On December 12 the government of NKR returned Aliyev Anara Maarif
oghli, an inhabitant of the region of Mir Bashir, Azerbaijan, born
1978, to the Azerbaijani side.

According to the NKR State Commission of POWs and Missing People, the
citizen of Azerbaijan was returned at 14.35 local time at the line of
contact near the village of Bash Karvend, through the representatives
of the International Committee of the Red Cross.

The NKR Defense Army soldiers had captured Anar Aliyev on August 2,
2007 while crossing the line of contact near Martakert. The NKR
government provided the Stepanakert office of the ICRC access to
Aliyev who visited him and maintained correspondence with his family
in Azerbaijan.

The Azerbaijani side returned Valery Suleymanyan, an inhabitant of
the town of Martuni, who had been kept in Azerbaijan since April 2007.

[Presenter] The Baku government is considering the document submitted
by the [OSCE Minsk Group] co-chairmen on the Nagornyy Karabakh conflict
settlement to the sides. Only after this consideration is over, will
any opinion be voiced, Deputy Foreign Minister Araz Azimov has said.

[Correspondent] The Baku government still does not have specific
information about the document presented to the sides by the
co-chairmen at their Madrid meeting. Deputy Foreign Minister Araz
Azimov also said that the document would be considered by experts
first and it would be then discussed by political circles. The deputy
foreign minister said that the document reflected the co-chairmen’s
opinions and that it was difficult to say whether the proposals met
Azerbaijan’s interests.

[Azimov speaking to journalists, captioned] The co-chairmen’s
statements are their own opinions in the first place, these are words
that express their own thoughts. If someone says that this document
suits us best, this should not be taken for granted. This document
has to be studied and considered.

[Correspondent] Azimov did not conceal that there were some doubts
about the new proposals. One of the proposals is about the creation
of a mechanism for ensuring the life of the population in the region
based on equal principles, both in terms of security and social
and economic development, and within the framework of Azerbaijan’s
territorial integrity. The temporary use of this mechanism in some
form could stabilize the situation in the region. Araz Azimov said
that the main idea behind the proposals known to him was the vacation
of Azerbaijani lands.

Commenting on the deployment of PKK [Kurdistan Workers’ Party] bases
in Karabakh, the deputy foreign minister said that the Baku government
was concerned about these reports.

[Azimov] This is not something surprising. It could be expected that
Armenians would enter into collusion with some terrorists because
this is not the first time Armenian terrorist organizations have
established relationships with other terrorist organizations and
cooperated with them. The deployment of the PKK there could once
again demonstrate to the world community the fairness of our demands.

[Correspondent] Araz Azimov also commented on Azerbaijan’s NATO
membership. He believes that NATO membership does not depend on
Azerbaijan alone. This is a bilateral and even multilateral process.

The opinions of Azerbaijan, NATO and other sides should be sought.

The deputy minister described NATO membership as a road with many
lanes. The opinion of both NATO, Azerbaijan and others should be
taken into consideration in this issue, he said.

[Azimov] Therefore, after everyone is ready, Azerbaijan will
contemplate the membership issue, and it is doing so already now. But
[we are considering] this membership issue not because of NATO’s
beautiful eyes. No matter how positive we are about NATO, if this
membership does not meet our interests, we will not even think
about it.

[Correspondent] Azimov believes that although NATO membership could
help solve Azerbaijan’s potential problems, other interested sides
should not be allowed to take advantage of this issue.

Interview with the chief editor of the newspaper of "Azat Artsakh"
Mourad Petrosyan

– Mr Petrosyan, you were engaged in politics for many years. Is it
your vocation or circumstances forced you to?

– It’s vocation. The politics attracted me from school years.

– Today, you consider yourself a politician or a journalist?

– Certainly,I’m a politician. The chief editor is the main link
defining tastes and preferences of this edition.

– How do you explain the return of the first president into public
politics?

