We should also remind you about the arrest of Armenian journalists
that, by chance arrive in Baku with European delegations, let alone
the cases of tortures and imprisonment of many Georgian Armenians
traveling by Tbilisy-Baku train.

The condition of Azerbaijani authorities became harder and even
hopeless, when the number of international, regional sports and other
types of seminars and competitions increased in Baku.

Logically Armenian representatives were also invited to participate
in those events. But every time Azerbaijan was trying to hamper,
singing the same song about the "20% occupied territories."

Thus after each similar events Azerbaijan’s reputation was spoiled,
due to the conflicts with NATO, Organization of the Black Sea Economic
Cooperation and various CIS sports organizations.

Everyone remembers the dramatic attack of famous Akif Naghi "Karabakh
Liberation Movement" on Armenian officers during the seminar organized
by NATO in Baku. Even the leadership of NATO was obliged to interfere
in that conflict and to stop the process of the military training
convened in Baku in the framework of the project "Partnership for
Peace".

Thus on September 4 on the eve of the Session of CIS Home Ministers’
Council in Baku Head of the Foreign Relations Department of the
Azerbaijani President’s executive staff Novruz Mamedov had to
confess, " The participation of Armenian representatives in certain
events organized by international organizations in Baku is simply
unavoidable." and "the norms of international law and behavior requires
cold-hearted attitude towards this issue.

Similar instruction-orders heard from Ilham Aliev’s staff display that
the ban on Armenians’ entry to Azerbaijan is not fully removed but
official Baku is powerless to prohibit the participation of Armenian
representatives in the events organized by "certain international
organizations".

A day later Azerbaijani deputy Foreign Minister Vagif Sadikhov found
another version to "ground" Azerbaijan’s partial refusal of an obvious
racist policy. He said, " The more often Armenian’s arrive in Baku
and get acquainted with the standard of life, the better for us,
from the point of view of politics."

During the coming days the delegation of Armenian boxers are going
to leave for Baku and it is easy to imagine what will happen, when
in case of victory they raise Armenian flag and perform the national
anthem of Armenia. At least only for this purpose at least one of
Armenian boxers must win a victory in the capital of Azerbaijan.

Thus after the failure of the traditional policy of Baku to isolate
Armenia from the international organizations, at present official
Baku fails banning the entry of Armenian delegations in Azerbaijan.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. At present Armenia has about
40 embassies, consulates and diplomatic missions abroad. Buildings
of 12 of them are property of the Republic of Armenia, with 7 being
acquired with state budgetary resources of Armenia. 13 buildings have
been provided gratis to Armenia by the Armenian community of the
given country. Another 13 buildings have been leased with RA state
budgetary resources. The Armenian foreign minister Vartan Oskanian
stated this at the September 6 joint sitting of the RA National
Assembly standing committees.

He said that Armenia should purchase in the shortest possible time
the buildings it uses abroad for diplomatic purposes – with the right
of property. V. Oskanian expressed a hope that it will be done within
the next 4-5 months. It was mentioned that apartments for diplomats
will be purchased abroad in the future.

According to the foreign minister, in 2006, buildings with the right
of property were purchased for the Armenian embassies in Vienna,
Athens and Sofia, while in 2007 – in Warsaw. The sum envisaged by the
2007 state budget for purchasing the Armenian consulate’s building
in Batumi has not been paid yet, and in case of not being used by
late 2007, it will be transferred to the 2008 state budget.

Washington, DC – An Armenian Assembly delegation met with the
United Nations Under-Secretary-General for Communications and Public
Information Kiyo Akasaka this month in New York, to exchange views on
a broad scope of issues, including international peace and security,
regional development, democracy and civil society-building, and
human rights as it pertains to the South Caucasus, and Central and
Eastern Europe.

The Under-Secretary-General noted how impressed he is of Armenia’s
progress towards social and economic development since independence,
and how important the Armenian Diaspora’s contribution has been to
that effort.

The Assembly delegation, led by Board of Trustees Member Jirair
Haratunian, Executive Director Bryan Ardouny, and Director of
Research and Analysis Armen Kharazian, reiterated its interest in
sharing knowledge and expertise, within the broader UN framework,
regarding the methodology and practice of development advocacy,
in benefit of historic homelands.

"Armenia may be a small country, but the Armenian Diaspora, with
its geographic reach and organizational capacity, imparts a global
dimension to the Armenian people – a tremendous value in today’s
globalized world," said Kharazian, the Assembly’s Main Representative
to the United Nations. "The Assembly intends to utilize that potential
in full, to the benefit of Armenia and its region, as well as the
international community as a whole."

The Assembly delegation also met with Shamina de Gonzaga, Special
Advisor on NGO Relations of the Office of the President of the General
Assembly. Both meetings were requested by the Assembly, to discuss
issues of interest or concern to the Armenian-American community,
including universal affirmation of the Armenian Genocide in the light
of the growing global focus on genocide prevention and other crimes
against humanity.

The UN meetings were followed by a session with Ambassador Armen
Martirosian, Armenia’s Ambassador to the United Nations, to discuss
strengthened collaboration between the Assembly and the Mission of
Armenia to the UN.

The meetings in New York provided an important stimulus to the
Assembly’s efforts to further develop its United Nations outreach
and advocacy strategy. The Armenian Assembly is an NGO in Special
Consultative Status with ECOSOC (United Nations Economic and Social
Council) since 1999.

Established in 1972, the Armenian Assembly is the largest
Washington-based nationwide organization promoting public understanding
and awareness of Armenian issues. It is a 501(c)(3) tax-exempt
membership organization.

"World practice has shown that it is not the economy built on raw
material that brings development," Chairman of National Democratic
Party (AJK) Shavarsh Kocharyan told reporters today also saying it
is wrong to believe that Azerbaijan has oil and it is impossible
to compete with it. As an example he brought Iceland saying without
natural resources it has exceeded Germany and Great Britain in its GDP.

Speaking about relations with Russia, he said, unfortunately, they do
not get out of the shell of "forever friends" and now, when we see,
that our expectations do no come true, we get disappointed.

"Armenia must pursue very pragmatic policy with Russia and not get
from one extreme into another," Kocharyan summed up.