– L Petrosyan never said he would not return. Leaving the post he said
the phrase"You ‘ll ask me to return again" Last years he periodically
repeated he is always ready to return, but he doesn’t see the enough
wish in people. Judging by his steps, he saw changes in the majority
of the people in relation to his personality – Nevertheless, how do you
explain the return of the first president into public politics? Several
decisive factors influenced on the decision of L Petrosyan. First of
all the failure of all main candidates in parliamentary elections,
2 exaggerated information about loyalty to the 1st president among
ruling class, 3. to miss present moment means to lose forever the
chance to come to power.what concerns to aggressive attack, it’s
natural, because it’s last struggle for him. Neither Kocharyan,
nor Sargsyan let themselves speak badly of him .

– Mr Petrosyan, how do you estimate the chances of candidates for
presidency?

– L Petrosyan made several deeply thought steps. He met different
powers, first of all the powers who don’t receive his position now
and when he was the president. His 2nd successful step was the speech
to all powers to support his candidature in exchange for promise not
to appoint on highly placed state post any member from the party of
"National Liberation Movement". And the main, he will leave the chair
of the president after 3 years of his election. His debut will not
help him because his main rival S Sargsyan does not sit peacefully.

His game is also perfect and the nearer the final his game becomes
brighter for neutrally intended citizens. S Sargsyan will be elected
the president – Mr Petrosyan do you exclude unexpected factors in
favour of L. Petrosyan, which can be till 19th of february?

– Sooner they will be in favour of S Sargsyan, because the society does
not know his moral and professional qualities. Now it’s time to show
the qualities and he shows them. My forecast is such: L Petrosyan will
get 20-25 percents, V Hovhannisyan-10-15, S Sargsyan-50-55 percents –
Do you consider the political confrontation is possible in Armenia?

– The protests with violence are possible. But I think big problems
are less possible because the difference in results will not be too big

Belarus Wins Junior Eurovision Song Contest

Alexey Zhigalkovich from Belarus won the 2007 Junior Eurovision Song
Contest with the song S Druzyami (With Friends).

The vote saw fierce competition between Belarus and Armenia. The
Armenian Arevik group took a lead at first but the gap between Belarus
and Armenia was narrowing fast in the second part of the voting. By
awarding 12 points to Belarus, Lithuania cemented the victory for
our country.

Representatives of 17 countries took part in the 2007 Junior
Eurovision Song Contest. This is the second time that the Eurovision
winner has come from Belarus. The first winner was Kseniya Sitnik in
2005. Belarusian Andrei Kunets took the second place in 2006.

The Continuing Partnership between Children of Armenia Fund &

Armenia Tree Project Benefits 2,907 Rural Families

Armavir District, Armenia, December 10, 2007 ¾ The Children of Armenia
Fund (COAF) is implementing a Participatory Rural Development Program in
Armenia. With the fundamental purpose of reducing poverty primarily by
creating new income generating opportunities, COAF, Armenia Tree Project
(ATP) and Armenian-American entrepreneur Bryan Bedrosian joined forces
to reach out to 2,907 families in the Model Cluster of six villages in
Armavir. Each of the families received 2 ¾ 7 apricot trees, depending
on the size of their plots.

Besides economic development, COAF’s Participatory Rural Development
Program also tackles issues related to healthcare, education reform,
social services and infrastructure rehabilitation. In partnership with
COAF since 2005, ATP has realized tree planting in the Karakert School
and Kindergartens in April 2006 and, more recently, in the Karakert
Public Park. "Our partnership with a visionary organization such as the
Armenia Tree Project and our association with Bryan and Rosie Bedrosian,
Armenian-American entrepreneurs and philanthropists from California,
have culminated in the realization of such an important undertaking. We
are thrilled to have such friends among our long-term partners and to
share with them the vision of reducing poverty in rural Armenia," stated
Arpie Balian, COAF-Armenia Country Director.

The ATP Community Tree Planting Program Manager, Anahit Gharibyan, was
very forthcoming in expressing her appreciation of the cooperation among
all parties involved in this project, including all six local
municipalities and COAF staff. "We are gratified with the smooth
implementation of this tree distribution project. We look forward to
continuing our collaboration with COAF and reaching other successful
outcomes from our joint efforts."

The apricot tree nursery was initiated in 2004 by Bryan and Rosie
Bedrosian, in Karakert, the first village where COAF launched its
Participatory Rural Development Program. The Bedrosians aimed at
providing high quality apricot trees to local farmers to help them
become more competitive in regional and foreign markets. During the
past three years, the nursery was under the professional care of local
agricultural specialists supervised by the Karakert community. The
magnanimous and visionary assistance by the Bedrosians made possible the
distribution of 14, 729 trees to 2,907 families of the Model Cluster.

On the day of distribution of the trees, COAF and ATP staff witnessed
the enthusiasm of the beneficiary villagers. In the words of Zevs
Minasyan, sixty-year-old Shenik villager, the climatic peculiarities of
the region and the agricultural potential of the land in this area will
produce top-quality apricots making this distribution a worthwhile
effort. "We are grateful to all those who contribute to the development
of our villages and who consider this work their top priority. I am
more than convinced that in five years’ time my income will double with
the harvest from these trees. Thank you very much for making me a part
of this assistance project."

The Armenia Tree Project (ATP) was founded in 1994 to advance Armenia’s
development by planting trees. Trees ¾ managed on a sustainable basis
¾ deliver a steady bounty of tangible benefits like flowers, fruits,
shade, and medicine. They protect precious topsoil against erosion and
landslides, clean the air, and safeguard supplies of fresh water. Trees
also support an array of animal and plant life.

Bryan Bedrosian is ranch manager of Bedrosian Farms. Back in 1942, one
of his grandfathers purchased a 100-acre grape farm in Fowler,
California. Through hard work and frugality, the family was able to
purchase more land in subsequent decades, also establishing the National
Raisin Co. For over ten years, Bryan Bedrosian and his wife Rosie have
been involved in various consulting and philanthropic activities in
Armenia and Karabagh. In 2004, in consultation and close cooperation
with COAF and the Karakert Municipality, the Bedrosians established an
apricot nursery in the village of Karakert, where COAF had launched its
Participatory Rural Development Program. The project’s aim was to grow
apricot seedlings that would later become high quality apricot trees and
provide local farmers with new opportunities to become more competitive
in marketing their products.

In a letter to the Co-Chairs of the newly-created Genocide Prevention
Task Force, the Armenian Assembly of America questioned how the goals
of prevention can be achieved without proper recognition of previous
genocides – specifically, the Armenian Genocide.

While the Assembly is encouraged by the establishment of such a task
force, it is troubled by the fact that its Co-Chairs, Madeleine
Albright and William Cohen, have failed to properly recognize the
tragic events of 1915.

The Assembly is all the more concerned that Albright and Cohen sent
letters to House Speaker Nancy Pelosi (D-CA), opposing passage of
the Armenian Genocide Resolution, H. Res. 106.

"Until the Co-Chairs are willing to affirm the Armenian Genocide,
thus drawing upon the lessons of the past to confront future crimes,
we doubt that the objectives of the Task Force will be adequately
achieved," said Assembly Executive Director Bryan Ardouny.

The Assembly letters to Albright and Cohen also emphasized the
importance of recognition by pointing out that, "the lessons of
the Armenian Genocide teach us about the dangers of denial and the
consequences of failing to unequivocally affirm the truth in the face
of such denial."

The Task Force was formed by the United States Holocaust Memorial
Museum, the American Academy of Diplomacy, and the United States
Institute of Peace, in order to develop recommendations on how the
US Government can prevent genocide.

Georgia Apprehends Kosovo Independence

in the event that a crisis in Kosovo should spread to the Caucasus
and threaten Georgia’s territorial integrity.

"We hope our friends and allies in the west take a firm position on
the inapplicability of the Kosovo case to Georgia. In other words,
Kosovo is sui generis," Georgia’s Prime Minister Lado Gurgenidze said
in an interview with the Financial Times.

He fears that if the U.S. and most European Union member-states
recognize Kosovo’s independence, Russia might retaliate by recognizing
Abkhazia and South Ossetia.

Mr Gurgenidze won support for his position on Kosovo from Benita
Ferrero-Waldner, the EU’s external relations commissioner, with whom
he held talks in Brussels.

"We do hope also that Russia will understand that, certainly on
South Ossetia and Abkhazia, things should remain as they are," she
told reporters.

`MY REQUEST TO FUTURE PRESIDENT’ PROGRAM STARTED

Today started the first round of `My Request to Future President’
program organized by the British Embassy and `Transparency
International Armenia’ NGO. `We started this program in November 1,
and we informed the secondary schools of Yerevan, Gyumri, Vanadzor,
Goris,’ said Amalya Kostanyan, the president of `Transparency
International Armenia’ NGO.

According to her, the pupils of ten form have a chance to prepare one
question to the future president. `The program has three stages; the
first one is the above mentioned, the authors of the best question
will pass to the second stage and an interview will be conducted with
them, and those who will get to the third final stage will take part
in a TV show and they can give the prepared questions there,’ said
A. Kostanyan. Only clear, unique, brief, and interesting questions
will be passed to the final stage.

The pupils are less dependent from the government and political
forces, and that is why the program is conducted within the
pupils. `The results of the first stage will be summarized during this
week, and the rest stages will be finished in the end of this month.
We still negotiate with the TV-s about the broadcasting issues,’ said
the president of the NGO.

Note that 420 pupils participate in the program from 95 schools. 240
pupils are from Yerevan and 30-40 pupils will be recognized as
winners. Members from the British Embassy, NGO-s and ministries will
lead the commission, and make final decisions.

Structural Changes Made In Prosecutor’s Office

STRUCTURAL CHANGES MADE IN PROSECUTOR’S OFFICE

YEREVAN, DECEMBER 5, NOYAN TAPAN. The reforms envisaged by the new RA
Law on Prosecutor’s Office are at the final stage, NT correspondent
was informed by the spokeswoman for the RA prosecutor general Sona
Truzian. By order of the prosecutor general of the RA, on November
30 three departments and three units of the prosecutor’s office were
liquidated and new subdivisions were set up instead.

According to the same source, the following departments and units were
liquidated: the department for defence of prosecution on criminal
cases in courts, the department on control over the legality of
investigation, the investigation department, the unit for the fight
against corruption, the investigation department’s unit for the fight
against human trafficking and their illegal migration, and the unit
on the fight against drug trafficking.

The following subdivisions were set up instead:

– the department on crimes against humans, the former prosecutor of
Armavir marz Vahram Shahinian was appointed the head of the department,

– the department on corruption and organized crimes, the former head
of the department on defence of prosecution in courts Armen Ashrafian
was appointed the head of the department,

– the department on crimes of general character, Sargis Mnatsakanian
was appointed the head of the department.

According to the same source, prior to that, the following departments
and units were set up: the department on protection of state interests,
the department for control over the legality of punishment and other
measures of restraint, the organizational and supervisory department,
the department of statistics and analysis, the personnel unit, the unit
for reception of citizens, the application discussion and personnel
duty unit, the unit of Eurointegration, the unit of international legal
acts, and the unit on protection of state interests in foreign courts.

It was also reported that Hakob Gharakhanian was appointed the
prosecutor of Armavir marz (he was relieved of his post as investigator
of especially important cases under the RA prosecutor general), and
Sisak Khachatrian was appointed the prosecutor of Yerevan’s Avan and
Nor Nork communities.
